with british officials accusing american counterparts of leaking too much information. in solidarity with the victims of the u.k.'s worster t terror attack in decade, the city of manchester and the entire nation observed a minute of silence. also in manchester queen elizabeth ii, the 91-year-old

monarch visiting some of those injured in monday's attack. as more teenager victims were named overnight, so far 19 of the 22 killed have been identified. charlotte campbell lost her daughter olivia. >> please stay together. don't let my daughter be a victim. [ applause ] >> reporter: as the hunt intensifies for the suicide bomber's accomplices. cct shows images of 22-year-old salman abedi at a shopping center right next to the arena, doing recognizance or buying supplies. he's wearing a blue backpack. the tag still on it. it appears to be the same backpack that three days later would hold a bomb. "the new york times" obtained images of what is left of the bomb, the now charred blue backpack, its powerful battery

and handheld trigger. british officials are said to be furious about the leaked photos. they accuse the u.s. officials of leaking far too much, hampering their investigation. but a u.s. intelligence official told nbc news the british security services failed to pick up clues about the bomber before the attack. and that he should not have been on the streets. the bomber was known to british authorities as a possible extremist and two of his brothers have now been arrested, including one in libya, allegedly for plotting an isis attack there. u.s. and british authorities believe abedi was part of a wider network and fear that the bombmaker could still be at large. british prime minister theresa may is expected to raise the issue of leaks with president trump at a nato meeting in brussels today saying intelligence shared between our law enforcement agencies, quote, must remain secure. savannah, back to you. >> richard engel at the bombing

seat, thank you. that leak over the private information is front and center as theresa may will bring this up to president trump today. kristen welker is there, kristen, good morning to you. >> reporter: matt, good morning to you. and that's right. this comes as the nato secretary general has been trying to encourage intelligence sharing among nato allies, but instead you have the british officials infuriated after they say intelligence was leaked by the united states. no reaction yet from u.s. official, but it is certainly going to make for a very heated meeting when the british prime minister meets with president trump on the sidelines later today. meanwhile, the president's day did start with a series of meetings. he met with the president of the european union and european commission. there's deep skepticism about his agenda here after he shared intelligence the u.s. got from the israelis during the recent meeting with russian officials. and they have lingering

frustration after as a candidate mr. trump called nato obsolete, a position he reversed once in the white house. the president's agenda here in addition to pushing for more help in the fight against isis, he'll reiterate each country to pay 2% of its gdp. and right now only 5 out of 28 nato allies meet that benchmark. meanwhile, when the president arrived, thousands of protesters took to the streets. they're opposed to what they say is president trump's isolationist policies. and many here still fuming after president trump referred to brussels as a hell hole after the terror attack here last march. adding to the day's tricky diplomacy, he's expected to meet with the newly-elected president of france, manuel macron. he seemed to oppose his far-right opponent during the recent election there. matt and savannah, back to you. as mentioned, donald

rumsfeld served in the white house for four presidents, he was defense secretary twice, donald rumsfeld, we have given your resumé, nice to have you here, sir. let's talk about what we were talking about with richard and kristen, but the british are furious with the u.s. about leaking information about the bombing and the terror investigation. how concerning is that if a major ally of the u.s. feels it can't share information with the u.s.? >> well, that was just a report. i don't know precisely what the u.k. is thinking about all of this, but obviously intelligence is not to be shared outside of close allies. on the other hand, the president makes decisions all the time and has the ability to declassify information. and i think it is just a matter of sorting through what is taking place. i was ambassador to nato about 40 years ago, and when you deal with the nato countries, they do

have interests. and they do share a great deal of intelligence. and it is important that it be handled carefully. >> one of the most talked about instances of sharing intelligence, not with close allies but with russia, when president trump shared sensitive information we got about the russian officials, there was another conversation he had with the president of the philippines and said, i have two nuclear submarines off the korean peninsula. as a former defense secretary, is that the kind of information you want to be sharing with others around the world? >> there are times you don't want to share that kind of information and there are times you do. were it as a deterrent, you consciously want to let people know what your capabilities are. most countries don't have the ability to know where our nuclear subs are or aircraft carriers are. and what we do on occasion is to purposely let people know that

we've deployed capabilities in certain parts of the world so they will be careful. >> you were here during the campaign and i asked you about trump and you said, he touched a nerve. when i asked you, did he have the gravitas to be commander in chief, a -- >> i didn't know him. >> now that you have seen him in office, what do you this i? >> if i don't know someone, i'm not inclined to say i do. in this case, what is the chief executive's most important task? it's to select good people. and i look at his supreme court nominee, his vice president, his secretary of state, his secretary of defense, i think his national security team is really first rate. as you say, i've been involved with some cabinets over the years, and i would rank this one pretty high. the other thing a chief executive has to do is when you

make a mistake on personnel, fix it. they don't get better with time. and he did. and the national security adviser was changed. >> fast enough in your view? >> i don't know. i'm not there. but i give him pretty good marks on picking people, which i think is what a senior executive has to do. >> obviously, looming over this administration is the russia investigation. all the nation's intelligence agencies agree russia tried to meddle in the election. >> that's no surprise. we know they do. yeah. >> exactly. now the issue is, did any trump campaign official collude willingly or unwillingly with the inquiry. the president calls it a witchhunt, do you agree? is sit a witch hunt or a proper investigation? >> we know that other countries have an inquiry and make mischief, attempt to do things

in their interest. that's understandable and no surprise. it seems to me the question i can't figure out is if there's any their there, i certainly don't know the facts. it is proper to investigate things and take a good look and try to understand more than you know. but whether this is something that will prove to be important, i just have no idea. >> former secretary of defense, donald rumsfeld, it's always nice to have you in new york. come more often, all right? >> thank you. good to see you. as we mentioned at the top, the wild last-minute twist in the closely watched congressional election in montana. the republican candidate charged with assault last night after a violent confrontation with a reporter. msnbc's garrett haake is here with more. >> reporter: overnight the sheriff cited congressional candidate greg gianforte with

misdemeanor assault. the reporter was trying to interview gianforte and was body slammed to the ground violently. in the audio of this incident released by "the guardian" last night, it is fresh on their minds. >> you were waiting to make your decision on health care. >> reporter: it started out professional but quickly turned physical. >> we'll talk to you about that later. >> yeah, but there's not gonna be time -- >> speak to shane, please. i am sick and tired of you guys. >> reporter: "guardian" reporter ben jacobs said that he was body slammed. this is what he told msnbc. >> it's just very strange and

mortifying because you know, i'm used to, i don't mind being being blown off by politicians and i also am terribly sorry that i became the story. >> reporter: in a statement the gianforte campaign said ben jacobs entered the office without permission, aggressively shoved a recorder in greg's face and began asking badgering questions. the campaign says both men were pushed to the ground in a struggle. but a fox news reporter inside the room tells a different story. she says gianforte grabbed jacobs by the neck with both hands and slammed him into the ground. then began punching the man as he moved on top of the reporter and began yelling. >> there were five other people present. we have to interview all those people. >> reporter: today's special election for montana's sole congressional seat was already under extra scrutiny. it's a tight race in a state that president trump won by 21 points. now getting even more attention

for all the wrong reasons. >> speak with shane, please. i am sick and tired of you guys. >> reporter: and gianforte's democratic opponent rob quist thinks this is a democratic issue, but he could be the only person that feels that way. three newspapers were here, and the vice chair of gianforte told him to drop out saying he's not fit to run montana. this is a seat opened after mr. zinke was put in trump's cabinet. >> thank you. the noncongressional budget office says the number of

uninsured will increase here in this country. peter alexander is here with more. >> reporter: rejecting the republican house care bill would grow the ranks of the uninsured dramatically. while the average premiums would eventually go down, that would largely be because fewer plans offer benefits. and the costs of sicker people in this country could become unaffordable. three weeks after that rose garden celebration -- >> this is a great plan. i actually think it will get even better. >> reporter: this morning the reality check. the nonpartisan congressional budget office estimating the house republican plan to replace obamacare will leave 14 million more americans uninsured next year. over ten years that number grows to 23 million. in 2018, premiums would spike about 20% before dropping a few years from now when states can approve less comprehensive coverage. in some states, the report predicts sicker people, those with pre-existing conditions, would face high premiums.

despite money set aside to cover their costs. the white house insists the government scorekeeper is totally incapable of predicting how the plan will impact coverage. so who would save? the government with republicans out thing $119 billion in savings over the next decade. but this morning with senate republicans crafting their own plan, democrats are ramping up the opposition. >> this report aught to be the final nail in the coffin of the republican effort to sabotage our health care system. >> reporter: so to be very clear, at least for now obamacare is not going anywhere. frankly, the house plan may not be either. one of the top republican senators tells us the senate is writing its own bill and says, unlike what happened in the house, they are going to let the nonpartisan budget office review it before they take a vote. matt and savannah? >> mepeter, thank you very much. back to the dramatic video that we showed you at the top of the show. this is a carjacking at a gas station in milwaukee.

the suspect gets out of a black car and jumps into the driver seat of the white suv. the owner who was pumping gas jumps onto the hood of the vehicle. the woman says the carjacker was laughing at her the entire time. he starts to pull away with the woman clinging to the windshield wipers. the carjacker eventually gives up and abandons the vehicle, but the suv wasn't in park so it rolls onto the street. the woman jumps off the hood, back into the driver seat and brings the vehicle to a stop. thankfully she wasn't injured. police say it was not the smartest thing she could have done. they are still searching for the suspects. i might do that if my children were in the car, but if it's just the car? >> i know. and, of course, you should not try that at home, but can we just say, she's sort of amazing. you shouldn't do it. >> she's sort of lucky. >> very lucky as well. let us go down to al in orlando, universal orlando resort, more on that in a moment. hi, al, good morning. >> reporter: hey, guys, how are you doing? we are at the brand new volcano

throwing him to the ground. the reporter claiming he acted aggressively asking heated questions. and a war of words developed between the united states and british intelligence officials over the manchester concert attempt. british police are concerned leaks including photographs showing what appear to be a detonator and remnants of a backpack could hinder the investigation. and severe weather tore through parts of the south on wednesday, including a suspected tornado in north carolina. it damaged an elementary school gym and several mobile classrooms. thankfully, there were no reports of any injuries. and if you are traveling this memorial day weekend or are taking a family trip this summer, you may see major changes at the airport security checkpoint that could include having to empty most of your carry-on bags. a new tsa pilot program is tweaking the procedures at a handful of airports nationwide. tom costello is at reagan national this morning. tom, tell me all about this. >> reporter: savannah, good morning. first of all, this has nothing to do with the proposed laptop

bans for flights coming from europe to the u.s. they are still discussing that. this is about making you dig deep in your carry-ons at tsa checkpoints pulling out personal electronics, food and even books. in tsa speak, it's called divesting, hundreds of thousands of travelers are already doing it at ten airports big and small. in boise, colorado springs, detroit, ft. lauderdale, boston logan, los angeles, lubbock, san juan, puerto rico, las vegas and phoenix. what's new? while passengers are already required to remove laptop computers for a separate screening, the new procedures mean any electronic device larger than a cell phone, including e-readers and tablets, must also go in a bin. and not just electronics, even thick books and food that on the computer screen ask look like an explosive. the reason? people are cramming so much into their carry-ons these days, tsa screeners struggle to make out what's what. >> they have to weed through

multiple things in there. the more stuff you put in there, the more ganics in there, the slower the process will become. >> reporter: the question is will the new procedures at the ten airports slow down the checkpoints. >>. it is definitely going to add more time taking all the electronics out. it's already a pain in the butt to take out a sxutcomputer. >> even if it takes longer, i would rather be safe over an explosion. >> i don't see this as a good way because there's no way to do the procedures without backing the lines up. now you have created better terrorist target. >> reporter: that's the big concern, but the tsa says they have been rolling this out over the past 18 months and so far has not seen a big impact. it will be watching closely to see if the lines back up. if they don't, they could roll this out to other airports nationwide. lastly, as you would expect, if you are tsa pre-check, you are not part of this program. guys, back to you. >> that would really be interesting to see that rolled

out more widely. tom, thank you. also this morning, we are hearing from the father of that little girl who was grabbed by a sea lion and pulled into the water. we have also learned she is receiving treatment for a possible rare bacterial infection. just days after this heart-stopping video of a little girl getting snatched off a pier and dragged into the ocean by a sea lion went viral, the father of that young girl is now speaking out. defending his family against accusations that they provoked the incident by feeding the animal. there was somebody besides them that was trying to feed them. also, they weren't trying to take pictures or anything. last weekend the girl's family and onlookers watched in horror as a 700-pound sea lion yanked the girl into the water in vancouver, british colombia. the lau family now speaking out to cbc news, the canadian outlet agreeing not to use the father's first name for privacy reasons and to protect the identity of

the child. lau credits the girl's rescue to her fast-acting grandfather who jumped into the harbor and pulled her to safety. if he had a one or two-second doubt about that, my girl could have been gone by then. that reaction makes him a hero. days later the vancouver aquarium urged the girl's family to get her help because she was possibly in danger of a hazardous infection known as seal finger. and her parents brought her in for treatment. the wharf's harbor master says the incident should be a warning to never feed or approach sea lions. >> total stupidity on the part of the adults. not only do you let your family members feed a wild animal, but then they let their little girl sit on the edge of the dock with her back to it with the dress hanging over it. >> reporter: and the girl admits his daughter was too close to the wild animal saying, that's the lesson she took and she has taken that lesson in a hard way. only thing i care about is, god, she is safe. yes, indeed.

but this morning a lot of people are talking about seal finger which happens when bacteria from a seal mammal's mouth gets into a person's skin through a cut. experts say they have treated it quickly and it can be cured with antibiotics. and a spokeswoman for the vancouver aquarium insists the little girl is getting the right treatment. you sort of feel for the family having to come out to make a statement about what is going on. >> and how about grandpa. >> yeah. >> got in that water like this. >> not a moment of hesitation. let's get a check of the weather now from al who is down in orlando. al? >> reporter: hey, guys. we're down along the beach here at universal's volcano bay. it is gorgeous. and we've got a big, big grand opening happening later this morning. look at the size of this thing. it really does look like a volcano popped up in the middle of orlando. but let's show you what is popping up as far as your weather is concerned. as we look ahead towards your memorial day weekend, we do have on friday a threat for severe
