and what we can expect. >> this is going to be a really nasty period. it may be the worst at the beaches. because this is a nor'easter that is developing across the region. we have issued the first alert. e we issued it 24 hours ago to give you as much of a heads up as possible. 3:00 p.m. friday to 3:00 p.m. saturday. that messes up more of the weekend. heavy rain and flooding, rising rivers and creeks and possible severe storms at least in parts of the area. as we mentioned, the ground is saturated from all the rain that we had during the month of july and it's not going to take a whole lot to produce flooding. fortunately, we don't have much on the radar right now. the clouds today have prevented the storms from developing, but there is action back to the west in ohio and indiana and

the storm is about to hit your neighborhood. >> sky force 10 over breaking news. this is in the section of philadelphia. you can see the debris on the ground. this is where a car hit a a pedestrian. it's near grant avenue and cruise town road. we're photo sure what that white debris is yet. one person was taken to the hospital. not clear if that was the pedestrian or the driver, but the person at the hospital is expected to be okay. >> a center city brawl and a happy hour. chaos erupted at this sips event. the afterwork hours yesterday, rosemary connors is joining us live from center city. >> the video really calls into question what is being done to protect the people who go to these events. >> that's right. we get to the bottom of that in

olympian to add more security. that's in addition to the 15 security members that they already have at these events and police plan to bring out more officers. they want to make sure center city sips remains an enjoyable place for people in philadelphia. reporting live, rosemary connors, nbc 10 news. >> now to the latest on the tragedy at the ohio state fair. within the last hour, the manufacturer of the ride that malfunctioned have issued a shut down of that ride. >> this evening the fair is is back open. the ride called the fireball malfunctioned last night. witnesses say the ride was spinning and at least one person flew off. the work er hit the emergency break and the whole car detached. three of the injured are in critical condition. >> it was going for a minute and it was at its highest point and i saw somebody fall out of the ride. a minute later, the whole row of

seats fell off and hit the ground. >> even though the fair is open today, all of the the rides are shut down until they are determined to be safe. there was questions about pennsylvania, new jersey and delaware. so many people spend their summers at parks, fairs and carnivals. in pennsylvania it's the responsibility of the department of agriculture. in new jersey it's the department of community affairs. in delaware the state fire marshals office handles safety and inspections. tim furlong was sent to the state fair today to find out about the safety and inspection process. he'll have that story new at 5:00. today the mayor of pennsylvania's third largest city was defiant in court as he faced a judge on charges of extortion and fraud. we heard the possibility of secret tapes in this case. randy gyllenhaal was inside the courtroom today. he's bringing us up to date

live. >> ed pawlowski stood in front of the federal judge as a long list of charges were read back to him. he pled not guilty and just a little bit ago told us outside the courtroom he will not only win his bat until court but will win reelection this november. alongside his wife and attorney, ed pawlowski faces more than 50 corruption charges. he says he will fight every single one. >> i know i'm innocent. i did nothing wrong and i'm looking forward to my day in court to prove that. >> reporter: he was released on $50,000 bail. prosecutors had had had no comment for our cameras. but they required pawlowski surrender his passport. >> it is clear to me that the mayor did nothing wrong. >> reporter: his defense attorney said the allegations of pay to play are junk, but admit

the fed's likely have secret d audio recordings of the allentown mayor. >> i'm aware there were recordings and we'll listen to them when they come. i'm not concerned because i don't believe the mayor has ever done anything. >> he wants a jury to decide his fate. >> i have treated my office with integrity and we will come out in the trial. >> reporter: the trial yet has yet been set. two other departments caught up in this wide ranging series of indictments also showed up in court today. one of them a former attorney who worked with pawlowski and the former schoolboard president. both of them pled not guilty. randy gyllenhaal, nbc 10 news. two men are under arrest after a series of events involve ing a pair of carjackings. police tracked down the first stolen car early this morning.

they say a man got out and point ed a gun at an officer. so that officer fired at him. >> no one was hurt. police were able to track down both suspects. investigators plooef the two robbed the security guard and stole his car in the city after another carjacking in bucks county. senate republicans are holding a flurry of health care votes today. >> it includes dropping the individual mandate to purchase insurance. defunding planned parenthood and community health centers and a partial repeal of the employer mandate to provide insurance. even that skinny bill is run nig into trouble. it needs the sort of 50 republican senators.

>> the opioid crisis is worse than ever and hit the keystone state especially hard. that's according to a new report from the drug enforcement agency. the report shows more than 4600 people died after drug-related overdoses in pennsylvania last year. that's about 13 deaths in the state each and every day. marking a 37% increase from the year before. now of all those deaths, opioids were detected in about 85% of them. lauren mayk is here to break down the impact of the sobering report. >> we talked specifically about these opioids like heroin and fental. that's why this is important. this report here found an overwhelming number of them, 85%, were responsible for overdose deaths last year. and today i spoke with a woman who worked to get clean.

she won't speak for anthony and he can respond to his earlier tweets. a situation made it tough for firefighters in montgomery county. this is what it looked like along garfield avenue. crews found a 69-year-old man dead on the living room floor. they had trouble getting to him and putting out the flames because of conditions inside the house. it's not clear how the fire started. today we got inside the brandy wine spca as it opened its doors for the first time since someone crashed into the build kpg died several weeks ago. repairs are still underway but the adoption area is finally back open. these dogs and cats are able to be picked up and brought to a new home. the spca had had to relocate 100 animals when the car slammed into the building. the woman drove her car into the building and died in that crash. it caused a fire inside. the organization says it is

series race set for sunday at the pocono raceway. it will be dale earnhardt jr.'s final race ever on the track. plenty of events this weekend could be impacted by heavy rain headed our way. >> we're preparing for a flood threat and that's why we issued a first alert for tomorrow. >> let's go to first alert meteorologist glenn schwartz with more on what we can expect. sdwl this is going to continue into the weekend. this is slow. developing storm, which means it's going to be slow to exit. poconos may be in the best shape. the lowest chance of any serious problems with the floding is in the lehigh valley and up toward the poconos. so keep that in mind. the time period for the main problems, 3:00 p.m. friday to 3:00 p.m. saturday. that's the main threat.

there also is a a chance of some severe storms in parts of the area. that will be more likely into delaware. this is an important map because it shows you what areas are the most vulnerable. this is not predicting how much warain is going to fall. this is predicting how much it will take to reduce floding. the dark green, all it's going to take is 1 to 2 inches. so southern delaware, you can handle greater amounts of rain than tb northern delaware. especially in new castle county, very vulnerable. 1 to 2 inches will cause it. and it's almost a sure bet there will be 1 to 2 inches there. there is is a potential for floding.

we have a couple showers starting to develop in parts of the area. right now at the shore, we continue to see a wind off the ocean. this is as nice as it's going to be until next maybe tuesday. 78 in cape may and hol gait. here's the satellite and radar. just a couple showers in delaware. but this is going to be developing as it moves towards the coast. everything is going to intensify. through the evening, we find some isolated showers and thunderstorms. anything that does develop could produce a downpour. but we're talking about the main threat starting tomorrow afternoon. here we are tomorrow morning. could be some showers developing

back to our first alert weather. we're getting ready for heavy rain and possible flooding. take a look at the live radar. you see the storm in the midwest now. that right there is heading our way. the heavy rain we have had recently is only going to make the threat for flooding worse this weekend. >> we are getting you ready for what's to come with a first alert. meteorologist glenn schwartz has more on this first alert and what you can expect in your forecast. >> we try to give you as much of a a heads up as we possibly can. at least responsibly. that's why we issued the first alert yesterday to let you know this is coming for friday and into. saturday. it looks like that's going to be the case.

the traffic is fine now. it's not going to be so fine friday night into saturday. the first alert is for all neighborhoods. although the lehigh valley toward the poconos is the least likely to get the really heavy rains. 3:00 p.m. friday to 3:00 p.m. saturday in general for the worst weather. especially the heavy rain causing some flooding including rivers and creeks in this case. and a chance of some severe thunderstorms in parts of delaware or south engineer e je go into saturday. you can see just some isolated showers developing. nothing too substantial. that's pretty significant become out to the the west. this storm is going to develop near the coast. a mini nor'easter. then it's going to move slowly. that's going to be the double trouble. isolated showers and thunderstorms through the

each other out. and carson wentz being given more input into what he likes with the plays. we'll have that at 5:45. i'm john clark. we'll see you in an hour. >> the newness has worn off. back to our weather now, there's a chance for some showers. bigger threat coming tomorrow. >> the radar is showing the heavy rain. and that is headed our way tomorrow night. it could lead to hours of showers and a threat for flooding. let's bring in meteorologist glenn schwartz on the timing and how much rain we could see. >> we're talking about some pretty big numbers. we're talking about rainfall to get more than 2 to 4 inches. that's a lot. there may be some places in our area that get 6, 8 inches. and the biggest threat for that is in delaware and south jersey. we have issued the first alert for all of the neighborhoods,

but these areas are the most vulnerable. the ones least vulnerable toward the poconos. this is generally 3:00 p.m. friday to 3:00 p.m. on saturday. and the heavy rain and flod iin is the main issue. we're not just talking about some localized street floovding. some creeks and rivers are going to start going up too. there's a chance of severe st m storms for a portion of this. now we have got mostly cloudy skies. temperatures in the 70s to near 80 degrees. again, delaware, the area that is likely to get hit really hard. the northern portion of delaware, you have had so much rain that it will only take an inch or two to cause floding. places like greenville at 80 degrees. farther south, it it can handle more rain, but it may get more rain in sussex counties.

the beaches are going to have a nasty time. especially tomorrow night and saturday. not going on close by. but this is just the beginnings of the moisture. the storm is developing near the coast. so you're not seeing it on radar now what yoer you're going to see on radar 24 hours from now. as we go through the evening, isolated showers and thunderstorms. this has nothing to do with the main storm that is going to be coming in tomorrow. . you'll see this as we go through the morning tomorrow, we'll see an increase in the showers to the west. then these brighter colors start coming in. the bright er the color, the closer it is to red. there we're talking about heavy rain. tomorrow night, delaware and south jersey, then it gets heavier. there's still a threat of floding even through the philadelphia area and chester county. it won't take much rain in those areas either. this is the time right in the

middle of the night tomorrow night and into saturday morning. that's when the actual storm zilts going to be most intense. what a nasty, nasty start to the weekend. and this is a steady rain through a good bit of saturday as you can see with this model. although the rain does taper off. . it's not as heavy saturday afternoon as it is saturday morning. areas to the north and west could be drying out saturday afternoon. now how about the amounts of rain. we're talking about the most accurate computer model in the world. this is the one that's been calling for this for a couple days now. while the american models have been saying the weekend will be gret. but i've bye-bye relying on this. lesser amounts of rin to the north. let's get more specific with the numbers here. this is right out of the computer. not literally going to get 8.83.
