no, you're bill. i'm tom. you know what? no one cares. a s.w.a.t. stand off near cambridge road. good morning. i'm tracy davidson. there are reports two people are in a home in that neighborhood. it is not clear if they are armed or if there are any hostag hostages. it's happening in a usually quiet neighborhood in plymouth. we just got information from police that says that neighbors were given a code red.

they were alerted there was a code red around 9:00 this morning. it means shelter in place or if you're in the in the area stay away from the area. we are working to learn if the suspects could possibly be armed. is this a very aktsive situation. we do know the s.w.a.t. team have that house surrounded. they believe two people have barricaded themselves inside. we'll keep you updated on air and keep you updated on our nbc 10 app. we'll get you the latest on that. now to more breaking news out of chester county. this was at a home in west chester.

police were called to a home this morning. we don't know about a motive or any arrest yet. pamela osborne will have a live report in the next half hour. a case of murder and then arson in the kensington neighborhood. firefighters found a 28-year-old man dead after the fire you can see all of the bullet casings ton street. the victim was involved in a shoot out. the shooter has not been found. a escaped injury after stray bullets hit their home. a gunman fired at officers yestery those bullets nearly hit a 15-year-old girl as she was

by the afternoon hours it will make for a lovely next few days. here are showers moving through right now. just a sprinkle over cape may county. most of this is moving out in the next hour or so. temperatures will be warmer than they were yesterday. in the afternoon yesterday we almost made it to about 69 degrees in philadelphia. right now at 72. we we'll make it to the low 80s later on. reading these temperatures overall look pretty good compared to yesterday, 60s in the afternoon. we have a pretty good warm up in store not just today but in the days to come. only 70s on sunday and 60s yesterday afternoon. today low 80s into tomorrow and mid-80s near average by your thursday. we do have changes by the

weekend. we'll have more coming up. >> thank you. police are warning families about a man who try today lure a girl into his car. here is a sketch of the man. police say he drove up to the girl on sunday. he told her her parents sent him to pick her up. she quickly rode away on her bike. here is a picture of the car the man was driving. it is possibly a 2003 gold or tan hyundai alantra. hash and a chicken cesar wrap is is what that man got away with. he grabbed the wrap, showed his gun and demanded cash and took off after he got what he wanted.

philadelphia police hope you recognize this guy. it happened on friday. the man was armed with a handgun and threatened the clerk. the suspect took off running after he got the cash. criminal charges could soon be coming months after a deadly prison stand jooff. it could come in the next 90 days. his family and five other guards have sued the state claiming officials ignored security and staffing problems there. leaders warning parents about a change to the vaccine policy you need to know before your child starts school this year. randy is live with what parents need to know. fill us in. it will effect every school

public and private. in the past parents had eight months and now they only get five days from the first day of classes before the kids are removed from school. first all students will need a fourth dose of the polio vaccine. the exceptions of course are religious and medical reasons. >> if you say i don't believe in vaccines the not an accurate reason. if your child gets infected your child can transmit it to others. >> one of the lowest vaccination rates. here in philadelphia they are doing much better. they are encouraging parents to go to one of the vaccine clinics.

roads impassable this morning. we saw the flooding as a result. now we'll start where i thinking things out, drying out the skies. i don't think it will last much longer. in fact already i think the clouds are starting to spin a bit. they will begin breaking and that's going to allow the sunshine to go on through. in delaware same deal right now. fairly cloudy outside. mostly cloudy will turn very sunny by tomorrow. look at our radar and satellite view. the clouds that are in place but look all the way up. it doesn't look very gray out there. that's when the clouds are starting to thin. we will be wedging the clouds it. farther to the south we do have showers rolling by. a few sprinkles making it into cape may.

into the afternoon we could see an isolated thunderstorm pop up. really we are match drier today than we were yesterday where we saw several inches in some parts of delaware and south jersey. there are the clouds that are in place right now. we get into the afternoon and it will show sprinkles make it into alongburbs. the shoreline from 2:30 to 6:00 p. a problems and very short lived. hanging south of phil clearout into wednesday. we go through the rest of your wednesday. don't have to utbecause there's nothing to trachlkt it will be a sunny nice and clear day. temperatures right now, most of us in the low 70s. is in south .

most of us are around the low 70s mark. 70 and greenville at degrees. we fallarer south, dover at 71. a good majority of the flooding yesterday. our highs for today, we are going to be warmer. it will be low 80s for many of us. upper 70s to right around 80. same deal in the lehigh valley. in new jersey at 81. upper 70s along the jersey shore. we are looking at low 80s. if we look at our moisture trend map this is showing dew points tracking over the rest of today into wednesday. seeing dew points dropping down. all it means is things will be very comfortable. we have a humid sticky day. dew points are in the 70s.

when they are in the 50s it feels so comfortable outside. we have nice conditions in the days to come. lasting all the way through thursday. it's 85 for your forecast high after the low 80s. we'll go back to the low 80s into the weekend and you'll see rain return into early next week. >> thanks for that. we continue to follow that breaking news. that s.w.a.t. standoff underway following a home invasion. sky force 10 has been over the scene. steven fisher is live on scene with new details about how this started. steven, what can you tell us? >> reporter: we are hearing this is part of a home invasion. it happened in a very typically quiet neighborhood. i'm standing on the corner of brighton road. they do tell us it is for our own safety. go ahead and take a look. police have a mobile command center. they also have police officers

standing by. there are paramedics here. you can also get a better look at what's going on here let's show that to you now. there are s.w.a.t. teams on scene. the information we received is two suspects are believed to be inside a house. it was around 9:00 this morning red on their phone advising them police activity was in the area. neighbors who l en told to stay in their house until it is resolved ng extreme caution. we are leaworking to learn what sparked this. we'll bring you the latest information.re this is brighton road tlchlt are a few officers down here. they have perimeter around this neighborhood. they are not letting anybody

inside as well. police have your mobile command center as well. there are other officers who set up a perimeter around this house which is going to be down the street here and to the right. we actually give you a better look from skies force 10. you can kind of see the lay of the land here and what kind of area we are talking about. not a lot of activity goes on he here. this is kind of a big thing going on right now. everybody has been told to stay in their house. they also say if you live around that area where police are parked you are not going to be able to get in or out until this was solved. we were able to speak with a woman that told us she could hear police using a bull thorn communicate with the suspects they believe are inside that house. this is a very active situation.

it we'll bring you the latest coming up later tonight. for now we'll send it back inside to you. nbc 10 news. >> all right. thanks. as we told you neighbors have been told to stay inside until this is over. we have carroll who lives down the street on the phone. can you hear me? >> caller: yes. i can. >> what are you seeing and hearing? >> caller: we have another s.w.a.t. truck that just pulled up. we have one on either side of the house. the s.w.a.t. team is out there. they have been kwluzing the loud speaker for 45 minutes to an hour. nothing is happening. >> what are they telling them? >> caller: they are telling them to come out and you will be arrested and to come out through the front door. they have everything surrounded on the street behind the homes. >> where are you in your house?

going window to window? >> right now i'm upstairs. an officer came and he told us, you know, to stay in the house, lock the doors and the windows and stay in the back of the house. i have sort of been watching back and forth. >> how did you know about the code red that went out? did you get a call or knock ton door? >> caller: no. i was the one that called. >> oh, you called? >> caller: i called 911. >> what made you call 911 carroll? >> what happened was i was watching television with my husband -- >> are you guys okay? >> yes. i'm talking to nbc. is it okay if we go up to your second floor window to double check? >> yeah. you can come up here now. >> tell me what happened. >> reporter: they want to come

up to our bedroom window and watch what's happening across the street. what's happening now? you're on the second floor? >> caller: i'm on the second floor. they came into our home downstairs and they just want to stay up in our bedroom and watch what's going on. >> your husband is with you? >> caller: yes. this happened at 8:20. i was watching television with my husband sitting next to the window in our chair and i looked out the window and i saw this black truck pull up. a gentleman got out and he had a hoodie on and he had a mask. he went over to the front door, knocked, nothing happened. he went to the back door nothing happened. he came to the porch again, the front porch and my neighbor doesn't use air conditioner very much. he always has the window open a couple of inches. so this gentleman saw that, took

the screen off, opened up the window, climbed in. at that point there was another man in the truck. you couldn't really see it because it has dark windows. he got out of the truck real fast. went onto the porch and jumped in the house through the window. so then shortly after that i was on the phone with 911 for about 45 minutes and in the interim the police came. and so they were out there far while. all of a sudden my neighbor came out of the house with another young fellow dressed in normal clothes and he must have been in his maybe early 20s. i don't know whether he was a friend of mr. buyers but they both came out. >> mr. buyers is your neighbor?

>> caller: yes. he came out and they jumped on them as far as -- as threw them on the ground, my neighbor and this young fellow and handcuffed them. then they went out to the street and laid them in the street. the officer was talking to him and finding out, you know, whatever information and then all of a sudden they took him, my neighbor and put him in a police car two-doors up. and they were there for a little while and took off and then the s.w.a.t. team cape and has been giving loud messages to come out and nothing is happening so that's when another s.w.a.t. team came in. >> what about the young fellow? you never seen him before. >> caller: no. everything happened so fast. i'm there and you know what, i'm getting nervous and upset and i'm trying to get in contact with 911 and yeah.

>> and now the police are in your home? >> yes. what bedroom are they looking out of? >> caller: my bedroom which is closest to the driveway. i have a police officer with his rifle laying in our driveway facing the house. >> so you can see from your bedroom window where you are? >> yeah. i can see everything. >> reporter: >> you can see everything? >> caller: yes! tell us about mr. buyers. >> caller: i have known him for. you know, he lives by himself. he is about -- you 60s or maybe. yeah. >> have you been in contayct of? >> caller: when today? >> yeah. next

door to him, they are both working. and so they are we have a s.w.a.t. team person outside the house and the other buyers is an elderly woman. i haven't spoken to anybody. >> at least as you said we know that mr. buyers is safe.sut of . i don't know for what reason they made him goet out of the houts. i have no understanding but at least he is out. >> and you said that's lot of stuff happening and i appreciate you talking with us but can you describe the young fellow that was with mr. buyers when he came out of the house? >>. >> caller: it was so fast. he came out and was thrown ton the ground and then with all of the trees and everything it was very difficult to see. so, yeah, for being in the house

talk to you and he is in my bedroom which is closest to, you know, where he is able to see better. >> and you can see -- oh, somebody came out. i can't see the truck is in the way but somebody came out of the house and has their hands up. >> that's right. >> we can see that too from sky force 10 we see two men -- you see better than i do. >> reporter: both of them have their hands over their heads. one of them is walking backwards towards police and the other one is in front of them. do you recognize either one of these men? >> no. i can't say their faces. i won't know anything until i talk to mr. buyer later on. maybe he knows them. i have no idea. >> well, again, for our viewers

just watching, this looks like it is the end of a s.w.a.t. standoff. one person has been taken into d custody there. >> what else can you see? >> caller: to be honest i really can't because the s.w.a.t. trucks are in the way from where i am in my other bedroom, yes. >> and if we are looking at the front of mr. buyers house do you live ton right side or left side? >> let's see, if you are coming here i'm on the left hand side. >> we see the second suspect walking backwards towards the s.w.a.t. team. you can't tell if either one of these are the ones you saw. >> no. their faces were covered. >> they both had masks on. >> right. >> it must have been very scary

that breaking news, that s.w.a.t. standoff just ended peacefully. two men coming out started as a home invasion in plymouth county. sky force 10 has been over the scene. we have been on scene with how this started and how it ended, steven. >> reporter: we do know this started as a home invasion. after three hours of police and s.w.a.t. being here we can tell you both people did come out and surrender to police in the plas five minutes. we heard it happen live over the air a few minutes ago. we have the command centers here. still a ton of police here.

we haven't seen anybody leave this area yet. there is still a perimeter set up. we know that two people came out and they were taken into custody without any further incident. we did hear from that neighbor who was overjoyed and saying she is grateful everything ended here peacefully. we hope to learn more about the suspects. we'll bring you more information later today. steven fisher, nbc 10 news. >> we want to talk one more time to the neighbor who called 911 in the first place and had been giving us a sort of play by play. are you still on the line with us? >> caller: yes, i am, hon. >> what are you seeing? >> caller: we still have the police officer up in the room with his rifle watching over

everything but everything looks good. it's hard really to see from the bedroom that i'm in because i have the s.w.a.t. cars out there but that they already have captured the two men that were in that house that came out. >> good to see, right? >> caller: yes. >> can you quickly recap what you saw that made you call 911 this morning? >> caller: yes. my husband and i were watching a christian program, joyce myer. my chair is next to the window. i was looking out periodically, which i normally do. i saw this black truck come up in front of bill buyers home which is caddy corner to my home. all of a sudden i saw a gentleman get out and he had a hoodie on. it was either black or blue or

whatever and his face was covered. and so then he went to the front door and he knocked and no one answered. he went to the back door and no one answered. he came back again and my neighbor doesn't really use his air conditioner that much. so anyway on the front porch his window is usually open a few inches. so he went to the window, took the screen off, took the screen off and jufrpd in. at that point the other car that they came in, the windows were dark. you couldn't really see anybody. a gentleman got out of the car when he saw his other friend hop into the house and he quickly jumped in and went through tum window. >> what was going through your mind?

we said di scribe this neighborhood. it zb is a a quiet neighborhood. it is should i call 911? do i not? i thought you know what, it's a call and it could be a mistake of some kind, whatever. >> be you you knew something was wrong. >> caller: i knew something was wrong. within ten minutes 911 had police coming out here. i was just watching it and then maybe about half an hour later the owner came out of the house. there was a young fellow with him maybe in his 20s. i don't think i have ever seen him before. apparently the police got them and happened cuffed the joaner.

they put him in the street next to the truk and were questioning him. and then they took em they put them into a police car a couple of houses up. we had the police watching the house. >> and you're telling us as we continue to watch these two suspects handcuffed face down on this street on cambridge. >> caller: right. >> you can see the canine units there and a number of s.w.a.t. trucks there. when you were on the phone with us the place came into your house and said can we go on your second floor. >> caller: yes. kre cently in the last couple of minutes, special tactics truck just came. they are in the front of my house right now. >> we are going to put you on
