responsible for the manchester attack was part of a terrorist network. four people are now in custody afterish security forces raided an apartment building in central manchester. investigators believe more attacks are possible. keith jones is live in the breaking news center with more on what happened today. >> today more soldiers were sent to landmarks in england including bucking ham palace and the british parliament. e we learned more about the bomber. security experts say he returned to the country days before the attack. he'd been visiting libya and possibly seyria. also today we learned the older brother and father were both arrested this libya. the father told the associated press that his son was innocent. we're learning more about the youngest victim in monday's attack as well. the 8-year-old went to the concert with her mom and older sister. her teacher droibed her as warm and kind ask loved by everyone.

found dead in 2014. a prosecutor ruled sheraton killed his wife, stabbed himself and set their bedroom on fire. the state medical examiner changed the cause of death from suicide to undetermine d. the driver accused of intentionally plowing through a crowd in times square has been indict ed. a grand jury head that decision, but the specific charges won't be revealed until that indictment is filed. one person was killed, 20 others hurt when he drove his car through crowded sidewalks in manhattan last week. he's scheduled to appear for an arraignment on july 13th. pennsylvania drivers may soon get new driver's licenses. today governor wolf said he would sign the senate bill allowing penndot to create new licenses and i.d. cards. state licenses aren't secure enough to comply with it. the legislature has until june 6th to fix that. if it doesn't happen, residents could be banned from using their

we have clouds all over the place. temperature near 70 or even shy of 70. tarp on the field here. but there's no rain that's going to be coming for the next several hours. just cloudy skies. temperatures in marshalton at 71. most places in the 60s. and farther to the south, even cooler. 59 degrees, we're coming right in off the ocean. and bethany. and we do have some more rain coming. the heaviest of it coming during a portion of the morning rush hour tomorrow. temperatures below normal until the weekend. and then we're going to see warmer weather over the weekend, but we have rain in the forecast. we can't get rid of that. here are the clouds and there's

and low and behold, it's 61 degrees in ocean city. and 62 at whole gait. a lot of clouds, as you can see. but the rain is still back to the west. it continues to get closer every hour. several different disturbances. that we can get in and get out and be okay. here we are this evening with just the cloudy skies. but it doesn't stay that way. by tomorrow morning, especially in the early portion of the rush, it's going to be wet. some of this could be heavy. there's 6:30 in the morning. computer model showing a lot of rain tapering off in delaware and south enginejersey as we he through the morning rush. we're down to just a few showers. but we could still be seeing
