surrendered to police early this morning. we're joined live at the chester county prison by lauren mayk. you spent the day talking to despner's neighbors. what did they tell you? they a . >> reporter: they are still reeling from this news. i spoke to a former schoolteacher who remembered him having anger issues, but other neighbors say they haven't seen a temper. lawmakers said this murder happened because he didn't want to give bay to a teenager trying to merge. >> he pulled out a gun and shot bianca in the head, killing her instantly. >> reporter: bianca roberson's family tearfully listening to how the 18-year-old was killed. they sat together, leaning on each other for support as the district attorney announced they have the man believed responsible. 28-year-old david desper turned

himself in early this morning, four days after police started searching for the driver who pulled a gun on route 100. has he been here the past couple days? >> no, he has not. i have not seen him. >> reporter: neighbor jerry speer heard the road rage story but was shocked the suspect was living so close to home. >> it's just crazy. i just don't know, you know. i'm shocked. >> reporter: david desper lived here in a home neighbors say he's been working on. police say inside his bedroom they found the .40-caliber smith and wesson they believe killed bianca roberson. >> this is a sad and senseless murder. >> reporter: for those still grieving for bianca, heartbreak today. >> we just had the graduation from her school, and the kids were so full of hope and excitement. >> reporter: but at least a little relief. >> i said, are they ever going to get this truck and this guy? my friend said, they're going to get him. they'll get the truck and they'll get the guy. and i said, how do you know?

he said, they just will. >> reporter: and they did actually find that red pickup truck as well. they found it at an address a little ways away in glen mills. we went there today, knocked on door the door, no answer there. also david desper is expected to face a judge for his preliminary hearing on july 13. denise? >> law enforcement got plenty of tips in this case. how did it help them solve this case? >> reporter: they got hundreds, and as the d.a. tells it, they kept getting these tips and they kept investigating. they just didn't want to let this go. and it wasn't just those tips. they also were digging into their own data bases as well. he says that they started looking at everyone who had a red pickup truck in the region, and then they were looking at everyone who had a firearm. and then those who had both. denise? >> lauren mayk live in chester

county. nbc 10 has been covering every angle of the story. stay with nbc 10 on air and on line. download the nbc 10 app to get alerts directly on your phone. now to new jersey's government shutdown. it shut down friday when the legislature failed to pass a budget. this afternoon governor chris christie met with lawmakers to try to find a resolution. >> but i'm a little frustrated, quite frankly, at this point that no one will send me any budget. i'm sitting here waiting for a budget and no one will send me one. >> governor christie went on to say that it's his job to operate the state and can't do that without money. he called a special session again for tomorrow morning. the shutdown is putting a dent in holiday plans for some. right now more than 50 state parks, historic sites and recreation areas are closed. state police, state hospitals, state prisons and new jersey

transit are still in operation. well, delaware's budget force the general assembly back to work today. governor john carney intends to sign proclamation calling lawmakers back into session every day until a deal is reached. the fiscal year for delaware started yesterday. the sticking point? higher income taxes. republicans are against it, democrats are for it. and now to a developing story. one worker is dead and two others were hurt in a gas explosion in lancaster county. that blast leveled this home around 12:15 near millerville. you can see large debris nearly covers this field. the homeowners were not inside at the time. no word on what caused the gas to explode. the countdown is on for the big concert and fireworks show for wawa welcome america. this is where it's all going down, along the ben franklin parkway.

but you don't have to wait until tuesday night. you can start celebrating and having fun right now. and tonight we have team coverage. nbc 10's andrea thomas shows us the free fun tonight, plus nbc 10's erica martinez tracking your forecast for the fourth. let's start here. >> usually we're saying the stage is being set, but here we're saying the ring is being set. we also have food trucks out here starting to serve people, but the main event is happening on this big screen. and people are already taken their places even though we're still hours away from them showing the "rocky" movie here on the steps of the philadelphia museum. the desire to recreate the movie brings crowds here every single day. there was a line to take pictures with the rocky statue. people run up the steps to simulate the moment in the movie.

we even met firefighter kenny chuthum who was out here doing some shadow boxing tonight. we met a man from new york who claimed a spot early. >> i have some stuff to do in philadelphia, and i have the day off, so i figured, why not? it's a great people-watching spot, it's an iconic movie in the location that it was filmed, so i figured get to see some people, have a little food, relax a little bit, enjoy the day and then see the movie. >> reporter: now, the programming begins at 6:30 tonight. they're giving out free children's books. they're also having a contest for the best "rocky" lookalike. the winner can get front row seats at that concert on july fourth featuring mary j. blige. >> thanks, andrea. now a check on your first alert forecast with meteorologist erica martinez. erika, how does the rest of the evening look? >> a long stretch for the rest

cory daly admits she was speeding and she had an expired inspection sticker when daly pulled her over. instead of giving her tickets, the officer paid for a new inspection and a new tire. bailee says the entire experience has given her new perspective. >> i think it's the thing that tests other people that we get so caught up in just making it that we get caught up in other people's humanity. >> she says people have reached out to her, including helping her find a new job. right now i'm tracking an isolated shower for parts of our viewing area, but will we have rain for the fourth of july? i do have your wawa we wilcome america forecast coming up on the other side of the break.

temperature in philadelphia 89 degrees. we topped out at 91 degrees at philadelphia international airport, southwest winds at 11 miles per hour. your neighborhood forecast in and around philadelphia. seeing a lot of upper 80s. currently at 89 degrees. parkside 89, chase, summerton, pa parkwood seeing upper 80s to lower 90s. let's take a look at the shore. everybody going there because it's so hot for today. current temperature 91 degrees. summer's point 89 and atlantic city just a little cooler, 81, but certainly a nice, nice day and time across the entire beach for today. for the lehigh valley, seeing really nice conditions. temperatures certainly above average for this time of day. lots of sunshine. we did see a passing shower move through allentown. current temperatures mainly across the lehigh valley seeing upper 80s. lees point 88 degrees.

mertztown 85, and nazareth currently at 86 degrees. a great sunday in the forecast all around. minimal cloud coverage but a few extra clouds right around 2:00 p.m. and again tracking one or fwo showe two showers, especially around allentown earlier today. we're seeing upper 60s to low 70s across the entire viewing area. atlantic city, your expected overnight low 66 degrees. be sure to look at the bottom of your screen for the most accurate local 7-day forecast. what about wilmington? 70, that's your expected overnight low, and dover, 71 degrees for you. your philly pops monday conditions. it looks like we will start to see developing clouds as the day progresses. we're going to see southwesterly winds at approximately 7:00 p.m., temperatures in the upper 80ls. winds will be between 5 and 10 miles per hour. i do want to show you clouds continuing to develop by 8:00 p.m. and it looks like temperatures will be in the mid-80s. but denise, we could see a

anderson. this the kind of day for the phillies. fly ball here. aaron altare coming in. fumbles it and recovers. the runner freezes, though, when altair ends up gobbling him up at first base. the phillies will take it. they go 4-5 on their road trip. meanwhile, the summer league team has some local flavor like isaiah thomas and gerald villanova. isaiah was asked how he found out he had been invited by the sixers. >> to be honest, i was in dubai. i'm so serious. it was like 12:00 over there. my agent texted me, you need to get back asap. i was like, are you serious? very much so. i got on the next flight and came up for practice and i found out yesterday i'll be in the entire camp. >> reporter: what do they want you to do in summer league?
