the outer lanes of the ben franklin parkway, these are only going to be open to traffic for about another 50 something minutes then they'll be completely off limits to cars and these closures we're talking about tonight and tomorrow, these are the big ones. these are the ones that are going to have you going around this entire area instead of going through it. in center city the orange signs arrive before the team colors telling drivers they'll have to make some adjustments for the nfl draft. >> they blocked us off a couple weeks ago so it's been finding back roads and finding ways that take longer. >> reporter: now new changes tonight close the parkway to traffic from 20th to the art museum. kelly drive closed at fairmount and starting tomorrow some cross streets like 21st will have restrictions starting here at spring garden. mlk will be closed with sweet briar with the exception for the morning rush. this map shows in red what will be closed tomorrow. the changes more difficult for

local residents. >> it gets pretty busy here. i feel like there's been more traffic in general because of people people here for the draft and so you can compound that with all these road closures. >> it is bringing some congestion and closures around the parkway but also excitement for something that puts philly in the spotlight. >> it's starting to have a whole bunch of events that are fun and huge and gigantic. >> reporter: the sports spotlight will be here perhaps along with some new routines to get around. >> we're just going to walk everywhere, i think. >> reporter: even if you are not driving, this could really take some planning to get around. we notice that septa posted this telling you to board your bus some where else if you are leaving from this area, even walking you're going to have to do some planning. there will be places where the sidewalk will be closed. here's a tip for you look for 22nd street that is one of the streets that will get you across. live on the parkway, i'm lauren

mayk, nbc10 news. >> and nbc10 is your home for the nfl draft. we are bringing you three draft specials starting with our draft preview live in the parkway 7:00 wednesday night. then it's eagles draft day thursday just before the birds take their pick and we'll wrap up all the action on thursday. take the nbc10 app with you. there you'll find all the fun and those important tips for getting around all those closures. >> the first glimpse of emotion in court today from the man who killed a pennsylvania state trooper and wounded another in a deadly ambush. eric frein teared up as his mother testified at his sentencing today. frein showed up in court dis hefld and unable to walk on his own. prosecutors say it's all an act. randy gyllenhaal is joining us in pike county. set the scene for us. >> reporter: for weeks we typically saw eric frein show zero emotion in court. he's very stoic.

today was quite different. he was disshelf and unshaven. he hasn't slept since wednesday and when his mother took the stand for the very first time we saw him wipe away a tear. eric frein arrived today in a wheelchair, two deputies assisted him into court on suicide watch and looking unwell. his defense attorneys say he suddenly refuses to speak with them. >> is he speaking with you guys now? >> now he's not talking. >> reporter: he's not talking. his defense team now trying to show that eric frein may be mentally unfit. >> he's scared. >> reporter: but the prosecution is not buying it. >> we are of the opinion that this all eric frein trying to delay the proceedings. >> reporter: today in court frein's mother and father took the stand in effort to save their son's life. his father told the jury, i failed eric admitting he lied to his son about his military record and was verbally abusive. the defense articles frein

constantly sought approval from his dad. frein's mother also testified about his early childhood. he couldn't read until he was in 6th grade. he had few friends and spent most of his time in his room playing computer games. she told the jury, i don't want him on death row. in a very rare moment of emotion, eric frein wiped away tears as his mother spoke. >> i think that it was important that the jury meet the frein family. it's important that they understand what was going on in the frein household all those years. >> reporter: frein's mother also testified she still visits her son in prison every single week. the jury will need to weigh that testimony with what they heard last week including the mother and the widow of corporal dixon. randy gyllenhaal, nbc10 news. >> new at 6:00 philadelphia sanctuary city policy could play a roll in a high profile case involving a soccer coach.

immigration enforcement officials have issued what's called a detainer request for francisco gomez. he got one of his teenage players pregnant. the city of philadelphia has to decide whether to release him into i.c.e.'s custody. the detainer request must be accompanied by a criminal warrant in order for that to happen. suspect is currently being held on $750,000 bail. >> now let's turn to our first alert forecast. it's a dreary monday out there. this is a live look from center city. i have not seen the sun once today. we can tell you showers could still pop up tonight and more our coming our way tomorrow as you can see on the first alert radar. glenn "hurricane" schwartz is timing it all out for us. >> you think today was dreary, you just wait until tomorrow and especially at the shore. this is a live view of cape may

from the hotel. it's cloudy and windy, it's damp. but it's going to even cloudier, even wetter, even windier and even cooler during the day tomorrow. how about that? you can see some of the increase moisture coming up from the south. we're starting to get a little bit heavier rain around the dover area and way heavier rain down in north carolina. right now it's moving this way but it's coming up our direction because the storm system that is triggering it is coming right up this way. 57 degrees in philadelphia right now. wind right off the ocean. it's 53 in atlantic city with a windier condition. see gusts over 40 miles an hour tomorrow so it's really going to be ugly there. here's the futurecast as we go through the night, kind of scattered around for a while but just as we get toward the morning rush, watch this area increase, so it gets steadier, it gets heavier as we go through

the morning. we'll see when it moves out and talk about some summer-like weather coming later in the week in just a few minutes. >> philadelphia mayor jim kenny said today pennsylvania should legalize marijuana. the mayor responding to the arrest of two dozen people at a pot party in the city's frankfurt section this weekend. the smoke session was organized on social media. kenny said, the solution is to legalize regulation rational pop so police resources aren't used in these situations. >> president trump is racing against two deadlines saturday marks the end of his first 100 days in office but first, friday, the deadline for passing a spending bill. failure could result in a government shutdown. lawmakers from both parties are pushing back against one of his budget priorities, building a wall along the u.s./mexico border. that would cost billions. the wall tweeted the wall is a very important tool from stopping drugs from pouring into

our country and poisoning our youth. if the wall is not built, which it will be, the drug situation will never be fixed the way it should be. now president trump will be in pennsylvania saturday to mark his first 100 days in office. the president is expected to lay out his accomplishments in harrisburg. a place that he visited while he was running for office. >> to this now south jersey two teenagers are under arrest after apparently overdosing behind the wheel and crashing their car with a child inside. police in gloucester city say a 19-year-old man and 17-year-old girl are both facing charges. the incident happened yesterday on interstate 76. police used narcam to revive both the female and male passengers. the 5-year-old child in the car was not hurt. police in cumberland county trying to track down three people who shot people at a nightclub. some of that chaos was streamed live on-facebook. this video right here caught

peopling running in panic to escape pullets flying. minutes earlier police believed three men were shot inside the venue, two are still in the hospital tonight. police say they don't know what prompted the gunfire and they have no suspects in this case. neighboring restaurant owner was on facebook live when the shots were fired in the club parking lot even after police had arrived at the scene. >> i couldn't believe it. the cops is here and y'all still shooting. >> grant plaza disputes that people were shot inside. club management also says it's security group with metal detecters made sure measures were being enforced and blames gang members for the violence. >> this right here is not injure average burglar disguise. a crook who smashed the glass and jumped the counter is dressed head to toe in trash bags and you watch as he fixes his outfit and gets caught up in

trying to swipe the register. he got away with $200. if you know who he is you're asked to call police. >> new at 6:00. a man pleads guilty the from stealing from a south jersey football league. he betrayed young athletes by taking $56,000 from the league deflorio served as treasury for the south jersey elite football league. pennsylvania's attorney general is announcing a settlement for what he calls a kick starter exam. the founder of athletics in west chester started a crowd funding site that raised a half million dollars. it promised workout shirts that changed colors based on body heat but people who paid say, they either never got their shirts or their shirts were defective. now if that's you, you know how have six weeks to file for restitution. >> tonight the city of philadelphia has $7 million extra dollars in its coffers thanks to the soda tax. that's how much the tax pulled in in april. most businesses are complying

>> announcer: this is nbc10 news. >> neighbors in one delaware community say that's a problem, that loud rumbling problem and they want it fixed. they say truckers have ruined their quality of life. >> new at 6:00. they're desperately trying for help tonight. >> this area right here has so much history. >> reporter: this piece of route 41 west of wilmington has lots of charm but it has a problem too. >> and it's being destroyed by the trucks. >> reporter: for big rig drivers this is the choice road to get between wilmington and lancaster and they use it a lot. >> we've had to replace panes. >> reporter: the trucks are literally shaking apart her house that was built in 1840s.

truckers didn't use the road this much when she bought her house a couple decades ago but now. >> it's endless. it is absolutely endless. >> reporter: many of the trucks are over the legal length limit for the road and many don't follow the posted rules. >> neighbors are going to hold a town hall meeting they say it's an enforcement issue. police need to be on the road to let the know what the trucks are allowed to do and not allowed to do in this spot. >> reporter: del d.o.t. put up signs to use the wider route 48 which is called lancaster pike. most homes sit farther back but neighbors here understandably didn't appreciate the extra trucks and they fought to get the signs down which then sent the majority of the tractor-trailers right back to narrow route 41. neighbors here just want del d.o.t. to finally figure out a way to spread out the trucks so-to-all the different trucks they could use and not just this one. she's been fighting for years and keep plugging away until she can hear more of this and less

glenn "hurricane" schwartz with your first alert forecast. >> it's definitely going to be nastier tomorrow that's a good word to describe it. 57 not exactly a pretty day today. cloudy skies now as you can see throughout the area. little bit of rain in lehigh valley from one of the observations there and just about everybody's in the 50s and speaking of lehigh valley, let's see if they're in the 50s. lees port 56, leonardsville 56, kutztown 56, runningsville 56 degrees, allentown 55, bethlehem 57, easton 58. fairly uniform temperatures today and the probably be lower than that during the day tomorrow and the average high is well into the 60s. so we're way below normal. we have more rain moving up from the south. there's just no question about that and some of this heavier rain in north carolina moving up this way. not much question about that either. just a little bit about the timing.

as we go through the evening, temperatures not going down a whole lot but they're not going to go up much during the day tomorrow either. tomorrow morning's rush, wet, windy, nasty. 49 in pottstown and allentown. 30u6 in the morning then it doesn't go up a whole lot. by 10:30 it's up a whole degree. you can see the whole area covered in rain. then you get heavier rain coming up later on during the day. the actual center of this storm is a small nor'easter coming up from the south and just on the north side of that is where we get that heavy rain coming in and that moves then up toward the lehigh valley, central new jersey. tomorrow evening we got a lot of rain to go. here's tomorrow evening, when the phillies are trying to play so there may be some issues with that as we get into tomorrow night. during the day tomorrow, temperatures in the 50s everywhere, the wind east, 15 to 25 miles an hour, nastiest at

the shore as we mentioned. for the nfl draft is a totally different picture by thursday 78 degrees with partly sunny skies. 84 friday with a chance of afternoon shower and 88 degrees for saturday. how about that? i'm john clark coming up. one eagles player wants the team to use their first round draft pick on a certain position and the phillies pitcher goes on the disabled list. that is next.
