noose found hanging in center city. the second time a noose has turned up recently in philadelphia and a a civil rights group calling it part of a hateful national trend. good evening, i'm jim rosenfield. >> and i'm jacqueline london. today that noose was found hanging tr a tree in graduate hospital. last week one was left on a worker's desk inside the u.s. mint. aundrea cline-thomas explains why neighbors believe these incidents should be a wakeup call. >> reporter: the noose was in this tree. it's the latest series of hateful acts causing concern. just before 10:00 this morning in a busy neighborhood of graduate hospital, a noose was found by a passer by tucked in a tree at 18th and lumbar. the woman alerted penn opinion security, who called police. >> it's a symbol of a a lot of pain and this country's history. >> reporter: detectives are canvassing the neighborhood to

not only found who put the noose but why to determine if a crime was committed. >> kids playing a joke, that's one thing. if it's someone with intentions, wement to get to the bottom of it. >> reporter: a noose was found at the mint in tld. as a result, another employee was placed on administrative leave. >> reporter: 130 hate incidents in this area already this year. an increase that's being felt across the country. >> certainly the political environment has not helped the situation in any way. >> while officers do not believe a specific individual was targeted, residents say this should be another wakeup call. >> philadelphia is a city of brotherly love. and clearly that's not happening right now.

>> reporter: in a statement they called this appalling saying hate has no place in the city. he urged anyone with information to call police. aundrea cline-thomas, nbc 10 news. breaking news right now, we just learned that police in newark are investigating the case of a body found on the side of a road this morning as a hit-and-run. the body found near chapel roads police say the man was walking when he was hit. before the driver took off. no word on any description of that possible car involved. we are tracking rain for your friday night plans. you can see the rain moving in on the first alert weather. we're seeing a break in the rain. it won't be a weekend washout. quite a few people out there. if you're going out in center city, you might want to take an umbrella. let's take a live look tr our

we did talk to a lot of people about this. they have had a lot of mixed reaction. >> we don't want it to be overcongested and want traffic to flow and to have public sa safety that allows vehicles to get through and keeps people moving. >> police and parking authority came up with this safety lane to prevent parking on the left side from midnight to 3:00 in the morning friday through sunday. sgl they can't get down the street and that's a safety issue. >> the popular spot any time day or night, this won't hurt his bottom line.

hit. all the victims are transgender, but police tell us think don't think this was a hate crime. overseas, president trump and vladimir putin finally meet face to face today. during their much anticipated meeting, administration officials say president trump did push putin about russian interference in the election. the two world leaders spoke for more than two hours as they were this germany for the summit. the u.s. secretary of state says president trump opened the talk by grilling about the election hacking. but trump stopped short of threatening any punishment. both leaders say they are hoping their countries can work together in the future. >> we look forward to a lot of very positive things happening. and for everybody concerned. >> as president trump and putin and world leaders meet, thousands are protesting outside the summit.

police say more than 100 people have been hurt, dozens arrested as the demonstrations have turned violent at times. officers have used tear gas ask say protesters have been throwing items at them. stay tuned for "nbc nightly news" for the latest on the protests and on president trump's meeting with vladimir putin at 6:30 right after this newscast. governor chris christie's beach visit during the government shutdown is inspire ing a possible change in the law. you'll remember christie and his family enjoyed the beach this weekend while it was closed to everyone else. someone made a sand cattle hocking his trip. christie was using the governor's beach house. now a democratic lawmaker has introduced a bill to close that it beach house during any government shutdown. and there's another bill to let the publicen rent the governor's beach mansion. >> state-owned property, then why not have it available for others and to make some money. >> i'm picturing his house like

the white house. youen don't it out to the public. >> he's facing an ethics complaint over beachgate. the governor said he would not apologize. you have the right to record police on your cell phone. today a federal appeals court in philadelphia ruled that recording police this public is a a first amendment right and there should not be any retaliation for doing so. the court joined five other circuit courts that made that same ruling. pennsylvania state troopers are getting body cameras soon. today governor wolf announced a federal grant to fund a pilot program. the $52,000 grant will be enough for 30 cameras. the governor says the cameras will make troppers more accountable and help avoid confrontational situations. police are trying to find a a dirt bike rider who assaulted an officer. take a picture of the medicine. police need help identifying him. he assaulted an officer along ridge avenue yesterday.
