the proposal includes medicaid reductions, defunds planned parenthood, eliminates the mandate, requiring individuals to purchase insurance and offers tax credits to help people afford their insurance while cutting taxes for the wealthy. we have the reaction nbc 10 reporter randy gyllenhaal is joining us live from allentown outside senator pat toomey's office. >> people gathered behind you have a strong message for the senator. we can hear them. >> reporter: they are holding court outside pat toomey's office. he's part of the 13 senators who helped craft this bill. we're going to show you the scene outside his office. most here concerned about the plan's cuts to the medicaid program. but toomey just held a conference call with reporters saying medicaid will not, quote, see dramatic changes. the signs say it all.

the program provides health care to the poor, to children ask many residents in nursing homes increasingly the funding goes to those suffering from opioid addiction. >> what's going to happen if medicaid is cut out? >> health care experts say this new bill would limit federal funds flowing into that program. >> the cuts to medicaid are huge and they will have huge effects throughout the health care system. medicaid is, who helped craft the bill, says quite the opposite. >> i don't think there's going to be dramatic changes. >> reporter: the bill will save medicaid from spiraling costs, shifting some burden to the states and keeping the program stable for future generation. >> every year medicaid spending goes up. over time, it will hopefully go up less rapidly than it would otherwise go up. >> but for those who rely on medicaid like these disabled

protesters who were kicked out of the u.s. capitol today, this is ab uneasy time. californkathy james from philly there to support her daughter, who relies on the program. >> if they succeed today, they will have no medicaid. >> reporter: the new bill also cuts taxes on investment income that could primarily affect wealthy americans. it does also increase subsidies for low income americans on the federal health care exchange. these demonstrators have been out here for the day and some will sleep outside overnight. a new nbc news "wall street journal" poll asked americans which party they thought does a better job with health care. 43% of americans say the democrats. while 26% say the republicans. >> president trump responding to the senate health care bill this afternoon from the white house.

>> we're putting in a plan today that's going to be negotiated. we'd love to have democrats support but they will never support. >> that may be a challenge. senator rand paul says he and three other senators oppose the health care bill as is written putting the passage in jeopardy. president trump speaking out. trump sent several tweets this afternoon saying he has no idea whether there are recordings of his conversations with comey. the president did not make nor does have any such recordings. back in may, president trump said comey better hope there are no tapes of their conversations. more comments coming up on "nbc nightly news" with lester holt right after nbc 10 news at 6:00.

in the district attorney seth williams. he faces several corruption charges including allegations he received bribes from businessmen. one of them testified today. nbc 10 reporter rosemary connors joins us live. >> the juror's attention was fixated on two large monitors that were posted on either side of the jury box. the prosecution had this businessman testified. >> businessman muhammad ali described the lavish vacation he arranged for seth williams and his girlfriend. he also testified about giving williams $7,000 because he told him he couldn't pay his bills. that williams would pay him back when a book deal came through. but ali never asked for the

money because he admitted on the stand he thought he wouldn't be able to get help from williams when problems came up. those problems included ongoing issues with tsa at philadelphia international. ali testified he would be detained for hours coming in and out of the country. williams referred him to the police chief in charge of homeland security, whom ali said made the process smoother on at least one occasion. ali asked to help with a drug case involving a friend of a friend. in text messages, williams told him he would look into it. >> when he asked, he knew it if williams had interviewed this that case. he said he didn't e know for sure at one point during those text messages, seth williams said to ali that he might not be able to get involved depending on how far along the case was in the legal process because it could look suspicious.

it happened tuesday. it was between when a teen girl stall. she noticed an arm come under the stall pointing a phone towards her. the girl screamed and police say the guy with that phone took off. tonight no charges will be file ed against a philadelphia repo man who towed away a mini van with a little girl inside. police say it happened outside this dominos pizza where the girl's mother was working while the girl was sleeping in the car. the repo man said he had no idea there was a child inside that car. >> i didn't see a child. >> the tow truck driver said he was take on to the police

station with the mother, but was cleared of any charges. philadelphia mayor jim kenny has a message for the immigrant community. he says i will treat you like anymore else. the city is trying to protect its status adds a sanctuary city. the city will release the letter once the doj receives it. the mayor signs two bills into law making tld a more inclusive city. one bill could shut down the business. president trump's cuts to the epa were the ran reason for this rally. government workers organized it under the budget.

tonight for the first time we're hearing from one of the jurors in the bill cosby troil. he reveals how he felt about the charges. >> he's already paid his price. he suffered. i think a case that was settled in '05 and we had to bring it up in '17. >> the juror said the deliberation was tense with e emotions boiling over and several jurors crying during the deliberations. that case ended in a mistrial. tonight questions over where a tater recorded a portion of the

trial. court administrators say detectives are investigating a possible recording and images taken from an overflow courtroom. court c housed people watching the trial on closed circuit monitor. the judge issued a decorum order barring recordings and electronic transmission. turning to this. excitement in the air here in philadelphia as the sixers e prepare for tonight's draft. the team with the prize number one pick. aundrea cline-thomas is live where the draft party is about to get kick off. >> they are expecting 5,000 people to fill and the party has begun. take a look behind me. the gates just opened and people had no problem waiting in the heat. there are a lot of activities, as you see.

it's in the mid-80s across much of the area right now. and it's ret nice. tomorrow is really going to be rough. it's 89 at graduate hospital. 90 in port richmond. and just about all those areas should be 90 or above tomorrow. this is the area of storms. the first area that we're watching. headed towards the lehigh valley in burkes county. the second area we're watching is kentucky going into west virginia. that's for tomorrow morning. then the third area we're watching the remnants of cindy. that's for saturday. so the first area coming through the poconos valley.

9:00 to 10:00 and northern suburbs. and around 10:00 into philadelphia area. then it really weakens. but don't leave the windows open tonight because some of that rain is coming in. best chance of it staying dry is in delaware. then toward break we got this other area coming in. right through the morning rush, this generally a steadier, lighter rain. different kind of system coming in. then a little heavier toward 9:00. so we have two threats of rain tomorrow for the morning rush and for late in the day for some possible thunderstorms developing after it e gets to 90 degrees. and high humidity tomorrow. 86 in allentown. the afternoon thunderstorms are a possibility too. steamy during the day. because of that saturday
