england tonight. explosions rocked the manchester arena. >> right now 19 are confirmed dead with at least 50 others injured. some of the casualties may have been caused by the stampede of concert goers. >> leaders in manchester and around the world are coming to grips with this latest suspected acts of terror. >> sirens heard outside rushing to the scene in northern england. these are the first sights and sounds coming in from overseas tonight. in what multiple u.s. officials briefed on the investigation so far suspect was a deliberate act, possibly by a suicide bomber. >> there are forensic indications of a suicide bomber with a backpack bomb.

>> reporter: police quickly posted on street corners in the area. the incident happened as people were leaving the show outside the venue in a public space. adding, our thoughts and prayers go out to the victim. the singer and actress is okay. grande in the midst of a global tour starting last week. social media turned out moments. including distant sounds of a boom captured on this dash cam video. and an announcer inside the arena trying to keep the exiting crowd calm. >> this just in, ariana grande posted a statement on twitter. broken from the bottom of my heart. i am so, so sorry. i don't have words. there is no evidence of credible

threats against music venues in the u.s. tonight. americans may experience increased security in and around public places and events. nbc 10 will bring you new developments on this story as they come. in and you can get updates on the nbc 10 app and the latest with the morning team starting at 4:30 a.m. dozens of students start fighting in the middle of the street and take police officers down with them. witnesses captured this chaos outside a septa station this afternoon. now we learned the students planned all this on social media. nbc 10's denise nakano joining us live with the new details outside of the police department. >> reporter: witnesses tell me tonight they saw an officer being knocked to the ground. he was one of several officers who was hurt trying to break up a fight involving dozens of teens. >> the cops were definitely

outnumbered. >> reporter: after school mayhem injuring several philadelphia police officers and two students. officers arrived to a large group of students from several schools who got to the message to gather through social media. >> an area over here. to over here. >> reporter: the fight continued to erie and "o" streets. you can see one of the officers getting knocked to the ground. two more officers and two students were hurt in the melee. >> it's a shame because it's a lot going on in the city right now. >> reporter: investigators are look into whether a fight involving students at the same time on friday is connected. there were no reported injuries in that scuffle but business owners like this woman say the fights are getting bigger and worse. >> last week already happened

and this week it happened again. i don't want anyone to get hurt. >> reporter: a 16-year-old was arrested on assault on a police officer. a 19-year-old was arrested on charges he tried to take a baton away from another officer. police have good surveillance video on their hands. more arrests could be imminent. i'm denise nakano, nbc 10 news. also new at 11:00, a search for a kidnapping victim. witnesses saw someone being beaten and thrown into a minivan. those kidnaps are on the loose right now. >> reporter: police are looking at two surveillance cameras at the warehouses down the street. that's where the victim was attacked and carjacked. the victim was tossed in a brown minivan and the suspects drove west down roberts avenue. nbc 10 was there moments after

the police arrived at roberts avenue and fox street for a reported assault and carjacking. >> the man was sitting there kicking and punching on the car. >> reporter: this woman told us she drove by as the victim was getting beat up. she didn't realize what was happening. >> that is like something that happens in a movie. it's dangerous out here. >> it is the result of an accident that turned into a road rage incident. we're not sure at this time. >> reporter: it all started after 7:00 p.m. a man stepped out of a brown minivan and beat up the driver of another car then the door slid open. >> the person winning the fight forced the victim into the minivan and laid him down in the back and continued to assault him. >> reporter: investigators told nbc 10 one of the suspects took off in the victim's car and drove away as two others in the minivan followed with the victim inside.

philadelphia police have not issued a missing person's report yet. the suspect description is a man 6'4" in his 20s, husky build, last seen in that brown minivan going on roberts avenue. i'm brandon hudson, nbc 10 news. a philadelphia man who has been in prison for the last 24 years is nearing his chance at freedom. the pennsylvania innocence project announced that john thomas will have a hearing tomorrow. he was convicted in 1994 of the murder of domingo martinez. his mother says that he has spent every day behind bars fighting to clear his name. >> i'm proud because not only did he just sit in the jail and do nothing but he knew he was innocent and he did something about it. >> reporter: her son has been a tireless worker in the library trying to find a way out. he could be released on

wednesday. >> a rally for peace in north philadelphia in sponresponse to shooting. police don't know what sparked the gunfire on saturday night. a group was outside listening to music and dancing. two men drove up and opened fire from their car. demonstrators called on the community to stick together and stay strong. >> i appeal today to talk to the community, start the process, let the little brothers know you should have the courage to assemble peacefully and know that violence breeds violence. an off duty delaware state trooper is recovering after a domestic incident that left her boyfriend dead. during an argument the suspect severely beat his girlfriend in her home in pike creek. the trooper managed to grab her service weapon and shoot him in

the chest. he died in the hospital. the trooper was rushed to the hospital where she is in stable condition. now to the latest in the bill cosby assault trial. >> the jury selection is under way in pittsburgh. five yejurors have been chosen. >> about a third of the jury pool said they have a family member or friend who has been a victim of sexual assault. and one-third said they have formed opinions about cosby's guilt or innocence and the majority said it would be difficult to spend several weeks that far from home. >> they will be sequestered in morristown, about a five hour drive. count own nbc 10 to follow this case from the jury selection to the verdict. president trump is making

new tonight -- allegations of an open door for hackers. >> i had a meeting with them and said do you guys realize that there is no protection on these laptops? >> a whistle blower claims that first responders may have unknowingly made you a victim. >> there is no way of knowing whose identity has been hacked. >> and that whistle blower has filed a lawsuit. >> george spencer takes a closer look at the allegations of gaps in cybersecurity. >> reporter: for almost anyone who has been pulled over by police or had an ambulance rushed to your home, laptop computers like these offer a way for first responders to check some of your most sensitive personal information. >> i just walked into a big mess. >> reporter: but david insists the laptops also offered a glaring opportunity for hackers.

>> it's the worst scenario that you could be in. >> reporter: he filed a whistle blower complaint this spring alleging he was fired for his job as a county technical communications specialist after bringing his concerns to light. he says major cybersecurity gaps in chester county computer aided dispatch system were obvious even as he was installing it last august. >> i asked a colleague after that are we not enabling the firewall and they said it has just been a big mess. >> reporter: without an active firewall and unified threat management system, the laptops in about 650 emergency vehicles were open to hacking. the vehicles range from chester county fire engines and ambulances to patrol cars for local police departments. he insists the cybersecurity gaps violated federal rules but he also says they potentially

endangered the personal information of anyone who interacted with a first responder. they may have even endangered police themselves as their location could be tracked by hackers. >> it's not a matter of if. it's a matter of when you are going to be hacked. >> reporter: you're that confident? >> guaranteed. >> reporter: we took the complaint to david lantern, the director of temple university's i.t. auditing and cybersecurity programs. >> the people looking for ways to break in are always looking for ways to break in. >> reporter: he says if the allegations are accurate they potentially open up first responders to hackers who might jump in the middle of their communication. >> the information systems are all linked. this is a county system tied to a state system tied to a federal system. >> reporter: he says that none

of the first responders from police chiefs on down knew of the security holes. chester county has declined comment on the allegations as now they are part of an active lawsuit but the county did tell us, to our knowledge at no point has criminal justice, law enforcement sensitive or personnel information been compromised. but be on the lookout for identity theft. >> there is no idea what information has been compromised from our citizens. >> reporter: george spencer, nbc 10 news. >> chester county told us pennsylvania state police reviewed their system to ensure compliance and allowed it to go live. a soggy dreary day and the weather is not over yet.

>> tammy souza has a rainy neighborhood forecast. >> don't put the rain slickers away yet. outside we do have clouds and patchy fog. 66 was the high today. 1/2 inch of rain in philadelphia. in south jersey some of you picked up as much as 3 inches of rain. it was moving over the same spot again and again and again. the rain has long gone. everything is quiet. you can see the last of the showers to the east of us over the atlantic. and again we are going to deal with clouds and patchy fog tonight. things are quiet tomorrow morning. temperatures in the area is where we're going to set all night. we haven't moved much since the high of 66. 65 in philadelphia, 64 in vineland. 53 in mt. pocono. and overnight. 62 in philadelphia. we're not going to drop much.

you get the idea. we're going to sit steady here. we have the cloud cover out there and what we're going to be watching now is to the west. we have several storm systems headed our way. i think the first one to reach us is the one coming out of the gulf coast and then we're watching the one coming across the northern plains and one digging into the four corners area. three more rounds of rain in the next couple days. we do have cloud cover tonight but it is quiet. and tomorrow morning maybe even a few peeks of sunshine. you see the lighter shades of green. that's where we won't see the clouds. tomorrow afternoon the clouds are back in. and tomorrow night it will bring us rain throughout the day on tuesday and exit on wednesday morning. then quiet wednesday evening with clearing out there. but don't get too excited. here comes the next storm system
