under investigation tonight. "nbc 10 news" starts now. >> tonight at 11:00, severe storms ripped through our region. nbc 10 finding the worst damage in local neighborhoods all over the place. lightning struck several homes and sparked a fire in chester county. power lines tumble and streets flooded at the jersey shore. good evening. >> one tornado may have touched down in burks county this evening. check out this video just in from a viewer. right there, you can see it appears to show a tornado in the distance. let's bring in crystal. two local spots under investigation for possible tornadoes this evening? >> that's right. this is from a viewer. there's been no confirmation of a tornado touching down in that area, but the video has some implications that we would look at as meteorologists to help us

determine if that may be a tornado. you saw thatng dn from tupper p and what seemed to be that puff of dirt at the ground, what we would call a debris ball. i talked to the national weather service. they'll look at damage potential and they are under investigation in the burks county area. and they're going to be sending a survey team tomorrow morning to sussex county where a tornado may have couched down. take a look at our radar and satellite. still some rain out there right now. mostly spotty in delaware, steady over south jersey and the shore, but thunderstorms no more. we are cooler now that the cold front has moved through. 73 in philadelphia. 70 in potstown. for the morning commute, from 6:00 to 10:00 a.m., moving to the upper 70s.

take a look at that. a mix of clouds and sun. no rain or thunderstorms in sight. and it will be more comfortable. we'll talk more about your conditions for your tuesday coming up. our team coverage continues now in burks county. people in the dark after power lines fell. there will be plenty of storm damage to clean up tomorrow. >> reporter: the storm lasted only a matter of minutes, but the cleanup will be much longer. here the strong winds knocked down several utility poles. these wooden poles were no match for the heavy wind which swept through this rural area in burks county. the damage, shutting down parts of bowers road between two farms. a farmer told nbc 10 that downed power lines caused some sparks near one of his barns. in this neighborhood, the storm knocked three trees down, each in a different yard. >> it only took about maybe 30

seconds for all these trees to go over. luckily our neighbors weren't home and went over quickly to make sure they were okay. >> reporter: nick was on his parent's patio when he saw a tree fall. >> we heard a crack and it fell right over. honestly when i woke up this morning, i didn't expect to see a tree in our backyard and a tree across the street. >> reporter: workers cleared a tree that fell toward a home on gold finch road. fortunately the home owners weren't there when it happened. nbc 10 learned the borough is responsible for the cleanup. a crew moved the trees from the street and will return tomorrow to finish the cleanup. that line of storms that were coming through, just came within a couple of minutes and five, ten minutes that was it. >> reporter: how much damage was done to this house? >> very little. just some gutter work. >> reporter: back here, a farmer told me the township just

replaced these wooden utility poles. it appears no one lost power at the farms or home. brandon hudson, "nbc 10 news." elsewhere in the lehigh valley, the top left here, you can see the wind snap a tree as if it was a small twig. it appears no one was hurt here. in bucks county, we found downed trees and branches turning power lines into a tangled mess. this was the scene in multiple spots. several homes in the area were also damaged. in chester county, lightning struck this house and the lightning spread through the walls, sparking a fire in the basement. a house sitter and a cat were inside but got out safety. the lightning caused about a million dollars worth of damage. look at the standing water here in the jersey shore. you see the cars and buses

car was hurt. no word if the weather played a role in the crash. new tonight, philadelphia teachers approved a new contract, ending their four-year drought without one. but for some teachers this new deal is enough to make them sick. denise joins us live from north philadelphia tonight. not everyone is happy after tonight's vote. >> reporter: that's right, jim. one teacher told me she's quitting her job. but she was among the 95% who approved this contract, although reluctantly. a four-year wait is over. members of the federation of teachers approved a contract tonight after working without one since 2012. more than 4600 people cast their ballot tonight. this teacher cast her vote for the last time. >> i can't do this anymore. >> reporter: she's leaving at the end of the school year and she vowed not to come back. she held up a sign showing that she lost more than $31,000 during the contract stalemate, and under the new contract would only be getting $2800 of it

back. >> just pay me what you owe me, and i would stay, because i'm in it for these chirp and the city. it's where i'm from. but it's a slap in the face. >> reporter: a new contract helps restore some salaries but does not make them whole for the pay increases they missed during the contract stalemate. under the new contract, teachers will now also be paying into health care. the president of the teacher's union said members sacrificed to reach an agreement with the school district. >> we're glad that the contract itself, we know it will bring stability to these school districts of philadelphia. >> reporter: edward green and his wife angela are both teachers in the school district, who say they could be singing the school district blues like this parent. ♪ >> reporter: but they have chosen to accept the contract and move forward. you're happy that there's something that they were able to come to an agreement after all this time. >> reporter: now, the contract still needs to be approved by

the school reform commission tomorrow, and it will bring and carey teachers through august of 2020. tomorrow, opening statements are set to get under way in seth williams federal bribery and corruption trial. all jurors were chosen today. williams is accused of taking bribes worth tens of thousands of dollars, in exchange for legal favors. williams has denied any wrong doing. he's not seeking a third term as d.a. a rally for justice in may fair as members of the community demanded answers from the police. dozens of residents made their voices heard in front of the 15th district police department demanding justice for david jones, who was shot and dikille by a police officer. this is video of the incident. police say jones was shot after

he allegedly pulled a firearm when an officer attempted to question him. that officer is on paid administrative leave pending the outcome of the investigation. an investigation is under way in wildwood after video surfaced that appears to show a police officer punching a man in his face. this video is posted on social media. you can see the altercation at the top of your screen. it is important to note we don't know what happened leading up to the punch. the chief of wildwood police tells us the matter is under investigation. the officer will remain on duty. the man who was apparently punched was involved in a disorderly person's complaint. happening right now on the u.s. senate floor, democratic senators are holding a talk-a-thon to shine a light on the current health care legislation being crafted in washington. they argue decisions about the health care bill are being made without public hearings or a debate. new jersey senator cory booker said this bill will impact everyone. >> it suspect just about individual families who are

vulnerable. this is all americans who suffer when you have other meshamerica not getting the benefit of health care in this country. >> the congressional budget office says if the health care bill passes, 23 million fewer americans would be insured. tonight, the u.s. is demanding that north korea release three americans who have been "illegally detained" in the country. this follows the death of 22-year-old otto warmbier, a student from ohio, held captive in north korea. he was evacuated from a north korean prison last week in a coma. doctors here in the u.s. say he suffered severe brain damage while in custody. >> a lot of bad things happened. but at least we got him home to be with his parents, where they were so happy to see him, even though he was in very tough condition. it's a brutal regime. and we'll be able to handle it.

>> warmbier had been on a tour in north korea when he was convicted of stealing a propaganda poster and sentenced to 15 years hard labor. up next, bill cosby would be heading to jail if one member of the jury had his way. that juror tells us why he did not believe cosby. and took the side of his accuser instead. drop the gun! drop the gun! chaos caught on an officer's body camera when the husband of a murder victim gets into a standoff with police. crystal? thunderstorms are out, the rain is moving off, and relief is in sight. a much more comfortable forecast for your tuesday. the details are coming up. plus, pool party crasher. a bear takes a dip in a south jersey yard.

we're hearing from an alternate juror. he tells us if he were part of the jury, he would have voted to convict cosby. >> i believe he was guilty on all three charges. if i was a member of the jury, i would have convicted him on all three charges. >> he was one of the 18 selected to take part in the trial, yet he wasn't able to deliberate. he was sequestered from the 12 jurors who could not reach a juror. he says he didn't like cosby's demeanor in court and found his accuser to be credible. in south jersey, a woman was hit by a car in burlington county and is in critical condition. tonight, we have video of the car. the car pulled up in a parking lot in burlington. you can see the driver and passenger getting out, switching seats, then driving away. investigators say that car hit a woman on route 130 last night. they also believe he was dragged

along the road after she was hit by another car. right now, police are talking with witnesses who saw it happen. video from atlanta county show it is chaos during a standoff between police and a doctor, whose wife was murdered five years ago. >> drop the gun! drop the gun! >> dr. james kaufman allegedly pulled a gun on officers last week as they were serving a warrant. tonight, he was ordered to remain behind bars until trial. his wife, april kaufman, was murdered in 2012. the doctor says he's innocent and never been charged in that case. to bucks county where several homeowner also be calling their insurance adjusters after heavy winds and rain caused damage there. these pictures sent to nbc 10 by a viewer. you can see trees uprooted and some roof repairs going to be needed there.

buckets as shoppers scrambled for the cover of their cars. a similar scene in newport, delaware. a viewer sent us this video as the storms passed through his neighborhood. >> everything seems to have calmed down tonight. you're looking live at the flags here. so the big question tonight, what can we expect for tomorrow morning's commute? >> crystal, are we in the clear for the morning? >> finally, yes. much better conditions by tomorrow morning. but overnight, we still have to get rid of all of this rain. some of us may see spotty showers for a morning commute, but that's about it. good new there is. this is a look at radar and satellite right now. we still have rain moving throughout the area. i want to talk about some of those storm reports that were posted across the region. you might be wondering if one spot got hit the hardest. there were quite a few here in the suburbs.

some parts of south jersey and new castle county missed out on the worst of it. this is fairly widespread reports. it was a lot of wind damage in terms of snapped trees or roots lifted here. now notice we're just seeing some spotty, light showers there. we go further south, the deeper greens indicate steadier rain. where we did see some lightning strikes that hit structures or home along the shore, but overall much better conditions now with some of that light to steady rain in place instead of the strong, gusty conditions we had earlier. what i was talking about earlier about the possible tornado, these are two wind damage reports they think they be associated with a possible tornado on the northern edge of sussex county. most to have rain should move out overnight. so there's 11:00 to midnight.

spotty showers exit most of the region. which could think some showers through 7:00 a.m. in south jersey and delaware. but most of the rain should start to move out. the rest of the day, more of the clearing conditions and sunshine. temperatures are cooler by a long shot. 73 in philadelphia. 72 in wilmington. compare this to last night at the same time. most of us from 5 to 10 degrees cooler, so noticing the difference now. and we will feel the difference tomorrow, too. temperatures on the warm side. 86 in fairmount. allentown, 84. but we'll see a mix of clouds and sun. and the humid lity will be lowe. 86 the temperature in robinsville and 86 in newark. we may have a spot shower in the morning lingering. and i want to show you that dew
