jersey and delaware. in areas that will likely get hit by the most rain. plus traffic reporter jessica boyington is watching the impact on the rush. leading it all is our team of meteorologists monitoring which neighborhoods are at risk. >> let's begin with glenn "hurricane" schwartz, who is tracking this storm for us. to computer can models agreeing on the basic trend that the heaviest of the rain is going to be just south of philadelphia. that's why the first alert is for allrhoohe except for the lehigh valley, berks, bucks and mercer counties. those are the ones further to the north of philadelphia. philadelphia and all areas south of that are still included. this is until 3:00 p.m. on saturday for the heavy rain, possible flooding. remember the ground is very wet because of all the rain we have had during the months of july. that makes it easier to flood. it takes less rain to do that.

we have a pretty high threat of flooding. delaware, south jersey and into. you can see the leading edge has gone into delaware. coming into chester county can and berks county and toward the shore. we're already e seeing some heavy thunderstorms. this is in sussex county in delaware. so some of the heavy rain is in our area. and that is some really heavy rain. 4 inches per hour rainfall rate. there's already been a fair amount of flooding around the wagtome of that activity moving our way. as we go through the afternoon, we have some showers and storms developing up to the north as well. so there are going to be showers and storms, it's just not going to last all south

jers jersey. by tomorrow morning, we're talking about such heavy rain in delaware and south jersey that we're seeing flooding. we get into the rainfall amounu. a live look now in wilmington from our camera at the stadium. parts of delaware could get soaked as you just heard by the most rain before the storm moves out. and no one knows delaware like our own bureau reporter tim furlong. >> he's live for us in dover with his hat and rain gear on. are you getting wet yet is is the question? >> a little bit wet. i talk about north wilming seein yet. this is the legislative hall, the state capital in delaware. the middle of the state, we're getting a little bit of rain here.

p.e rain is not coming down t 1o check this out. that's a lot of blobby color coming in right there. i don't like what i'm save seeing. it's going to last quite awhile. so far, you haven't seen a lot of impact on the roads. they are warning to be careful on the roads. they are asking that you go around and clear out your storm drains. this is federal street in dover. somebody came through and did a good job. you want to cloer out the drains a little bit because it is going to pile up. if you have a lot of debris, it's going to back into your yard and possibly your house and a bad situation. nobody wants a wet basement. we're keeping ab eye on things in delaware. . you see the rain is coming down. we're going to head to woodland beach. i ran into a woman who said they nailed. they are going to be under water. we're going to check that out live at 5:00. tim furlong, nbc 10 news.

side. this is the traffic pooufing towards 95. on the westbound side, it's not doing too bad. speaking of the expressesy,n th side. this is approaching an accident scene around the curve. so from the vine to the blue, we're seeing a a 30-minute drive. following an earlier opening, the bridge has backed down but considering it's the beginning of rush hour and we're approaching that scene, traffic is just stop and go. that opening was scheduled at 3:30. hopefully we'll see this funnel through a a little better later. castle, this happened earlier this morning. there were reports of flooding on airport row between 95 and route 202. even without the rain coming o get teadily right now.

is running the place. you can read that story any time on the nbc 10 app. route 309 is back open after a car went off the road this morning slamming into a pole and shutting down a b it happened near hilltown pike jamming traffic. new developments in two carjackings. a man ended. up point iing a gun at a police officer. police arrested tyreke robinson. the duo was accused of pointing a gun at a driver and taking his car earlier this morning. the pair also carjacked security guard. one man got out and pointed a gun at police. an officer opened fire once and missed. missile concerns around the globe this afternoon. north korea launched an intercontinental mieae of japa. the pentagon detected the missile as it flew more than 600

miles. south korea's president meeting security council and a private analyst says it would be powerful enough to reach the united states. russia has responded to new sanctions. it's cutting the number of diplomats and closing several facilities. earlier this week the u.s. senate approved a new package of sanctions against russia, iran and nth korea. the legislation bars president trump from easing penalties on russia unless congress e agrees. it's not clear if theo p or sig. a push to stop drilling in part of thousands of people signsign ed petitions telling the river basin commission to stop drilling and fracking. they are controversial methods of getting fossil fuels out of the grounds. demonstrators want to stop it across river water shed which covers, pennsylvania, new jersey and delaware.

the petitions were delivered to a federal representative of the drbc and army corps of engine engineers. in delaware county, drivers get ready for two months of lane closures because of pipeline construction starting tuesday. the pipeline will close lanes on chester creek road. crews are replacing concrete bare yers on the road. heavy rain moving our way. the eagles are rescheduling their open practice that was supposed to happen tomorrow here at the link, but it's been moved to sunday morning at 10:00. important to note notev in our area is going to see a lot of rain. >> that's weather is so important. let's go to glenn "hurricane" schwartz with more on what we can expect. wilmington and delaware, that's one of the places. and they have been very vulnerable because it will only

take 1 to 2 inches of rain to cause flooding in new castle county. that's one of the areas under our first alert. lehigh valley, mercer counties are out of it. it's not going to be as much and as long. so it's warm and humid. the ocean temperature 77. lots of moisture sitting offshore for any kind of on shore wind. the southerly wind says there's a front right here and right along the front is where the heaviest rain is likely. wherever the front stays and right now that's just where the heaviest rain is. you can see it right there in southern delaware. some of the rain is moving into

the rest of the area. the rainfall rate 2 to 3 to 4 inches perhour. it's not moving very fast. so you can get those kind of rain amounts. we already have reports south of 2 inches of rain just in the past hour. so the southern half of delaware certainly the hardest hit.s mov way. there's more back to the west in western virginia. the storm itself has an even developed yet. it will tonight. as you can see some of the heavy rain from maryland coming into delaware and south jersey. but the north is not getting that much. there's tomorrow morning and the worst of the weather is at the

jersey shore. not only the heavy rain and flooding. but strong northeast winds now getting toward midday and we're drying out in pennsylvania. we still have that nasty weather in delaware and south jersey. later tomorrow is where wh we're start ing ing to see a little b more of the improvement. lock at the rainfall amounts. this is the european accurate i continues to show this area in through south jersey. and even in philadelphia we're talking about 1 to 2 inches. that's a whole lot. but the whole weekend is not a loss. and erika martin is twoing to tell you about that. >> we like that news around here. we're seeing the rain clearing, as u yo just mentioned. hour by hour forecast starting at 6reakp.g by saturday night.

comcast business. a new mexico store clerk staring down the barrel of a gun made a decision to turn the tanls on a robber. it happened in albuquerque. watch when the robber moves on to another employee, the first clerk jumps the robber punching him over and over and over. fortunately the gun was not loaded. and the suspect was arrested. governor christie isn't b r burying the beachgate incident. he says his children got more upset about that than anything else during thiz time in office.

it is rolling in from the southwest into delaware. if it you know someone who plans to fly or out of philadelphia international very soon, check with the airline. storms are expected to impact flights here. weather conditions will be drastically different across our counties. some areas will get a few like. >> it's already one of our neighborhoods is getting enough rain to cause some flooding. not so in philadelphia. we have gotten warm and humid. we're going to get most of the rain tonight and tomorrow morning. we're still in the but the lehigh valley, berks and bucks are out of it because i'm expecting less rain there.

into the night. so it's just going to get wetter and wetter and wetter through the night. we'll see when it's going to improve and who gets how much rain, coming up. we're keeping an eye on any traffic trouble spots this damp friday rush hour. >> traffic reporter jessica boyington has it all for us. what's going on? >> we're seeing delays even without the rain. once the rain gets here, that's going to make a nasty commute. we're watching the expressway to start. we had earlier pretty big delays in both directions. the westbound side has cleared out a little bit. this is the eastbound side where we're seeing a slowdown. earlier this was worse. we're dropping for whatever reason. speeds are into the 20s. almost getting into the 30s. the earlier crash on the westbound side has also cleared around the curve. here's 76. this is in new jersey. so this could be a combination

let's go to burlington county. a closed elementary school will be back open for the next five years. on wednesday the township school board approved a lease of evans elementary to the private yale school. the young learning experience school. the district closed last month because of a drop in the number of students attending. in mercer county, green slime and 3-d printers were some of the attractions today. hundreds of mide high schoolers kept on this hands on event. after hearing from manufacturers who want to hire locally. the goal is to get students interested. >> also in mercer county, dozens of guns off the streets.

>> let's go back to glenn "hurricane" schwartz with where the rain is right now. >> it's mostly in and into delaware. these are the areas most likely to get flooding. it's already flood og curing in the state of maryland from rain that has fall b this afternoon. we have the first alert for all of our area except for those northern areas of lehigh valley. the worst things are going to get until 3:00 p.m. on saturday. the heavy rain and flooding is the main threat. right now it's warm there's a ton of moisture in the air. and you get a low pressure center or front to help trigger the rain. andtime and everybody has got that high humidity now. and at the beaches, 6 degrees

for the water temperature. you can see the yellows and oranges. and that is generally in the southern half of delaware. just south already 2 inches in just an hour. this is just south of georgetown. and the rainfall rates 1 to inches per hour. and once these heavy storms develop, they are not moving very much. you can dwet a couple inches of rain in an hour. farther to the north, this is mostly just light rain. in new castle county, that's a good thing. because only 1 to 2 inches o wi northern new castle county. rai down by washington. this is the kind of thing that can. happen here. us hour. the main storm system itself is still back in west virgin the b what we're seeing now. the wost of this is going to come overnight tonight. this is the futurecast.

as we go toward midnight, more and more widespread. that's more areas getting heavy rain. 7:00 a.m. we still have the rain and still in the philadelphia area. gng to take awhile before it moves out tomorrow morning. . he's from the european model we have been showing you the last couple days this is consistent with this it area in delaware and south see with the most rainfall. here's dover and middletown with 3 to 4 inches. millville with over 4 inches. there's egg harbor and so some parts of south jersey here are going to get 4 to 6 inches of rain while farther to the north

a 12-year-old boy robbed of his bike got the surprise of a lifetime. a new set of wheels. it's all thanks to a police officer. >> that officer turned a bad experience into something positive that a lot of are talking about. is. >> reporter: the 12-year-old is back ob two wheels after one of the scariest moments of his young >> i was ride mig bike to go find some friends. >> reporter: a man on another bike rode up to him tuesday evening. >> dp you don't give me my bike, i'm going to have to shoot you. i said i didn't do anything to you. and then he said, just give me that bike and pushed me off. >> when i got to the scene, he said the kid threatened to shoot

him and he reached back to his hip. so i was terrified. >> reporter: the police officer says when e he pulled up, faus was visibly shaken. e he took the report and then took it a step further. >> i'm the father of four children. i have a child his age. i felt so bad for him. i couldn't imagine if it happened to my child. >> reporter: the next day he showed up here with a big gift. >> he saidmom. i ran in screaming and said he brought me a new bike. >> shock ed. he didn't know what to do. he was speechless. >> i was in tears. because all you hear is negativity about police officers. r a facebook post thanking the officer has been shared more than 1100 times. helping to spread the positive. >> no child should have to go through this. they should be able to go out and ride their bikes and not fear for their safety. it was my opportunity to give back to the community. >> i was really happy. >> he saved up his own money to buy the bike that was stolen. but ended in a happy way.
