16-year-old student. extra police outside of chester high school. inside, more counselors on hand to console students and staff, all this after a tenth grader was murdered while walking to school. >> it was just like -- my heart was in my stomach. >> reporter: the 16-year-old's body found just before 8:00 this morning nan area near 11th and parker streets. a common shortcut, just a stone's throw from the high school. >> it hurts me to see a young man like that -- lying down in the streets, just like -- they just run him down, and really don't make no sense. >> reporter: police say the teenagers got into an argument with someone blocks away. multiple shots fired. >> we have reason to believe he was shot and ran and collapsed where we found him. >> reporter: a violent day in chester. an hour late another shooting, just before 11:00 a.m., a third shooting. around 12:30 a man walking

around with a gun pointed it at officers. police fired shots and arrested the man after a short chase. >> it's more important than ever that the people of chester come together to help us end this. >> reporter: put an end to the spike in violence. >> have to come and get out of harm's way. wanted to pick them up from school. >> reporter: the 16-year-old's name has not been officially released but we learned he plays football here at the high school. his murder is being considered a separate incident by police but they are investigating whether the other three shootings could be related. for nbc 10 news. 20 minutes of nonstop news continues with prison problems uncovered in delaware. today a new report showing a lack of training and staffing shortages plagued a prison where a guard was killed during a deadly standoff. we have the report live from the vaughn correctional center in

smyrna and breaking down details of this new report. tim? >> reporter: yes shgyes, keith. a preliminary report. state police are citizen investigating, they didn't get a lot of access to specifics from that event, but they say this place needs to make significant changes with staffing, training and technology. by all accounts, the prison uprising was a end result of tensions building behind the walls that cost this lieutenant his life. today the governor's independent review team released a preliminary report on a conference call. they admitted issues they found are almost identical to the ones listed in a report in 2005. >> obviously that's troublesome that in a 12-year period it appears the same things exist. >> reporter: the report said staffing at vaughn is way too low and the longtime officers making far poo little and many

officers don't trust superiors, being beaten down by forced overtime. the training program not revamped since 1985 and that staffing shortages mean loss of inmate programs cancelled on a regular basis, meaning inmates have less incensive to behave. >> a particular segment of the c building standing literally almost face-to-face with one table for an hour. >> the time to step up, show backbone. >> reporter: i caught up with the governor today who says despite a huge deficit it's time for the legislature to focus more resources on the prison and more work needs to be done to prevent crime keeping the inmate population down. the floyd family and officers' union said delaware's past two governors should have done more in the past. this governor will make improvements for the future. >> i've made a commitment to the people i represent here, to the floyd family, we're not going to alu it allow it to be a report on the shelf that doesn't get implemented. >> reporter: coming back live,

where they're headed next. a few clouds hovering over center city right now. a live look from the camera on top of the loews hotel. pretty day out there. great have a beautiful weather weekend after the showers move out. >> why neighborhood weather is so important. nbc 10 first alert cheer meteorologist glenn "hurricane" schwartz is breaking down the timing for us. >> yes, very small showers moving rapidly, but one right near limerick that is on the heavier side. as you can see, the others are very much isolated across the area in respect it is, lemrick, moving into this area now. the heavy rain if it would last, not just a few minutes, because look how fast, that's just a couple of hours of movement and you see how fast it is. behind this area, we don't have anything until you get up to the great lakes area. not very impressive, either, but actually that area may intensify

a little and affect us tomorrow morning in parts of the area. here we go. by 5:00, things are already quieting down. just isolated showers. 90% of the area will not see any of this rain. and then as we go through the night tonight, it's dry for a while and then that disturbance from the great lakes starts coming down. near 7:00 a.m. there's 9:00 a.m. a few showers coming through. up to 79 degrees in philadelphia now. 80 atlantic city international. and in wilmington. so it is pretty warm out there. that's when the showers could be expected, around 8:00, 9:00 tomorrow morning. and in and around the philadelphia area, points to the north and west. a little lower chances as you head towards the shore, and so it's going to be a really sunny afternoon throughout the area. more on the rest of the weekend and some wet weather next week coming up. kathy griffin says her career is over. the prediction comes days after her controversial photo and

"disgusting" saying the images were completely outrageous. to today's fallout from president trump's controversial decision to withdraw from the climate accords. the world is reacting. a decision sparked protests in berlin today. greenpeace activists projected this along side the u.s. embassy along with the words "total loser. so sad." under the accord the u.s. cut goals for cutting emissions. the president called it a bad deal that puts the u.s. and u.s. workers at a disadvantage. the white house echoed that sentiment today. >> what the president is focused on is making sure that we have clean water, clean air, and making sure that we have the best deal for the american workers. >> opponents are concerned the president's decision will set the u.s. back in fighting climate change.

today the mayor of pittsburgh issued an executive order aimed at slowing climate change. moorcht co move come s a day after the president mentioned the city. >> this city is adamantly opposed to it. for him to use this city of his example who he is elected to represent, he's not a represent -- representing us at all, or not very well. >> reporter: mayor bill peduto reacting to the presidential statement he was elected to represent the citizens of pittsburgh, not paris. pa d and asking the court to reinstate its ban on travelers from six majority muslim countries. the justice department filed that last night and argued the appeals court that blocked the order made several mistakes. the government says the country is safer if the policy is put in

theta pi house off-campus, but no one called 911 for another 12 hours. before the meeting piazza's parents wrote a letter to the university trustees saying greek life at penn state is broken and must be fixed. 18 penn state students, five from our area, are facing charges in the death of tim piazza. erin coleman, nbc 10 news. to another big story we're following at penn state. the university's former president is getting jailtime for his role in the jerry sandusky scandal. graham spanier and two other officials sentenced today. spanier will spend two months in jail. in march failing to act on signs jerry sandusky was a child president te predator. shultz was sentenced to two months. curly received a three-month sentence. a graduate coaching

assistant told administrators he saw jerry sandusky molesting a boy in a football team shower back in 2001. spanier, curly and shultz did not report him to child welfare authorities or police. sandusky is serving a 30 to 60-year sentence. defense attorneys were surprised by today's sentences. >> these men have no past criminal record. so they should have received probation. they didn't. an expectation. not a hope, but expectation. >> late football coach joe paterno was criticized for failing to alert authorities as well. and a philadelphia city councilman is back on the job two days after being stabbed during a robbery. david oh said he was happy to be back at work. oh just parked his bark late wednesday when a man tried to rob him outside of his home. the councilman showed the stab wound where the knife punctured

his diaphragm. >> lunged wildly. at one point in time, lunged, slashing at my face. i lifted my arm to protect it. i was moving back. he got a good slice in my forearm. >> police are still looking for the councilman's attacker and want to talk to witnesses who may have shot videos of the violence. and a helicopter pilot killed. >> a fly by over the church in new jersey where he was laid to rest. among the helicopters, sky force 10. murphy surfed as a backup pilot. he died when his helicopter crashed last thursday. he was training at the time. he leaves behind a pregnant wife erica and their 2-year-old son. erica murphy spoke exclusively with nbc 10 about her husband's career as a pilot.

read that story right now on the nbc 10 app. isis is now claiming responsibility for a deadly attack at a casino complex in the philippines, even though police say it was not terror related. 36 people were killed and the suspect set fire to gambling tables at the complex. police say he had a gun and fired several shots, but the smoke caused all 36 people to suffocate. the gunman killed himself in a hotel room. police say it appears the man was trying to rob the casino. vladimir putin is once again denying russia's alleged interference in the u.s. presidential election. the russian president even joked to nbc news's megyn kelly saying eving a child could have hacked the election. a forum moderated by kelly, grilled putin. all intelligence agencies agree russia did interfere with the election. putin dismissed the findinging says democrats lost the election

need sunscreen. >> reporter: kaitlyn spending time on the sand a few week where is her wedding. this is her bachelorette party weekend. >> the rest of the girls are coming down tonight. going out to dinner and kind of hanging out. >> reporter: more and more beach time? >> absolutely. >> wonderful. >> reporter: alan and this man just runned from costa rica spending 27 months as a peace corps volunteer. today a new fondness for the jersey shore. >> coming back is just like, wow. amazing. i never appreciated it at much, when i actually lived in this township. >> reporter: a block from the beach in ventnor, a sweet day for the city's farmer's market, held every friday through labor day weekend. >> one of the great things about a farmer's market, when you have the sun shining and no wind. and that's been a real positive for us. >> reporter: and we got a chance today to go along way family who had some fun in the sun from high above the coastline.

you'll see that part of the story coming up at 5:00. for now, live in ocean city, ted greenberg, nbc 10 news. >> that bright, blue sky there on the jersey shore. beautiful. >> looks so nice out there. enjoy your time out there, ted. soak it up. go to philadelphia, a live look at the boathouse, a little windy. up see the camera shaking a bit, even though flags atop the boathouses are whipping around in the breeze around the schuylkill river. glenn, nice, right? >> yeah. a and we've got more, coming on for the weekend for the most part. not a perfect weekend, but pretty darn good. philadelphia, 79 degrees now. sunshine in parts of the area. a couple places actually have a shower, but you can see how much sunshine we have through the area. temperatures, mid-70s to near 80 degrees inland. at the beaches, it was in the 70s. now a sea breeze kicked in and what ted mentioned. on sunday it's going to be windy at the shore with that onshore

wind. 69 in cape may point now. 67 in ocean city, while 78 in upper township. so that's the difference in the wind direction and the impact that it has on temperatures. so the temperatures actually warmer on sunday for most of us, except at the shore. it will be reversed. warmer tomorrow at the shore. the rain, just a few showers early on saturday. the rest of the weekend looking pretty good. and sunshine, most of the sunshine saturday afternoon, sunday morning. those are the most likely times to see the bright sunshine. we've seen temperatures getting up into the 80s, and we're going to see that again as we go into -- this weekend. but this time it looks like it's going to be sunday that's going to be in the 80s. a couple little showers around, and you can see they're moving very rapidly. if you get rain going, and just for a couple minutes, but this -- next little thing. it looks like a little nothing.

that's just going to race down in the northwest flow and computer models are increasingly showing an area of some showers. let me show you this. by later tonight, we're clear. into tomorrow morning, here come the showers up why allentown and stretch down towards the philadelphia area. around 8:00, 9:00 a.m. and then it just races down to the south and we get clearing from north to south. look at that. by noontime it is just totally clear. so -- if it starts off -- if you wake up, you look outside, and it's looking cloudy. lookingalities showery. it's not going to stay that way. those are morning showers. followed by afternoon sunshine. by the time you get up in northwestern areas should, already clear out. on sunday, the shore is much cooler. the only place i have showers in the forecast for sunday is in the lehigh valley. that's later in the afternoon. get into more detail on the shore forecast coming up.

man accused of sexually abusing six sisters he received as gifts. >> a surprise from the courtroom about who didn't take the stand. nbc 10 following the case and joins us live from doylestown. >> reporter: speaking briefly today in court telling the judge he was not going to take the stand in his own defense and was fine with the fact his attorney decided not to put up any witnesses. >> mr. kaplan's been in jail over a year on charges denied since the very first day they happened. >> reporter: dna shows two children fathered by this man and the mother, 14 years old when she game birth for the first time. one of six girls who said they trusted kaplan and believed he was prophet. they were gifted as his wives, they said. they had no birth certificates, formal schooling and never been top a doctor or dentist. today we learned the kids had

tooth decays and infections, never used soap or toothbrushes. the girls testified kaplan sexually abused them, but they lied about it to protect them and their parents. >> they did an amazing job and i hope we can get justice for them. >> reporter: the defense says they only told the truth for their mother. the tape played for the jury. the mom urged them to tell the truth in court and about the sex abuse pattern that lasted for years at the hands of kaplan. this jury will get the case moorc monday afternoon after they receive closing instructions, the judge instructing them they shouldn't put weight to the fact kaplan didn't take the stand. reporting live in doylestown, for nbc 10 news. here's a look at other

stories we're following county by count you today in delaware county a rally and walk to commemorate national gun violence awareness day. hundreds of people all wearing orange are expected to hit the streets. the rally ends at 8:00 at the mall, lit up in orange. the color orange is worn by hunters to signify, don't shoot me. in berks county, a popular bike race cancelled. it won't be held this year. organizers say logistical and financial difficulties forced them to call it off. the 120-mile race was scheduled for september. and camden county 250 people, helped revitalize camden gardens. weeded and mulched and fixed fen fences, part of a project volunteer initiative, all sixers employees pledged at least 76 hours of community service every year. turning now to weather. we could see a few fast-moving

showers. parts of our area this afternoon pup see the area showing where the rain is headed next. great day to hit the streets, though, for some biking, running, maybe. and nbc 10 on kelly drive, we saw people taking advantage of the sunshine, and clear conditions outside there. perfect for exercise. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz joins us with his most accurate weather forecast. >> why we have neighborhood forecasts. depending where you live. >> most people won't see any showers. very small, moving fast. lehigh valley, poconos, for example, already out of that. but in the areas it does hit, you can get briefly heavy rain. abington, rain, about to get it, and it's not going to last but a few minutes. and then it moves to the southeast. goes into new jersey. about 4:40, 4:50, morristown.

5:00 in this township and that's it. it's a fast, fast moving storm. there's another one near doug s douglas, about to go towards limerick. limerick just had a shower a half hour ago. getting maybe another one coming straight down from the northwest. nothing behind it, and already starting to weaken. this is the next area we're watching potentially for tomorrow morning. obviously, does not look very impressive right now, but the future -- weathercast computer models show some of this coming down. first thing in the morning. so -- the weekend may start off not exactly perfect, but this is not going to last. it will get nicer as the day goes on. 79 in philadelphia. 80 in wilmington and likely to see the showers coming in tomorrow morning. it's windy right now. gusting to 30 miles an hour in wilmington, but that's dying down tonight as well. we'll see what transpires over the weekend.

see temperature s near 80. 79, middletown, 82, redding, lincoln, mills borough. towards the beaches, warmer. now, the sea breeze has come in and you can see, dewey beach at 69. ra ro ra -- rehoboth down as well. 79 today. 76 tomorrow. down a little bit. up to 82 on sunday. and then we start going back down again next week. so sunday looks to be the warmest day in a while. now you can see one or two showers here. it's already starting to fall apart as the sun starts going down. one shuer there in northeast philly. it won't there be in a couple minutes. there's another one right behind it. they're even smaller than they were a half hour ago. this is the next weak system that we're watching for tomorrow morning. so if you get up tomorrow morning, and the clouds are around, watch what happens.

sunday. the rest of the area, we see some of those morning showers tomorrow, and afternoon sun. temperatures in the 70s. sunday, a big difference. 82 in philly and p.a. suburbs, while it's only 68 degrees at the jersey shore. quite a difference. and as we go through the weekend and into next week, we have increasing chances of rain, as you can see here, and then temperatures start to go down. by tuesday and wednesday, highs only near 70 degrees. so this time it looks like we're fairly fortunate with the timing as opposed to memorial day weekend when we were not. >> and we have to keep in mind, it's not officially summer yet. not until june 21st, i think. we should be patient. >> yes, according to meteorologists we make it, june, july august. the summer. >> yeah. >> that's easy. >> for me and my -- brebrethren it's already started. >> perfect day to watch a
