let's get to our top story. matt just previewed it. the deadline to keep the government operating and not shutting town. president trump indicated that he is willing to drop his border wall fundi ining demand to get deal. we'll start with peter alexander at the white house. good morning. >> reporter: good morning to you. the initial $1.4 billion price tag to begin building the president's proposed border wall had become a sticking point in avoiding a government shutdown that still could happen this saturday, notably, the president's 100th day in office. but president trump has been looking to wrack up a big win ahead of that milestone, is now w backing away from a possible budget standoff. just days after demanding money to build that border wall be included in the spending bill that congress must pass this week to avoid a government shutdown, the president is shifting the calendar. now, telling conservative reporters he's willing to delay funding for wall construction until this fall, ind stead of

th instead of this week. the white house confident the shutdown will be averted. >> that won't happen. >> reporter: the headliner is a tax reform plan to be unveiled tomorrow. the president promising a massive tax cut and coming in on another campaign pledge, cutting the corporate tax to 15%. critics say that would balloon the deficit. but the white house said that the mat will add up. also on the board, is the plan to replace obamacare, with an aide saying republicans are getting, quote, close. the state department removed a blog post from its website, promoting the president's florida resort, mar-a-lago, describing it as the winter white house. the three week old post raising

conflicts of interest questions. nancy pelosi tweeting, why is the state department promoting donald trump's club? the state department removed the post. the tension was to inform the public where the president has been hosting world leaders. and it regrets my misconception. as the president has tried to downplay the meaning of a 100-day benchmark, calling it a ridiculous standard. overnight, the white house launched a new website to focus its accomplishments, what it describes as bold action during president trump's first 100 days. >> thank you very much. let's talk about president trump and the first 100 days and how they stack up against prior administrations. msnbc's ari melber is here. good morning to you. candidate trump made a lot of promises during the election season. and then, president trump added to those promises after he took office. you've been calculating. what numbers have you come up

with? >> we looked at this. every presidential pledge that's been made. 35 total pledges. out of those, in 18 cases, no effort to make any sort of public followthrough. people remember tweets about sending feds to chicago or a voter i.d. commission, those things haven't happened. on 17, we found some action. >> executive orders. here's where he's been busy. a couple that come to mind. he instituted that lifetime ban on government employees becoming lobbyists. that idea of any new regulation has to be followed by two existing regulations going away. talk about his actions there. >> that's right, matt. if there is a bright spot for donald trump on the 100 days, this is it. 25 executive orders. others on reorganizing government. this is an area where the president has used the power of the pen. >> new presidents need to get out of washington.

get out in the country. let's talk about his travel, compare it to what we've seen in the recent past. >> this is striking. he has been out on the road, ten states, less than bush, who was using state travel to push initiatives. here's the big contrast. when you look at trips abroad, all around the world, donald trump has not left the country. obama had been to nine, including priorities like iraq, bush to two countries. people talk about america first, this might be one sign of it. >> ari, thank you very much. we'll talk about more of this with nbc news analyst nicolle wallace and josh earnest. josh, you used to be the white house press secretary. i guarantee when i was covering the white house and you were there, if i mentioned the 100 days, you would say, that's a fake deadline, it's a media construco constru construct. it doesn't matter. does it mat center. >> it matters because there's never a time when president

trump has more political capital to try to get things done. that's what is alarming about what ari was highlighting. it does not appear he's used this period, where he is at the height of his popularity, at the height of his political power, to get that much accomplished. >> we looked and we talk about the 100 days. and the president has knocked that down, saying it's artificial. do we want, as citizens of this country, administrations rushing through crucial legislation to hit a mark on the calendar? >> we don't want it for that reason. but reneed signs of life. and so far, the trump white house hasn't displayed that. they tried to enact one of their campaign promises, the muslim ban, twice and that's held up in court. they tried to repeal health care and that was a whiff, as well. we don't need it, which is an artificial deadline, albeit one that trump touted. he talked about what he would get done in 100 days.

but the challenge for them is with the exception of very big accomplishment, which is the appointment of neil gorsuch to the supreme court, they don't have much to show for their efforts in the first 100 days. >> on one hand, the president is saying it is an artificial standard. there's some truth to that. on the other hand, he seems to be working overtime to get victories before friday, including the border wall funding. he set that up saying we have to get border wall funding into this budget deal. and now, he had to back down. >> it was shortsighted because anybody who paid attention to congress, in order to pass budget bills, you need to get democrat support. democrats were not going to support any funding for a wall. it's not a surprise that president trump climbed down on his proposal. the fact that he backed down on

monday night instead of friday, maybe indicate he's learning something. >> how does the base feel about the border wall issue, backing down on that? first of all, they want mexico to pay for it. how are they going to feel about the change of course? >> his base is a personal obsession. they all have my cell phone at this point. i was out in michigan and pennsylvania, last week, talking to them. they're going to give him time. they want the wall. they believe in the muslim ban as a strategy to protect the homeland. you talk about artificial deadlines. to them, 100 days is not a fair amount of time to measure him. and they're going to give him time. we see failed efforts. they see flexibility, when it comes to agreeing to not put funding on the wall in this bill. >> and in fairness, he got his supreme court nominee through. that's no small feat right there. and a lot of people have given him points for foreign policy issues. doing something decisive in syria. perhaps getting china to be more cooperative on the north korea issue. >> it's hard to gauge a

presidency on a 100-day span. it's very unwise to gauge foreign policy success in a 100-day window. he's trying to get his campaign promises and turning it into a constructi ivive governing agen. >> thank you so much. congrats on the new baby, josh. >> congratulations. in the meantime, president trump's daughter, ivanka, is making her debut on the world stage this morning. she is speaking at a forum in berlin, germany, her first trip as an unpaid adviser to her father. hallie jackson has made the trip, as well. hallie, i think the purpose of the trip is discussing job training. is there an agenda on the part of angela merkel, who made the invitati invitation? >> reporter: that certainly seems to be a part of the political calculation here, matt. on behalf of chancellor merkel,

who invited ivanka trump to them, after the two of them were seated side-by-side, when merkel visited washington last month. ivanka trump, her signature issue during her time in the administration so far, women in the workforce. to set the stage, ivanka trump is out with an op-ed in "the financial times" talking about this issue, working to build relationships with the other women leaders that have come. this is big news here in germany. ivanka trump's visit here to berlin. the front page of one german newspaper described her as the first whisperer in a big headline this week. asking if ivanka trump will steer her father on a moderate course or whether she will be a loyal accomplice. that shows this visit is as much about soft diplomacy as anything else. ivanka trump's visit comes at a time when her father is not popular here. when allies are looking closely at his positions on trade, on nato, immigration. so, for ivanka trump, a big role

in her first official trip as assistant to the president. she's had plenty of experience on the world stage as a businesswoman. >> hallie jackson, in berlin for us. thank you very much. overnight, a largescale live fire drill by north korea. this has officials from the u.s., japan, and south korea have emergency crisis talks. nbc's kelly cobiella is in seoul this morning. good morning. >> reporter: savannah, no nuclear test and no missile test this morning. but the north koreans i s firinf a lot of artillery in a show of force today. the u.s. flexing its own military muscle, conducting drills with allies on both sides of the peninsula. a subdued celebration in pyongyang. and no sign of the supreme leader. kim jong-un's day with talk of

war and a military exercise on a massive scale, according to a south korean military official. u.n. officials tell nbc news "the uss carl vinson" will arrive off of the peninsula today. and "the uss michigan" pull into port in south korea. a routine stop and not part of a military buildup. u.s. defense officials telling nbc news, they believe north korea is gearing up for a show of force today or tomorrow. the north koreans already firing off fresh threats against the u.s. the most brutal punishment in the sky and land, as well as sea, without any warning, if the u.s. launches a pre-emptive strike. in tokyo today, chief nuclear negotiators from the u.s., japan and south korea, meant to talk strategy. president trumpcalled on the united nations security council to give more angsts. >> north korea is a big problem. >> reporter: no word on american

tony kim, detained over the weekend at pyongyang airport. >> as far as i know, we have not gained access to the individual in question. >> reporter: and still no explanation from the regime. and the u.s. not letting up on the pressure. those military drills that i mentioned, the navy says they will continue tomorrow. and the secretary of state, rex tillerson, is going to be chairing a meeting on north korea, a special meeting on friday. savannah? matt? >> kelly cobiella, thank you. the state of arkansas executed two death row inmates. jack jones and marcel williams received lethal injections on the same gurney. it was the first double-execution in the u.s. since the year 2000. arkansas planned to execute eight men within 11 days because a key lethal injection drug expires at the end of next month. the state conducted its first execution since 2005.

four others were blocked by courts. now, to new information on the former tennessee teacher accused of kidnapping a 15-year-old student. according to court documents, tad cummins took out a $4,500 loan just before they disappeared and planned to flee to mexico with elizabeth thomas. the two were found last week in california. cummins has been charged with transporting a minor across state lines for the purpose of sex. a federal judge approved his transfer back to tennessee. and he still faces a kidnapping charge there. major technical glitch caused big problems for computer users all over the world on monday. a web root anti-virus service shut down an untold number of computers after it identified core parts of microsoft windows as malicious. anti-virus software programs are supposed to ignore system files. many had files moved to

quarantine. the company has resolved that problem. >> imagine everybody, no. not my documents. i saved it. >> sorry i didn't return your e-mail yesterday. >> that went over my head. there's a lot of jargon in there. >> matt will explain it in the break. what's happening? >> a lot of rain through the carolinas. we've seen several incidents of severe flooding. look at the cars trying to drive through the floodwaters, which you should never do. charleston, south carolina, had three inches of rain. but north carolina, where we've been seeing a lot of the significant flooding. wake county has more than seven inches of rain. raleigh, just over six inches of rain. that little guy trying to escape the puddle right there. we are going to see more rainfall with a flash flood emergency in effect until 11:00 this morning. look at the heavy, torrential rain, from raleigh and points north. this is what's producing some of the flash flooding. we have cloud-to-ground lightning reported, as well. we're concerned for that area for now.

and a u.s. submarine arrived in that region, where envoys to south korea, japan and china met in tokyo. and elton john is at home after being traited for a rare and dangerous bacterial infection. he said he became violently ill on a flight from chile to britain. he was rushed to a hospital and spent two nights in intensive care. he is expected to make a full recovery. but he has been forced to cancel upcoming concerts in vegas. we found out he tweeted something. he said, woke up to an avalanche of well wishes. thanks to everybody for reaching out. i'm resting well and looking forward to getting back on tour. >> he is a good friend to this show. sir elton, if you're watching, get well soon. we have information on the passenger dragging incident on the united airlines flight. nbc news has obtained surveillance video, audio

recordings and statements from the officers involved. tom costello is on the story, has been from the start. what have you got? >> reporter: a reminder that the security officers were not police officers. they were wearing jackets that said police. dr. dao struck his face on an arm race when he was being, quote, escorted off the plane. another officer said dao had become violent. this morning, nbc news has obtained surveillance video from the united airlines gate in chicago that appears to show dr. david dao boarding his flights to louisville two weeks ago. and the radio call sending security officers to dr. dao's plane when he refused to give up his seat for airline employees. >> were they drinking or anything like that? >> no. something with an oversold and involunteer. >> you booked the flight. this is a departing flight? >> yeah. >> reporter: the camera catches dr. dao's wife running off of

the plane and running back on. an ambulance arrives and passengers get off and back on. onboard, dao's attorney says he suffered a concussion, broken news, two broken teeth and sinus injuries when security officers pulled him from his seat. >> oh, my god. look what you did to him. >> reporter: three officers involved filed incident reports with the chicago department of aviation, writing they were under duress because they feared losing their jobs if they didn't. they were later put on leave. the security officer who grabbed dr. dao, james long, reported that dao refused to leave and holded his arms tightly. but when he grabbed him, he started to swing his arms, flailing and fighting. his attorney calls that utter nonsen nonsense. was dr. dao a threat? >> no. he's a pussy cat.

there's nothing he did that should have caused united to bring in, you know, the storm troopers that came in. >> i'm not going. i'm not going. >> reporter: video reviewed by nbc news, shows dr. dao adamant he would not give up his seat because he had patients to see the next morning. but he was not violent. we've learned of a fourth security officer who responded to the scene, a sergeant. he was put on administrative leave ten days after the incident. the new documents reveal that officer long had been suspended just weeks earlier for a separate incident of insubordination. after blaming dr. dao, united has apologized. saying our focus right now is reviewing our policies and making this right for our customers so something like this doesn't happen again. what's appropriate compensation for dr. dao? >> i don't know. it's too early to tell. >> reporter: tens of millions of dollars? >> i don't know. i really don't.

>> reporter: attorney demitro said he was recovering from his physical and emotional injuries. and we reached out to the four officers involved in the chicago department of aviation, which declined to comment. last week, the chicago department of aviation issued a memo, telling its security officers to review policies on use of force and to comply with those regulations. >> still see the ripple effects from this. >> no question. tom, thank you. let's head over to dylan, while al is off today. >> we have a strong cold front moving through the middle of the country. a light risk of stronger storms in kansas city, joplin and tulsa. hail and damaging winds, our biggest threat today. and not all that widespread. the threat increases tomorrow, through southeastern missouri, most of arkansas. northern louisiana. we could see tornados tomorrow. 15 million people under risk for hail, strong winds and those possible tornados, especially

today" as we help you lose weight and get energized for the first day of summer. our dream team, dr. mehmet oz and joy bauer, they are back. good morning. before we get to lunch, we had breakfast yesterday. i didn't get to ask you. i want to ask about expectations. if people follow your routine and your program, what's the expectations of when they start to see the weight come off? >> you start to see results almost immediately. but the amount of weight that you're going to lose is going to vary from person-to-person. realistically you can lose like four, five pounds the first week. but that's some water weight. after that, it's going to level off one to two pounds per week. >> all right, doctor. i went out of my way to say routine. you think that's a key word for people trying to follow this. >> it's essential. otherwise the reptilian mind where you get food will retake

over. why reinvent breakfast. eat the same breakfast every day. automate lunch. you can make decisions later in the day. but when we fall prey to the witching hour, you run out of energy to make decisions. >> you said you have to get your mind ready to help your body get healthy. >> the issue of mindfulness is critical. that's smaller plates and sitting down in front of a table we have crafted with our friends. and giving your body a chance when they're hungry or not. more people seat in withdrawal, not when they're hungry. in societies, blue zone for people who live a long time, they generally are thin. and they always finish their meal before they are completely full. >> powering down, your big issue. last point, making sure you're able to be accountable to yourself. tell your friend you're involved. and power down before a meal. >> yesterday, we covered breakfast. today, we're covering lunch. and the rules when it comes to lunch, include the three ps.

protein. you want to have ample protein at your meals. that steadies your blood sugar and it's giving you staying power. the second "p" is produce. i'm telling people to include two cups of vegetables with every lunch option. and the third is to power down. shut off the computer, the tv, and be present during lunch. you want to sit down and slow down. it's good for digestion and mindfulness. >> you have a lot of options. yesterday, i was craving the peanut butter sushi rolls. >> you have to have two cups of water. i'm calling it a drop 10 salad. loads of vegetables. p protein and half a cup of beans. and lemon or vinegar. this is a sandwich. everybody loves sandwiches. >> that's half a sandwich. where is the top? >> here's the swap you can do. i'm putting a slice of cheese on

top. if you want the second half of the bread, the top of the sandwich, lose the cheese and put the second half of the bread on top and you're good to go. but two cups of vegetables with it. this is my version of chicken salad. it's a curried chicken salad with green peas. i use light mayo. i add green peas and curry powder, which helps the aches and pains because it as anti-inflammatory properties. five ounces and half of the plate, lots of vegetables. >> you can snack on this routine. >> one to two snacks every day. >> never want to be hungry on the program. that's the fate that will hurt you long term. you asked about how it's sustainable. use it for the first eight weeks. and for the rest of your life, as much as you want. and add joy's unbelievable yoga video from yesterday, which went crazy on the website. >> i was the student.
