series on the opioid crisis and its effect on families. today the former mayor of reading had his first court appearance on corruption char charges. von spencer is charged in a wpa to play bribery scheme. he pleaded not guilty today in court. allentown mayor ed pawlowski pled not guilty for similar charges. officials have been under fbi scrutiny for the past four years. a new development in the dune crisis. >> getting to the beaches is now even tougher. the city closed off more than a half dozen beach entrances where there are ponds of standing water between where the street ends and newly constructed dunes. that water ended up there after five inches of rain on saturday and has been extremely slow to drain. city officials shut down the entrances today after they say preliminary test results revealed elevated levels of

tonight we're following a developing story involving pete rose. >> a woman says she had a sexual relationship with rose back in the '70s when she was 14 or 15 years old. that accusation came out publicly today. she met rose before her 16th birthday and that the relationship lasted several years. but reports say rose filed a written response that says he had sex with a girl but she was at least 16 at the time. this is part. of a federal lawsuit that rose filed here in philadelphia against the lawyer who led the investigation that led to his ban from baseball. a former philadelphia pub owner says he's guilty of using stolen credit card numbers to rack up thousands of dollars in extra charges. michael hofer in owns the pub here in fair mount. he admitted to defrauding customers 40 times. prosecutors say he stole about $8 7,000.

>> it could be the first day of the littest heat wave. we're close to 90. a a lot of sunshine except for parts of the lehigh valley sleeing clouds and some showers in the distns. lock at that ocean temperature of 79 degrees. the wind is coming in off the ocean, but it doesn't matter if the ocean is that warm, so it's 86 in venter in and ocean city. if we can keep the ocean that warm, it's going to be a warm weekend. we hit 90 degrees again today. but let's compare it to last year. last year through july, we had 24 days of 90 degrees or higher. that's close to the average for the whole year. for this year, 20. but last year we had 17 days in august that were 90 or above.

a new jersey senator is making a push to legalize marijuana across the country. >> erin coleman is joining us now with the senator's appropriate and potential impact. >> booker discussed his plan for the marijuana justice act on facebook live today. the bill would remove marijuana from the list of controlled substances making it legal at the federal level. the new legislation for individual states to liberalize marijuana laws. >> you do restorative justice. finding ways to take communities that have been impacted and helping them to heal and to recover from what has been the unjust application of the law. >> the bill would also be retroactive and expunge previous marijuana convictions from

nonviolent offenders' records. the bill comes as a study shows a e growing number of moms are putting down their wine glasses and lighting up. according to the cdc, more and more parents in cities and suburbs are use iing the drug. a california woman is part of a group of moms that smoke every day. they say it helps them cope with stress and deal with physical ailments. they are trying to change the stigma associated with pot smoking, but not everybody is on board. >> smoking is unhealthy and by sending a message that we're smoking something to cope, it sends the wrong message. >> it doesn't make you lazy. i'm not out playing with my kids. we're just that normal family. >> health experts say 1 in 10 people who use marijuana regularly become addicted. eight states currently have laws in place that legalize marijuana for recreational use.

we showed this a half hour ago. the dark cloud was over this way. now it's moved a little over. it's not dry in the poconos. 90 in mount holly. 86 degrees in coatesville. and remember the ocean temperature up to 79 degrees. we do have some showers and thunderstorms that have built up near the pocono mountains. also get. ing a little closer to easton and now we have some in berks county. and that's not move iing very m. any one of those showers gets stuck in one spot can cause a problem with localized flooding. as we go through the night tonight, most of the area is dry. that's not necessarily going to stay that way for the rest of the week.

we'll get into that coming up. the numbers say it all when it comes to the danger of leaving children in cars during the summer. >> new statistics find last month was the worst july in decades for hot car deaths. just last week, two children died within a a day of each other in phoenix after being left in hot cars. in many cases, parents say they forgot their children were in the car. the senate may be stepping in with a safety requirement for car makers. it's a a proposal that could alert driver when is a child is left behind in a backseat. "nbc nightly news" with lester holt will have much more in the story at 6:30 right after nbc 10 news at 6:00. here's a lock at some of the other stories we're following county by county at 4:00. one man is dead and a gunman is on the loose in mercer county. police rushed to the scene at east state street where they found a 37-year-old shot several times. e he later died at the hospital.

no one has been arrested. in burlington county our first look at the men police tell us installed a skimmer on ab a trtm. that skimmer was discovered on route 70. s police tell us two men were involved. one attached that small electronic device over the card slot to record customer's account information. is lafayette college officials were working with local leaders in a project to build new dorms for the psychological. the project is approved by city council, but they need to review parts of the plan like traffic parking and the environmental impact. the new castle county helping millennials gear up for the future. it helped them learn how to get involved in the community in ways beyond the workforce. the philly fanatic is making sure all the fans get to experience the greatest mascot in sports.

kind of surrounded with showers and in delaware, we're continuing to see temperatures warm up. we have 92 in greenville. it tends sob the highest reading in northern delaware. and farther to the south, it's 90 in lewis. but only 9 at duey beach. again it's pretty high for had this time of the year. the feels like is on the nice level compared to normal. and it's going up. over the next couple days. nothing too extreme, but it will be feeling more uncomfortable. as we look at the radar, we're not seeing much activity here. but it's a little bit of an increase. especially many if the poconos. you also see it's not moving. that's near chestnut hill.

one shower here you're getting close to allentown. but it's not really moving much. it's more developing towards the city itself. just near north white hall just south of there. it may creep into the allentown area in the next 15 minutes to half hour as it builds eastward. it's not really moving. and these showers and storms are not really moving either in the middle of the country. but we're seeing a gradual increase in the humidity. so tomorrow as we get the heat and humidity build up, we'll see more showers and thunderstorms. even around the philadelphia area and parts of delaware, parts of south jersey, seeing some of those storms. at the jersey shore, it looks generally like it's going to be on the dry side. the next few days there's a chance at least each afternoon. we could see a third day of 90 plus. could get a heat wave. even is going to be close to

>> cydney long introduces us to salem county's newest scholar. >> reporter: at 96 she never imagined she'd wait 84 years to graduate high school. >> i love school. and i. went to a little school in the country with two rooms. >> reporter: but today it's official. her son came from tennessee to surprise her and to witness it all. a cap and gown, graduation card a walk to the stage to receive her diploma. >> she was a great inspiration for me to go to school. i was the first male in our family to graduate. >> reporter: she was forced to quit school at 13 right after grade. she remembers feeding chickens on the farm and hiding tears as she watched the school bus go y by. . >> i didn't want to tell her i was out there cry iing because wanted to go on that bus so bad. >> reporter: she later married

and raised two children, but with the regret of never going to promreewon, she accepted an inspite vooit by. the education center to earn her degree. she didn't take it the ged exam online. instead she took it the old fashioned way. using a pencil and paper and not only did she achieve top scores on five tests, she aced them on the first try. >> they had given me a couple books. i studied that one book real good. i answered it all. >> reporter: now her message to students who might consider dropping out. >> i would say please stay and do it. at least get all the education you can. that's what you need. >> she says an inspiration to everyone young and old saying if you have a dream and you believe, you will succeed. >> i asked her when are are you going to apply for college? >> no college debt. she's afforded the opportunity to learn nursing for a day. >> i'm so happy to think that i

gait.margate. beach goers have been trudging through stand iing water. i'm keith jones. >> and i'm erin coleman. high levels of bacteria has been found in that water. you're looking at ted greenberg live for us in margate. some are calling this a health hazard. >> reporter: and this is what people are finding at several beach entrances. tonight they are closed off with yellow caution tape in sections where that water is still ponding on the beach. and even more beaches will soon be off limits. on this first day of august, entrances to more than a half dozen margate beaches shut down. >> it's pretty bad. >> including the one they are renting for the month starting
