fulfilled ten of the 38 promises that he made on the campaign trail, but this was a big one. and he hasn't backed off the wall completely, but he is not going to push for the funding right now, the white house says. from democrats reaction from the two top democrats here who opposed this, nancy pelosi says that it is welcome news and it's time for congress to act to prevent the shutdown. chuck schumer said that this is good for the country, that the president is willing to take funding for the wall off the table. and lindsey graham, a republican, has been skeptical about whether the timing is right. >> hopefully we can find a way to increase border security and i'm for a wall where it makes sense but at 2200-mile wall doesn't make a lot of sense. there is not a big appetite for that. fencing and walls are part of the plan. >> reporter: so without a big win so far in his first 100 days the white house is focusing on health care and the big
