the search brings investigators to philadelphia. good evening, i'm jacqueline london. tonight team coverage of the manhunt to find the suspected murder. george spencer has been dig igi into. rollins past. we go to steven fisher with new information about the main line shootings that have been traced back to rollins. >> today we learned that rollins tried to rob somebody else and when thatten department it work, he turned his attention to john lee. police told us they still believe he's in the philadelphia area, but told us he has contacts out of state. 24-year-old derek rollins was caught snooping around someone's house. when confronted he opened fire. >> we think he still has the gun and that's what concerns us. >> and the incident out there speaks for itself. >> police say he used the same high powered handgun and to kill

29-year-old john lee. >> he's a a dangerous individual. we're not sure what e he can can do so we need him off the streets. >> he was not his first target. police say rollins tried to rob a kid on his bike. when the kid got away, he happened to be walking by due to the search spanning three days, multiple agencies now joining the hunt for rollins. >> he is armed and dangerous and we have talked to law enforcement including our federal partners who are assisting the apprehension of the individual. the u.s. marshals are engaged along with the fbi. we will not stop until we get this person in custody. >> police did find the car but they did not find him. we also learned today that rollins has been in trouble before, but for more on that, we're going to send it back inside to the studio where investigators have been looking into rollins. >> we are getting a picture of the criminal history of the man who's theed for the murder. all of the criminal charges has

previously faced stem from a a single year. when he was arrested at least three different times. >> he pleaded guilty and was sentenced to five years of probation but he was arrested again than three months after his sentencing on additional drug charges. that second round of charges was later withdrawn after his attorney got evidence tossed out because police stopped and frisked his client. he was arrested for a a third time ob firearms charges. >> they were not cleared up until just this past fall when he was acquitted on two of the counts and a third count was dismissed by the judge. >> thank you. nbc 10 has been bringing you updates in the case 24/7 on our

the sexual assault trial ended in a mistrial in june. his retrial is scheduled for november. a national emergency. that's how president trump's drug commission describes the opioid ep dem. it's come up with a set of recommendations to tackle the addiction across america. >> people watching this for a a long time. i spoke today with the incoming president of the national medical association. they focused on minor ity healt. she tells me they are glad to see this issue getting attention and funding. they are right now hold iing thr national conference here in philadelphia where drug overdose is a major killer. inside the office of the health commissioner, he's tracking impact of opioid abuse. >> it's a major cause of death now and all preventable if we

handle this crisis better. >> reporter: a a new report urges the president to declare a national emergency. it makes specific recommendations. like getting narcan into the hands of all law enforcement. >>. >> the opioid and substance problem is critical. it has been critical in our community for a long time. >> dr. brown. says they support initiatives to increase training, but warned there could be additional costs for new requirements. >> when you mandate it, you're going to have cover some costs to cover that additional mandate. >> the report is an interim one with more work ahead at a time when they see a lot of work left to do. he runs a substance abuse treatment program. access to service ises is a kiss of haves and have notes.

and that that should change. he said declaring an emergency could make a difference. >> this is going to release all kinds of special funds that could be earmarked to make an impact immediately in access to treatment and care and change people's lives very quickly. >> reporter: as the commission continues its work, reid would like to see more of a focus on recovery. both in getting people into recovery and keeping them there to prevent the next crisis. live in center city, lauren mayk, nbc 10 news. an effort to get dangerous drugs off the streets of philadelphia is e showing results. . the health department tells nbc 10 that 23 people have accepted treatment services for drug abuse. the city of philadelphia and con rail are uniting to clean up a stretch of tracks in kenzing monoand fair hill. 28 police departments are getting financial help. today the attorney general

announced nearly $220,000 in grant money awarded to the departments. the funding will go toward initiatives to foster strong police community relations. ly one month after the pennsylvania state budget became law without a plan to fully fund it, one lawmaker is demanding action. tonight state representative steve mccarter is holding a town hall meeting. he wants to hear r from constituents and answer your questions about the $32 billion budget. that meeting begins at 7:00 at curtis hall on west church road. billions of dollars in financial errors. the city controller says audits have found $10.5 billion in monetary mistakes over the last five years. they include the improper recording of grant money and unrecorded debt refunding. outdated software and inadequate staff size are some of the reasons for ts mistakes. sky force 10 over a downed

tree. that tree unexpectedly fell. taking several power lines with it. at least 100 customers were affected by this fall. no one was hurt. taking a live look outside at city hall in philadelphia. the cooler weather, we have enjoyed for several days is officially over. e we hit 90 degrees this afternoon. a live look now at broad and spruce streets from our nbc 10 camera. if you're walking home from work, expect a warm commute. heading over to. cape may, it's a sunny day to hit the water and cool off from that heat. meteorologist glenn "hurricane" schwartz with e details on some storms that have popped up. what are you tracking? >> a lot of these storms are up in the lehigh valley and in the pocono mountains. we have one that is actually not moving.

this is the sea breeze front. the winds from the ocean come in and this moves in this direction. so this particular storm that's already pretty strong and not move iing could potentially get little bigger. as you can see this is an hour of movement and it hasn't moved. it's gotten a little stronger. there's 1 to 2 inches of rain per hour. so there could be some localized flooding there. and again in the philadelphia area, we also have a pretty heavy cell just south of allentown. that's not moving very much either. the storms are not moving much. this is south of salisbury. there's allentown. it's in the south end of allentown and not moving in any particular direction. we do have some flood advisories for parts of upper bucks,

lehigh, north hamp top counties and also for this storm in the philadelphia area. parts of burlington, camden and philadelphia. so these are storms we're going to be tracking. we'll talk more about the potential for storms over the rest of the week coming up. medical marvel, the local university that's been chosen to lead government innovations in medicine. the owner of this local pub admits he ripped off customers and now he could spend the rest of his life behind bar. s. more margate beaches about to be shut down as health concerns and outrage grow over this messy situation. i'm ted greenberg with the latest developments, ahead at 6:00.

owner says he's guilty of using stolen credit card numbers to rack up thousands of in extra charges. michael owned the brown street pub. he admitted to defrauding customers 40 times in 2012. prosecutors say he stole about $87,000. he could spent the rest of his life in prison. to the jersey shore, huge ponds of standing water on beaches are now being pumped towards the ocean. but tonight with several beaches shut down outrage is growing along with public health concerns. eep more beaches will be off limitsing tomorrow. >> local leaders say preliminary

outside. a live look all clear out there. storms are moving in. people hitting the pavement next to boat house row. they were getting in some evening exercise. right now we are watching heavy storms. let's go to meteorologist glenn "hurricane" schwartz with more on that. >> there's some localized flooding. the biggest cluster is up around the pocono mountains and lehigh valley. it's this individual storm right in parts of philadelphia and into new jersey that is not moving. we also have the sea breeze front that is moving in this direction. when that hits the storm, it could potentially build even more. it's 2 to 3 inches per hour and the fact it's not moving means you can get 2 to 3 inches of

rain in parts of this area. this goes right over the river. i-95, this tars dale avenue here. there's raunch street. we're talking about parts of northeast philly here. rising sun at caster avenue on the other of this storm. but it's very heavy. it's not moving. so if you know anybody traveling through this area, let them know to slow down, turn around, don't drown. could be flooded intersections there. we also have the storms in parts of berks county, lehigh valley with some flood advisories for that. we have had a a hot day. 91 today. 91 in philadelphia now. we dropped into the 80s in the lehigh value low as a result of those storms. and the issue of o'zone for tomorrow, code orange and

the showers are not moving. that's a serious situation. even for part of philadelphia, over to the palm area and in new jersey, you can see the storms are just isolated, but they are not moving. so we see the heavy rain continue hour after hour in this area. right over the area, 3 to 4 inches per hour. if the storm does not move, then you're going to get to 4 inches. there's another little batch up near grant avenue in the northeast near the boulevard. and there's another cluster, as you can see, toward the lehigh valley. this is a flash flood warning that's been issued for part of philadelphia and across the river into new jersey. so again. turn around, don't drown.
