since 22 people were killed. a moment of silence was held after 10:30 local time, the exact moment the bomb went off. slides at a water park in california remain closed as safety officials investigate a horrifying incident when a 10-year-old boy flew off the side of one of the slides. it happened minutes after the park's grand opening. miguel almaguer has more. >> reporter: plunging three stories down the 10-year-old rofkts over the side of the slide. incredibly the boy is able to walk away with minor injuries. >> i thought he was dead at first because he hit the ground pretty hard. you hear it. >> reporter: safety officials inspecting the slide at the wave, a new $43 million water park opened for just 90 minutes before the accident. >> hopefully they will take steps to put something in place to prevent stuff like that.

>> reporter: with 85 million visiting water parks every year accidents are rare but happen. last summer 10-year-old caleb was killed in kansas city going down the world's tallest water slide which is yet to reopen. this month his family received a $20 million settlement. at water and amusement parks there are no federal regulations. 24 states have government inspectors, the rest depend on the private sector or have no regulations, at the wave they launched an investigation. >> safety first, everything that we do. we have been testing that slide for a matter of a couple weeks. >> reporter: on this unofficial start of summer new safety concerns at some of the most popular attractions. good samaritans in dallas may have saved a police officer's live trying to push his car back onto its tires after serious crash trapped him

no fog this morning. you might run into light fog in the suburbs, but mostly cloudy. at this hour, dry. there's a line of showers and some thunder detected. this is moving toward cambridge and maryland and heading toward delaware. the showers will be on and off this morning. most of the day will be cloudy and dry. 55 in new jersey. 50s for the suburbs and philadelphia. 50s for delaware and the lehigh valley. we'll see a chance of showers this morning and a possibility of some showers, even thunderstorms later today. the easton area, 10:00 this morning, you see light showers and 59 degrees. not a big warmup with cloudy skies through the day. not expecting to see sunshine. so we will warm, a little bit warmer than yesterday, into the upper 60s. new jersey, 66, including the shore which will see scattered showers at times. i'll break it down hour by hour and show you when the showers are most likely in your neighborhood when i'm back in ten minutes.

right now let's see how the roads are with francesca ruscio. thank you. so far, little to no traffic. we're doing well on the schuylkill expressway from the vine street both directions. eastbound from the philadelphia area, traffic is moving just fine. again, still very early. it's 4:30 now. in new jersey, on the majors, 295, the new jersey turnpike, 42 freeway both directions, we are doing just fine in terms of travel speeds. again, too early to be seeing any noticeable delays. that's always great news. and 95 right now, we're going to be looking at the southbound travel times. travel speeds in the 1996. little to no traffic. woodhain to the vine will take you -- woodhaven to the vine will take you 13 minutes. back to you. >> thank you. breaking from overnight, nbc news has now confirmed that former panamanian dictator manuel noriega has died. he was a u.s. ally until the american invasion of panama in 1989 ousted him from power. he later served a 17-year sentence in the u.s. for drug smuggling. noriega spent the final years of his life in a
