dies, took over a regime. so say what you want but that's not easy, especially at that age. >> the president's comments coming as his secretary of state works toward a solution with the unpredictable volatile rogue nation. kelly joins us from seoul. tell us more about what u.s. officials are saying about the escalating tensions there. >> reporter: the president is saying absolutely there is a chance of a major conflict but also saying in that interview that he'd love to solve things diplomatically adding that it's, quote, very difficult. he says the administration was looking at new sanctions, economic sanctions on north korea, also leaning hard on china to help solve this. in a separate interview secretary of state rex tillerson saying that they are not looking for regime change in north korea, only full denuclearization. he also said that china has warned north korea of unilateral sanctions if north korea carries -- goes forward with

that sixth nuclear test. no confirmation on that from beijing this morning. but separately, the president also putting pressure on a key u.s. ally in this region, on south korea, saying that south korea should pay for the anti-missile defense system thaad, at a cost of $1 billion. south korea's defense ministry was responding to this today, saying that as far as they are aware their agreement with the u.s. stands, they provide land and infrastructure and the u.s. provides military equipment. but the president also going after a trade deal with south korea, saying that it was very bad deal and that he may end it. frances, yasmin. >> certainly china integral to all of this. thank you. the late night vote in the senate put the government on the brink of shutting down. democrats blocked the short-term resolution that would have funded the government for the next seven days.

the botched vote comes as house republicans make moves that could assure a funding measure passes. after they announced their decision not to take up a vote on their plan to repeal and replace obamacare. congress has until the stroke of midnight to get a budget resolution passed before the federal government shutters its doors. tracie potts joins us. how is it that democrats are blocking a budget and what can you tell us republicans are taking? >> the issue is they don't want to deal with health care this week. now that is off the table nbc is confirmed there will not be a health care vote this week, they can move forward with at least the temporary extension for a week to figure something out and avoid the midnight government shutdown. a vote is set to happen to avoid the shutdown on the temporary extension, sometime late this morning, but no later we're told than mid afternoon. again, with confirmation that there will be no health care vote this week. as all this is happening, the

white house is waiting and they are also responding to the pentagon's inspector general taking a closer look at former fired national security adviser mike flynn and why he did not disclose he was paid $45,000 to visit russia. congress investigators here releasing documents showing that the defense intelligence agency warned flynn that he had to disclose any foreign payments. the white house response is one, that they think that the inspector general's investigation is appropriate, but also that they have no security clearance documents to turn over on flynn. frances, yasmin. >> all eyes on the 100-day mark. arkansas carried out the execution of convicted killer kenneth williams after the supreme court denied a stay. he was sentenced to death for shooting a farmer and former deputy warden in 2000. he is the fourth inmate to be

executed in arkansas over eight days. the state rushed to execute as many as eight convicted killers over 11 days to beat the clock on the april 30 expiration of a key drug used in the procedure. we have an update on the united airlines dragging incident that occurred 19 days ago. dr. david dao being seen here has reached a financial settlement with the airline for an undisclosed amount. his lawyer called it a quote home run and said dao has no plans to sue the city of chicago or anyone else for the incident. in delaware today flags at half-staff for a state trooper gunned down by a suspect who held police in a standoff. s.w.a.t. teams used explosives to blow open the house before he came out shooting. with the state in mourning investigators don't have a motive. here is nbc's tom costello. >> reporter: in a quiet delaware suburb a violent night of gun fire and explosives after a

standoff with a cop killer. it started at a store when trooper steven ballard approached a suspicious vehicle. police say that's when the passenger, 26-year-old sealy, jumped out, pulled a gun and began shooting. as the trooper lay wounded sealy approached and executed him. p sealy then fled, barricading in his family home. s.w.a.t. teams used explosives trying to coax him out. >> it was like five shots. like five shots, a break, then five more. >> reporter: sealy came out shooting and was killed. neighbors say sealy and his family kept to themselves. >> they kept to themselves. never saw them outside. >> the family you never saw the family. >> no. >> reporter: outside the flags are at half-staff, black bunting over the trooper's patrol car. eight-year veteran, married with a step daughter.
