keir simmons is here with the latest on that. good morning. >> reporter: it's unclear who is behind this cyber attack and the full extent of its impact is difficult to gauge. but this morning, the list of companies impacted around the world is growing. this morning, an international cyber attack has reached america's shores. the global virus called petya, crippling thousands of machines worldwide. taking control of computers and demanding digital ransom from their owners to gain access. even if victims pay a ransom, they may not get control of their systems. among the targets, maersk, the chernobyl nuclear plant switched its radiation monitoring to manual to protect against attack. two hospitals in western pennsylvania were hit. patients posting on social media, saying some surgeries were canceled. >> this is a profitable business. we have to remember that organized cyber crime totals

$445 billion on an annual basis. >> reporter: the outbreak is the most sophisticated attacks, using a dozen tools that were stolen from the national security agency and leaked online by a group called the shadow brokers. >> it's fast spreading. we're seeing the ukraine, the u.s., in india and the u.k. and other countries, as their worm is spreading around. >> what can all of us do to protect ourselves? use long, complicated passwords. keep your operating system and anti-virus system up to date. back up your computer on an external drive. and never click on suspicious e-mails or web links. >> good to see you. thanks. republican leaders are voicing confidence in the future of their controversial health care bill. that, after a white house meeting with president trump,

just hours after delaying a planned vote. we have complete coverage beginning at the white house, with nbc national correspondent peter alexander. peter, good morning. >> reporter: hey, hoda. it is back to the drawing board for senate republicans who insist they will keep after it even after this embarrassing delay. for the house, that time helped them to pass the bill. but the same may not be the true for the senate, as they get an earful as they head home. the longer this goes, the harder it gets. this morning, after a stunning setback for the gop health care bill, top republicans say they aren't giving it up for dead. >> everybody around the table is interested in getting the yes. interested in getting an outcome. >> reporter: president trump, hosting dozens of gop senators, touting progress and strategy on his effort to push through an obamacare repeal. >> we're getting close. but for the country, we have to

have health care. if we don't get it done, it's noi going to be something we're not going to like. >> reporter: later tweeting, i just finished a great meeting with the republican senators concerning health care. they really want to get it right, unlike obamacare. the senate majority lead eer pulling a vote. >> it's a complicate ed subject. >> reporter: nine gop senators oppose the bill. as the republicans reboot, the challenge doesn't disappear. finding a bill that satisfies conservatives who complain it didn't go far enough. >> we promised to repeal obamacare. the current bill looks like we're keeping large parts of obamacare. >> reporter: and those closer to the center. >> i cannot support a bill that's going to result in tens of millions of people losing their health insurance. >> reporter: among the opponents, utah's mike lee,

echoing a democratic line of attack, highlighting how the first draft of the bill included hundreds of billions of dollars in tax cuts for affluent. now, moderate republicans urging their leaders to change course. >> when did we get to the point when we said, no. we're not going to talk to democrats about a fix. we should be working with our colleagues on the other side of the aisle. >> reporter: a lot of people think a bipartisan plan is the way to go. top republicans say they're goal is to come up with an agreement by the end of this week to be reviewed by the independent budget scorekeeper while lawmakers are away for the forty of july recess, which would set up a vote, if they come up with the votes, when they get back. >> peter alexander. thanks. amid mounti ining tensions the u.s., what's being called an act of defiance by the regime's

leader. kristen welker this morning. >> reporter: good morning to you. the white house is not only warning syria against another chemical weapons attack this morning. it's putting iran and russia on notice, too, they will bear some responsibility if syria does act. this comes as the president's foreign policy is coming under fresh scrutiny. syrian president bashar al assad outside of damascus, touring a russian military base. the visit some see as defiant, coming hours after the u.s. put his regime on notice over a potential chemical weapons plot. sean spicer telling asad, he will pay a heavy price. the message came as a surprise to some national security officials, who tell nbc news they were caught off guard by the timing of the statement and the threat of military action, a major step. some in the defense and state department stress they were aware of the intelligence.

now, the white house is pushing back. arguing all necessary officials were alerted. was there a principals meeting, a deputies meeting before that statement was issued by sean spicer? >> i know there was a routine meeting that took place. >> reporter: but this isn't the first time president trump may have kept some of his own team guessing when it comes to foreign policy. >> big stuff. >> reporter: one of the president's first actions, his controversial travel ban targeting residents of seven muslim majority nations was announced after limited consultation. mr. trump signed off on a raid in yemen, over dinner with a few, key advisers. but the disconnect was on display when saudi arabia announced an embargo against qatar. trump's secretary of state criticized the move. but the president tweeted his approval and blasted qatar from the rose garden. >> the nation of qatar has been

a funder of terrorism. >> reporter: the white house is on the same page when it comes to facing the press. after days of refusing to answer questions on camera, this tense exchange between a journalest and sara huckaby sanders. >> news outlets get to go on day after day, and cite unnamed sources, use stories without sources. >> we're here to ask you questions. you're here to provide the answers. and what you just did is inflammatory to people all over the country who look and say, see, once again. the president is right and everyone else is fake media. and everyone in this room is trying to do their job. >> reporter: as for the president's foreign policy, a senior says it's not accurate he's not with his principals on all key policy issues. and syria, we may learn about that as nikki haley appears on capitol hill at a preplanned

hearing. >> thank you very much. let's bring in chuck todd. chuck, good morning to you. >> good morning, matt. >> the house had a hiccup when it came to their health care bill. they went back to work. then, they passed that bill. now, the senate has pulled the vote. are we seeing deja vu or something different? >> it's different in this case. one advantage the white house had in the house is that the president has some ability to lean on house members. he's popular in a lot of the house districts. he had an ability, many of them share the same political base. many felt they had to listen to the white house. the difference here in the senate, is the senators are much more independent actors. the idea of the white house leaning on them actually, you know, almost emboldens them to push back. i would never write off mitch mcconnell's ability to get anything through the senate.

he defied the odds and pulled off the supreme court issue he did last year and ended up getting a conservative supreme court justice. the guy knows how to maneuver legislatively. if it was anybody else, this morning we would be saying this bill is dead. only because mitch mcconnell is so good at behind the scenes aspects of this, is this thing on life support. >> a lot of the senators will be going home for the july break. they're going to be seeing their constituents. does this extra time help the passage of the bill. >> this is not wine. it does not get better over time. this is a bill that gets harder to support over time. this is why mitch mcconnell so badly wanted in to be done in a week. you know? a shock and awe sort of legislative strategy. introduce it on a thursday and vote on it and get out of town. now, you have the mobilization of opposition groups. any of the republican senators that decides to have a public event over the fourth of july,

they're probably going to be hounded by protesters. probably going to be hounded by constituents. i don't think time is on the side of mitch mcconnell. they have a week to get this done. or they're going to have to admit, they have to work with the democrats. >> chuck todd. thank you very much. >> you got it, guys. there's a lot more to get o to, including a lawsuit being filed against the makers of highway guardrails. they're supposed to keep you safe. but do they actually pose a deadly safety risk. here's nbc's catie beck. >> reporter: tomorrow will be exactly one year since lauren gamble and her friend, jacob davison, were killed when their car plowed into a highway guardrail. lauren's mother remembered seeing her for the last time. >> i waved and that was it. last time i saw her alive. >> reporter: lauren was 21 years old. just out of college. >> she was just so wonderful. >> reporter: as part of their investigation, officials looked at the metal barriers.

>> the guardrail went through the car. it's not supposed to do that. >> reporter: gamble blames this piece for the deadly outcome. in your mind, do you think there could have been a different result had that guardrail been different? >> absolutely, yes. >> reporter: in 2016, four families last loved ones on tennessee highways in similar crashes. three are expected to file suit against the guardrail manufacturer, the lindsay corporation. claiming the guardrail didn't collapse on impact, like the one in this video on the company's website. >> the failure of that system is piercing through and acting as an impaling system, killing t i occupants of the vehicle. >> reporter: lindsay defends its guardrail, saying it meets safety standards. and they have no reason to conclude that it is unsafe. writing a statement that reads, the equipment's inability to

singly prevent every tragedy does not indicate a flaw or defect. there's a variety of factors that cricket to the severity of impact. they are monitoring the performance across the country. gamble says she doesn't want other families to suffer like they have. >> we want to save other families from this pain. lauren would want that. she would want a difference in this world. >> reporter: for "today", catie beck. we're learning about what caused a train derailment in new york. dozens of passengers were injured. service was disrupted for hours. the accident, the latest in a series of problems facing transit officials and frustrating riders. nbc's thomas roberts has the latest on this. thomas, good morning to you. >> reporter: good morning to you. and the a.m. rush hour getting started here. we got new information overnight with the mta confirming this is

an issue of human error. it's not what was reported to be something wrong with the infrastructu infrastructure. they use spare rail for efficiency on the tracks to repair them. but this case, the spare rail wasn't bolted down. it's a nationwide practice. but that's not enough for millions of people that have to commute today that realize this is not a track defect. chaos, deep underground. a subway train derailing. sending people to the floor. smoke, darkness and fear. >> up and down, all over the sides. people were flying all over the cars. >> it was traumatizing. >> i'm really shooken up right now. >> we have to go this way. >> reporter: the passenger who took this video, said he thought he was going to die. these photos show the derailment damage. passengers taking pictures of a door ripped off of the train car. passengers shuffling out, car by

car. dangerously walking along the tracks. >> the thing right there is the third rail. in the middle. >> reporter: until they made it to the platform. overnight, the mta said, the cause was an improperly secured piece of replacement rail score stored on the tracks. it was human error, not a track defect. earlier this month, passengers tried to claw their way out of this dark and steamy "f" train after it was stuck underground after it lost power. for "f" sake, six the subways. new yorkers are bracing for a summer of hell for computers. am track overhauling penn station after two derailments this year. earlier this month, president trump gave a speech about instra structure. >> the promise of a safe and

reliable infrastructure hasn't within kept. >> reporter: but he cuts funding to the department of transportation by 13%. the american society of civil engineers have slapped the u.s. transit system with a d-minus grade, noting there's a $90 billion rehabilitation backlog. so, work crews have been here overnight, trying to get everything back up and running for those commuting this morning. three dozen people were injured in this accident. they are all expected to be okay. one commuter this i spoke to this morning, said she was in one, two, three. i tried to speak to some of the mta workers. they were courteous but couldn't give me a statement. al and dylan can confirm this. if you're going to be late to work, and because it's an issue with the subway, today is a beautiful day to walk. take that into account. >> thomas, thank you very much. al is back this morning. we're happy you're back, honey.

we are back, now. 7:30, on this wednesday morning. it's the 28th day of june, 2017. >> we want to get right to a check of today's headlines this morning. a new ransomwear tcyber attack s attacking computers around the globe. it demands a digital ransom to regain access. everything from shipping to utility companies and major corporations have been targeted. two hospitals in pennsylvania have been hit. mitch mcconnell is saying there's a good chance the republic republicans' health care bill will pass. he spoke out after a meeting with president trump, hours after delaying a vote until after the fourth of july recess. and dramatic cash cam video

so violent, it sent a bus through a brick wall. a white suv triggered the accident. the bus goes right through the wall of a food warehouse. the cameras inside the bus show the driver and the passengers thrown from their seats. five people were hurt in that crash. the warehouse was open at the time. thankfully, nobody inside there was hurt. >> amazing video. also this morning, a newfound sense of urgency to secure the release of austin tice, an american journalist held captive in syria. it comes amid tension between the u.s. and the assad regime. in a moment, we'll talk to austin's parents exclusively. but first, their son's story. for nearly five years, american journalist austin tice has been held in captivity. the former marine and georgetown

law student was spending the summer in syria. sharing stories of those living through that country's devastating civil war. but just days after his 31st birthday, austin was taken hostage, aside from this video shown him blin fodfolded, there been no claim of responsibility. u.s. officials say they're trying to get specific information about his whereabouts. recently speaking with the trump administration about what can be done. the state department, working on the case at the highest levels. "the new york times" reports that earlier this year, the administration set up a back channel with the syrians in an attempt to free tice. but following the u.s. response to assad's chemical attack on civilians back in april, the talks, according to "the times," stald. now, the fate of americans held overseas is taking on new urgency, following the death of otto warmbier, who had been held by north korea, putting other

americans detained in the spotlight. austin's parents, deborah and mark tice, are with us exclusively. thanks for being here. that video -- want to put that video back up that was released almost five years ago. that's the only video you have been able to see that anyone has been able to see of your son in captivity. do you know anything more today about the people that are holding him than you did when that video was released? >> we don't know who is holding him. we know he's being held captive in syria. and after that video, no one reached out to us to give us any information about what we needed to do next to bring him home. so, we're looking for that information, what we need to do to bring him home. >> no claim of responsibility so you don't know who you're dealing with here? >> it is one of the trying things because we -- more than anything else, we like to reach

out to whoever is holding austin, so that we can begin whatever kind of dialogue is necessary to bring him home. >> the u.s. government says there's reason to believe that austin is alive. have they shared with you why they believe that? >> yes. >> can you share anything with us? i know you don't want to do anything that would jeopardize any efforts to bring him home. but can you share anything about why there is that belief? >> i don't think it would be a good idea for us to share that, matt. >> yeah. >> they do share with us. and we need to keep their confidence so that we can keep working well together as a team. >> "the new york times," as you know, had an article, i think it was last weekend that talked about the trump administration creating a back channel communications with the syrians. at the same time this is happening, as you heard us say all morning long, there's also rising tension between the u.s. and syria. how much is that complicating the process, in your opinion? >> the effort to bring austin

home is a humanitarian effort. it's not a political effort. it's not a national security effort. so, we trust and we believe and we hope that whatever needs to be done will be done on a humanitarian basis. >> you talk about whatever needs to be done, you both have been working tirelessly to keep this story in front of people. keep it in the headlines. you lived. you went to damascus and lived there for a while. can you describe what that was like? what your day-to-day existence -- were yu trying to make contacts? how did that work? >> well, in damascus, i did the same thing i do here in the united states capital. i fried to meet with anyone that i could meet with. raise awareness about my son. ask anyone for information to reach out to me. i felt completely safe when i was in damascus. >> did anyone contact you while you were there once they found out you were there? did you have anyone trying to

share information with you? >> unfortunately, matt, no. that didn't happen. >> mark, from time-to-time, you will hear someone say about austin, he was going to a very dangerous place against the warnings of the u.s. state department. and there are consequences for that. how do you react to people when you hear that? >> you know, austin is a journalist. and he was going from so that all the rest of us could see the story, hear the story, know what was going on. just like any american, you know, our government has a responsibility. there's international treaties around the requirement of governments to take care of their citizens. we think that anyone else would like the same for their child, their loved one. >> i mentioned a little in our piece that led to our discussion here about austin's background. a member of the u.s. military. law school at georgetown. tell me more about him. what should we know about austin? >> i think the most important --

we're so proud that he's actually an award-winning journalist. but to us, he's the oldest son, the big brother. he loves being a big brother. he loves being an uncle. he now, in these past five years, he now has a niece and a nephew that he has not met. yn you know, an excellent scholar. intense reader. >> what's it been like as parents to not be able to account for his whereabouts for five years? >> well, it's turned our lives inside-out and upside-down. you know, one of the things that is as difficult as anything else is that it prevents us from giving our other children, who are very tired of being called the other children, the attention they deserve. so, it's been a tremendous challenge. >> our thoughts are with your family. we thank you for joining us this morning. mark and deborah, thank you very

we're now back at 8:07. if you thought you saw someone trying to kidnap your child, what would you do? >> a lot of parents are asking themselves that after a strange incident in florida. a man was beaten up after he tried to help a little girl he believed was lost. nbc's kerry sanders is in lakeland with the story. >> reporter: good morning. police say what happened at this ballpark was a complete misunderstanding. the parents of a 2-year-old little girl they say lost track of her for, they say, 30 seconds. they looked up and they saw over there, a man holding the child about 100 yards away, walking away. now, that man, who may have been a good samaritan, says that he was asking the little girl, is this your parent? is this your parent? but the parents of the child say they saw something completely different. ran over. the father started beating on the man. and then, someone posted that man's picture on the internet, telling other parents to be on the lookout. a day at the park turned into

somewhat of a nightmare for a florida family, when they thought a stranger was trying to abduct their little girl. >> you know, i thought he was taking my kids. >> reporter: the child's father, speaking to us by phone. >> i wanted to kill the man. >> reporter: according to a police report, this man approached a little girl he thought was lost at a softball game on lakeland, florida, on saturday. >> i sat down and constantly asked the question, where is your daddy? where's your parents? where's your mom? >> reporter: the girls' parents say all they saw was a stranger walking towards this parking lot with their daughter. the mother, on the phone, with 911. >> we took off running, grabbed my kid from him. and then, i hit him. i'm not going to lie. i hit him. >> reporter: when the child's father and some friends caught up to the man, he admits they punched him. >> probably about five or six times. >> they start hitting me from behind. i fell to the ground. and they constantly started

hitting me. >> reporter: reading from a statement, the girl's mother, who did not want to be shown on camera, says it was the scariest experience of her life. >> how would you react to a stranger carrying your child away from a population of people? >> reporter: police say it was a misunderstanding. >> there's an independent witness that saw it, didn't knower theknow either couple. they saw him looking for an adult. >> reporter: no charges were filed against the parents. and police verified patel was at the park with friends. but the story does not end there. after the incident, a witness posted patel's name, photo and place of employment online, calling him a child predator. >> my whole life is tragic now. and everybody is looking at me funny. and my respect is engaged because nobody will trust me. my life is tarnished. >> reporter: mr. patel says that he has now had to leave town for his own safety and for his children's safety here. he is nursing some wounds.

>> then, we're going to toss in the butter like a butter salad. >> does cubing it make it equal to mix? >> you want them to be large cubes. when you do the smushing, pretend you have lobster claws. you want to get all of the pieces nice and flat. once you get them nice and flat, you will add some lemon juice to ice water. take the ice out. you want it to be nice and cold. pretend this is flat. we're going to mix it up. once it is mixed, it will look kind of awful before you roll it out. it is not going to look like a great dough. you roll it out. and you should see nice chunks of butter in the dough. this is 12 inches by 16 inches. and we're going to do a letter fold. some people don't know how to fold a business letter. kids. >> you do it in thirds. >> this is like a business letter. those who have only used e-mail.

>> try to fold, folks. give it a shot. >> once you have that letter, you fold it in half again. and that's your little packet. your dough baby. you will refrigerate this for 20 minutes. >> this one, you can really see the chunks of butner there. they're going to make it flaky later. >> i call it jazz hands. then, you want to roll it out. this is a square. you can do it. one of the things about rolling out dough, you want to keep moving it so it doesn't stick. and you don't role over. you don't role over the edge of the dough. that makes it flat. >> once you get it to the size you want it, you're going to put it in the pie plate. >> tin. whatever you're using. you're going to dock it. you're going to make holes in the bottom. this keeps it from rising up on the bottom.
