incident at penn state. and a ride service overcharging a customer. nbc 10 responds. a new report uncovering the same problems that plagued a delaware prison at least 12 years. tension, frustration and anger overflowing, ending with a deadly standoff earlier this year. the biggest problems highlighted in the report ordered by the governor pay and overtime issues plus a lack of training. >> new at 5:00, we sat down with a former correctional officer at the prison during that standoff. rosemary connors joins us now. she experienced these issues first hand? >> reporter: telling me it's nos new, overworked, underpaid, without proper support is a way of life as a correctional officer. now everyone knows it, but will they do anything to change the status quo that may have contributed to the deadly standoff?

>> we always knew the risk, but we never believed it would happen. >> reporter: the ultimate sacrifice stephen floyd died protecting others from a rampage. this woman spent nearly three decades working at the vaughn correctional center where it happened in february. she rose through the ranks from officer to captain, until she retired the day after floyd's death. >> it's a mess in there. they are in crisis. vaughn is in crisis. i can't speak for the other institutions. i know staffing-wise, they're in crisis. but it's -- it's unreal there. >> reporter: the report, describing accounts of overtime, lack of staffing, and lack of order as accurate. >> it could be today we're going to do it this way because of whoever's on duty. tomorrow it's going to be this way, because of whoever's on duty and in the middle, might switch up because somebody came in. >> reporter: what kind of dynamic did that create between

the officers and inmates? >> it's frustrating. they can't see that they have major, major issues -- and don't make the changes, then -- then i don't know what to tell you. i don't know what it would take. >> reporter: maybe the loss of life. maybe a scathing report. she just wants peace. >> reporter: what do you hope this report will accomplish? >> oh -- i hope it makes that place safer. >> reporter: she says safer for everyone involved, including her son who is currently an officer at the vaughn correctional center. she tells us, change can't come soon enough. i'm rosemary connors, nbc 10 news. a 16-year-old is dead after a violent day in chester. someone shot the tenth grader as he walked to chester high school this morning. his body found in this area near 11th and parker streets. within the next few hours, there were three more shootings with one person hit. chester high school remained on

lockdown because all the shootings hanned nearby, all the while, inside the school, students were mourning the loss of one of their own. >> when i received the call, it's something inside of you dies, because -- it's even more painful, as i said, when it's a young person. >> police are looking into whether any of the shootings are connected. the death of a chester teen comes as people across the area try to raise awareness for gun violence. >> philadelphia city councilman and faith-based leaders held a prayer rally outside city hall in respect to take a stand on national gun violence awareness day. many brought pictures of loved ones lost to gun vile. they say, enough is enough. >> for the past year we've seen a rise in shootings and murders, particularly homicides as relates to the issue of youth gun violence. >> officers at today's rally handing out free gun locks to anyone who wanted one.

today, changes to sororities and fraternities at penn state, four months after a deadly incident. this will have a significant impact on campus? >> reporter: definitely will. trying to fix what they call a broken system at the school. among the big changes announced, limiting the size of the fraternities. deferring rush for pledges and only serving beer and wine at parties. these reforms come after the death of 19-year-old timothy piazza. the sophomore was pledging bait fa theta pi and knocked unconscious. no one called for help until 12 hours late police say. in their letter to the board, piazza's parents wrote in part, our son died on your watch. we will never see him again, because of the administration's failures to protect him and turning a blind eye to known problems. you now have an obligation to make sure this never happens again.

panic in the philippines today after a man storm add crowded casino killing nearly 40 people. dozens hurted in the stampede. isis claimed responsibility but police say it was a robbery gone wrong. he shot up the casino with an assault rifle, poured gasoline over gambling tables. smoke and fire swept through the crowd. he then took off with $2 million of casino chips and later flushed them down a toilet. a few hours later a memorial sprung up outside the casino. >> they unloaded a number of shots. he was in military attire.

the security gourd at the door, for x-ray screening--tried to pat him down. unfortunately could not do so. >> the identified attacker got away after being shot by security guards. he later killed himself inside a nearby hotel. now to the terror bombing in manchester. new video of that bomber before the explosion at the ariana grande concert. security cameras from several locations around town caught the bomber walking around. salman abedi returned to england four days before the attack. he bought parts for the bomb in town. investigators are trying to piece together his movements. 22 died in the blast minutes after a concert ended last month. prince william visited with the manchester police department this morning. the duke of cambridge met with the chief who treated injured even while searching for his own child who suffered minor

80 at penns port, society hill. 76 in somerton. a shower through parts of northeast philly. much of the rest exist city esc that little shower. and at the shore, it will be cooler on sunday. significantly cooler. a few showers early on saturday. other than that, looks like most of the weekend is going to be okay. there may be some showers late sunday, farther to the north. and -- most likely time for sunshine is sunday afternoon. or sunday morning. saturday afternoon. doppler radar, stuff on here. just a little while ago, and it's pretty much all gone. you can see that it is moved rapidly, continues to shrink and now we watch for the next area to come down. this may pick up a little bit more moisture, in the next -- several hours, and so that's why

today the prosecution and defense rested in the lee kaplan case. an unexpected end to an unexpectedly short trial. >> saying kaplan was 2k3wi69ed the girls by their parents. charged now with 17 crimes. the debate over a tape of the girls' mother ordering them to tell the truth. evidence. the defense says she just want add plea deal. joining us live outside the courthouse. >> the defense called no witnesses during the trial? >> reporter: none. not even lee kaplan himself, who told the judge he was fine not testifying in his own defense, and now the jury gets the case on monday. the prosecution relied heavily on the testimony of six children. sisters. and their mother, who all say they had sexual relationships with lee kaplan. some of those beginning with kids who were 10 years old and younger. the girls discovered in june

last year living in this easterville house, no toothpaste, or toys. at first the kids denied sexual abuse even after the discovery of two children fathered by kaplan. one of the sisters gave birth at the age of 14. in october of last year the girls and their mother met. the conversation recorded. she told the girls it was okay to tell the truth. the jury heard that recording today. >> it's clear from my perspective there was an influence from the d.a.'s office on those girls. as many times as they can tell you, they told them just to tell the truth. that was said with a wink, i think. >> why not present evidence? present the girls' father or other witnesses saying the girls are lying? >> i don't really have that burden, to be honest. >> reporter: prosecutors athe defense is grasping at ways to a quit a man who molested six sisters for years. >> tell the truth. that's what they did, the mother told them. >> now, again, the jury is getting the case monday.

prosecutors say it's been an extremely difficult case for them, with so many victims here. they say they trusted the man, and were told he was a prophet. reporting live in doylestown, for nbc 10 news. back to work less than 48 hours after getting stabbed outside his home. a philadelphia council member returns to the office. councilman david oh stabbed during an attempted robbery in philadelphia around 9:30 wednesday night. he was rushed into surgery, released from the hospital last night. councilman oh says he won't move out of his neighborhood as he zeros in on combating violence in the city. >> it comes with a number of problems. historically. i've kind of been through that, evolved through that as well. my perspectives as a teenager, to being a young professional, to now, council man. so i think i have evolved in my perspective on violence and other things in our city.

at knife-point on north pennsylvania ave and then assaulted her. this man is facing charges for trying to lure away a child. camden county investigators say rodriguez was talking with a 14-year-old girl online and trying to meet her. detectives took over the account. when rodriguez showed up to cooper river park, officers were there to arrest him. and here's a look at stories making headlines. county by county, crawford region in mercer county, a man under arrest for allegedly taking upskirt pictures of women while they were grocery shopping. this 30-year-old charged with invasion of privacy and harassment. the incidents happened back in april at two different shot rite stores in hamilton. shoprite. cape may county, engineering present plans for drudging the back bay in ocean city. officials say it's to keep the lagoons and channels open to boaters. the meeting at the ocean city tabernacle at 10:00 a.m.
