death on the news. >> to many kids getting shot out here, man, and too many kids doing the shooting. >> reporter: nbc 10 was there 24 hours ago as police taped off the 2,000 block of orr leans street for a double shooting. frazier was found unresponsive on the street. >> i heard the shots and seen a guy running. he had blood on his shirt. >> reporter: a neighbor says she didn't get much sleep after the shooting. she called frazier a great kid who would run errands for her. >> a wonderful kid. a good student, a good son. he behaviored and listened to his mom. >> reporter: one of frazier's aunts joined us. she had a message for the shooting. >> this is not fair to kids. >> reporter: the philadelphia police have not made any arrests or have anyone in custody.

frazier was a month away from his graduation. the 16-year-old who was shot has a non-life-threatening injury and is in the hospital recovering. new at 11:00, a man is in handcuffs after police say he barcaded himself inside this auto body shop in fairmont. the suspect allegedly pulled a knife and a gun on another driver. the suspect took off and hit three parked cars before pulling into the shop. he eventually turned himself in to police. also in philadelphia, a hazmat scare shuts down part of a street for several hours after someone reported chemicals in an apartment. homeland security was called to the scene but they determined no one was in danger. new at 11:00, a scare at orlando international airport after a man pulled a gun in the

middle of a crowded terminal. the man was angry and screaming moments before the chaos. does, of police officers surrounded the gunman. the suspect is now in custody. no shots were fired and no one was hurt. now to your weather. you might have trouble seeing out your window tonight. fog covering many parts of the area. this is the view from the live camera. that fog could cause more problems in the morning. let's get a look at the neighborhood forecast. here's tammy souza. >> we are looking at the buildings. they are disappearing. who stole their buildings? look what the fog is doing to the skyline. the fog is wafting in and out of the area. 61 in philadelphia and the dew point is 59. when those two are close together and we have light winds you see fog develop. a lot of moisture out there. doppler radar not showing anything across the area right

now. but there is certainly activity to the soutsz. this could clip the southern end of delaware and there is more shower activity to the west. we may get a sprinkle or drizzle overnight. right now pottstown at 2 1/2 miles, philadelphia at 5 miles. in the morning we could be looking at reduced visibilities. lows tonight, allentown, 57. and 57 in mt. holly. don't put the umbrellas away we have thunderstorms on the way. all of that is straight ahead. kathy griffin is apologizing for appearing in a video holding what appears to be the severed head of president trump. now we blurred a phrase frame of the video as it may be disturbing. the video showed the comedian living the head into view.

she says she is sorry and begs for forgiveness. >> i moved the line and crossed it and went way too far. >> reporter: griffin said the project was meant to be an artsy attempt at mocking the commander in chief. new at 11:00, a pair of #blacklivesmatter protesters delivered a pair of underwear to city hall. the man said the gesture was to voice anger over a report accusing police of stopping young black men and illegally searching their body. the aclu says while there are few you stop and frisk incidents in the city, officers stop minorities at a higher rate. police deny the claims and encourage victims to file a complaint if they feel their rights are violated.

two dogs go on the the attack. keith jones shows us how neighbors rescued several people and their pets. >> george davis has walked this block for a decade. >> seldom do you run into a dog that is running loose. so, yeah, it's something that is definitely out of the ordinary. >> but this afternoon two pit bulls got loose and attacked a dog being walked. >> at one point the guy was trying to hit the dog, beat the dog. >> reporter: lisa ran out to help a group struggling with the dog until it let go of the owner's arm. >> she had a big gash on one arm and the other arm where the dog -- i couldn't see because her sweatshirt was still down. but we were -- the other guys

were putting tuourniquets above the wound. >> how many shots do you think were fired? >> six or seven. >> reporter: that dog was hit twice and wounded. animal control euthanized both pit bulls. the owner received serious injuries. firefighters returned to a north philadelphia neighborhood where a house fire killed two children and a grandmother over the weekend. they gave out smoke detectors in an effort to make sure it doesn't happen again. nbc 10 was there as flames cob sumed the home. the children's parents made it out alive. as pbad as this fire was it did not have to be deadly. >> smoke alarms will help you once a fire starts. the best fire the is the one that never starts. >> it could be a while before they figure out what caused the fire.

delaware is going on the attack to curb the state's opioid addiction problem. the governor signed a package of bills to make sure that addicts can get treatment more easily. the legislation would eliminate some of the hurdles with insurance companies. the governor signed a law to allow the state that would monitor and go after doctors who are overprescribing opioids. drivers in one jersey shore community are being asked to slow down in the name of safety. the speed. it will has been lowered from 35 to 25 miles an hour. it went into effect this month. city leaders are trying to reduce the risk of accidents on one of the busiest streets. other people believe that money could have been a contributed factor but the mayor says that is simply not true. from a slowdown to a full stop. the north hampton bridge is shutting down tomorrow for repairs. officials say the $35 million

separated. la letourneau served 7 1/2 years in prison for raping her sixth grade student. they were married in 2005 and have two daughters. olivia newton-john is postponing her tour after being diagnosed with breast cancer for a second time. the 68-year-old was diagnosed first in 1992 and went into remission. in 2013 she toured for the first time since the 1970s. so if you could travel anywhere in the world right now where would it be? iceland may not be on your list but it's easier than ever to explore this new destination. if iceland has never been on your radar maybe it will be now.
