kroe . now, your nbc 10 first alert weather. >> right now at 11:00, it's the haves and the have nots when it comes to the rain. on the left is cape may county, where the rain has been falling for several hours now. on the right, in penns landing, still dry enough to roller blade. take a look at the nbc 10 radar

right now. you can see the heaviest rain is only hitting parts of the region right now. but we do expect more to fall overnight, and into tomorrow. nbc 10's drew smith will show us how the wet conditions are affecting people's plans at the shore. but let's begin with first alert meteorologist glenn "hurricane" schwartz. very different scenes across the area. still looking for possible flooding? >> right. parts of the area have already gotten several inches of rain. you can see how chaotic it is, kind of a weird radar map. and i'll tell you, we'll show you just why. now, one of the places that got hit hard was in berks county, near reading. one inch of rain in just 15 minutes. and so a flash flood warning in effect there until 1:30 in the morning. that's in berks county. now, on the other end of our area, southwestern delaware and us sussex county, and parts of

delaware beaches getting blasted with heavy rain. that is moving straight up to cape may, which has already been hit hard. then we have other heavy rain near vineland. then another area in the middle of delaware, the center of the low is here. the radar echos are moving in all sorts of different directions. like i said, it's kind of weird. very unusual. here's the hour-by-hour future cast. you can see the increased rain at the jersey shore. more from the west starting to come in toward daybreak. but it's still looking chaotic and not really well-organized. and that means it's not going to be widespread, heavy rain. and as we go through the day tomorrow, it will be scattered, rather than torrential all over the place. >> all right, glenn. we have seen a lot of wet weather on our live camera in cape may tonight, and that's led people hoping to enjoy a weekend at the shore dodging the rain

instead. drew smith has been in ocean city since this afternoon. drew, how have things changed throughout the night? >> reporter: you know, it's really picked up now. i want to show the boardwalk. you can see the rain really coming down. it's all soggy out here. the most unusual sight, there's nobody out here. it's a friday night in the summer, but a lot of people have already cleared out because of these nasty conditions. ♪ ryan galdo had a pretty good audience until the umbrellas started going up on the ocean city boardwalk. >> there's been a lot of people walking by up until now. >> reporter: most people headed for shelter, except for those not worried about this weekend's flood threat. >> i mean, if they want to build an ark, i say go ahead. >> reporter: taylor and young jaden are visiting from arizona. a lot of rain is something they're not used to seeing. >> we were hoping to be able to meet some friends right here, but it looks like the rain deterred that. >> reporter: but not everybody could just postpone their outdoor plans. this wedding party in long port

had a schedule to stick to. and managed to get in the pictures just before the downpour. >> getting married in the storm. >> reporter: cumberland county is at high risk for flooding, with the ground soaked and its rivers running high already. >> when you add more water to that, you get flooding. >> reporter: meanwhile, families visiting the shore are coming up with alternative activities, like the indoor encounters maze. the kids were loving it tonight, and when we went in, we even managed to get a little confused. >> especially during the rainy days, any time like that, we're usually packed summer nights. during the day, it's perfect. air conditioned. >> reporter: so here's the concern down here. you see how hard that rain is coming down. we're not worried about tidal issues, but we are worried about the heavy rain piling up and overwhelming the drainage. the people who live down here, they know the drill, moved the cars out of the flood-prone

areas, but visitors should be more careful. tie down anything, and make sure that you're not driving through any floodwaters. we're live in ocean city, drew smith, nbc 10 news. >> and you can get the latest weather updates any time by downloading the nbc 10 app. track the storm on our interactive radar and get forecast alerts for your neighborhood. to new details now on breaking news we first reported on nbc 10 news at 6:00. an 8-year-old boy rushed to the hospital after he was hit by a train. nbc 10's andrea kline thomas spoke to neighbors who say it is just too easy to get close to the tracks. >> reporter: when first responders arrived at the train tracks between wanamaker and the darby creek bridge, an 8-year-old's leg had been run over by a csx freight train. neighbors believe several kids were playing by the train tracks. >> it makes me sick, because parents can tell their kids to stay away as much. kids are going to do what they want to do. >> reporter: behind the train tracks, a neighborhood with a skate park. this park is also where some

kids decide to take a big risk. neighbors say the kids come and move this thing right here. see, there's a big hole. they often go through. and on the other side, just a few feet away, they have easy access right to the tracks. >> it only takes a second. the train can't stop like a car can stop. >> reporter: and it's happened now three times this summer. early last month, an 11-year-old girl lost her leg after being pulled under a train while playing with her friends by the tracks in southwest philadelphia. less than two weeks ago, it was a 13-year-old boy who had to have his leg amputated after trying to jump on to a moving csx train. >> you just have to stay away. the kids have to realize how dangerous it is. >> reporter: andrea kline thomas, nbc 10 news. to washington now, where the war within the white house has claimed its latest casualty. president trump announced via twitter this afternoon he's named a new chief of staff. john kelly will replace reince priebus. kelly is the current secretary

of homeland security and the move comes amid numerous reports of fighting between priebus and scaramucci. scaramucci has accused priebus of leaking information and called him a paranoid schizophrenic. priebus was asked about that tonight when he spoke to cnn's wolf blitzer. >> are you the leaker in the white house? >> that's ridiculous, wolf, come on. give me a break. i'm not going to get into his accusations. >> why not -- >> i'm not going to because it doesn't honor the president. i'm going to honor the president every day, honor his agenda, and i'm going to honor our country. and i'm not going to get into this all of this personal stuff. >> a source tells nbc news that the last straw for the president and priebus was the failure to repeal obamacare. john kelly will officially take over as chief of staff on monday. north korea fired off another intercontinental missile late today. the missile traveled about 2,300 miles up and landed in the waters off japan. had it been aimed toward the u.s., it likely could have reached not only the west coast,

but some experts say even denver or chicago. immediately after the launch, the u.s. and south korea responded by firing missiles of their own. video released by the department of defense shows the missiles being launched from a u.s. base south of seoul. here at home, a followup to a deadly shooting involving neighbors in frankford. tonight one of those neighbors is facing murder charges. police say kenneth hoyle shot and killed bob depaul and his girlfriend, august dempsey. the shooting happened nearly two weeks ago. but detectives were investigating if this was self defense or murder. neighbors say there was an ongoing feud between hoyle and depaul. >> i mean, it's horrible. it's me and my husband. they were just our neighbors and our friends. i can't imagine how their children are. >> words cannot describe how grateful i am for everyone's support, and just thank you, everybody, for everything, everyone has done for us. >> neighbors also told us they believe justice is being served with these charges. a push to get guns off the

streets in new jersey. the state hosted gun buybacks in three towns today, including here at the friendship baptist church in trenton. people walked in with guns and walked out with cash. no questions asked. there's another drop-off site at the antioch baptist church in camden. the buyback continues tomorrow. the 30th annual tour de shore will take over the streets from center city to atlantic city this weekend. that means the ben frank lynn bridge will be closed from 6:30 to 8:00 a.m. bikers will raise money for the families of fallen firefighters and police officers. also a race weekend in the poconos. nascar returns for a series of races, including the overton's 400 on sunday. today pit crews made adjustments to make sure everything is a go. in the infield, tailgaters are getting the pre-race party started. >> i've been coming up here since i was 14. and now i'm bringing my son up here, which is just kind of like continuing on the family tradition. >> sunday's race will be

weather. let's take a live look at our camera in cape may. it is a soggy night down the shore. glenn's full forecast is still ahead. to this now. firefighters had to rescue an ohio woman after one of her pet boa constrictors wrapped around her neck, and began biting her face. she couldn't get free, but she could reach her phone. here's part of her panicked call for help. >> 911, what is the location of your emergency? >> please. >> hello? >> i have a boa constrictor stuck to my face. >> ma'am, you have a what? >> boa constrictor. he's like five and a half feet. >> five and a half feet? and you said you rescued it yesterday? >> two. >> you rescued two? is the other one put away? >> yes. all of my snakes are put away. i am a woman. >> yeah. she said she has 11 snakes. firefighters arrived, and they used a knife to cut off the snake and remove it from the woman. the woman was taken to a hospital, but she is expected to be okay.

the government could force cigarette makers to make their products less addictive. the head of the fda has ordered the agency to come up with new regulations that would lower the amount of nicotine in cigarettes. this would be the first time the fda has exercised its power to regulate nicotine levels. the agency says the goal is to prevent more young people from becoming addicted to cigarettes. imagine walking for miles through the streets of philadelphia without having to worry about cars. the philly free streets program will make that a reality, at least for one day. the seven-mile stretch between old city and north philadelphia will be closed to cars. the city tried this for the first time last year and says it was a big success. >> i think that is such a good idea. i'm saying i think that would be a wonderful day. for everybody to come out and walk around, ride around, just do your thing, you know? >> this year's philly free streets will be on saturday, october 28th, from 8:00 a.m. to 1:00 p.m. tomorrow is your last chance to help with nbc 10 and

delaware as we go through the night tonight. and just north of dover, just south of middletown, some really heavy rain for hours after hour. the delaware beaches getting pounded, too. dewy, up to lewis, headed eastward toward cape may, which has already had several hours of rain. that cape may rain now into ocean city and going up to atlantic city, and then long beach island, we have other rain. this is coming in through south jersey. millville getting hit hard now. and so it's kind of scattered around. we had a heavy rain area go through berks county, and caused some flooding in the reading area. an inch of rain in just 15 minutes. and there's still tremendous rains back north of washington that we have to watch for the rest of the night. the amounts of rain so far, again, very, very scattered and chaotic. very little or nothing in a good

bit of our area. but over 4 inches in parts of southern delaware. 5.5 in chesapeake bay. 2.8 in reading. so when the rain hits, it can be really heavy. here's the future cast for the rest of the night. showing this area back to the west, coming in, but it's breaking up. it's kind of scattered around. so we can't get that consistent rain across any part of the area. there we are at 8:30 in the morning. so, yeah, it's wet to start the day tomorrow. but most of any heavy rain would still be well to the south. so i don't think there's going to be any kind of flood threat in our pennsylvania counties or in central new jersey or most of south jersey. it's going to be a wet start. it's going to be a cloudy day. it's going to be a cool day. but as far as the heaviest of the rain, that moves offshore fairly quickly during the day tomorrow. so it's going to be nicer on

sunday than on saturday. the amounts of rain from our latest computer models, again, showing very little now from the philadelphia area northward. look at that. and yet over 3 inches of rain in dover. and close to that in avalon. so we're seeing a tremendous contrast across the area as we go through the day tomorrow. and it's actually going to be a pretty nice day for the lehigh valley. at least partly sunny skies. and the jersey shore, not only rain, but we also have wind to deal with. so it's a nasty day there. sunday is much better, although it may be a little bit breezy, and on the cooler side. you can see how much nicer sunday is than saturday across the entire area. and in many of these places, it's mostly that morning rain. so the afternoon on sunday is going to be much better than the morning on saturday. again, sunday is a nice day.
