it was so tense. >> we told you before that the jury said they were hopelessly dead lock ed after the 52 hours. tonight the jury said it was practically split even for much of the deliberations. 5 to 7, 7 to 5, one abstain, 6 and we weren't getting anywhere. >> the juror talked about reasonable versus unreasonable. he said reasonable was used in court, but the charges used the word unresponsible and there were a lot of arguments over that. live in the breaks news center, jim rosenfield, nbc 10 news. to this now. did a spectator record a portion of the cosby trial. court administrators say detectives are investigating a possible recording and images taken from an overflow courtroom. people were watching the trial

your most accurate first alert forecast. >> i am tracking some showers andlated thunderstorms moving through parts of central pennsylvania. you can see here some bright oranges and some yellows and lightning strikes. all that headed into lehigh valley and burks county. another hour and a half or so, we'll be tracking. this is when you can expect some rumbling and thunderstorms. possibly one or two pockets of heavy downpours. p.m. thunderstorms for tonight. we have a lot of weather. i'm going to focus on the immediate future. some popcorn shower, isolated thunderstorms and may see one or two stronger thunderstorms for you. hour by hour forecast, starting this at 5:00 p.m., notice we're picking up on some greens on the screen. these will move quickly. 6:30 p.m., picking up son isolated thunderstorms. i think one or two heavy pockets of downpours.

everything is moving to the south. through 11:00 p.m. so we'll be tracking this closely for you. if it you follow us at nbc philadelphia you'll have more update there is. 88 for philadelphia. 86 for mount holly. we're seeing a nice, strong, southerly wind. the dew points are pretty uncomfortable. 72 for dover. so what are those feels like temperatures? it's pretty muggy out there. it feels like 94 degrees in dover. 90 in philadelphia. 88 in vineland. and a really muggy, warm 89 degrees in allentown. in just a bit, we're going to talk about cindy, remnants making its way into our viewing area by tomorrow. details coming up in had just a bit. back to you. in atlantic city, the body of a second teen who disappeared in the surf last week was recovered this morning.

15-year-old ramone quinn was trying to save 16-year-old california lee ya hand when she got caught in a rip current. the body was recovered earlier this week. tonight no charges will be filed against the philadelphia man who totalled a van with a little girl inside. it happened at this dom know's pizza where the girl's mother was working. he had no idea there was a child this side. he checked multiple times through the car's heavy tint and still couldn't see the girl. >> got out of the truck, walked through all the heavy tint and checked in and i didn't e see a child. later find out she was underneath a sheet. >> police found the girl safe and still asleep in the van. the tow truck driver told nbc 10 he was taken to the police station with the mom, but was cleared of any charges.

luxurious vacations and gifts where thousands of dollars in the corruption trial about the gifts. prosecutors say the philadelphia da received an exchange for legal savers. >> those alleged gifts include a watch, necktie, $ 7,000 plus a $3,000 couch. the testimony from the main witness was when the federal prosecutor asked him why would you give the $3,000 couch. the witness replied to get closer to him because he was the district attorney. >> a a key witness for the prosecution businessman spent much of his time reading text messages that he sent and received to and from the district attorney seth williams. the messages described how ali arranged for an all expenses

paid vacation for williams and his girlfriend in february 2012. ali testified he paid for extras on the trip like massages and a parasailing excursion that williams never offered to pay his own way and expressed a desire to return a few months later. federal prosecutors contend this was part of an arrangement that ali wanted williams to help him with problems he was having with tsa when he traveled in and out of the country. ali told the court at one point he and williams discussed the airport problems and the trip in the same conversation during the meeting in the district attorney's office. he was in touch with the police chief inspector in charge of philly pd's security operation and that that chief inspector did have a smoother process at the airport.

you may her on the witness stand as the next witness tomorrow. what we'll be looking for when we return to court. reporting live, i'm rosemary connors, nbc 10 news. to a big step forward in repealing the affordable care act, today senate republicans unveiled their new health care bill to the public. it park marks the first time they got a chance to see the plan. the bill removes former president obama's individual mandate and hits medicaid with deep cuts and slashes taxes for the wealthy. >> pleased we were able to arrive at a draft from so many members who represent so many different b constituents who were facing so many different challenges. >> meanwhile democrats slammed the measure. >> the republican leadership, we are not going to throw millions off health insurance in order to give huge tax breaks to the

wealthiest people in this country. >> 60 people protested outside the office of senate majority leader mitch mcconnell after the bill was unveiled. the sit-in was organized by a group that advocates for people with developmental disabilities. president trump praised the bill and says changes are also likely. there will be little negotiation, but it will be very good. both were scraped. they are expected to be okay. no word on what caused this collision in delaware county. sky force 10 over the scene in chester. the accident happened at 9th and tillman street. some passenger hs a few cuts and

brow bruises. a wrong-way driver was to blame for this deadly crash this morning. a dump truck and a pickup collided head on along route 55 in franklin township. it was around 3:00 this morning. one person was killed and investigators say one of the trucks was driving the wrong way still trying to figure out which one was driving the wrong way. a local advocacy group is bringing the war on drugs to city hall. they delivered jars of used needles. they have been collecting them in their neighborhoods. they are hoping today's demonstration will help bring attention to the opioid crisis that is destroying families. it's a symbol of the toxic economy of drugs this our neighborhood and the toll that it's taking on human lives. a heavily traveled bridge to

>> we are seeing the big story out of the south. i'll get to that in a moment and tell you why. locally, the satellite and radar, golfers head inside the lehigh valley. chester county, we have some isolated thunderstorms headed in your direction. >> some clouds right here starting to develop. a sign that we have some extra moisture in the atmosphere. i'll show you a a wider per spect i have of what's headed our way. so neighborhood temperatures westmont at 87 degrees. dew points in the upper 60s to low 0s. port richmond. 87 degrees. let's go ahead and focus on the

jersey shore. right now, we are seeing sotterly winds. dennis township at 83. and the reason why i wanted to go ahead and go roigt to the jersey shore, i wanted to show you an advisory in effect until 9:00 p.m. tonight. and that's because we do have high. so let's focus on cape may right now. localized flooding and oebl some road flooding with wave heights over six feet. high in cape may. with wave heights over 5 1/2 feet. tropical storm cindy, we're going to talk about the next weather story. we're seeing that the winds are moving at 25 miles per hour. pressure is currently at 999 mill bars and will continue to work northeastward.

if i expand this, you'll see it's headed all that moisture right in our direction across the mid-atlantic. so what does that mean for us here locally? it means we have some rain heading in our direction. right now we're seeing signs of it in the forms of clouds move ing from the southwest towards the northeast. a wider perspective here. however, notice that we're seeing all of that warm air moving right across into the mid-atlantic and across the deval lee. a lot going on here. ab area of high pressure. as it kicks on clock wise. it brings in all this moisture to our area. we have this warm front moving across from the southwest to the northeast. and then to the northwest, here is our trigger mechanism. so once all this warm air meets up with the cold front, it will trigger isolated thunderstorms, which is why i think we'll actually see some strong er thunderstorms for tomorrow. so hour by hour forecast, let's go ahead and zoom right on in. tomorrow morning, we are seeing pockets of heavy downpours. possibly some isolated

thunderstorms. because it will really be ub settled for tomorrow morning. gets us going at 10:00 a.m. we're still seeing southerly winds. really a a messy morning commute for your friday. then hour by hour at 3:30 p.m., we're not clear yet. we have that cold front moving through. and then we do have this i isolated thunderstorm. so kind of a messy friday in the forecast. early saturday morning, keep in mind it will be heavier overnight friday into saturday. so when it's all said and done, we could see over 2 inches for philadelphia. over 2 inches for vineland. and about 2 1/2 inches of rainfall in total for westchester. so heads up, you'll certainly need the umbrella. neighborhood high temperatures for tomorrow seeing lots of 80s. it will be muggy and humid as

you saw. newtown at 85 degrees. with the threat of the isolated thunderstorms, if it you had 87 for galloway and it looks like we're also seeing 80s and 90s for delaware. follow up on facebook for more information. the race is on to find a new place to study for students at new jersey salem middle school. part of the ceiling collapsed at their school and it's still not safe to go back. officials are working on a plan to have many of them relocated in september. delaware is considering cutting back the number of school districts in the state. a bill to create a task force to figure out how much money to save is advancing. it's heading for a house vote after the education committee. delaware has 19 school districts. proponents of the bill say reducing the number would mean fewer high paid administrators

a dirt bicycler fell 30 feet into a ravine. the highway patrol released this vid video. he was se skreerly injured and unable to move. that's when crews were able to pull him to safety. they spotted him 24 hours after the crash. take a look at these deer duking it out. who knows why they were fighting. it's wild. the boxing bucks are having a brawl. the two on their hind legs swatted at one another and walked away thinking he was the

he was hiding in an out of order ladies room stall near the food court. >> this is a a crime that can occur anywhere, any business, any restaurant. any location there's a public restroom, public dressing area. >> this crime happened in a public area near a busy section of the mall and the man managed to escape. none of the cameras captured him getting out and cameras in one location to another and the hallway. >> no tv, no security camera. >> your daughter shaken like that and you're angry. it could have been worse. >> this mom says she knows what happened could have been much worse, but says she is in fear and so is her daughter. they don't know the man and now may have half naked photos of

mysteries between the president and former fbi head. in may president trump tweeted that comey better hope that there are no tapes of their conversations. comey had been taking memos of the conversations before he was fired. the white house has dodged questions about whether tapes existed until today. >> a debate heating up over the trash cans and compacters used in center city. these big compacters are supposed to save the city and taxpayers money. but a new report says that's not happening. the city controller says the streets department hasn't done a cost benefit study to see how much they have actually saved and the big bellies can be a liability. they saved money each year. the new deal that added 300 of them cost taxpayers nothing. here's a look at the stories making headlines county by

county across the region today. a grand jury will conduct its own investigation into a deadly police shooting in lower bethel township. he was shot and killed by state outside his home back in may. police say he had fireworks around his neck and attempt ed o light the fuse. state police are already investigating the deadly shooting. in camden county, bakers and chocolate makers have a new place to get high quality ingredients for their sweet treats. they held a grand opening for the new facility. they process macaroons, nut flours, nut butters and almonds. the company moved from brooklyn. just in time for the weekend, the bridge between avalon and the city is back open. the bridge was closed for two and a half months for repairs. also in camden county, it's a perfect day for a spray ground. a new playground with showers

driving high, it's a growing danger on the roads as more than two-thirds of states legalize marijuana, at least in some form. the trend is costly. more drivers are on the drug that are causing more crashes. in colorado the number of people killed by a driver high on marijuana is up for the third straight year. the state has 21% more crashes

than its neighbor utah since sparking the trend. >> we have a 3% increase in the risk of insurance claims ask the states that legalize marijuana. we can't explain it by any other means. >> here's how it impacts you. the creased risk of crashes drives up car insurance costs. even those who never smoke may see higher rates. a new report says penn state needs to do something about a skyrocketing tuition rate for out of state students. that report from pennsylvania's auditor general says the tuition jumped more than 500% over the last 30 years. a big part of that is the building boom on campus and less money coming from the state government. penn state is working to lower the cost and find new revenue. saved in the nick of time. take a look at this unbelievable video out of china. you can see him darting into traffic. a police officer was standing across the street thankfully and

rain moving through the area right now. taking a live look at boat house row. it's clear in philadelphia this time. but it is hot and humid. >> rain is hitting us tonight and tomorrow. and then this weekend we'll e get the remnants of this. tropical storm cindy. it made landfall in louisiana. the system has been downgraded but it will still make a mess of your saturday. >> the moisture is heading in our direction. i'll get to that in just one moment and showing you what i mean. we are seeing mostly clear skies. however, some of the models are picking up the clouds thickening up very quickly as the evening come s s to a close. let's track what we are seeing right now.

they are moving very quickly. about 55 miles per hour. already approaching the lehigh valley. and parts of burks county and chester county. but i want to show you perspective here. we are seeing lots of clouds moving in. look all the all this moving in our direction from the southwest. remnants of cindy. so what does this all mean? the most important thing here is that we have this area of high pressure just to the south of us. this is what we call a return flow. . it allows all that air to head right in our direction. so it kind of moyistures up the at m atmosphere. hour by hour forecast, there's the low hovering across the southwest. and we move in, i think some of you will encounter some issues with that commute tomorrow. so give yourself extra time. keep the umbrella handy.

again more importantly, we're seeing southwesterly winds and southerly winds. notice this year. this line of showers and isolated thunderstorms. that's really important because not only are we getting this southwesterly wind, but we're getting that cold front that i just showed you moving down from the northwest. that will trigger a line of isolated thunderstorms moving across our area. current temperature in the 80s. it's in the 90s for some. 94 for doer and delaware. and will mimington. so let's go ahead and take a look at the feels like temperature into tomorrow. so important because here as we get this going, by tomorrow afternoon it's going to feel like it's in the triple digits. look at this. i'll pause this at 3:30 p.m. it's going to feel like it's 100

that and more. new right now, they say it's racial profiling. >> immigrants in the philadelphia area claim they are being pulled over by police because of how they look. one local immigrant group is receiving more than one report a week of racial profiling by police. immigrants are being ticketed for not having driver's license and cars are getting towed costing them hundreds of dollars. the immigrant group is working with the city on a proposal that would allow a legal driver to take the car to avoid towing e fees. >> it's a problem for all philadelphia a lot of people don't. >> they haven't gotten any complaints regarding racial profiling of immigrants and say
