randy gyllenhaal is live outside the house in allentown where the mayor is expected to speak for the first time since this indictment. >> some people you spoke with say the mayor deserves a fair shake. others say he should consider resigning for the sake of the city. >> reporter: this is splitting the allentown neighborhoods here about this decision. we are gathered in one neighborhood outside his home. we are expecting him to speak for the very first time since this indictment came down in about 30 minutes. i did get a chance to speak with his attorney. he says the mayor will face a federal judge in federal tomorrow. a z for today, the citizens here in allentown are finally learning the details of the alleged corruption. >> the lunchtime talk is bribery, fraud and pay to play. >> i'm hoping this is finally

as soon as we get it. 20 minutes of non. stop news continues with president trump's plan to ban transgender from the military. >> ploez be advised that the united states government will not accept or allow transgender individuals to serve in any capacity in the u.s. military. our military must be focused on decisive and overwhelming victory and cannot be burdened with the disruption that it would entail. that's according to a recent study. the president's announcement came a little more than a year after president obama's then secretary of defense ash carter lift ed a ban on transgender military service. a a move that allowed troops to come out of the closet as transgender. nbc 10's ted greenberg spoke with a woman who was trabs gender and denied entry more three decades ago.

in wilmington and some kids are enjoy iing the cooler temperatus at this playground. and there he goes. meteorologist glenn schwartz is tracking the comfortable conditions tonight if your most accurate forecast. >> nice and comfortable compared to what e we saw a a week ago. we are a little bit warmer today because we have had a little more sunshine. we have not had the showers. but take a look at last wednesday, we were 96 degrees. so far our high today is 81. tomorrow will be a little warmer. last week got up to 95. friday, a week ago, 93. predicting 81 and saturday was 93, predicting only 77 degrees. so going from extreme heat to

below normal temperatures. it's in the 70s just about everywhere else. 74 in vineland. it is it a rather cool day. you can see the clouds not much in the way of showers today. a cup until southern delaware. and that was about it. so we're finally seeing a little bit of sunshine. through the night tonight, temperatures go down into the 60s. so once again, it's nice and comfortable. not expecting any rain, but we have issued a first alert for heavy rain and se is veer thunderstorms before the week is is over. we'll get into the timing of that in a few minutes. the senate is in the thick of a marathon debate to dismantle obamacare. keith jones is monitoring the developments from our breaking news center. >> this is a debate that could go on for days. the republicans' goal is to find

a health care plan they might be able to pass. senators are voting on one of many possibilities for replacing obamacare. we'll giving them two years to come up with a replacement. the senate failed to approve a plan to repeal and replace obamacare. a third possibility is a scaled down bill to get skeptical conservatives on board. this was all made possible by tuesday's drama. john mccain returning to washington to cast his vote as the senate approved a motion. today the republican blasted a senator who vote d against debate. president trump said that senator lisa murkowski of alaska really let the republicans and our country down yesterday. she was one of two republicans who voted against allowing debate on the republican health care plan. we're going to continue to watch developments on capitol hill.

united states constitution, to the to an individual president. and president trump doesn't seem to understand that. >> he said the senate will take action to stop the president from making a e recess appointment without the need for confirmation hearings if he fires sessions. 30 years after the murder of a teenage girl in bucks county, the trial in the case is coming to a close. a verdict is expected monday in the trial of george shaw. he's accused o raping and killing a 14-year-old girl in 1984. the case was cold until two years ago when a friend of shaw's admitted to helping dump the girl's body. phil murphy announced that sheila oliver will join his ticket as the candidate for lieutenant governor. oliver was the first african-american woman to serve as assembly salespeoppeaker. sthey will take on the current

administration. betting on fantasy sports is legal in delaware this afternoon. the governor made it official today. he signed a bill allowing betting on fantasy sports sites for crash prizes. but the sites have to apply for a loins and have to fork over a tax along with a $50,000 fee every year. the school district in westchester is is remembering a recent high school graduate killed in an apparent case of road rage. the school district is creating a scholarship fund to honor her memory. her car ran off last month after she had been shot in the head. he's charged with killing her and he turned himself in days after the murder. . congressman steve scalise is out of the hospital this afternoon. scalise was critically wounded in a shooting on a a baseball field outside of washington last month. he was one of five people injured when a gunman opened fire on a republican baseball practice in arlington, virginia.

he locks forward to getting become to work once he's done with rehab. the new jersey attorney generals office is hosting several gun buyback events and residents can turn up to three guns no questions asked. they are friday and saturday at the church in camden and friendship baptist church in trenton. payouts range from $100 to $200 per gun. delaware state police are paying tribute to a falling tropper. he was gunned down outside a wawa in april. his wife and mother were on hand as his photo was unveiled today on that e memorial wall. hundreds of activists from new jersey are in washington today in an effort to reduce homelessness. nbc 10 was there this morning as this group prepared to lead more than 50 new jersey residents are spending the day in d.c. they are advocating for more money to be spent on affordable

clouds. the atmosphere as a whole is drier than the last couple days. the temperature getting into the 80s in some parts. greenville, 81. once again at the beaches, it's cool. 73 at the beach. because there's an on shore wind that has come all the way in through the state of delaware. just some generally fair weather cumulus clouds out here. that's the next disturbance that's moving in our direction. we have issued a first alert for all neighborhoods. this is for 7:00 a.m. friday to 7:00 a.m. saturday. today's wednesday. we're doing it two days plus in advance because we're that sure this is going to be a very significant event.

and the combination is going to be the heavy rain and possible severe thunderstorms. with the saturated ground, that means a good chance of floding on rivers and creeks. some places are more vulnerable than others. that's part of our neighborhood weather too. this area in darker green, only 1 to 2 inches of rain is needed to produce flooding. so in delaware, for example, they can handle more rain in southern delaware than you can handle in new castle county. 1 to 2 inches of rain. parts of chester county, upper montgomery county, only 1 to 2 inches of rain. just south of philadelphia and going into south jersey, only 1 to 2. in philly, 2 to 3. you could easily get that amount and meteorologist krystal klei will talk about specific amounts and the timing. >>. that's right. and that's why we issued that first alert as our concern for

the totals we're locking at by the time the rain is said and done. take a lock at our projection. this is one computer model. you see only a couple hunts of an inch to saturday afternoon. lock at these numbers. 3 1/2 inches in philadelphia. same for wilmington. you saw the flood guidance map. 1 to 2 inches is enough to cause flooding. this model indicating higher values. some models even go with bigger numbers than this. e we feel this is a fair estimation of the max amount you can see in the area. let's time this out. we have some scattered showers and thunderstorms popping up late friday in the afternoon. these could be strong to severe storms. the focus turns to friday. this future model doesn't give us a ton of action, but as we get into the afternoon hours,

projects. you can see a few clouds out there right now. cooler conditions are definitely here. >> that's right. it's going to be a comfortable evening for any kind of outdoor activity. the average high this time of year is 87. nobody is close to that. philadelphia is about the only place in the 80s at all. it's in the mid-70s in many of the suburbs and a fair amount of clouds in the lehigh valley. what about the jersey shore. we showed you the delaware be h beaches a little while ago. it was in the low to mid-70s. 74 in cape mayen point. 71 in ocean city. 73 in summers point. 74 at holegate. 76 in vener. generally fair weather clouds today.

this system is going to be coming in. a storm developing on it. that's really going to enhance the rainfall. when you combine that with all the rain we have had recently, we're going to have some flooding issues. that's why we have issued a first alert way in advance for all neighborhoods. this starts at 7:00 a.m. friday, not tomorrow. there still could be flooding saturday. severe storms possible and heavy flooding rains. the rivers and creeks could be in jeopardy here because of the heavy rain combined with the wet ground. this area is in the dark green only need 1 to 2 inches for floding. that's 2 to 3 inches. we could easily get that. even some places in the 3 to 4-inch range could be had here. northern delaware here, salem, couple ber.

land, camden counties, western chester county, upper montgomery county. those are the places at the greatest risk. >> this is one computer model we're looking at. we think in that 2 to 4-inch range is is an estimate by the time the rain has come to a close. around 3 1/2 inches in wilmington. e lower amounts farther north, which is a good sign for upper bucks. but philly and that is certainly enough to cause flooding issues from friday into saturday. let's take a look at the timing of this. we start with your late day thursday. spotty showers and thunderstorms are possible. as we go into your friday, this is when the big heavy rain concern can hits pause it's kind of a wash out for us across the board. the pockets of yellow picks up by noon. when you see widespread yellows
