6:00, this chester county home was meant to be a safe haven for people addicted to drugs looking to get clean. two people who worked there are a dead from overdoses. and investigators want to know what went wrong. good evening, i'm jacqueline london. >> and i'm jim rosenfield. tonight new calls for tougher drug laws in the wake of the drug counsellors deaths. how this happened from chester county. all new at 6:00. >> the two men were the only counsellors inside the home where six individuals lived were getting drug treatment. investigators say the drugs they took that led to the death are so dangerous. police can't even touch them without special precaution. the bags were marked with danger. popular sim bottoms. these drugs are so lee lee thal two counsellors died after injecting them in their bedroom. the men were known to patients

as drug kocounsellors. only they wouldn't talk to us posting no press passing signs and yelling us to go away. they fought the proposal by a chester county couple who wanted to create a recovery house for addicts. >> i would rather support treatment. >> reporter: caroline didn't have an issue with the recovery house until lis showed up over the weekend. the men who have not been identified were referred to as counsel, but certifications weren't known ask in charge of dispensing medication to the homes of clients. >> it should be regulated. the d.a. says the case is under investigation. he's warning people to stay away

a nuclear power plant emergency. >> it was a false alarm. how did this mistake happen? denise nakano went to the source to find out. >> reporter: a false alarm at the nuclear power plant raised concern and caused widespread worry through salem and cumberland counties. >> everything was going through my mind. is this real? what do i do? >> reporter: residents living near the plant but this is the first time it appeared to be real. the emergency message that was broadcast on tv before 9:00 last night to an estimate d half a million people in salem and cumberland counties was a mistake. it was caused by a coding error that originated out of the office of emergency management in west trenton. for others, it was a wakeup call. emergency management officials say if anything good comes out of this, it's a reminder about

day of deliberations in the trial of the man accused of killing his 3-year-old son. today jurors asked a judge to rewatch the video of the police interrogation of the suspect. jurors return tomorrow. developing tonight, the jury and half the alternates in the bill cosby sexual assault trial have been seated. 2 of the 12 member jury are african-american. the other ten are white. cosby is charged with drugging and molesting a woman at his home this 2004. the trial is set to begin june 5th. to our first alert weather now. people at the driving range in new jersey working on their golf swings in this cool but comfortable weather. it's dry right now. we won't be so lucky tomorrow

morning. rain is moving this. it is on first alert radar. >> glenn schwartz is timing it out. >> sky is cloudy. it looks kind of threatening. there's nothing on the radar close by. we have to go quite a ways back west to see the closest rain and that rain will be moving this way. it will be raining by the time we get to the morning rush. but not by 10:00 or 11:00 tonight. here it comes in the middle of the night. you can see the patchy areas of heavy rain during the heart of the morning rush. not heavy everywhere, but it's going to be pretty wet just about everywhere. there's 9:00 a.m.

we still have rain in the area. the east winds help iing to kee the temperature down today. we'll see if it stays down and if it stays wet as we head through the weekend coming up in a few minutes. storm raunger 10 will be out tracking the rain that's in the middle of your morning commute. it's the first of its kind. ed join us to track the changing forecast tonight on nbc 10 news at 11:00. late today the budget office released its core of the health care law republicans passed in the house. it shows about 23 million people would be left without insurance. the bill will also lower average premiums, but in part, that would be because coverage would typically be skimpier. it would cut the deficit by $119 million over the next decade. the bill now goes to the senate.

pennsylvanians will be able to keep getting on airlines use ing their state i.d.s. the house passed a a real i.d. bill that the governor plans to sign. that bill gives people the option of getting an updated driver's license that meets federal i.d. laws. the traditional pennsylvania driver's license won't be to get you on a plane as of next year. pennsylvania lawmakers also trying to get to the bottom of your tax dollars being given away at the democratic national convention today. state house members asked ed rendell to testify on the issue. he was the chairman of the dnc host committee which used leftover money on bonuses for staffers. the governor criticized the move. the state had had given $10 million pennsylvania hosted the dnc. hit-and-run crash involving a a dirt bike left a child in the hospital. you can see emergency responders lifting the victim into an balance. police say the dirt bike rider hit the victim and sped is off. right now a boil water

advisory in effect for some customers located north of wilmington. it noticed a drop in pressure. the complete list of affected neighborhoods is listed on our nbc 10 app. first day of freedom right here. a philadelphia man is finally out of prison after spending 24 years behind bars for a murder he says he did not commit. nbc 10 spent the day with mr. thomas. he spent time with his family and he appeared live this morning on nbc 10 news today. we asked how he made it through all the years in prison. >> family, prayer, hope, keep fighting. never give up. i knew in my heart it was coming. i just didn't know when. every day just happened so fast. >> the 43-year-old has plans to marry his fiance.

he's using a cell phone for the first time in his life. for years parents have been weighing in on how much homework their kids are getting. now the school district is doing something about it. a a coalition of students, teachers and district leaders proposed changes that it include not assigning homework during breaks. >> there's a lot of other things involved as well. especially for seniors. a lot of that stuff also factors in as well. >> the school board meeting starts in 20 minutes. we'll tell you what they decide tonight on nbc 10 news at 11:00. delaware is making it harder to drop out of school. today governor john carney signed a bill that forces students over the age of 16 to get consent from a guardian before they can leave school without graduating. they would also have to meet with the school about the dangers of dropping out.

a major update on the cyber security firms. >> investigators told you about the whistleblower lawsuit. it claims the county's emergency dispatch system left the personal information of citizens at risk of getting hacked. today george spencer was there as police acted on those concerns. pennsylvania state police information security officers moved tr patrol car to patrol car performing a cyber security review of the laptops inside only a day and a half after we exposed a whistleblowers plan. >> do you realize that there's

no protection on these laptops. >> so this was an immediate red flag. >> hands down. >> david tells us he was fired from his job after highlighting the concern. he says the new aided dispatch system was rolled out to every fire engine, ambulance and local lis car across chester county last summer. but he insists the cyber security gaps were so glaring, they may have endangered the personal information of any citizen who called an ambulance or was stopped by police. and could have opened up state and even federal records to hackers. >> there's absolutely no idea what information has been compromised from our citizens. the agency told us this afternoon chester county's three-year record certification was set to e expire some time later this year. but after the cyber concerns

surfaced police sped up their review. >> but because there's now that active lawsuit, officials wouldn't answer our other questions about the developments that whistleblower's claims. the nbc 10 investigators are also locking into impaired drivers behind the wheel. the driver was driving home when he was hit and killed. tonight we'll take a look at how the number of drugged drivers is growing but the tools to catch them are not. you'll also hear from families like the trooper.

i'm john clark from csn. the eagles with another workout today at the complex. remember the birds brought in four new receivers through free agency and the draft. big competition there.

one of the reasons why they needed to do this was their first round pick hasn't lived up to expectations. but the birds have a new receivers coach in mike row and grow has lit a fire under nelson. he says he's note vated to not be a bust. he put too much pressure on himself last year. that's in the past. today i practiced today. i got after it today. anything that happened back then, it happened for a reason. now i'm here to do what i got to do and to focus on being better. carson wentz's center is holding on to his job for now. e he didn't play well last year and he's gotten bigger. he hopes to get to 300 pounds and back to being the player he used to be. >> i try not to even worry about it. that stuff that is out of my control at this point. i think all i can do is just worry about trying to get better
