ted greenberg joins us live. you talked to witnesses who saw the whole thing? >> reporter: that's right. ocean city is a dry town with a zero-tolerance policy for drinking alcohol on the beach, but when lifeguards and police tried to enforce the policy, the situation got physical. ocean city lifeguards intently watching the water. a day after police say the beach patrol members were attacked on duty. the guards heard urgently calling for help from police around 4:30 p.m. on the fourth of july. >> it's sickening. it really is. >> reporter: the drama unfolding in front of the hundreds on people. authorities say it started when the guards asked a group of rowdy seemingly drunk men to calm down. >> they should not have been on

the beach. >> it became a physical pushing, shoving type of struggle. our officers got down there, again it was escalating to a physical confrontation between the lifeguards, offices and subjects on the beach. >> reporter: three of those men arrested on the spot, but two others ran into the boardwalk, and then through wonderland pier. >> i don't know what society is getting to today, but nobody has respect for anybody or anything anymore. it needs to be changed. >> reporter: the five suspects are from philadelphia and harrisburg, one taken to the hospital, because police say he appeared to be extremely intoxicated. >> what purpose is it to come down here and get trashed? the next thing you know you're in the water and drowning or making the lifeguards work harder. >> reporter: no one got hurt in the confrontations, the suspects were all gives summonses and then released. i'm ted greenberg, nbc 10 news.

be meeting with the leaders at the g-20 summit where he's expected to press. this is a cried cal moment for the president, the administration wands to avoid military action, but they are looking at all their other options. the reality is there aren't that many. president trump will also immediate one on one with russian president vladimir putin, the meeting that the world has been waiting for. what should we realistically expect? >> all eyes will be on that meeting a friday, keith, this is a bilateral meeting, that means an official meeting, very unlike former president obama who met with president putin on the sidelines in an informal meeting. the reason for that was to send a senate that the united states want willing to grant an official meeting this is signals that the trump organ asian is

we asked david broderick of the state education association. his union represents 180,000 pennsylvania teachers. that's nearly every teacher outside of philadelphia. how many of your members are on union leave? >> a handful, a dozen or so. a very small number. >> reporter: the specific number is difficult to verify. we know according to the commonwealth foundationing there 109 urine counterses allow union level s allowing one teacher to work on school time on behalf of the union. >> the function is to help their school district to solve problems. >> why can't they do that from the classroom? >> that's a local decision. >> you can't use public resources for private gain. >> reporter: david osborn is trying to end union leave in pennsylvania. he wall street with the nonprofit law firm, the fairness center, behind two lawsuits to

stop union leave, one in reading, and another in allentown. those teacher are a way for unioning to end of saving money by using taxpayer resources instead of their other than. >> the center's lawsuit alleges since 2011, the reading district has paid so-called ghost teachers more than 500,000. here in allen did not town, another lawsuit forced the state pension system to revoke two teachers retirement credit. that lawsuit could set a precedent throughout the state. we reached out to allen town's union president, but she declined comment. >> the union president was quite surprised. i don't think they were aware of it. >> john freud is the school district's lawyer t scott armstrong scold him in union level was legal. he wrote this legal opinion, saying in part union leave may be in violation of the
