off balance. new video shows the traffic stop that led to tiger woods' arrest. teacher trouble. he is accused of recording video up students' skirts.

a family tragedy, relatives wonder if drugs caused a strategicer strategicer -- teenager to nearly kill his sister. right now at 11:00, students secretly recorded. police say this teacher used a hidden camera to take video up girls' skirts. nbc 10's brandon hudson is joining us live with more. another student caught him red handed? >> reporter: that student saw the teacher try to use the camera up a student's skirt. investigators found out the teacher hid the camera in a box of coconut water. police charged him with using a hidden camera to shoot up at least three students' skirts. he taught chemistry. a student caught howell in the act. >> my friend was telling us

about his teacher that was doing this and asking us whether or not he should report him. we all said he should report him. >> reporter: howell hid his camera in a coconut water box and put it in his briefcase. >> my friend not letting anything go on that long, i was proud of him. >> reporter: investigators uncovered several digital storage devices at howell's home in maple shade. it's the same complex where this girl lives. >> i wouldn't have expected this. it hits really close to home. >> reporter: howell used the camera at a convenience store. he is now at burlington county jail and will be arraigned tomorrow. new video now shows the traffic stop that led to tiger woods' dui arrest. a dash board camera captured the

whole thing. more than 35 minutes you see him fail test after test after test and finally end up in handcuffs. you can see tiger woods outside of the car. for minutes he struggles to tie both of his shoes. >> stand here with your feet together facing me and you are coming from jupiter, florida. you know where you are going? >> no. >> you are just driving around or what? >> i don't have to drive. >> have you had anything to drink tonight? >> nothing. >> are you sure? >> 100%. >> reporter: tiger said he doesn't remember police finding him asleep behind the wheel of his car. woods continues to fail test after test from the officers. >> you may begin.

>> i failed the test? i failed the test? >> all right. face this way. face this way again. mr. woods you don't have to walk anywhere. are you okay? what's wrong? >> what are we doing? >> tiger woods deemed unfit to drive, placed in handcuffs and taken into custody. >> we have posted more of the video on our website. a breathalyzer test found that woods' alcohol level was at zero percent. he says his behavior was a reaction to prescription drugs after a recent surgery. we have breaking news just into nbc 10. philadelphia police say that david oh, was stabbed in west philadelphia tonight. police are not releasing any other details but we are told he is stable and no arrests have been made. nbc 10 has crews headed to the

scene and to the hospital. we will bring you updates as they come in. a window washer is dead after he fell while working in cherry hill. you can see that scene taped off. emergency crews pronounced the victim dead at the scene. no word on what caused the fall. also tonight, a brother accused of trying to murder his 7-year-old sister. tonight the girl is on life support after she was found with a plastic bag on her head. drew smith learned details about the brother and why family members were worried about his behavior. how is that young girl doing tonight? >> reporter: we have been checking with police and her condition has not improved. she is in extremely critical condition here. the family is here with her asking for prayers as they try to make sense of the past 24 hours, a nightmare they have been living through. >> reporter: it began with a mother's 1:00 a.m. call to police claiming her son stole

her car. >> i just heard the noise. >> reporter: the car found smashed here 10 minutes later. >> i looked out there and seen someone running away. >> reporter: 18-year-old sammir alford who neighbors identified in these photos drove away from where his 7-year-old sister was unconscious in his basement bedroom with a plastic bag on her face. they say he strangled or suffocated her but it's unclear why. >> the person in their normal mind wouldn't do that. >> reporter: the police wouldn't find alford until midday. they say he was in the back of a police cruiser, he'd locked himself in. >> he said he did something stupid. >> reporter: most of the people in the neighborhood know the 7-year-old well. >> she is adorable. >> reporter: but alford kept to himself. >> never seen him. >> reporter: the mother complained recently she was having problems with her son getting high on synthetic

marijuana. but the family didn't see this coming. >> he loves his sister. >> reporter: detectives did an interview with alford and asked about that. they wouldn't get into specifics about what he said. but he told police that he did something stupid. we're live at st. christopher's hospital. the mother of six girls allegedly sexually abused by a bucks county man says she knew about the sexual activity but believed it could be a good thing. authorities allege that the 52-year-old was gifted the oldest girl. he fathered two children with her. it is a hung jury in the trial of a father accused of murdering his son. after six weeks of trial and ten hours of deliberation there was

no verdict for d.j. this morning. the judge dismissed jurors thanking them for their service. neither the family or the prosecution team spoke after the decision was announced. prosecutors say they plan to retry this case. >> i am so appreciative of what the jury did. they did such a tough job with such sensitive facts. i understand. i wouldn't say that i was surprised but i'm certainly not shocked. these things happen. >> he remains in jail on $750,000 bail. he will be back in court on july 5th. a new jersey state trooper is accused of using his job to harass women. eric richardson improperly pulled over at least two drivers and pressured the women to begin personal relationships with him. he tried to cover up his alleged crimes. he has also been suspended. new at 11:00, from a missing person case to a case of murder.

investigators are investigating death of a man as a homicide. he was reported missing on october 7, 2014. on january 25th of this year his remains were found in a lot. last month the medical examiner concluded that brown was killed but authorities didn't say how or when he died. anyone with information is asked to call the atlanta county police office. kellogg's is cutting 292 jobs at its distribution center. it's part of a downsizing happening across the state. kellogg's plans to slash 200 additional jobs and shut down a facility near pittsburgh. it was no day at the beach for police officers at the jersey shore. officers outnumbered and caught in the middle of a beach brawl.

>> three kids were arrested for assault and a dozen for underage drinking, marijuana possession and fighting. the head of maple shade's first aid squad is accused of stealing 100 grand in agency money. he is accused of making withdrawals totally $118,000 for personal use. police say a potential disaster was averted at the trump hotel in washington. a pennsylvania doctor was found with an assault weapon and ammo in his car. he checked in to the hotel at 1:00 a.m. and told the parking attendant he had guns in his car. they had a tip that a man with weapons was traveling to washington. they found an assault rifle, a handgun and 90 rounds of ammunition in his car. president trump says tomorrow he will announce his

decision on whether to pull the united states out of the paris climate accord. two administration sources tell nbc news mr. trump is leaning toward pulling out of the obama era accord. it asks the 200 participating countries to reduce toxic emissions. he calls it a jobs killer. >> he promises constituents he wasn't going to be a part of these economy killing regulations. he's going to keep that promise. >> supporters say it is critical to protecting the environment and national security. veterans in a local community came together to support one of their own. 94-year-old domonic is a veteran of the second world war. a group of kids tore down his flags. members from the american legion post 735 surprised the veteran

with fog and ended up with a really nice day. we don't have to worry about the fog any more. in delaware we have temperatures well up in the 60s. 69 in wilmington even at this hour, newark at 68, middletown, 68. to the south, a lot of 66s. 69 in harrington one of the warm spots. at the beaches we have a land breeze now, folks. it will be warmer not only at the delaware beaches but at the jersey shore tomorrow. we've gone from 62 to 80 in one day and now we're going to kind of level off there for the rest of the week. even saturday pretty close to that. not much in the way of showers around. but there was one thunderstorm in bucks county that went across toward new york city and a little bit of hail in new jersey. but tomorrow, no hail, no storms, hardly any clouds. a lot of sunshine.

easton, allentown, reading at 77 degrees. low humidity, not a lot of wind and even at the jersey shore, avalon, 80. that's the difference with the wind direction. we've got a wind from the west and that is really going to make a tremendous difference. so for friday we have a lot of sunshine. 80 degrees. saturday, a lot of sunshine, 78 degrees. everything is shifting with the bad weather going more into next week. so sunday's rain may come very late in the day or even sunday night and at the jersey shore it may not even reach the shore by s sunday. so that's not a bad weekend and a great next three days. the difference between the city and the shore is going to be pretty dramatic as we head toward sunday, especially. a ten-degree difference, showers

late in philly and not at the shore. look at the shore temperatures in the next three days, 70s. way warmer than it's been over the last several days, plus sunshine. the wind not coming in off that ocean. so we have that late day or nighttime rain on sunday. then we start getting into a weather pattern again. it's still a relatively wet pattern just getting a break here for a couple of days. once we get in it sunday night we may be in it for several days as the temperatures start going back down. getting pulled over by a police officer usually isn't a very pleasant experience. so why does this south jersey stop end in a hug? we'll explain, next. from the time i was pregnant with him, had so much life and energy in him.

thank you feast. four years ago she was battling a rare disease and undergoing treatment at children's hospital. hailey and her family spent 254 days at the ronald mcdonald house. today she returned as a healthy 17-year-old and cooked and served families making the ronald mcdonald house their temporary home, giving back. a traffic stop comes to an unusual end in south jersey. this police officer stopped the young woman on route 168 this month. she saw that the woman was anxious and worked to calm him. she told him about rough things happening in her life and the officer decided not to issue a ticket. she was so grateful she asked to give him a hug. you don't see that every day. how's sports tonight? >> the phillies on the wrong

an update on the breaking news we brought you earlier. we learned new details about the stabbing of a philadelphia city councilman. sky force 10 is live where this happened earlier tonight. the stabbing took place during a
