holiday. state lawmakers set to vote on the measure tonight. it ends the standoff between democratic law makers and chris christie for his demand for more control over the largest health insurer. it is being called the best budget in ten years. governor christie says he will sign it. and we will have a live update in a few minutes. and this budget deal didn't come before another hit to christie. and governor christie is about to speak right now. this is a live look in trenton. we will let you know what he says, coming up. but first, more breaking news tonight. north philadelphia, police investigate a gruesome discovery, baby remains. we saw officers examining some sort of box, as we flew overhead, possibly a coffin. police are searching the scene near 29th and clear field. more information as we get it.

right now at 11:00, the father of a college-bound teenager talks about what he thinks motivated the shooter. >> we talk to the father new at 11:00. >> reporter: a roadside memorial sits at the mile marker where bianca roberson was shot and killed. a collection of flowers and keepsakes left in memory of the teenager who died on wednesday. >> we're still upset and angry. and we still want answers as to why this happened to our daughter. >> reporter: we spoke to roberson's dad rodney for the first time since david desper turned himself in in connection to his daughter's murder. rodney believes he was out to get someone that day. >> to shoot her in the head, it wasn't a road rage. to me, it was a hate crime. >> reporter: but for now,

chester county district attorney tom hogan said this crime wasn't racially motivated. >> i want them to throw the book at this guy, yeah. throw him under the jail. he took my daughter. >> reporter: still, the big question of why lingers. errier, we saw people taking things from the home address in trainer listed for david desper. police are also going through thousands of tips. rodney says he had no indication his daughter was in trouble before she was killed, adding bianca drove that stretch often and wasn't aggressive enough to go side by side with another driver. >> my daughter's too scared to do something like that to somebo somebody. >> we're still working to learn what happened in the final moments moments before the shots were fired. when we get them we'll post them on the nbc 10 app. ♪ ♪ we are free

of freedom ceremony at 10:00 a.m., where hometown icons, boyz ii men will be honored. >> it's nice to see them still performing. >> reporter: as soon as you wrap up at independence mall, head over to the ben franklin parkway, for blocks of free entertainment. then get ready for the july 4th concert and fireworks. i have an all-access pass to wa wa welcome america. and this is where boyz ii men and mary j. blige will be performing. a lot of roads will be closed around independence mall, and the entire bend of the ben franklin parkway will be closed first thing in the morning until july 5th. you'll want to walk or take public transportation to get where you're going.

blige. and then it's the big fireworks show at 9:30. all these events are happening live only on nbc 10. and if you're heading out to experience them in person, bring the app with you. it's your guide for the road closures you'll run in to tomorrow the big question, what is the forecast. >> what can we expect for the big show tomorrow night, tammy. pressure's on. >> you want to get right to the dessert, the good stuff. i don't blame you. doppler radar is sweeping the sky. we've seen spotty showers. near abington we have a little bit more steady rain shower activity, and that's going to move through parts of north philadelphia. miltown and bensalem, all of these areas are going to experience light showers, less than .10 of an inch of rain.

so we'll see some of these spotty showers overnight tonight and again, tomorrow, there is the possibility that we could see a little bit of activity. you notice how these are all lining up, all these showers from the midwest, right into philadelphia, along a line? that's because we have a cold front pressing southward triggering these showers. it will drape through our area, it will be a little cooler by four or five degrees. we made it to 91 today. we'll be in the mid to upper 80s tomorrow, but it will feel warm and humid if we get a few showers going, looking at 87 in philadelphia, 85 in the burbs. 78 on the jersey shore and 86 in delaware. we'll break down the time when you might see a shower in your neighborhood when i come back with the full forecast. and breaking news. a budget deal reached in new jersey. governor chris christie is speak right now during this news

may end up side-stepping an of sentence. he will avoid jail time in conditions are met. he is accused of punching a man last summer. eagles training is scheduled later this month. new tonight, tiger woods checks out of the clinic where he was getting help with dealing with pain medications. he had completed an intensive treatment program. this is weeks after he said he was getting professional help after being arrested on suspicion of dui. he said it was an unexpected reaction to pain medications, not alcohol use. three people are in the hospital after a crash in buckingham. it happened on route 413 around 202 around 9:00. at least two vehicles were involved in the crash. no word on the condition of the

victims. a stabbing leads to a barricade situation in strawberry mansion. police were called to north stanley street. they found a 23-year-old man who had been stabbed in the chest. after a brief standoff, the suspect was arrested. the victim was taken to the hospital if critical condition. the blue route finally back open after a tractor-trailer crash. near route 3 in marble township. the driver of the big rig was hospitalized. no word on his condition. up next, a taxi plows into a crowd of pedestrians at the airport. what police are saying about the driver's motivation. plus, a first. the number one pick makes his debut and shows off his new jersey number tonight. och

we continue to follow that breaking news out of new jersey. the budget deal reached tonight. governor chris christie still speaking right now about that agreement in trenton, an agreement he says he will sign, and this does mean that the beaches and state parks that were closed because of the stalemate will now reopen tomorrow in time for the hoid. ten people were hurt today when a taxi driver plowed into a crowd of fellow cabbies at logan international airport. the taxi jumped the curb and tore right into an area where

studios hit. a live look at the lights. they're now red, white and blue, very patriotic. and sky 10 captured these lights. and the independence day celebrations are just getting started. >> and the good news, no rain for the fireworks show. we could see pop-up showers for tomorrow? >> what are we expecting? >> we are going to have mainly dry conditions, but there could be an isolated shower. tonight a beautiful night, 91 was the high today in philadelphia. and the highest wind gust, 21-mile-per-hour. no rain reported. but we do have spotty showers elsewhere. in chester county or ran castla county we have showers. they're making their way into

parts of montgomery county, bensalem and middleton. so we're basically seeing all of this make its way off to the east. and we're going to continue to see these spotty showers throughout the evening. all of this is along a line which is a code frold front mov southward. there's another coming out of the tennessee valley pushing clouds in our direction, so we are sort of getting a sandwich play. now we're not going to see big rain like we saw on saturday, but here's your hour by hour forecast. we could see spotty showers overnight, especially out into pars parts of the suburbs. you'll move into the mid-60s, in the city, low 70s. still could see an isolated sprinkle. look, it's 2:00. in the upper 80s out there. but here come some spotty showers. that may come in around a:05:00.

and this forecast model is making them linger to 7:00 when the concert showers. once they're done, they're out of here. everything is quiet for the fireworks. le let's take a closer look. we're already into 2:00, and we have a mix of sun and clouds. here comes those very isolated rain showers. these light shades of green, this is just light shower activity, not heavy storm activity. at abouten 7:00, we could see something isolated and maybe a sprinkle for the concert. but for the most part we're dry, and we're dry for the fireworks. in your neighborhood tomorrow, we'll be starting at 8:00 at 76 in philadelphia, winding up by the: 7:00 mainly clear. you'll be 76 by the time we get to 9:00 tomorrow night. we'll see highs in the 80s,

including the lehigh valley at 83. and delaware, right around 86, 85 in new jersey. could see an isolated shower or storm in new jersey and in delaware in the evening, and it will be 71 fireworks time-out along the jersey shore. let's take a look at our wa wa welcome america break down, a mix of sun and clouds and 80 degrees, the concert at 7:00, we're going to keep it dry. we have the word chance in there for something very isolated. but look at the fireworks, 9:30. we're basically going to see a sla sliver of a moon. not too shabby. a few days ago we were talking about the potential for rain, and that has really backed off. 84 thursday, thunderstorms move in thursday night. and into your friday, it's going to be soggy on friday in the first half of your saturday. but take a look at sunday. we dry out, and we're till in the mid-80s, and then we're going to head into what could possibly be another mini heat

wave by the time we get to the middle and end of next week. we continue to follow breaking news from trenton where new jersey lawmakers have reached a budget compromise. >> governor christie says he is pleased with the deal and will sign it tonight. >> finally tonight, i'm very pleased that the senate president and speaker have reached an agreement, fulfilling their obligation to deliver a budget to the governor. i'm saddened that it's three days late, but i'll sign the budget tonight. >> the most important thing is we opened the state of new jersey again. we put back to work all those workers that did not get to go to work today. we opened all those beaches, all those services, and, again, we'll a make sure we protect our public employees. >> meanwhile, governor christie is kind of getting burned for a sunbathing session some are now referring to as beach gate. >> christie and his family were caught soaking up the sunday at

a pooch in california found himself in a tight spot today. the dog somehow got stranded on this steel beam in a canal. you see him trying to keep away from the rushing water below. rescue crews tied a rope around the pooch and hoisted him to safety. he looks pretty happy to be back on try land tonight. a special message for special phillies fans. prior to tonight's game, the phillies surprised her and her two kids with a video message and presented her with custom-made jerseys. >> phillies home for the holidays.
