these storms are right now. >> they are scattered around like they were yesterday. extent a a little more numerous and they started earlier in the day. we continue to seat dark clouds and storms in the distance. we have seen less of that in the last hour than we saw earlier today. that may be a sign those storms are starting to weaken. we do not need to come up in this direction.

your phone before the storm hits your neighborhood. police arrested a daycare owner for sexually assaulting two children. >> aundrea cline-thomas is laif at special victims unit with that brand new information from police. bring us up to date. >> police say a 5-year-old boy and girl were sexually assaulted at the spraus daycare center. someone called dhs the same day were interviewed and disclosed d the sexual abuse. according to detectives, physical evidence was also found at the daycare. today the 53-year-old turned himself into the special victims unit. he's facing seven felonies including rape. he owned the daycare for ten years. >> we're concerned there may be other victims. at this point in time, we don't have any information.

it down. this woman was intoxicated and blacked out at times, but she was using a ridesharing app trying to get home. how wound up in northwest philadelphia where she was robbed and pushed out of the car. what started as a 21st birthday celebration in center city for two sisters ended in the abduction of one of them. >> right now scare canned to death as to what happened. >> police say the 31-year-old is safe after a heroing early morning that included her being taken against her will. now along with philadelphia police, they are working to identify the driver who picked up the pair outside the nightclub in center city. the driver asked the sister to get him a bottle of water to take his medication. >> she's snt store a few minutes. she comes become out and the

something suspicious or know who that suspect is is. if you have any information, call police. a worker fell two floors inside a south broad street high-rise. you can see medics rushing medics into an ambulance. the 30-year-old fell through the floor he was working on. he's expected to be okay. >> people in chester county will gather tonight to hear the county's safety plan in the event of a pipeline emergency. the meeting is being held at the middle school at 7:00. it all comes as a controversial project in the area is on hold. work was halted on the pipeline last week. a judge stopped work so investigators can check drilling safety and water contamination concerns. a 7-year-old girl needed cpr after nearly drowned today at temp temple's campus. first responders revived her before she was flown to children's hospital of philadelphia.

sky force 10 flew over the scene as everybody got out of the the water. imagine gas ising up your c when someone suddenly starts shooting at it. that's what happened around midnight at 22nd stroet and edge mont avenue. the man wasn't hit, u with be he had several cuts from broken glass. a fiery freight train derailment has people out of their homes. six cars jumped the tracks this morning in bedford county. the scene is about 50 miles south near then maryland boarde. no one was hurt. several of the cars were filled with flammable liquid asphalt. three of them caught fire prompting authorities to evacuate nearby homes. now to the fallout to e repeal the affordable care act. you could pay more. a new report shows major health insurers are look for increases of at least 30% for obamacare premiums next year. companies say they have to make

decisions for next year even though they are uncertain about the laws that will be passed by the federal government. governor christie was on hand for today's grand opening of the smith family foundation in trenton. they opened the foundation after winning $429 million in a powerball jackpot last year. he called the family an inspiration. governor christie also spoke out about this confrontation with a chicago cubs fan last weekend. what he said surprised his friends the most. that is still ahead at 4:45. elsewhere authorities have captured the last of 12 inmates who escaped from an alabama jail in a scheme involving peanut butter. they found the man in florida. he and 11 inmates walked out of the jail sunday is noigt. they used peanut butter to change the numbers above a door and tricked a new employee into opening an exit dor that led outside. the other inmates were captured shortly after their escape. a nonprofit that helps build homes for the needy now cannot finish the job.

all the tools from the habitat for humanity are gone. someone broke the lock before monday morning. they took $4,000 worth of things from the construction site. two new homes are in the process of being built. pete rose's induct into the wall of fame is being called off. >> the team announcing he won't participate in alumni weekend. the team says in light of recent events, theyen won't honor him at this year's wall of fame inductee. a few days ago there were new allegations he had sex with a girl younger than 16 back in the '70s. rose released a statement saying he doesn't want to overshadow the weekend. fans with tickets friday august 12th or the 13th can get a refund at the sales window. john clark will have more on rose's legacy at stake. that's coming up at 4:55. the fight over dangerous dunes in one jersey shore town could go back to court.

>> commissioners vote ed d to pe legal action against the state department of environmental protection. the u.s. army core of engineers. ted greenberg broke this story at 11:00 a.m. >> margate is trying to get a court order to put a stop to the project. >> a lot of that standing water has been pumped towards the ocean leaving behind b this sopping wet sand. local leaders say the beach project on its crown jewel is killing the city. they have no choice but to fight it. >> with parts of the beach resembling a sandy swamp, an overflow crowd gathered to seek a court order to assault the half finished beach protection project that local leaders say is harming the shore resort at the height of the summer. >> what they tried to do is not working and if we can reverse anything, that would be the

goal. >> margate now resuming its legal battle against the state ordered project, which the city unsuccessfully tried to block arguing it would bring serious drainage problems. those predictions realized when sandy stretches between street ends and newly constructed dunes were turned into ponds of standing water filled with high levels of bacteria after five inches of rain fell over the weekend. >> figure out what went wrong with the engineering and move on. >> for a second day, contractors for the army core of engineers pumped the standing water toward the ocean. many beaches closed as a result. >> real estate agents say the project is driving people away from margate this summer. >> the restaurant behind us is their business is is 40% from last year.

we just saw the live shot. they have had really heavy rain, but lock at the lightning bolts. fewer and fewer of them. that's some really heavy rain. still have a flood threat. this cluster here, a little bit of it is drifting to the north. so i just tracked this part of it. we. put it into philly around 5:00. now we have already had flooding on the highways in south philly so that would be important to know. at 5:17, wohl see what happens. these are movie ining cay yachtically. this one to delaware looks like it's trying to come up by 95. sat the same time, some of these others are moving straight to the east. we have other storms in chester

county. the ones in the lehigh valley have really weakened quite a bit. the colors not as bright. this one also in burlington county and ocean county was extremely heavy. just a half hour ago. so some of these places will be getting tremendous rain. just this afternoon, in chester county, 3. just east of chester, about 2. the lehigh value e low, 3.3. so you can see that some of these places have seen a lot of rain. there have also been a lot of reports of hail. each one of these symbols is a hail report. i picked some of the biggest

repor reports, there's 1-inch hail. that hurts if it hits you. another report in the lehigh valley and more close to 1 inch hail. things are quieting down now. meteorologist krystal klei will let you know what's going to be going on from here on out. >> it's good news as we look forward to the weekend. let's track it out with our future model here. moving a little cay yachtically means it's moving innen different directions. they are in south jersey and they are going to move out. by 6:30, we may have thunderstorms near philadelphia. another round in south jersey, but it's moving out into the evening hours. this is at 10:00. so as we go to your thursday morning, the commute is fine. but by thursday afternoon, you know the drill. we start firing off the thunderstorms about 2:00 p.m. as we go from 2:00 continue on into the afternoon hours. we are going to see those storms

a deadly explosion in memphis. we're following breaking news. minneapolis. one is in critical condition and several were rescued. authorities say it appears it was caused by a ruptured gas loin. contractors were working on the building. people inside say they were warned to get out just before the explosion. >> my daughter got up and was getting ready to leave out of the counselor's office and was blown out by the education explosion. it was seconds that they told us to get. >> many students, teachers and coaches were there for sports prime ministers and summer school.

thunder and lightning could come baring down on your neighborhood this afternoon. >> we're tracking strong thunderstorms moving through parts of our area. downpours this afternoon. clearly these people listen to the first alert forecast and brought their umbrellas. the previous people maybe not so much. sounded like hail hitting the top of cars. the wind cheeld wipers were in overdrive. the video was taken along route 202. >> taking a live look at lincoln financial field. the dark clouds hovering right over south philadelphia. glenn "hurricane" schwartz is become to track where the worst of the rain is right now. >> we're focusing on the area towards philadelphia.

here's the shot in wilmington. you can see how dark it is up that direction. so we have already had some flooding in parts of the area. but what i've done is i've counted all the lightning strikes. this is at 2:30 in the 15-minute period. two hours later, down to 109. so overall as we have been saying, there's the evidence to see with your naked eye. there's the evidence that the storms overall are weakening. but not everyone is weakening. this one coming pretty close to philadelphia. it's moving to the east and now some of it getting towards south philly. there was flooding here. and then a little earlier. so we do not want this even five

miles to the north would cause more problems there. we're seeing much less. you're seeing the weakening in chester county, but the rainfall rates in this stuff that's going in northern salem county, cumberland and camden counties, 3 to 4 inches per hour. so that needs to move. we also have some showers. some. further south that moved off of dover. the storms down to the south are moving pretty clearly to the east. but in other part it's not real clear. this cell did have a pretty impressive hail core about a half hour ago. that's really weakened considerably. a a lot of reports of hail in the area.

new jersey governor chris christie is discussing his confrontation with a cubs fan at a baseball game over the weekend. he confronted the fan after he heckled him. the governor was heard calling him a big shot while maintaining his grip on his nachos.

he talked about the exchange in trenton today. >> for those who know me, i think i was fairly restrained. i didn't dump the na e choe choes on him or anything. >> the fans seen has challenged the governor to fight and says a mixed marshal arts organization has agreed to set it up. we may know why president trump spent so much time away from the white house. the president reportedly thinks it's a real dump. he says trump made that comment to gulf buddies in new jersey. a white house official denied that comment happened. nevertheless, at least one resident defended the people who take care of the white house. chelsea clinton tweeted thank you to all the white house ushers, butlers, maids, chefs, florists, plumbers, engineers and for all you do every day.

when a child from arizona ended up in the er with a fidget spinner stuck to his finger, doctors turned to a surprising person to help. >> the maintenance man. he had a spinner that slipped on to the finger, but hen couldn't get it off. they called in the maintenance guy who use d a fiber glass saw to get rid of the toy. and afterwards the worker was overcome with emotion. >> just a good feeling, yes. >>. a good feeling. he went through four fiber glass blades before that stubborn band came off. thank goodness for him and his engine ingenuity. >> you can imagine the pressure making sure to not get too close. >> a lesson for the ones that slip on the finger. turning to the weather. a busy day.

lock at the dark clouds over center city. from one of our cameras on top of the comcast center. we have been doling with lightning, rain and thunder. there's a lot of activity behind you on radar. >> most of it is near philadelphia and down into south jersey. the other storms have weakened. we are concentrating on this one area. we had the heavy cell move out of wilmington. then it starts redeveloping again. right over the city. that's happened again too. now we're talking about philadelphia getting into we had some flooding at i-95 at walt whittman. unfortunately, here comes another area of heavy rain. this is drifting to the north. it's about to get into center city. and then around 4:54, bensalem

at 5:30. if this part of it continues to move in that direction. some parts of this system were moving east and some are are not. you can also see heavy rain in south jersey. the rainfall rates range from about 2 to 3 inches per hour. so we do not want the cells to be stationary. we got another batch that's increased in intensity. we're not e seeing the lightning in that. another one in the lehigh valley. so there's a lot of stuff on the radar. but most of it is weakening

compared to what we have seen just in the last several hours. one storm near philadelphia, you can see the areas of red. those are about 3 inches of rain that have fallen. most of that has fallen in just a couple hours. that's why we have sohad some o this localized flooding. krystal klei will talk more about what's going to happen from here on. >> we still have to repeat our pattern of afternoon storms. a a couple more days before a better weekend. let's get to it for our hour by hour to go from our current time to 6:30. the models shows off some of the storm that's creeping into philadelphia. but then starting to move on out. we are drying out as well. some clouds still overhead overnight. into your thursday morning, but the morning commute looks okay. then in the afternoon the humidity is up. should be a little more spotty

the phillies won't be honoring pete rose. >> the team announced they cancelled plans after new allegations surfaced this week. john clark is joining us. they have made their decision. >> the phillys will not be inducting pete rose into their wall of fame in ten days. they have cancelled the ceremony. they have cancelled the luncheon. they will not be giving away bobble heads. he's accused of statutory rape. she says she was under the legal age. pete says it was his belief she was 16. phillies fans voted to have pete go into the wall of fame. the phillies allowed this.
