welcome to "today" on a monday. a monday of what promises to be a very eventful week. >> a lot of countdowns. you talked about a countdown to a potential government shut jdo. the 100-day mark for the trump administration. and north korea. let us set the stage for you. today, president trump welcomes in the u.n. security council the white house for an unprecedented meeting. high on the list of priorities, north korea, syria and u.s. cuts to u.n. funding. we'll talk about that more with the u.s. ambassador to the united nations, nikki haley, in a moment. budget battles will dominate. the white house releases its tax reform plan on wednesday, while congress faces a friday deadline to pass a new spending package, if it wants to avoid a government shutdown. here's another thing to watch out for on friday. president trump's address to the nra's annual leadership forum. we have complete coverage, starting with kristen welker this morning. >> reporter: good morning to you. president trump has been downplaying the significance of

the first 100-day mark. telling the associated press it's not meaningful. countering that, a flurry of activity, aimed at raking up more wins. health care and vowing to introduce a tax plan. but looming over it, that potential government shutdown set for friday. with donald trump's presidency approaching the 100-day mark, the president and his aides are sounding a triumphant note. >> he is fulfilling his promises and doing it at breakneck speed. >> reporter: but the new nbc news/"wall street journal" poll, tells a different story. with 45% of americans, he's off to a poor start. his job approval rating now stands at 40%, the lowest of any president in the history of the poll. still, an nbc neabc news/"washi post" poll, says he is holding firm with his base. on twitter, the president calling the polls, very good, considering much of the media is

fake and almost always negative. all this as washington faces a looming deadline. if congress can't pass a budget deal by friday, the government will shut down. >> the government's going to stay open? >> i believe it will. >> reporter: one of the sticking points, republicans are looking to include funding for the president's border wall in the spending bill, a signature trump campaign promise. >> who is going to pay for that ball? >> mexico. >> reporter: the president suggesting u.s. taxpayers may need to make a downpayment, tweeting sunday, eventually, but at a later date, so we can get started early, mexico will be paying in some form for a badly needed wall. democrats taking a hard line against the wall. >> the wall is immoral, expensive, unwise. >> reporter: some republicans warning to letting the issue shut down the government. >> the last thing we can afford is to send a message to the world that the united states government is only partially functioning. >> reporter: this comes as the

white house is attempting to resuscitate the failed attempt at health care reform. >> we're hopeful this week. but it's not something that has to happen to define our success. >> reporter: and today, former president barack obama, who has been vacationing, is coming off the sidelines, hosting a discussion about community organizing in chicago. obama's first public appearance, just days before the commander in chief marks a milestone. mr. obama met with at-risk young men in chicago. in terms of his message, aides say don't expect the president to criticize president trump. but he will advocate for his policies. as for mr. trump, expect this week to be a run-up to saturday's 100-day mark. today, he is going to hold that undecemb unprecedented white house meeting with the u.n. security council. >> kristen welker where they're

tidying up this morning. the world is reacting to a critical election in france. two outsiders have won the preliminary round of voting. richard engel is in paris for us. hi, richard. good morning. >> reporter: good morning, savannah. french voters rejected the establishment. there were 11 candidates. they've been whittled down to two. and the ruling parties that have governed in france from the left and the right for decades were thrown out. amid high security, millions came out to vote across france. turnout was 78%, in what's considered the most important election in decades. and it was a nail-biter. too close to call until the results came in. emmanuel macron is now the front-runner to be the next french president. this is his first campaign. supporters are hoping the 39-year-old banker from the center-left can bring a new life and energy to france.

we will win it, he promised. long live france. he faces his polar opposite, marine le pen, from the far right. trailing by a few percent, le pen is anti-immigration, wants out of the e.u., to drop the euro, and taking a page out of the strategy book from president trump. it's time for the french people to be free of the arrogant elite, she said, promising to close borders and stop terrorism. the two candidates will face each other in a runoff in two weeks. analysts say macron has the clearest path to victory and that following trump may have actually worked against le pen. >> trump was a counterexample for france. people have been looking at the -- what's happening in the u.s., with very critical eyes. >> reporter: now, with two weeks to go, france is at a cross roads. there has been a trend in global politics towards nationalism.

first with brexit, and then president trump's election. france can be where that trend comes to an end. >> richard engel, in paris, thank you. there's new tension this morning between the u.s. and north korea. the regime is now threatening to sink a u.s. aircraft carrier. and over the weekend, it detained an american citizen, as he was preparing to leave that country. nbc's kelly cobiella, is in seoul, south korea, with the latest on this. kelly, good morning. >> reporter: a lot of talking overnight, matt. the leaders of both japan and china speaking to president donald trump by phone. the choinese leader urging restraint on all sides, as "the uss carl vinson" comes closer to the peninsula. college student otto warmbier, and now, a professor. the north korean university where he worked said his name is tony kim. and he was detained at pyongyang

airport saturday, leaving the country after several weeks of service teaching. and his detention is not connected to his work at the university. kim is in his 50s. was doing aide work and was with his wife at the airport when the north koreans took him away. another bargaining chip, says former ambassador, bill richardson, who has helped free prisoners before and is working on warmbier's case. >> we've been able to deal with the father and the grandfather and the old regime. but under kim jong-un, he detains americans, he's detained three now. but we don't know what he wants in return. he doesn't communicate on that level. >> reporter: instead, more threats. the regime sunday warning it's combat-ready to sink a u.s. afr aircraft carrier. and threatening australia with a nuclear strike, as vice president mike pence wrapped up a two-day trip there.

>> all options are on the table. >> reporter: this morning as "the uss carl vinson" heads towards the korean peninsula, south korea is talking to washington about holding joint drills. the region on-edge, unsure of what north korea's supreme leader will do next. there's a lot of speculation and concern that north korea could carry out either its sixth nuclear test or a missile test some time this week. china has warned north korea not to do either. meantime, we have that big meeting at the white house today. all 15 members of the united nations security council set to visit. matt? savannah? >> all right, kelly. thank you very much. nikki haley, the u.s. ambassador to the united nations, joining us now. ambassador haley, good morning to you. >> good morning, matt. >> i want to talk about the american being detained in north korea in a second. but when you take that ziincide and you combine it with a threat to sink a u.s. aircraft carrier

and a threat to conduct a nuclear strike against australia. when you and your counterparts meet this morning, what can you come up with to rein in north korea that hasn't been tried in the past and haven't failed in the past? >> kim jong-un is starting to flex his muscles because he feels the pressure. last week the security council unanimously contempted what north korea is doing with their testing. china has been helping putting pressure on him. and he's trying to show strength to his country. >> we've been talking about containing north korea for decades now and what's not working. what new can you come up with? >> working with china for the first time, they've really been our partner in holding him at bay. it's a new day when you have china and the united states working together on a statement to condemn north korea. they put pressure on him. he feels it. that's why he's responding this way. an i think it is a different day. what we said from the beginning

and i will continue to say, the united states is not looking for a fight. don't give us a reason to have one. >> it's interesting that you say that the you think he's responding to the pressure by flexing muscle, by conducting more nuclear tests. i don't have to tell you, you have an unstabled ed adversary there. does the tough talk and the rhetoric, if china doesn't help us here, we may do it ourselves. we may consider a pre-emptive strike. do you worry about the point of no return with words? >> no. that's not the case. and keep in mind, he's trying to get the confidence of his own te people. when he does these things, he's not doing them to all of us, as much as he's trying to prove to his own people he can handle this. he's very much starting to feel the pressure. you're starting to see him get paranoid. and i think you'll see pressure coming from all parts of the community. and we have to keep the pressure up. >> i whi that savannah is getting at, when you have someone as unstable as kim

jong-un, do you worry that words might force him into a catastrophic mistake? >> no. and i think if you look at what's happening now, if there's a catastrophic mistake it's going to be because he's continuing to instigate an issue. we're going to continue to be stable. we're going to continue to have the international community stable. it's the reason that none of us are even trying to pick a fight with him. but we'll have to wait and see. what i can tell you is the international community is very united. >> ambassador haley, every leader says all options are on the table. they always say that. is a pre-emptive strike against north korea being considered? is the administration actively planning for that? >> we're not going to do anything unless he gives us reason to do something. so, our goal -- >> that's what reason? what would that reason be? do you have that threshold in your mind? >> if you see him attack a military base. if you see an intercontinental ballistic missile, obviously, we're going to do that. right now, we're saying don't test. don't use nuclear missiles.

don't do anymore actions. and i think he's understanding that. and china is helping put that pressure on. >> if he tests another intercontinental ballistic missile, if he were to test another nuclear device, you say, obviously, we're going to do that, do you mean military retaliation? >> i think then the president steps in and decides what's going to happen. >> let me ask you real quickly before i leave you. do you have any information on this american being detained? his whereabouts or why he's being detained? >> it's hard to get information out of north korea, obviously. we're doing everything we can. this makes three detainees that they have right now. and again, this is him trying to pick a fight with us. and what we're going to have to do is work very hard to find out information and see what we need to do to get the three out safely. >> ambassador nikki haley. ambassador, always nice to see you. >> thanks so much. breaking overnight, u.s. defense secretary, jim mattis, making an unannounced visit to

afghanistan. the trump administration is weighing sending more u.s. troops to that country. his visit comes three days after a taliban attack on a northern afghanistan army base. it killed at least 100 people there. kabul is the final stop on secretary mattis' six-nation tour. it was intended to bolster relationships with allies and partners. there's disturbing information coming to light in the alleged kidnapping of a tennessee teenager by her former teacher. gabe gutierrez is in colombia, tennessee. good morning to you. >> reporter: good morning. elizabeth thomas' hometown is grateful this nationwide manhunt is over and she is safe. now, we're getting our first insight into why her former teacher says the pair spent more than a month on the run. this morning, elizabeth thomas is being welcome home to columbia, tennessee, with signs and banners. while the sister of her accused

kidnapper, tad cummins, tells us, she talked to her brother three times this weekend. daphne quinn wants everybody to know he's not a monster. >> he's done this horrible thing that he has to pay for. but he's still my brother. and i love him. >> reporter: cummins is scheduled to be arraigned in sacramento on federal kidnapping charges. his sister says he doesn't believe he kidnapped elizabeth. >> i asked him why? why would he do this? and the answer he gave me was, she wanted to run away. and she wanted to leave. and he didn't want her to go alone. and he went with her to know she was safe. >> reporter: the 15-year-old and her former teacher were found is 2,000 miles away in a cabin in northern california, with no electricity or running water. during their 39 days on the run, the bare was caught on surveillance video at an oklahoma walmart. and police say they stayed at

cheap motels with one bed. >> she was traumatized by the whole incident, including the takedown. but she seemed to be in good health. >> reporter: daphne quinn says she does not defend or condone what her brother did. >> i think he would like to get his family back. it hasn't hit him yet that that's not going to happen. he's going to have to learn a new normal. he's got a very long, tedious road ahead of him in a place he's never been. and he's going to have to deal with it. >> reporter: elizabeth thomas' family lawyer says the 15-year-old is now in a safe location. and that she's being evaluated and treated by mental health experts. matt and savannah? >> gabe, thank you very much. let's turn to mr. roker. tell us something good about the weather. >> we've had a lot of rain down in the southeast. that's helped knock out the wildfires in florida. the bad news, is we have rain coming up the east coast. and it's going to be a big, big

topic today, when the president holds an unprecedented meeting at the white house, with the u.n. security council. overnight, workers in new orleans began taking down the first of four confederate era landmarks across the city. this is done at night to avoid protests of supporters of the landmarks. the mayor says he is committed to taking down four more statues now that legal challenges of their removal has been overcome. an congrats to peggy whitson. she has spent the most cumulative time of space as any astronaut. whitson holds the record for most spacewalks by a woman with eight. she is the first woman to command the space station. president trump is calling whitson this morning to congr congratulate her. >> that's an incredible number of days in space. >> for any american. not just a female astronaut, but any astronaut. can you imagine connecting that call? can you hear me now? to a frightening moment in

arkansas, caught on camera. take a look. you can see a little girl fall out of the back of a moving van. it keeps going as the man who filmed it races into action. it is a scene almost unimaginable. an emt's dash cam rolling as the doors of a driving church van swing open. a 4-year-old girl, seen falling out of the back on to a highway. >> it was unbelievable. >> reporter: as the car slows down, the girl motionless. the driver and another motorist rushing to her aid. >> once i picked her up and put her in my arms, it was heartbreaking. she had a horrified look on her face. i had to not think about my family, my children, and just focus on her. >> reporter: he says he was at the right place at the right time. and is a licensed emt and volunteer firefighter. the 31-year-old would never normally move a trauma patient. but in this case, he had to make a quick decision for her safety. >> i couldn't risk further damage to her by a vehicle

hitting her or hitting one of us or any of the other bystanders on the scene. i just had to take action and get her out of that road. >> reporter: he says the driver of the bus, unaware of what happened, returned about 15 minutes later. the young girl was rushed to the hospital, where she was treated for a broken jaw and was later released, expected to make a full recovery. as an emt, he says he's trained to handle these situations. but watching it happen, right there in front of him, was still hard to take. >> nothing hurts worse or makes you stay up a night longer than dealing with a child, especially holding her in your parms you're never going to forget that image out of your head. >> reporter: he is being hailed as a hero this morning and is simply grateful for the outcome. >> i was in the right place at the right time. >> he has been in contact with the girl's family who thanked him. when you think of just a broken jaw and injures, that's

incident captured on video. a female passenger, hysterically crying while holding her child on an american airlines flight, from san francisco to dallas. the woman allegedly clashing with a male flight attendant on whether she could bring her stroller onboard. >> just give me back my stroller. >> reporter: some witnesses reported that the conflict started when the flight attendant ripped the stroller away, and striking the woman. narrowly hitting her child. >> if you do that to me, i'll knock you flat. >> you stay out of this. >> reporter: not backing down, the two men got in a screaming match, nearly coming to blows. >> you try that with me. >> we all were in shock. it was a pretty -- pretty insane. i've traveled quite a bit. the lack of professionalism from that flight attendant and the fact that you have this crying woman and her two crying kids. it was a scene that was just

and we're back with "today style." this morning, the season's must-have for your face. long, look at me lashes. they're back in vogue, thanks to celebrities like kylie jenner, selena gomez, and eva longoria. and the secret is eyelash extensions. is it just that the celebs now are starting to talk about extensions that we're kind of putting a spotlight on it? >> celebrities add a spotlight. but from the runways to celebrities, like alicia keys to have a no-makeup look, it's not as easy as that. there's a little work involved. enhancing natural things like your lashes can go a long ways so you don't need makeup. >> let's talk old-school. you see some of these in the drugstore. >> and we're going to tell everyone at home. drugstore lashes have come such

a long way. and i have tips for you if you're going to the drugstore and you're afraid of what to buy. there's one tip to look for. if you get a blunt edge, that will look heavier and unnatural. you want something that looks flaired and tapers. our own eyelashes grow in cycles. that's a clear indication of a falsey, that is the blunt edge. i apply my lashes underneath. i glue them, so when i look down, you don't see them. >> these, you get the glue and stick them on. >> look for a band that's clear. if you get a tight shot. one side has a black band. and this side is a clear band. when you pick up the black band, and you f you apply it crookedly, you will see.

>> ways to stick stuff on. >> when it comes to glue, beware if you have a latex allergy. another tip, i have a graphic. you go apply the glue to the lash, don't apply it on top of the band the way most people do. apply it to the underside at the base of the lashes. that's the part that's going to sit on your lash. that's an easier way to get it to stick. >> can a regular person put them on properly? >> yes. >> what is that? >> this is called a fish-tail tweezer. this allows you, without using tweezers. to press the lashes into your natural one. >> if you like the individuals, not the big band. >> just little strip, flirt cosmetics, it cranks out, if you get really close. it cranks out miniindividual

in the meantime before this one, i found that the flight attendants in some ways are extra nice. and people are just aware. and everybody kind of knows it's bubbling. >> since then. >> since then. every flight is like, me coming here, i flew from l.a. yesterday. and i was on american. >> okay. >> and like, it happened to be delayed. it was something that happened. we had to go back to the gate. and the pilot came out of the cockpit and had this amazing, calm voice. and was like, hey, everybody, i just want you to know we have a little delay. but i really appreciate everybody's patience. and it was like, he just automatically calmed everybody down. >> diffused the situation. >> and to be honest with you, it's like, round of applause. >> i agree with you. >> thank you for finally doing that, making us feel objection on a flight. >> and in this case, american jumped in very quickly. in fact, there's a statement. american airlines says, what we see on this video does not reflect our values or how we care for our customers.
