f the recent high school graduate was shot in the head as police say she simply merged into the other lane. tonight the killer is still on the run. the district attorney saying every police officer in three states is looking for him and his truck. >> joining us live in chester county, brandon, police really want to catch this guy. >> reporter: jacqueline and jim, police consider this man armed and dangerous. his officers are passing out this flier which shows the red pickup truck and the driver who shot this 18-year-old girl in the head. the district attorney tom hogan wasted no time looking into the murder investigation, a driver shot and killed bianca roberson. >> her car and the other tried to merge together, not actually hitting. and then she was shot. the man in the red pickup truck shot her directly in the head.

>> reporter: police are looking for the driver of the red truck seen in this photo. >> to that man who fired this shot, turn yourself in now. every second you are out there you are only making this worse for yourself. >> we were all excited for her, she was excited. we were just happy for her. >> reporter: we spoke to bianca's dad earlier today. he held back tears as he talked about his daughters wishes for college. rodney roberson said his daughter was returning from a shopping trip when she was killed. >> i can visualize what happened for my daughter and i know she was scared. >> her personality was one of love, she always wanted to make you smile. >> reporter: her family showed us the poster she made for her soon to be college dorm at jacksonville university. >> it's an angel that will be missed. as hard as it is she is there with her brother. >> reporter: police have a vague

description of the driver, they say he is a white man, medium build, 30 to 40 years old with blonde or light brown hair last seen driving a smaller model chevy pickup truck faded red in color. you also heard the talk about bianca's brother. he died at heart disease at age 22. nbc 10 news. developing now, bracing for a shutdown tonight governor chris christie is telling all state agencies to brace for a government shutdown. that will happen if lawmakers can't pass the state budget before midnight tomorrow. and a shutdown could cause big problems for your fourth of july holiday. we'll explain how coming up in about ten minutes. tonight, ex philadelphia district attorney seth williams is sleeping in a jail, taking a break in his corruption trial. he admitted to one count

accepting a bribe and now faces up to five years in prison. under his plea deal, williams immediately resigned from the district attorney's office and with the change, there could be more coming sooner. >> well, guys, the board of judges will decide when to accept applications for interim district attorney and then they can make a pick. the voters get their own chances in november. bottom line, the change was rocked by scandal at the top. >> reporter: seth williams smiled outside federal court. it will serve as the last time cameras captured him as the sitting district attorney. his resignation letter signed as he pled guilty mid-trial admitting he took illegal gifts in shexchange for political favors. >> great victory, in the battle against corrupt conduct. >> reporter: tonight, the city's mayor and the prosecutors say they're moving on to a new chapter. >> we all understand the fact

that we need to move on and that is just the next step. >> reporter: the major party contenders for the election promise change, gop nominee beth grossman said she would accept new standards for everybody. >> that means accept no gifts, follow the law fairly and justly. >> reporter: the spokesperson said reform is what they have always been about. >> larry is running about the criminal justice reform, and sweeping broad transformation. >> reporter: as for williams, his lawyers say his decision came late at night, regarding the impact to his children. >> how upset he was, the drama immigrant turning point in his life. >> reporter: the judge decided he should spend the months ahead of his sentencing in jail, a day that began for the city's top law enforcement officer and ended as an inmate in a cell. >> and williams' legal team did not think the former d.a. was a flight risk, saying he only had

a couple hundred dollars in his bank account. they may have the judge to reconsider his custody, and consider only that the plea brought a devastating financial blow with the loss of a 20-year pension. i'm drew smith, nbc 10 news. and what should williams expect now in prison? >> now we learned about the life behind bars. >> reporter: what can seth expect tonight? >> he can expect a lot of bad dreams. >> reporter: former city council rick mariano knows all about prison, facing corruption charges similar to what williams pled guilty to. the jury convicted him in 2006. he did five years behind bars. now mariano gives us a look at what seth will face in the days ahead. >> he will be locked up there for 24 hours. they will let him out one hour to go out into the dog cage, about 25 yards long, walk back

system. you can see a car entering from the left and smash into three parked cars, the driver left the scene, police say there were no signs of impairment. a veteran who survived overseas several times, lost his life after he stepped in to stop a robbery. howard white was gunned down outside a bar, the suspect is shown being thrown out of the bar, white was not far behind apparently trying to calm things down. but when the two got outside, the man shot and killed the 47-year-old and ran away. >> to have him die like that -- >> he died a hero, he served his country, you can see he died up until the day he went to heaven. >> reporter: the suspect then broke into a nearby house, the people living there stopped him until the police arrived. today the republican-led house passed two bills that would crack down on illegal

immigration, a bill proposed by trump, a bill called kate's law with harder sentences for people who enter the u.s. illegally. and would strike down dollars sent to cities like sanctuary cities. the president says he hopes the senate will follow suit. a scaled back version of president trump's travel ban now is in effect. the new rules temporarily stop people from six mainly muslim countries from getting a visa to the united states unless they have close family collections or verifiable business ties. the order doesn't block anybody with a valid visa from entering the country. in the meantime, there is sharp criticism from both sides after trump blasted the host of nbc's morning joe. early this morning the president said the tweets, i heard poorly rated joe speaks badly of me,
