divided the vice presidents votes in the affirmative and the motion is agreed to. >> with vice president mike pence casting the tie breaking vote, the health care plan moves forward. the senate voted on to actually begin debate on the bill. it needed 50 votes. it got 50, which allowed mike pence to cast the vote. one came from john mccain. he receive issed a a standing ovation as he returned to the capitol. there he is in the bottom left-hand corner of the screen. the a arizona republican has been away from washington for surgery after being diagnose d with brab cancer. late last night he annoyanced his decision to return to washington for the vote. and today he offered thanks for all the support he's received. >> i've had so many people say such nice things about me recently that i think some of you must have e me confused with someone else.

i appreciate it, though, every word. even if much of it isn't e deserved. >> considering the outcome, john mccain's yes vote was crucial to reefing the 50 votes needed to have the gop plan move forward. but again, this vote is just the first hurdle. the senate can now move on to debate a variety of options. those options are repeal obamacare now and replace it later. repeal and replace it now or scale down the bill to get conservatives on board. democrats uniformly oppose the effort. >> it will mean people with preexisting conditions will be left high and dry. it will mean huge tax breaks for the wealthiest of americans. it will mean millions will lose their coverage. >> again, despite democratic opposition, the senate has voted to open debate on the republican health care plan. lauren mayk is on capitol hill.

she's getting reaction from senators right now and will have a a live report new at 5:00. which is when i'll see you next. keith jones, nbc 10 news. 20 minutes of nonstop news continues with a data breach at one of the largest women's health neshl networks in our area. >> thousands of patients personal information compromised. the women's health care group of pennsylvania sent letters to patients about the potential impact files that could have been hacked include the name, social security number, lab tests and other information. we found out how this happened and what people need to know if you think you could be at risk. >> the women's health care group of pennsylvania told us it has no comment on this it data breach. this as we had questions about how this massive data breach involving some sensitive patient information could have happened. on the third floor of this medical office, those running the women's health care group of

pennsylvania have nothing to say. >> there's a level of infuruation. >> after getting this letter from the medical office detailing what was stolen. race, employer, insurance information and physician. >> the women's health care group operates out of hospitals across the area providing health services for women. it notes the information was stolen by hackers as far back as january 2017. but they didn't discover it until may 16th and didn't notify patients until july. >> it concerns me that it took them that long. >> it is highly sensitive information. >> security expert say this is type of information is like gold to identity thieves. >> the medical information stolen can be used for selling to other hacker and criminal

groups. nation states love to get this kind of information because they will use it for future social engineering or exploitation of american citizens. >> the health care group has filed a report with the fbi and is offering families like higgins a year of identity protection. >> somebody who breaches information can sit on information for a year or two years. so maybe access three years from now. we don't know. >> now the women's health care group of pennsylvania says it sent letters to each affected patient, but outside headquarters, we met several patients who didn't know about this security breach. when we asked about it, we were told no comment. nbc 10 first alert weather tracking the chance for a few shower this is afternoon. shouldn't be as much rain as we saw last night. still a a threat for wet weather. storms caused travel trouble for many in our area this morning. and delaware where half a dozen

roads were closed were wider. parts of the road were cut off to traffic and crews cleaned up. the debris. to that hot weather, so many were complaining about, gone. it was noticeably cooler outside. >> meteorologist glenn schwartz is tracking the changing conditions now in your most accurate forecast. >> the clouds sure had a lot to do with it. s that live picture from easton. those are some nasty locking clouds. it looks a lot worse or more dangerous than it really is. we just have a lot of clouds coming down from the north and a bunch of showers. and they are fast moving showers. so you can get rained on, but it's mostly for a few minutes with this kind of weather pattern. you can see them moving generally north to south and they are scattered around the area.

here's the futurecast through the rest of the afternoon and into the evening. we're still seeing the general flow from north to south. a lot of clouds around. and the showers you notice they hang around and will be with us for tomorrow too. you can see the cloudy skies and temperatures well below average for this time of year. that's going to continue into tomorrow. but our big threat is going to be severe storms and heavy rain. we'll tell you when to expect that coming up. we told you about this story as breaking news and this afternoon steven fisher is joining us live from pensacola landing. >> no harness or anything did

they use to get to the top of the bridge here. i want to draw your attention up there now. the cables you see there is what police use to get to the top of that bridge. they also made it dangerous for the officers that had to go up there and get them. the ben franklin bridge to. apprehend two men that thought it would be a good idea. >> i've never seen anything like that in my life. it's crazy. >> when the two men were spotted hundreds of feet atop the bridge, they tried to hide. >> we don't recollect this having happened before. john hanson says this is a serious concern not knowing what the two men had planned. >> two individuals climbing cable and got to the top of the

tower, they were dressed in black and carrying backpacks. >> when officers made it to the top, they arrested the man and brought them doin using a bridge elevator. they were not local. one from new york city and the other from ohio. in the meantime, the backpacks leaving police to believe they put officers in danger just to capture a picture. >> the top of the tower is 200 feet off the deck. the bridge itself is nearly 400 feet off the water. it's extremely dangerous for those individual who is are up there without safety equipment and as far as we know without training. >> and police haven't had to deal with a lot of these types of incidents. they told us it was an unusual call, but fortunately nobody was injured. as for the two men, they face a long list of charges. steven fisher, nbc 10 news. we have new details in the case of anti-police graffiti found. there's a $5,000 reward for

information about who did it. it was found on several pillars at 25th streets last night. police believe the same vandals are responsible for similar messages spray painted on homes in south philadelphia last month. investigators believe juveniles may be involved. president trump is keeping up the pressure on attorney general jeff sessions. >> he writes attorney general jeff sessions has taken a very weak position on hillary clinton crimes. it is the president's latest jab at the attorney general. he's angry he recused himself from the investigation in last year's election. and there are reports that the president has spoken with advisers about firing sessions. paul ryan was asked about those reports today. >> it's up to the president to decide whether his personnel decisions is. any possible fallout that comes from that.

if he has concerns about anyone in the administration, i'm sure he's going to talk to them directly. >> in a tweet monday, president trump referred to the attorney general as beleaguered. he welcomed lebanon's prime minister to the white house today. >> and it's another day of questions for president trump's son-in-law on capitol hill. senior white house adviser met with the house intelligence committee. it comes a day after he spoke with a senate committee. kushner has attracted attention for the meeting with the russian lawyer in trump tower. the meet iing has intensified questions about whether the trump campaign coordinated with the russian government during the election. and president trump's former campaign manager also spoke today with senate investigators about that same meeting. paul manafort attended the meet ing with kushner and dawn timmeney jr. e he led the trump campaign for several months before being forced to e resign in august. a major league wib for those

fighting against a new punch line. the officials stopped all drilling work statewide including on the pipeline in chester. this comes after contamination issues have popped up. that's not the only legal issue stop issing the work. it's been slow going in philadelphia's fishtown neighborhood after this water main break today. it busted early this morning. a pair of homes have water damage. about a dozen others were left without water. now a look at a man wanted for attacking a septa police sergeant. it was taken by the body camera right before the attack. the man pushed her to the ground last night in southwest philadelphia. the sergeant hurt her head and back. a new traffic signal system is going up in bear. the system will allow pedestrians to press a button

and cross 273 at georgetown manner apartments. construction starts next month and expected to be finished in mid-october. >> a woman crossing the same street died in a hit-and-run. the 37-year-old of new castle died after she was hit by a nissan ultima. police have still not found the driver. a family paying final respects to two men who drown in a south jersey lake. crews found the body of the 27-year-old last week in chris call lake. they believe foul play was not a part of this. their family is working to send their bodies back to the native mexico. there's more evidence today linking football to brain damage. >> scientists studied the donated brins of deceased

>> and he was being shown the ropes. now carson wentz has taken over ownership of the team. he was about 20 minutes early again. getting out to practice before the entire team. and that really shows how much of a a leader carson wentz is. the other players gravitate to him. and carson was antsy to get to camp. it's underway for the second straight day and it is amazing to see the transformation from last year doing all the job interviews and workouts, getting drafted and just trying to get adjusted to the nfl. third string quarterback last year, now he is the man. >> it's not so much a whirlwind.

only 72 in ocean city. 76 in cape may point. and 71 in holgate. that is chilly for this time of the day. now we have that it northeast wind at the coast. northwest wind inland. where are they meeting up? right over the philadelphia area and eastern pennsylvania down through new jersey. where those winds meet up, that's where the showers are most likely. so tonight and tomorrow, we're cool with a few showers. we have strong storms coming thursday night and heavy rain friday and we've got rain even into saturday in our updated forecast. with sunday being a a beautiful day, it looks like a half and half weekend. lock at these temperatures below

normal. sunday will be a sunny day. it's not going to be especially warm. but saturday is looking on the cool side. here's where those showers are lining up. right where those winds are colliding. and then the upper air winds force them to go to the south. so once again, they are pretty. small. they are going to be lasting very long. not going to provide flooding threats anywhere. but you can see once in awhile, there's one from the north. we're going to see more of that as we go through the night tonight and even into tomorrow. there we are into tomorrow morning and we still have a couple showers around. but the clouds are all over the place. again. and more showers popping up tomorrow in the afternoon. again, that's not all that heavy. but as we go into thursday, especially later in the day we have a more impressive weather system coming in. that is going to be bringing

a sad case in california. >> the man you see e getting out of the car is a father of a newborn baby boy. you're going to watch as he gets the carrier out of the car and leaves it with his son inside before e he drives off right there. this happened at a strip mall near sacramento on monday. the father was later arrested after crashing his car. his baby is less than three weeks old. the boy is doing fine this afternoon. check out this pair of prowlers who decided to go presidential. the two wore president trump masks as they robbed dozens of atms and despite their disguises, they are under arrest this afternoon. for the first time the nbc 10 investigators explore the case that brought down phillies longest serving congressman. next on nbc 10 news at 4:00, why

we continue to follow two breaking news stories. he confirms the indictment so it's sealed so it doesn't have any details about what's in the federal paperwork. he expects that to be released tomorrow morning. the mayor referenced a federal investigation for years.

agreed to discuss the case on camera for the first time with the nbc 10 investigators. he says it started with a philly attorney on charges he defrauded a hedge fund. the finances of that attorney, the fed's found connections to the congressman's own son. through their investigation and prosecution of him, specifically his student loan payments, they ended up with the congressman himself. >> they want to take me out so they can continue e eroding my dad's good reputation. >> there's an arrogance that runs through a lot of criminals and criminal activity. >> he says records and cooperating witnesses prove in late 2006 and into 2007 his mayoral campaign was struggling in the polls and the pocketbooks when he accepted an illegal loan of $1 million. that every time the congressman got in front of nbc 10 cameras,

his story was the same. >> i said i have never, so never is a very clear declaration, right? no illegal conduct, period. >> reporter: but he argues attempts to cover up the source of the money on the illegal loan and other frauds proved to be his ub doing. >> their effort to hide whatever they were doing illegally is what ends up exposing him. >> the biggest question is whether the scheme might have gone unnoticed if it weren't for his son. using campaign funds to pay off the student loans. discovered because of jr.'s business connections to jones. the acting u.s. attorney argues that the elder crimes were so blatant they would have been discovered any way. the lingering mystery to him, why the 11-term congressman risked everything for such uncertain payoff.

duey beach at 74. the radar and satellite shows showers coming down from the north. east winds in new jersey. you get the showers. now as the sun goes down, these showers will diminish, but they may not totally d lly disappear. we're going to have a a similar issue tomorrow. we still have a general wind off the ocean keeping the clouds and occasional showers in. it's not going to be real warm tomorrow either. here we are in the 60s in the morning. 70s in the afternoon. and then we got issues. we have a stronger system is coming in. we're going to get

thunderstorms. don't let the numbers shock you too much. that's a lot of rain. this is by friday night. that doesn't even go the rain. i'm predicting for saturday. so even if this model is two times the rainfall of what might happen that's still over 2 inches of rain in parts of the area. not everybody gets the heaviest of the rain, but wherever that zone is, there's likely to be flooding. and so just want to let you know probably to look for that tomorrow. we have temperatures struggling to get to 80 tomorrow. allentown and easton at 78 degrees. a lot of clouds. a couple showers. delaware at the 79. the next three days, there's the thunderstorms late thursday and thursday night. a rainy day on friday.
