neighborhood. how is the councilman doing tonight. >> reporter: let's start off with good news. that knife actually missed his vital organs. right in his left side. he said it missed his spleen, his heart and lungs. he's doing a bit better than you might after a serious stabbing. councilman david oh did describe to me what happened last night. he came home from work about to head back into his house when he was confronted out here by a strange man who started asking for his keys, trying to steal his car. as you can see police are still on scene as they search for that suspect and just a few minutes ago we caught up with the councilman home from the hospital. councilman david oh back home but recovering from a deep stab wound, suspect confronting him last night outside his own home trying to steal his car. >> i took a step back and i said you stabbed me. in fact, he had. he had a shank or a shiv. >> reporter: a stark reminder

that random violent crime has no boundary. >> this can happen to anybody. >> any point, any time, anyone. that's a real reality. >> reporter: councilman oh owes colleague confronting a problem. >> it takes a high-profile incident to get people focus. >> reporter: council president daryl clark calling the city's violent crime numbers unacceptable, 500 shooting sos far this year and a spike in homicide next week he'll introduce legislation to address the like poverty that can lead to violent crime. >> the likelihood of that person may not have a job, that person may have mental issues which a lot of this is. >> reporter: those violent crime numbers now very personal to the councilman who said he's ready combat this tough problem. >> it's a frustration in how to address, you know, the violence and the causes of violence.

>> reporter: he says there are both long term and short term solutions they will have to discuss at length. the former service member and prosecutor so this is not his time dealing with these types of ibs. but he tells me he's ready to get back to work. city council has a budget to approve in the coming weeks. >> these type of issues. i understand he you it's not the first time he dealt with this type of violent crime, right? >> reporter: yeah. he says back in 1958, this is a big story in his family, before the couldn'tman was born one of his cousins was actually violently murdered by a group of 11 youth. interesting part of this story he said his family back korea actually worked to forgive those young suspects, even raising money for and he says he did learn a lesson about forgiveness from his deceased cousin that he could bring forward. as we mentioned that suspect still onto loose tonight.

campaign promise. remember his america first theme. the president says that the paris accord was not a fair deal for the united states. he says he's willing to negotiate to get back in under different circumstances. >> this agreement is less about the climate and more about other countries gaining a financial advantage over the united states. i was elected to represent the citizens of pittsburgh, not paris. >> well pittsburgh mayor already firing back on twitter today saying that it to the cities to lead now and that pittsburgh will continue to follow the paris accord. the president is getting support from the house speaker and senate majority leader but a local republican a different take. republican congressman said ultimately this disappointing decision mr.s's leadership role on the world stage.

hurricane season officially here and that means the threat of tropical storms and hurricanes will return to our area. superstorm sandy was one of the most devastating storm to hit new jersey. left a trail of destruction in 2012. we went to the national hurricane center to find new ways to stay safe this season. >> everything is gone. i never had water in my house. >> reporter: worst natural disaster to hit new jersey. >> it's coming right on shore. >> reporter: hurricane sandy wreaked havoc. >> mid-atlantic states are vulnerable to storm surge from hurricanes. winds and heavy rain are commonly thought of as the big danger with hurricanes but it's actually storm surge. the ocean water building up and pushing into the coast that causes dangerous flooding. that surge of water can cause the most damage and deaths.

until now there wasn't a specific way to indicate the danger of storm surge. >> however high the water is it will get higher. >> reporter: you see the first alert weather team talk about hurricane watches and warns. those are issued based off wind speeds not the surge. this led to one major problem. a storm can downgrade in size from say a category 1 hurricane into a tropical storm. it's the winds to weaken. that doesn't mean the storm still won't bring deadly storm surge. >> we'll start putting out new warnings, storm surge watches and warnings to help highlight areas that have a significant risk of life threatening storm surge. >> reporter: here's what they will look like. here's what they mean in case you see them nbc 10. first a storm surge watch. that's the possibility of life threatening flooding from rising water within the next 48 hours or sooner. the warning, the danger of life threatening flooding generally within 36 hours.

camel beach. if you have a chance to go up there sometime this summer to cool off. you don't need to cool off today. temperatures are almost ideal. just about average for this time of the year. the high is now 79 degrees in philadelphia. and we're at 80 at the airport right now. 81 society hill. ki kingsessing. and similar temperatures over the next couple of days. near 80 degrees. but even at the beaches it will be near 80 degrees. which we have not seen hardly at all this season. best chance for any kind of rain is late sunday and that's generally north of philadelphia and sunshine, yeah, some more of it friday and saturday especially. we have some fair weather clouds at the most across our portion

of the country and got a lot of dry air back to the west. so we're certainly not having any kind of threat of rain over the next couple of days. chestnut hill 76 tomorrow. reading 77. 76 in the eastern. and allentown, nice to be able to show all these sunny symbols. even at the shore, as you see here, longport 80 degrees with the west wind. if they were having an east wind it would be in the 60s. now we're talk about the beginning of hurricane season. the risk gets put out way ahead of that. there's already been arlene. you may not heard about it. it was way, way out in the atlantic in april and it still counts. and this is the list for this year. and we certainly hope we don't get too far down on that list. as far as the forecast concern, we're both near 80 degrees tomorrow, upper 70s on saturday

beaten and almost stuffed into a trash bag a woman is alive tonight because a hospital worker saw her getting atakdtac. >> it happened last night. nbc 10 joins us live where it happened. >> the employee who saw the woman getting attacked got her inside to get some help. >> reporter: police say that employee saved her life on the 4900 block of frankford avenue. that worker was standing right at the hospital entrance when he could see what was happening and went over to save her.

back at the scene today detectives go business to business gathering video from between 10:00 and 11:00 last night the time a woman was walking along frankford avenue and beaten. >> i never was afraid around here. i never look down here. i'm very surprised. >> reporter: long time business owners say the area has had its share of crime but under the l and steps from hospital the attack seemed brazen for such a populated area. >> i saw basically the police cleaning up everything. >> reporter: she was coming back to check on her property at 11:00 last night a half hour after the attack. had no idea a woman had fallen prey to a man. the attack was seen by a hospital worker. >> i've owned this property for quite a long time almost seven years so this is the first time

something like has happened. >> reporter: that hospital worker who came to the women's aid first getting her medical treatment on street and getting her inside. we're also told that septa police are looking for video along the l platform. checking to see if any buses were coming by that could have captured a man or woman walking on the treat. that man took off heading north on frankford avenue. if you know anything about the case, philadelphia police want to hear from you. previously scheduled fundraiser for philadelphia councilman david oh is getting under way right now. the republican councilman at large is back home with his wife and kids after he was stabbed late yesterday. he was unloading bags from his car when investigators say a man approached him from behind and demanded the key to his car. the attacker stabbed him once in the side. he was rushed to the hospital, underwent surgery and has been released.

drew smith joins us live from outside that fundraiser in center city. drew you just spoke with the event organizer whether councilman oh will show up. >> reporter: they have been in contact with him. the couldn'tman says he wants to be here. this regularly scheduled event before the event of last night. unclear if he'll make it down because his family may not be okay with him getting out. it's a wait and see. oh was re-elected back in 2015. he's up for re-election in 2019. this is a fundraiser for that campaign effort. the republican speaker of the house for pence is here in philly today and he plans to attend this well. he had been in touch with the councilman also following the stabbing events of last night but he may be stopping by here as. so they set up the tables inside the main dining room at the racket club. they will go ahead as normal. everybody is thinking of him and

the reward for information that leads to the arrest of whoever shot a 2-year-old boy in kensington is at $20,000. on may 19th two men on bikes approached the boy and his father yelling quote this is our block. they shot at the victims hitting the 2-year-old four times. mayor of philadelphia's office put a $20,000 reward on the table. the fraternal order of police is offering a $5,000 reward. in lehigh county, the mayor cancelled plans for a carnival an planning to file police reports against the promoert. they had been selling $20 tickets for the carnival. community leaders say they can't track town the promoters or refunds. in new castle county a man is accused of pretending to be an officer and harassing a woman. joseph dewey told a woman to

chilling new video tonight takes us pulse nightclub during a deadly mass shooting. been almost one year since 49 people were killed in the attack in orlando. >> some of this video may be disturbing. that's an officer yelling commands to the man who had taken survivors hostage. officers can say the gunman pledged allegiance to isis. he was killed by police. some victims could be found hiding there as officers tried to rush them to safety. they also helped one of their own a wounded officer whose helmet stopped a bullet. >> the former president of penn state university could be facing jail time.

mark. let's see how we're doing in chester, montgomery counties. lincoln university, cochranville, 77. there's collegeville at 81. they tend to run a little bit warm. bryn mawr is 80. that number is not too off. 73 in milford township as one of the cool spots. nice afternoon with the sunshine and low humidity across the area. now the official high temperature today gets to 82 degrees. two days ago it was 62 and monday it was only 60 for the high. i mean that was cold. now the average temperature is 79 degrees, we'll be close to that several days. plenty of dry air around for a change. and that's going to be with us

at into early sunday. as we go through the night tonight it's clear. winds will be calming down. couple of spots into the upper 40s, allentown at 49 degrees at 6:30 in the morning. we warm quickly by 10:00 a.m., already 72 degrees in philadelphia and wilmington. 71 in trenton. in the afternoon, yeah we're getting close to 80 degrees, 78 in philadelphia. watch the temperature in atlantic city go up too. even the beaches going to be warm. speaking of warm, summers have been getting warmer across the country overall. only one little exception, since 1970. in philadelphia itself, we've been going up steadily three, almost three degrees warmer on an average summer day than what we saw in 1970.

you stabbed me. >> councilman david oh was returning home from work late last night when he was stabbed outside of his home. rosemary connors is live at oh's home. rosemary, the councilman seems to be in good spirits. >> reporter: you wouldn't believe he was in surgery less than 24 hours ago. the councilman walked us through exactly what happened. he said last night he just got home from a long day at work. unpacking his car when he noticed a man walked by. they nodded to each other. the councilman picked up the story from there. >> i closed the back suv and when i looked up there he was. his demeanor had completely changed one of look of urgency. >> reporter: the man wanted his keys to his chevy suv. >> then he punched me in my left side. which i understand to be likely that he stabbed me. so i took a step back and i said you stabbed me.

>> reporter: this is the aftermath as councilman david oh tried to distance himself from the attacker he noticed some onlook nearby. >> there was a vehicle where two guys came out and i thought they were asking me if i needed help. you need help. but then it occurred to me they weren't talking to me, they were talking to him and they were out their car windows videotaping with their smartphones, you know, maybe what they saw was a fight. and kind of like egging the fight on. >> reporter: they eventually took off. he called 911. >> couple inches up this way or that way would be a different story but as it is as you can see i recovered pretty quickly. i feel good. i'm pretty healthy. >> reporter: the councilman believes he was stabbed with a shiv not a knife. nonetheless whatever it was it ended up penetrating his diaphragm. fortunately it missed all vital organs. right now police are looking for the suspect in this
