test of the thaad missile defense system. we also see diplomacy ramping up. president trump made a phone call today to his japanese counterpart, shinzo abe. there was a degree of nervousness about this over the weekend with south korea confirming that it was going to boost its missile defenses. japan saying it would consider it and pressure increasing on china to wade in to make that vital, final step to try to rein in the north. frances? >> thank you. all right, now let's turn to matt bradley, covering the latest between u.s. and russia. what is the impact of putin expelling those 750 diplomats and their families out of russia? >> reporter: well, phillip, there's no understating this. this is a massive reduction, and indeed it's starting to look more like the cold war than the

cold war itself. the "washington post" noted this morning. this is the largest force reduction in diplomatic personnel since 1917. since the russian revolution. that's well before the cold war even began. but phillip, you know what's fascinating about this decision from russian president putin, the american sanctions bill that he's reacting to hasn't even become law yet. he made this decision before president trump had the chance to either sign or veto that bill. now that bill passed with near unanimous support, so the white house has indicated that they will be signing the bill. and even if they didn't, of course, they could always use their two-thirds majority to go past the veto. but let's be clear, this is a huge setback for russian/american diplomacy, but the timing of it shows that putin may want to preserve trump. by using this timing as it is now, he won't be able to blame
