from fired fbi director james comey. we're covering all of it for you and we'll start with white house correspondent kristen welker. good morning. >> reporter: savannah, good morning to you. this morning an administration official tells nbc news later today many the rose garden the president is expected to announce that he's pulling out of the landmark paris climate agreement. but there will also likely be caveats. this official also stressing nothing is final until it comes out of the president's mouth. >> i'm hearing from a lot of people both ways. >> reporter: everyone from the pope to the president's daughter and his secretary of state, a former oil executive, want president trump to stay in the 2015 paris climate agreement, aimed at cutting greenhouse emissions. but top strategist steve bannon and epa chief scott pruitt want the u.s. out, arguing it hurts business and could embold an environmentalist to fight the president's policy. and with almost a fifth of the world's emissions, could a u.s. withdrawal make it all go up in

smoke? jean claude, the european commissioner, said not everything in international agreements is fake news. we have to comply with it. and this morning the president is hearing from these big american brands, arguing the paris deal is good for business with even oil companies including exxonmobil and bp offering their support when the earth had its hottest year on record, a trend that will only worsen if the president pulls out. >> when we talk about heat waves and major storms, we're talking about people losing their lives here in boston. and we cannot let it happen. >> reporter: the only other countries who aren't a part of the paris deal, syria and nicaragua. the president once called climate change as a hoax, but has since softened his language. still the move would be a campaign promise kept and would overturn one of former president obama's biggest environmental achievements. >> kristen welker leading us off. by the way, nbc news will have live coverage of the president's announcement this afternoon on

most of the nbc stations. let us talk now about new developments on the russia investigation. fired fbi director james comey has now been cleared to testify on capitol hill. and lawmakers are now issuing new subpoenas to some key figures tied to the trump campaign. nbc national correspondent peter alexander has more on that. peter, good morning. >> reporter: hey, matt, good morning to you. the russia questions are mounting just as the white house says it's done answering them ahead of james comey's upcoming testimony, the press secretary sean spicer has announced he's now going to refer all questions about russia to the president's newly appointed council. this morning james comey is ready to share his story, a source close to the former fbi director tells nbc news that comey has been, quote, cleared for takeoff by special counsel robert mueller, getting the go-ahead to testify before congress as early as next week where he's certain to be asked what president trump said to him about the russia investigation.

nbc news has previously learned comey told friends he felt pressured by the president to back off the investigation. it comes as the russia inquiry grows with new subpoenas issued for ousted national security adviser michael flynn, the president's personal lawyer michael cohen, and both men's companies. subpoenas also sent from the republican-led house intelligence committee related to possible improper unmasking of trump associates. the committee seeking information on requests made by three top obama officials. national security adviser susan rice, cia director john brennan, and u.n. ambassador samantha power. rise is vigorously denied any wrongdoing. >> i leaked nothing to nobody. and never have and never will. >> reporter: also this morning "the washington post" reporting the trump administration is considering giving russia back a pair of luxury retreats near new york city and on maryland's eastern shore. diplomatic compounds, the obama administration said were being used for intelligence-related purposes. shutting them down last december to punish russia for interfering

in the election. a state department spokesman says the u.s. and russia have reached no agreements. and the former top national security adviser to president obama tweeting, what possible explanation could there be for this? it only enables russia spying on the united states. as for the russian compounds, notably last week the russian embassy here in washington tweeted the following, they wrote, russia is seeking to return its diplomatic property in the united states asap, otherwise we will have to take counter measures. on a separate topic, as for the indecipherable tweet from the president 24 hours ago with the made up word, covfefe, sean spicer had a word on it. this is his chippic explanation. >> why did it stay up so long? is no one watching this? >> no, the president and a small group of people know exactly what he meant. >> spicer said he wasn't concerned about the president

sending out those overnight tweets. back to you, matt and savannah. >> peter, thank you very much. president trump, james comey, russian interference were all targets of hillary clinton in her most outspoken interview yet about the presidential race. she now says she suspects the president's campaign gave direct guidance to moscow. nbc's andrea mitchell with more on that. andrea, good morning. >> reporter: good morning, savannah. as congress launches the russia investigation and accelerates it, hillary clinton is trying to connect the dots about her up expected loss. and putting a lot of the blame on fake news circulated by a sophisticated republican internet operation. the candidate still trying to explain what went wrong. >> we thought we were going to win. >> reporter: and placing blame, not on herself but on the democratic national committee. >> i inherit nothing from the democratic party. >> what do you mean nothing? >> i mean, it went bankrupt, it was on the verge of insolvency. >> reporter: and that private e-mail server? >> this was the biggest nothing

burger ever. it was a mistake. i've said it was a mistake. >> reporter: she says the press made too much of it. >> they covered it like it was pearl harbor. >> reporter: but primarily blaming james comey for reopening the e-mail issue just before election day. >> my momentum, particularly among women in the suburbs, stopped and dropped. >> reporter: and she argues while comey revealed everything about her e-mails, he never disclosed he had been investigating the trump campaign and russian hacking for months. >> comey was more than happy to talk about my e-mails but he wouldn't talk about the investigation of the russians. so people went to vote on november 8 having no idea that there was an active counter intelligence investigation going on. >> reporter: late wednesday the president as though the campaign were still underway tweeting, crooked hillary clinton now blames everybody but herself. refuses to say she was a terrible candidate. hits facebook and even dems and dnc. and clinton tweeting back, people in covfefe houses

shouldn't throw covfefe. >> reporter: there's that covfefe again. and hillary clinton said donald trump had a way to rally men in a way they couldn't accept from a woman candidate. today joe biden is launching a new political action committee saying what he calls the negativity of today's politics drives him crazy. matt and savannah? >> that sets the table nicely for james baker who served as secretary of state under president george h.w. bush and chief of staff to ronald reagan and president bush. he's with us along with tom brokaw, secretary baker, secretary brokaw, great to see you both. >> later we'll find out if president donald trump is going to pull the united states out of the paris accord. he said he would make no decisions that wouldn't put

america first and wouldn't be what is best for america before it is best for others. is pulling us out of the paris climate accord the best for america? >> i hope he doesn't pull us out of the paris accord. on the other hand, it is important to have something to point to that would fulfill our obligations under the accord rather than this. i proposed to the white house a carbon dividends proposal where we would impose a carbon tax but reinvade it to the american people so it doesn't grow government. it's conservative, free market, limited government and internationally competitive. that would put us in compliance with that accord. >> tom, mitt romney tweeted yesterday, he said, affirmation of the paris accord is about remaining a global leader do. you think we have to stay in to change the future of the world? >> well, i feel very strongly about the reality of global climate change and we have to acknowledge that jim also has an

idea that has had real merit, not just have the white house make the decision, but we talked about pumping it over to the senate. this is a treaty that needs radification and need a debate on that. >> i think president obama didn't submit it to the senate because he was afraid it wouldn't get approval. so he called it an executive agreement. why not submit it to the senate? if the senate ratifies it as a treaty, then we know the american people are behind it and see what happens. i'm not sure it would get through the senate. >> interesting. because, of course, the senate is controlled by republicans. i have to ask you about another big topic we just talked about, james comey, the fired fbi director set to testify perhaps as early as next week. if you had been in the white house, comey has detractors on all sides, but would you have advised the president to fire the fbi director in these circumstances? or did he make this situation worse for himself? >> i don't know the answer to that because i don't know everything that was going on at the time. but i will say this, i think director comey made a huge

mistake back in july when he stepped down and held that press conference saying, we've seen a lot of bad activity here on the part of hillary clinton but nothing that would result in her being charged. he assumed unto himself the prosecutorial discretion that should rest in the justice department. you can say loretta lynch was disqualified because she met with bill clinton on her airplane, but there was a deputy attorney general who should have made that decision. the fbi's investigative agent. >> if it was a fireable offense, should trump have done it on day one? >> well, again, i don't know everything that happened. but the president has absolute power to fire the fbi director any time he wants to. >> you are often seen as the gold standard when it comes to white house chiefs of staff serving in that position twice. when you look at what is going on in the white house right now, and assess the dynamic, whose

running the show, is it the right person? and are there too many competing interests? >> well, i said back on february 9th to politico, i did an interview and said the one thing that worries me about the way they're set up is there are five or six competing power centers with broad overlapping authority and mega responsibility. and that's not a good recipe because that's contributed to all the fighting going on in there. he needs to empower one person, make sure everybody understands that's the guy or that's the lady, and give them the authority to run the white house. and make it a strong chief of staff. he needs that. they badly need, also, a message discipline in that white house. you know, you can't run something as big as the government unless everybody's singing from the same hymnal. >> it was a lot tougher to cover them than it is to cover this white house, by the way, because there are so many competing in

this white house. everybody wants to get their message out. that's why you see the stuff coming out 24/7. jim baker was chef of staff of ronald reagan and it was a tightly run ship. and you dealt with a single or a couple of people in key positions and he was always very straight with us. he didn't give up anything he didn't want to. sometimes i was pushing him pretty hard at that point but he wouldn't give it up. but in this white house, it's not just about the public image of it but the chaos behind the scenes i've never seen before in any ways. >> a lot of the power struggle playing out publicly. secretary baker, thank you for being with us. nice to see you, and tom, to you as well. appreciate it. now to the shocking video we showed you at the top of the show. a shooting inside a texas car dealership that involved two bounty hunters and the fugitive they were looking for. this morning all three men are dead. nbc's stephanie gosk is here with that story. steph, good morning to you. >> reporter: good morning, matt. the bounty hunters waited hours

to arrest the suspect. and when they finally approached him, a scuffle led to a shoot-out right in front of employees and customers. a terrifying and deadly shoot-out caught on camera. new cell phone video released overnight shows the chaotic moment when two bounty hunter ace approached a fugitive at a texas car dealership. the suspect opened fire sparking a short but intense gun battle that sent customers and workers diving for cover. >> oh, my gosh, where is he? >> greenville 911, what's going on? >> i don't know where he is! >> reporter: police say two investigators from corpus christie gabriel burnall and fidel garcia tried to arrest ramon hutchison. there was a warrant out for his arrest. the bounty hunters approached with guns drawn. hutchinson tried to pull a pistol from the waistband. after a brief scuffle, all three men unloaded their weapons. police say 20 shots were fired

in just six seconds. the bullets shattering glass and sending terrified customers running for their lives. >> get down! hold on! >> greenville 911, what's the address of the emergency? >> jesus, in greenville at the nissan dealership. there's been a shooting. i'm hiding in the bathroom, please hurry. >> reporter: all three men suffered multiple gunshot wounds and died at the scene. incredibly, no one else was hurt in that shoot-out. you may wonder how often bounty hunters get involved in cases like this. there's a surprising statistic, 90% of the people who jump bail in the u.s. are picked up by a bounty hunter. ramon michael hutchinson had an joust standing warrant for failing to appear on a first-degree judge charge in minneapolis. scary stuff. >> that got way out of hand. stephanie, thank you very much. this morning we're seeing some chilling new video that was taken by police inside the pulse nightclub on the night of that deadly mass shooting.

nbc's gabe gutierrez is in orlando for us. gabe, good morning. >> reporter: savannah, a warning to our viewers, these videos are disturbing. they have been edited not to show any of the people who died inside this nightclub, but they offer us our closest and most detailed look yet at what many in this community are calling a heroic actions of the officers who rushed into the line of fire. the dramatic videos posted onlicne by the "orlando sentine" show the amazing police officers. a barrage of gunfire leading out of the pulse nightclub as police sweep the building. one officer yelling commands at the gunman, omar mateen, who had taken survivors hostage. after a three-hour standoff, mateen was killed by police. the edited videos offering the most complete picture yet of what happened during the

deadliest mass shooting in american history, 49 people losing their lives. the armed officers were seen sprinting toward the club entering through a shattered window and taking cover behind the bar. one survivor was found hiding in a shed. the man quickly emerging with his hands up. outside survivors rushed to safety as police tried to clear the street. huddled behind a car, rescuers assist a wounded officer whose helmet stopped a bullet. police can be heard saying the gunman had pledged allegiance to isis. >> terrorism in orlando. pledged something to the islamic state. >> reporter: a horrifying scene affecting not just those inside the club but first responders as well. orlando's police chief opening up to nbc news last year. >> some are taking it tougher than others, but not even the most seasoned officer could prepare for something that they saw that night.

>> reporter: despite some initial criticism from some in the community, the police chief has always depended the decision for the s.w.a.t. officers not to storm the room where the gunman was holed up. and that prolonged the standoff. you can see from the video, guys, it was a chaotic and unpredictable situation. in less than two weeks, the orlando city officials will mark one year since the attack by honoring those who died and the dozens of survivors. guys, back to you. >> gabe gutierrez in orlando, thank you. and mr. roker is standing here. some wild weather around here last night. >> there sure was. la grangeville, new york, take a look at this video near poughkeepsie. this time lapse of the super cell storm that really dumped a bunch of rain, hail, vivid lightning. it was a real mess. that has moved through. that's the good news. while some other folks are going to be seeing weather like that today, down through the golf from houston to new orleans, we'll be looking at very heavy thunderstorms. in fact, all along the gulf today. these are going to be days of

takeoff by special counsel robert mueller now leading the investigation into possible trump campaign ties to russia. and emergency crews are on the scene of an overnight plant explosion and fire in wisconsin. it happened at a corn mill northwest of milwaukee. at least one person was killed. more than a dozen others injured. officials say the fire had been contained now but that building was destroyed. and mr. met, one of the most iconic mascots in sports is in hot water this morning. cell phone video surfaced of the mascot making an obscenerd a fa. it happened during the mets/brewers game last night at citi field here in new york city. it's not clear, what, if anything, the fan said to mr. met to spark that reaction. the team did issue an apology and said that the employee ine that mr. met. >> i can't look at him the same way. the shot with his big old gloves. >> he has four fingers. so how do you really know what gesture it was? >> maybe he was saying, we're

number one, yeah. >> mascots, they are just humans. well, also this morning, we are getting a firsthand look at the dui arrest of tiger woods. police in florida have now released this dash cam video. and it shows what led to woods being placed in handcuffs that night. nbc's kerry sanders on the story again for us, he's in jupiter this morning. kerry, good morning to you. >> reporter: well, good morning. as police arrived on the scene, they activated their cameras and began recording, capturing 98 minutes of video. in the video you see, 41-year-old tiger woods unsteady on his feet, slurring his words. all of this is now evidence in the criminal case for a judge, but also because it's tiger woods in the court of public opinion. >> i need you to follow the red line with your eyes, okay? >> reporter: it's hard to watch. newly-released dash cam video showing tiger woods taking a series of field sobriety tests with great difficulty. >> put your right foot in front of your left foot.

>> my right, left. >> yep. >> reporter: the officer in a whisper narrates for the record almost a play by play. >> stepped off to the right to balance. >> reporter: at one point, woods is asked to recite the alphabet. >> do you understand the instructions? >> okay. >> okay. what were the instructions? >> not to sing the national anthem backwards. >> not to sing the national anthem backwards? >> reporter: an officer found woods asleep in his car around 2:00 a.m. on tuesday appearing dazed and confused. photos taken by the police show the car is damaged, two flat tires on the driver side, both rear wheels bent. woods tells officers he has not been drinking. >> have you been drinking tonight? >> no. >> no? are you sure about that? >> yes. >> reporter: that later verified by a breath test that revealed no alcohol in his system. woods did admit according to a police affidavit he was on four prescription medications including vicodin.

>> have you taken any medication today? >> yes. >> reporter: the golfing great was arrested. >> i'm placing you under arrest for suspicious of driving under the influence, okay. >> reporter: woods said what happened was a reaction to the medications. i didn't realize the mix of medications had affected me so strongly. and he apologized taking full responsibility for his actions. because this is tiger woods' first time dui offense, he may be eligible for a dui diversion program which means that he could skip a criminal trial here if he's willing instead to meet certain conditions of rehabilitation. guys, back to you. >> kerry sanders, thank you. >> al and i often look at each other and i kind of gesture, what are you going to talk about? and he said, there's a take on this weather forecast. kind of a gloomy -- >> it's in the northeast and around the west.

why not use ground cornmeal to get the flavor in? and if you are going to use tomatoes in june, the first day of june, go with the small tomato. we'll talk about those later. >> okay. start us off. >> we're going to make the cornmeal pancakes first. start with the dry ingredients, cornmeal, flour, baking powder, baking soda and salt. then i have an egg here with egg whites. and we're going to mix this together and take the wet and then fold it into the dry. okay? so milk and then the egg and the egg whites. >> wait. fold in. show us your folding technique. >> so you're going to take your spatula. and as i slowly start to -- >> how is my folding? >> pretty good. you want to be more aggressive, just kind of like that. just fold it -- >> that's what matt always says to me, be more aggressive. fold. >> then we have the johnny cakes. the thing about the johnny cakes is they don't need to be perfect, okay? in terms of shape. if you look at some of the ones i've made here, some of them are circular, some are oval and some

have shape that is don't have a name. it doesn't matter. we'll put the johnny cakes in here and let them cook. i like to use the cast iron pan because you get the crust on the outside. >> you have a little oil on the bottom. >> exactly. turn these over, perfect. >> is there anything about this type of pancake? >> the cornmeal will give it a nice crust and crunch while cooking it. you can serve these savory, like we're going to do today, or for breakfast as well, like maple syrup, butter and some foods. >> can i just check in with team pancake over here? >> it is like a pancake and cornbread. >> that's exactly what it tastes like. >> my grandma used to make these. >> okay. >> it's all the ingredients you have in your pantry. so we'll top these quickly with a little bit of tomatoes and shallots. you can see, savannah, i'm using the smaller tomato that is are sweeter in the offseason. >> we're not quite into tomato time yet. >> not quite. so fresh basil, fresh tomatoes

i loved the '90s. i was like, you know this great song and we were singing it. it sounds nothing like it. >> i don't recognize that. they have a live performance. a 20-year-old hit later in the show. it's been 20 years, hard to believe. >> it's worth going on tour again. >> the last 20 years flew by. >> that's a nice segway. so yesterday i told you guys yesterday i had a chance to go back to my alma mater, northwestern university, we are all doing stories where we are going back to our schools and just kind of reliving our memories or whatever. so this is the iconic place on campus at northwestern university in evanston outside of chicago. it was a lot more emotional than i thought it would be. i just thought i was going on campus to have a good time. this is the rock, so it's one of the iconic places on camera, on campus where you paint it overnight and you guard it so the next morning when people walk on campus they see it. there you are. i painted it back in the day. in the middle of the night with my sorority, that was kind of cool to go back to that. and then i wanted to knock on the door of my old dorm room.

i remembered the dorm and kind of remembered the area, but it's fascinating to me that 22 years later they knew exactly which room. clearly. so i knocked on the door. and it was this sweet little girl, she's so smart, she's like a neuroscience major. they changed the floors, they have hardwood now. >> fancy. a little fancier. but it was pretty cool. the back-to-school piece will air next week. but i think i kind of got emotional because i remember, i'm from wichita, kansas, these were the journalism students. and this is what made me emotional because i always want to do news. i told this guy in middle school that i wanted to be a news reporter and he was like, what is your back up? i was like, huh? i don't need a backup. i said, this is what i want to do. so yesterday we get there and be there 23 years later and i was like, dang, up kind of did it. i was very grateful. >> i remember when we did roker-th
