boosting to the low 80s for forecast highs. we'll talk more about when we trend back up and more on few minutes. >> thank you. now to a developing story, police need help finding a 16-year-old mother and her young daughter. she was last seen on july 4th with twhoer month old daughter. if you know anything about that police want to hear from you. pamela osborne is live with video that shows just how dangerous this is, pam. >> reporter: in the dark of night those officers climbed up nearly 400 2350feet to get the trespass rs down. no one should have been up there. when drivers spotted go men they

called 911. the men who later told police they were there to paint the bridge became spooked and unable to get down themselves. watch what happens next. these officers make the climb, working their way up all 382 feet to the incline of the shower officered latched onto sections as they climbed. when they got there they arrested the suspects. i reached out to the port authority to see if they would be able to walk us through this rescue. we know those trespassers that were rescued, they are pacing charges of vandalism and trespassing. i'm pamela osborne, nbc 10 news.

want to flare you. anti -- kill a cop save a life was spray painted on concrete pillars. investigators think juveniles may be involved. they offering a $5,000 reward for infoio arrest. a woman will face charges for kidnapping a baby. we were the only tv station there. she was convicted in march of the child's abduction a year earlier. during the hearing she argued that she blacked out due to mental i'llness.

back if the senate is able to pass a health care bill. >> we have details about the congressional investigations into possible russian interference. the senate judiciary committee has issued a subpoena. the committee wants him to give testimony tomorrow. lawmakers say they were unable to make an agreement for a voluntary transcribed interview. they met this morning and fully answered their questions. meantime happening right now president trump's sen aior advir about a meeting he had with russian officials. he arrived about an hour ago where he is now appearing fwfr house intelligence hearing. intelligence members want to know what went on in the

there is farther north. right now we are at 68 degrees in south jersey. it felt nice this morning when you stepped outside. a big difference. humidity is lower and temperatures are considerably lower. delaware up to 75 now and 73 at the jersey shore. we dropped down into the philadelphia neighborhood. fox chase 71 degrees there. 73 society hill. i do expect today that we will see most of our temperatures kind of cap out near 80 degrees for the high temperatures. here is our radar and satellite view. we have clouds across much of the region. down into parts of delaware more sunshine for now. these clouds are kind of spilling from the north and northeast and with that, there you see it, some of those showers starting to move into the northern edge of pennsylvania. they will be dropping down our direction as we head into the

afternoon. this is a very big difference from what we saw yesterday. yesterday we saw the green they had little yellow and red because of storms they were firing off. today the clouds are keeping up storm potential low. here is the hour by hour. we go through your lunchtime into about 5:00 p.m. it is pretty spotty in nature. we are not looking at any washout conditions. could one shower briefly be a little heavier? yaechlt b yeah. but it doesn't look very likely. we go into your wednesday morning. 8: 8:30, still clouds. wednesday will be a little drier it won't be a beautiful day because we'll we still have cloudy conditions. highs for today big difference from the 90s and 80s. it is 79 in center city. allentown at 76. trenton mid-to upper 70s.

it's hard to believe summer is starting to wind down. there's no excuse not to get outside. studies show few children are spending enough time playing t outdoors. barbara is a pediatrician at the primary care and aleah green ross is here to talk about nature phl. i'll start with you. it's a prescription for getting outside, right? explain what it's all about. >> we are finding so many kids are staying indoors, connected to technology. they are not running around outside playing and having fun. we are trying to create this program that will get our kids to be outside, increase physical fitte fitness and be exposed to nature. >> how will it work? how will you do that encouraging? >> pediatricians are going to meet with the children from ages

5 to 12 and do an assessment and foind out how much time they spend outdoors being active. we are going recommend places for them to go through the web site that was developed. there is so many beautiful places in philadelphia that are unexplored. and also we have a nature navigator that is going to be a coach and help to kids find places and work with families. >> talk about the collaboration at the center have and what role you'll play. >> the center is working with childrens hospital of philadelphia and the u.s. forest service to design this program. so in addition to the prescriptions and nature navigator we also have a web site that has listed hundred of parks and green spaces throughout the city. they will be able to go to the web site and choose a park in

the neighborhood. they can use filters and figure out which park has stroller accessibility, which park has bathrooms and so it's something that we are all working together to develop to make useful for anyone that is looking to get active. >> right. lots of choices in terms of locations. what activities do you suggest? >> it will be working with the doctors to prescribe specific activities for patients it might involve going to a park and going on a hike. it might involve a bike ride or getting different patient families together for pick-up soccer game or something like that. it's tailored specifically to the patient's health and abilities and what they can do and what's in their neighborhood. >> and hopefully it plants a seed so they continue to spend time outside. >> excellent. thanks for being here.

>> no excuse today why i can't run outside. it is very comfortable. temperatures and humidity is down. while it is more comfortable some times you think it's a sunny day. not so much. it will be a gray day. plenty of clouds and spotty showers over the flexion couple of days as well. it does look like more sun, warming temperatures. by the time we get to saturday and sunday but it's only tuesday. let's talk about our current conditions. right now 74 degrees in philadelphia. we are looking at just a peek of sun here and there. mostly cloudy. you can tell through lehigh valley all very gray pictures. it's hard to come by any peeks of sun. overall temperatures are going to stay down because of the fact you are looking at cloudier conditions and the winds. when they are coming innoh and the cooler air. look

greater heights at its peak. when two men were spotted they called 1. closing both sides of the bridge. that's when the men who later told the bridgeeypooked and unat down themselves. watch what happens next. these port authority officers made the climb working their way up all 382 feet to the incline of the tower one step at a time. officers latched on as they climbed. when they finally got to tower they arrested both suspects. hands cuffed behind theirbacks. and to put things in perspective for you the height of this is about the same height as 1 logan

square. look out for a report later this evening. i'm pamela osborne, nbc 10 news. >> thanks. for the first time we are hearing from a survivor of a accident that was streamed live on social media. you can hear the screams as the 18-year-old suspected drunk driver lost control and crashed while she was live streaming on instagram. two teens were ejected and one, the driver's sister died. the surviving girl reacted to the crash. >> i have mixed emotions. i'm still trying to process that the girl i loved is gone. i still believe she'll call me as soon as i wake up. >> the 18-year-old driver is under arrest. this is from portland, oregon.

this was yesterday afternoon. officials are investigating what caused the explosion. and this new video, look at this. it shows a wild scene along the garden state parkway. suddenly lost control and flipped the trailer onto its side. traffic was blocked for about an hour here while they cleaned everything up. nobody got hurt. >> amazing. a new study shows evidence about the risk of permanent brain damage. families of deceased players donated their -- the condition was seen in 99% of the deceased nfl players. most had suffered from mood disorders before their deaths. here is a story we have been talking about all morning long.

all right. starting now with a look over new tripoli. we have the sun really heating things up. the threat of thunderstorm much lower. it not as much of a concern as it was yesterday. here is our live view. tonight's picture, which is gray skies overhead. if we look at this most are dealing with cloudy conditions and temperatures that are cooler than we have been dealing with for some time. suburbs at 67. we have 70s in philadelphia and delaware mid-70s. 71 atlantic city. look at the water temperature,

74 degrees. because temperatures today are on the lower side it feels like the water as it does along the shoreline. first alert radar showing a few clouds. earlier this morning a little more sunshine. delaware and south jersey. those clouds are spilling in and they will blanket us through the afternoon hours. that's when we should start to see a few showers firing off. you can already see they were well to north and now they are spilling into parts of pennsylvania but pretty quickly here we'll start to see showers make their way into our neck of the woods. nothing impressive though when you see this light green picking up. that is usually indicates a light rain falling. into your afternoon hours this model is probably giving us a little too soon but we with should start seeing spotty

showers pick up. notice yesterday we ran it. it was showing off pinks, reds, oranges. today not going to see that concern. we just see a little spotty yellow or orange. everywhere else it is just light showers that are rolling by. starting to thin out by 9:00 p.m. still could see a spotty shower into the evening time. this is kind of the backside of a system spinning around our area. you notice a little farther west they are clear. we are kind of stuck under this back edge which means we get the spotty showers. sunday we are fairly hot and even yesterday in the upper 80s. today big difference. below average. we should be at 87. we stay that way into your wednesday as well. the comfort is not just in the form of temperatures being lower. it's not form of humidity being lower.

it is still fairly steamy. today pretty nice. tomorrow even nicer with humidity really quite low. thursday it will start to pick back up tomorrow and comfortable conditions. by thursday night we are look at the next round of thunderstorms rolling in. let's fast forward. your weekend forecast, sun no, i mostly sunny conditions across all of our neighborhoods and warm back up to the summer feel. 86 in philadelphia saturday and sunday. 84 in the lehigh valley. 79 at the jersey shore and 83 in delaware. nice conditions but we have a little bump to get through before that. nice for your tuesday and wednesday but mostly cloudy. we go into your thursday evening and see thunderstorms starting to fire off. through friday lingering showers and then there's the better off weekend forecast. next week looking pretty good as well with temperatures mostly staying in the 80s.
