an air plan smashes onto the busiest highway during the holiday rush. what happened just is unspeakable. >> a community in mourning after a teenaged girl was killed in an apparent case of road rage. as the search continues tonight for her killer. i'm jacqueline london. it's a story making national headlines right here in chester county. a recent high school graduate gunned down on the high weigh and now we're getting a look at the man that police are looking for. brandon hudson is live tonight. family and friends are still coming to grips with all of this. >> reporter: that's right, jacqueline, friends and family are still waiting on answers and police are looking at hundreds of leads, some from as far away as texas. ♪

as loved ones adjust to life without bianca, people gather outside her home. >> it's horrible that they went through this once and now they have to relive it again. >> reporter: steven lions helped organize this event. they were friends with her brother who died just four years ago. >> he would do anything. a die hard for his sister. and same, vice versa. she was like a role model. >> one of her good friends saw roberson before she was killed. >> she was driving past me and she didn't see me so i called her and i was like, bianca, you know you saw me. >> reporter: police released a sketch of the driver of the person they believe who killed her near the 202 merge point on wednesday. the 18-year-old would have left for college in two weeks. the police chief says he's

gotten a lot of leads in the past 24 hours. >> we have been receiving hundreds of phone calls and hundreds of e-mails for which we are following up on every one of them. >> reporter: we did research and found road rage incidents are up nationally. a study shows a huge jump since 2014. the number of deaths doubling in that time span. police believe the sketch is 70 to 80% accurate. you can get another look at it on our website, nbc10.com and our nbc 10 app. police are looking for that red-faded pickup last seen on the it202. crime stoppers is offering a $5,000 award for any information that leads to an arrest. right now, tracking severe storms that could impact your holiday weekend. we have issued a first alert all

day tomorrow because of the storms. nbc 10 first alert meteorologist tammy souza, plans could change because of these storms. >> they certainly could. we have a first alert issued for pennsylvania, new jersey and delaware, except at the beaches. i think the storms will have tapered off when they get to the shoreline. everybody else, though, is fair game. this is from 3:00 to 9:00 tomorrow and it's going to start in the lehigh valley and work towards the jersey shore. what are we concerned about? wind damage, brief heavy downpours, intense lightning and small hail. straight-line winds and microbursts. everything is quieted down. we have very heavy rain falling in lehigh county and it brought severe weather off to the north. right now, all of the rain has moved off to the north into new york. we're not looking at anything here but we're looking at some

people will head out of town this weekend. that includes 90,000 from this area, making it the most traveled fourth of july weekend ever. the roads may be crowded but at least drivers won't have to shell out a fortune for gas. pennsylvania drivers are paying an average of $2.46 a gallon. delaware has the lowest prices at $2.16 a gallon. no matter what you do this holiday weekend, our nbc 10 app has you covered. you can see a full list of events and fireworks shows. if you're down at the shore, track the weather and get the instant updates and notification. it is down to the wire tonight as lawmakers in pennsylvania, new jersey and delaware battle it out over a budget. lawmakers in the garden state have until midnight to pass the state's budget. if they don't, governor christie warns that the parks will close for the weekend. the two sides aren't even close

with solutions and he's meeting with his cabinet to prepare for a shutdown. the biggest sticking point, christie wants an overhaul of the state's largest insurer, horizon bluecross. a $32 billion spending plan has been approved. the deal heads to the governor's desk. he hasn't indicated whether he'll sign it. and in delaware, lawmakers worked overnight in dover as the two sides remain at an impasse. a deadly hospital rampage in new york city. tonight, we're learning new details about the doctor who opened fire inside a hospital in the bronx where he used to work. one person was killed and six others injured. the suspect was found dead after police say he turned the gun on himself. that suspect, identified as 45-year-old henry bello, was a former hospital employee. police say he tried to set the 17th floor on fire but

sprinklers doused those flames. five of the wounded are said to be in serious condition. the shooter used an ar-15 assault rifle like the one you saw in the video. >> it's a situation that came out of nowhere but even in the midst of this horror, there were many, many acts of heroism. >> a motive in the shooting remains unclear. bello worked at the hospital in august of 2014 and resigned six months later because he was about to get fired. law enforcement officials say bello has past arrests for sex abuse, burglary and more. next on nbc 10, seth williams was in office for weeks after his indictment but was he actually working? our investigators work to figure out what he was doing on your dime. plus this -- a small plane turns into a charred mess after

philadelphia's district attorney pleaded guilty to bribery and resigned. for weeks, seth williams was in and out of the courtroom while taxpayers still paid him to do his job. nbc 10 investigators did weeks of surveillance to figure out when he was actually in the

office. this is what was found. >> reporter: it's the morning of june 1st and outside the district attorney's parking spot is empty. inside, reception staff haven't seen him. >> where is the district attorney today? he's not in the office today. >> reporter: for weeks, the investigators watched the office. >> is seth williams in the office today? >> reporter: asking a similar question each day. >> have you seen him at all? not lately. >> reporter: we also e-mailed asking if he was in the office. every day we're told the office doesn't comment on or release the district attorney's location schedule because of security concerns. so day after day, for two full weeks, we check every morning and some afternoons and never see seth williams. we never see the approximate $1,000 ford taxpayers bought to pay him around and don't see the philadelphia police officer taxpayers pay more than $64,000

a year to protect him. since his indictment in late march, the only time we can show you seth williams in his office is april 11th when he post this picture on his twitter account. in may, he no-showed at the budget hearing. instead, the first assistant asked for the money to keep the office running. but whether he's here or not, our investigation shows that legally seth williams can't do the job he was elected to because he has surrendered his law license. >> you're a district attorney. >> reporter: the executive director tells us without a law license a district attorney can't make any legal decisions less than two weeks after being indicted williams voluntarily surrendered his law license while fighting the charges. >> they need to come into the office in order to be effective? >> well, certainly to some degree any leader needs an in-person presence.

>> reporter: the philadelphia district attorney makes $175,57 it a year. in the time we watched the office, taxpayers paid seth williams more than $6700. the first time we see him is june 14th when he shows up for a court date. mr. williams, when was the last time you were in your office? >> only his lawyer responds to our questions. >> reporter: why are you collecting a paycheck? >> because he's for the guilty. >> reporter: that ends up not being true. thursday, williams admitted to one bribery charge and resigned from office and is cuffed in the courtroom. during our hunt for the d.a., our questions got williams' attention. a day after we asked him when he was in the office, for the first time we see him there. in fact, the next day, too. we see him leaving just before 10:30 in the morning. outside the d.a. office, philadelphia taxpayers are following his case. >> not doing any work, should

not be getting paid. >> we're still paying for a detail to protect him. where was the protection for the city? >> reporter: since the march 22nd indictment, the office has reviewed more than 8,000 cases. the office communications director confirmed the first assistant has made all charging decisions. we don't know what role, if any, williams has. >> does the public need to be paying for your ride? >> reporter: on thursday, he took his last free steps for years. we'll see him at the october sentencing. nbc 10 news. kathleen martin refused our interview request to ask how the office is currently running. she spoke yesterday thanking the commitment to justice and getting through this tough time in the office's history. celebrating wawa welcome

america with a night on the water. nbc 10 on the newly renovated deck in penn's landing for the urban philly suburban network. families were treated to a free movie in the park. dozens of people showed up on north 22nd street. there was a special showing of "the lego batman movie." tonight, we're tracking a first alert ahead of tomorrow's storms. tammie souza has your all-important forecasts. >> reporter: across much of the ohio valley and even parts of the plains, let's start off with tonight, a beautiful night out there. high clouds and 93 with a high. highest wind gusts, and a hot

and humid summer day. this is what is going on on the radar. all of the rain in the philadelphia area has moved out. new york has some left. lifting off to the north and east. we have a few damage reports out of tree branches down on cars and a telephone pole snapped and some damage to some barns. we had gusty winds there. these storms lined up and they just sat there and dumped rain. none of them were severe overly hi overly lehigh valley. we have more storms making their way through the northwestern part of the state. for tonight, it's this big line that we see coming out of the midwest. now, some of this is going to dissipate. the driving force behind it will re-energize it. it will take shape and head in our direction. so how far away are they?

423 miles. could we see a shower from this? certainly early tomorrow morning. if we get the severe weather, it's going to be in the afternoon. we have a slight risk of off to the west and northwest of us this darker green that is a marginal risk. you can see on the chart that the risk is way down here at the bottom. yes, we could get gusty winds and some borderline severe storms. the slight risk is going to exist up here in lehigh valley. all of the philadelphia area needs to be on guard for strong storms tomorrow. gusty winds and intense lightning. that's what we're watching for. tomorrow morning, we'll wake up and see spotty showers perhaps in the morning and not a big deal. here comes the first of the strong storms late in the afternoon, maybe 3:00, 4:00, moving through philadelphia around 7:00 and then out of here. here's our sunday. it's absolutely gorgeous. we go into monday. monday we could see an isolated shower. i don't think in the morning.

a jaw-dropping sight in california as a small plane crashes onto one of the country's busiest freeways. >> 297, mayday, mayday. >> the faa says the cessna 310 had just left john wayne airport when the pilot reported trouble. the plane crashed on to the 12-lane freeway as it tried to return to the airport. a couple was dragged out of the wreckage. >> i made my way next to the plane. i was able to get the wife back to the median. and help the husband and drag him out of the plane and off to the side. >> the pilot and passenger were taken to aç nearby hospital.

amazingly, no one else was hurt. philly is rolling out the red carpet for native kevin hart. it's going up in north philly. the celebration will coincide with his birthday. hart said on instagram that he's blown away from this. >> he could actually blow away, he's so little. >> look at you, taking digs at kevin hart. >> it's not a dig. everyone knows he's skinny. the 6ers cut ties with a veteran and the phillies call it one of their top prospects. how nick williams faired in his major league debut. that's next in sports.

hey, happy friday to you. danny here from csn. the anticipation is over for philly fans. they were waiting for big-name prospects to be called up to the big league club. nick williams made his major league debut. phillies starting a three-game set with the metropolitan. they were up 0-1 and then as for williams, a base hit up the middle and first major league to his mom and fiancee with something to cheer about. mets beat the phillies 2-1. we turn to the 6ers now who said good-bye to henderson.
