force 10 now is live over northeast philadelphia where police say they have found a child who was inside a car that was stolen in the northeast. that thief dropped the child out of a a fair station minutes earlier he stole the car at roosevelt boulevard. you're looking at the father and the child reunited there. officers around them. police are still looking for that thief as well as the car. drew smith is on the way to the scene right now. he's just a few minutes away. but that child has been reunited with his father. we'll have a live report as soon as he gets there. firefighters are try ing in contain a massive fire at a building under construction in bethlehem. nbc 10 was first to bring you live pictures on nbc 10 news at 4:00. now to a live picture from our photo journalist on the ground. firefighters have been on the

rain. we're hearing it and it is just now starting to come down. got to love live television. want to give you a tour here. built in 19, this is where the birds storm. it is storming quiet literally. if you lock over the field, there's a big white tarp over the entire thing from end zone to end zone. they just turned off the blowers they have been using to keep it dry. but it's not keeping many people away from here. we ran into one family who has quite the story to tell and quite the distance traveled. >> now we're eagles fans too.

we are going to get you started with preseason kickoff. that's a full hour of eagles analysis and special exclusive moments with the players live from lambeau field. that starts at 7:00 and that's followed by kickoff between the birds the packers. we'll have a full wrap up of all the action on nbc 10 news at 11:00. >> if you are looking for the nbc prime time line up, that's going to run on cozy. football players can tough it out in rain, sleet and snow. lightning is a different story. >> that's the one thing that could keep them from the field this evening. meteorologist glenn "hurricane" schwartz is tracking the green bay forecast for us. >> there is a threat of lightning, especially over the

next couple hours. keith was in one rain shower, but there's one coming that's even more intense. that looks like it's got hail with it, probably has lightning. i've been tracking that local time. so it's a little less than an hour from now. that's well before the game starts. and there's still more showers back to the west. nothing as intense as what's coming in the next hour. then there's drier air. it's fairly small. it's moving fast. so any disturbance looks like it would be brief. it also would be right near the beginning of the game because the later they go, the less and less activity is going to be out there. so the best chance or the highest chance for any kind of a thunderstorm would be near the beginning of the game or even before the game starts. >> now to a drunk driver's unlikely destination.

>> surveillance video shows the man driving into the upper darby police station parking lot. investigators say he told them he was hammered and went to the police department for a safe place to pull over. after slamming into the security gate, officers met the driver outside and arrested him. >> i think maybe e he would have got into a car accident instead of going to the police station. e he could have hurt somebody. >> the driver faces dui and other charges. right now he's out of jail on bail. the suspect is at the center of yesterday's fiery standoff in delaware county is being held on $1 million bail. cameras were there as a group of deputies escorted jerome jones into his arraignment hearing this morning. he tossed a molotov cocktail at the squad outside his apartment yesterday to arrest him. after throwing the home made bomb, he barricaded himself back

inside his apartment launching a standoff before he finally was captured. >> the officers are shaken up. it's one thing to deal with shootings. it's a horrible thing to deal with a shooting. finish off against a fire bomb, you can't duck and hide. >> he was released from the medical center this afternoon. today is his 33rd birthday. there's a new investigation into what's happening inside the delaware prison where inmates took guards hostage earlier this year. today nbc 10 learned nine staff members from the correctional center have been placed on leave. the document of corrections is investigating a new incident involve iing an inmate who went be the infirmary. a grand jury convene in the next

90 days to consider an indictment in the deadly uprising in the prison back in february. one corrections officer was killed others were held host alk. the d, j says the investigation is complicated since many. of the witnesses are inmates. members of a penn state fraternity are back in court for a hearing to determine if they will be tried in the death of a student pledge. 16 of the former members arrived in court this morning. two others have waived the hearing. some are accused of involuntary man slauslaughter. the charges stem from the death of tim piazza inside the house back in february. he died after a night of drinking and several falls, including twice down a flight of stairs. this is day four of the preliminary hearing. it began back in june. it could. wrap up tomorrow. the judge will decide if there's enough evidence to send the case to trial. now to the escalating

situation with north korea. president trump is issuing a new warning confirming that country's development of nuclear weapons. >> if north korea does anything in terms of thinking about attack of anybody that we love or we represent or our allies or us, they can be very, very nervous. i'll tell you what. they should be very nervous. because things will happen to them like they never thought possible. >> the president issued that warning while he was addressing reporters at his golf club in new jersey just before a security briefing with top advisers. he said that the warning he had for north korea earlier in the week may not have been strong enough. on tuesday you'll remember president trump learned if north korea made more threats to the it would be met with fire and fury unlike any the world has seen before. north korea called the threat a load of nonsense. instead, north korea announced a

detailed plan today to launch a barrage of missiles toward. the island is a u.s. territory in the western pacific ocean. it is a major military hub that hosts some 7,000 u.s. military personnel. today's announcement warns that the north is preparing to fire four missile ls over japan and into waters around guam. if carried out, it would be north korea's most provocative missile launch to date. others are not intimidated. >> i feel that the military presence on guam is safer for us. i think they are here to protect the island. >> japan and south korea had a strong reaction if the north were to go through the plans. coming up with lester holt, insight into the latest comments in the war of words with north korea. that's at 6:30 right after nbc 10 news 6:00.

new at 5:00, from soup to frozen vegetables. vineland's old soup plant run by general mills has a buy er. it could soon have a new name and more people working inside. they confirmed an employer is in negotiations that could place the laid off workers on a brand new payroll. bureau report er cydney long reports from vineland. it's a huge site in the city of vineland. even in the weeks since progresso employees left their job, it's quiet and the whole town feels the void. >>ty afects our tax base. the revenue not coming in to help for taxes in. the city of vineland. >> we open in eight years, they really helped us grow a lot. >> jersey deli says employees grew his business into what it is today. >> grabbing lunch or dinner, they worked two shifts when they

were busy. we didn't get dinner. word spread that food distributor wants to move in. >> hopefully they can fill that back up it's good for everyone around. they are going to fit right in with ouring a cur base. >> the mayor has been assured that laid off employees will have the first shot at interviews and jobs. they are going to bring together a beautiful site. they plan to relocate 300 employees and hire 60 new ones to start. from vineland, they can better partner with supplier and transportation carriers, the development authority approved 28.1 million in tax credits over a decade. >> to leave the building vacant is not a good thing either. >> if all goes as planned,

breaking news out of north philadelphia. sky force 10 is live over a car accident. you can see a bad one involving several vehicles. this happened a few minutes ago on 8th street. you can see one of those cars there with a front end crush ed in. we don't have word of how serious the injuries are. now to some of the other stories making headlines, w horrifying and shocking. that's how singer taylor swift described the 2013 incident when a former colorado radio dj allegedly groped her. he reached under her skirt and grabbed her backside during a meet and greet in denver.

swift said in court after the incident she tried to get as far away from him as she could. mueller is suing swift for $3 million saying she cost him his job. swift countersued alleging sexual assault. she's asking for $1. could you pbe paying for eah mile you drive. you're looking at i-95 in wilmington and south philadelphia. they are some of the busiest stretches in our region and soon drivers could be paying for every ride they take. the i-95 corridor is looking at ways to make money in the future. the pilot program will take vehicles in delaware and pennsylvania and track drivers' habits for at least a year. many states including delaware are exploring ways to replace the gas tax. a mileage driver fee is one of the possible solutions. we asked a a few drivers their take. >> paying taxes and interstate

highways that are federal taxes, i'm figuring we're already paying it. >> i don't think it's fair. we already have to pay for gas and tolls are already high. that don't make any sense. >> you can learn more about the proposal on the nbc 10 app. president trump now says he will declare the opioid epidemic a national crisis. e he made the announcement during an appearance outside of his golf club in north jersey. a commission appointed by the president last week urged him to declare a national emergency. a declaration would give the white house more power to fund treatment programs and make overdose reversing drugs more widely available. great turnout today at a veterans job fair in south philly. nbc 10 was at lincoln financial faeld where dozens of companies taemed up to offer full and part-time position ps. the goal is is to match as many

we have had this gorgeous weather. it's almost feeling fall like. low humidity. we know rain is probably going to be back pretty darn soon. >> it's a psycycle. that's what happens here in the weather department. notice we are seeing some clouds moving in from the west. we have some greens on the screen. we have an area of high pressure pushing offshore. that's the weather maker right now. i'll time out the showers in a moment. this is our local loop right now. two hours. you can see that the clouds are starting to build up. however, we're going to keep it dry for tonight. a live look outside here over center city. we have a nice afternoon and nice evening in the forecast. and current temperatures are really comfortable. 83 for philadelphia. coatesville at 79 degrees. vineland at 80. dover at 81. wilmington currently at 82 degrees.

so seasonal temperatures. neighborhood planners for tonight into early tomorrow morning. at 8:00 p.m., we're seeing a pair of 7s. the clouds are developing through the overnight hours. and this is really going to be the story throughout the entire valley. we are seeing developing clouds for the suburbs. lehigh valley, same deal there. tomorrow morning at 4:00 a.m., 61 degrees. and it looks like you'll start off mostly cloudy. rainfall totals not that impressive because it looks like the rain will come in later on friday. not pick up until later on saturday. modded moles are trending differently. we have more updates on that. we'll keep you updated on what to expect. conditions for tomorrow will top in the mid-80s on saturday. tracking the rain showers. heavy at times. 86 degrees on sunday.

what started out as an ordinary council meeting took a scary turn. the woman in the back of the room saw purse burst into flames. she stood up quickly but not fast enough. the flames burned her leg. it was not her cell phone that caused the fire. they are blaming some sort of battery inside her purse. >> teens spent is this day fixing up the municipal building. the lesson from the bay shore initiative is about water vons vags and management. they are fixing up the storm water drains and installing rain barrels. >> we put in barrels to collect storm water. it doesn't get into the roads and storm drains and pollute our rivers.

and we'll continue to follow breaking news right now here at 5:30. owe of that child being reunited with his father. let's go out to drew smith. >> we just spoke with police who told us they are looking for the man who carjacked a father who was running inside a store. he had left the car running and the guy took off. he ended up here at this fire house. i want to e show you that car seat. here at the fire house and continued on driving. he was reunited with his family. and police have been talking to them. medics checked out the child. he's doing okay. family seems to be doing okay as well. they are looking for a a newer model honda alaska cord.

it has some front end damage to the left driver's side. they are hoping people can find that car. that child is unhurt. i'm drew smith, nbc 10 news. today president trump address ed his frustration towad the senate's. top republican. in the past hour, the president told reporters about his tweet with a message for senator mitch mcconnell. >> get to work and let's get it done. they should have had had this last one done. they lost by one vote. for a thing like that to happen is a disgrace. and frankly, it shouldn't have happened. that i can tell you. >> the president was asked if senator mcconnell should keep his job. his reply, ask me again if he doesn't get the repeal and replace health care bill passed. the united states economy would weaken over the next three decades under the president's new proposed immigration bill. that's the theory behind a new

study on the impact of the immigration plan. the study was done by researchers at the business school at the university of pennsylvania. in 2040 the u.s. would have more than 2% fewer people employed. president trump attended war on to. there's a new plan in place for new jersey schools and it's one of the only ones in the country to get approval from the department of education. the state says its plan focuses on every student by using an accountability formula. schools will receive money from the state based on specific needs of the students. schools will receive performance reports that are understandable to parents and teachers. now here's a look at the stories making head loins county by county across the region today. in couple berland county, a barrage of bullets into a car last night. that's under investigation today. one of three people who was shot died. the plan who died was the intended target. a woman is is in critical

condition. police believe they have a person of interest in this case, but they are k looking for witnesses to come forward. mosquito trucks will be rolling through bucks county at dusk today. the health department is spraying for insects that can carry the west nile virus. their focus will be richland town shship. . pennsylvania had the first case of west nile this year. it was announced this week in montgomery county. get ready for an upgrade at the wildwood boardwalk. city leaders are planning to replace large sections of rotting boards. one block is expected to cost up to a million bucks. the project will be done in chunks over time so taxpayers aren't hit with a big tax increase. still ahead at 5:00, tur mite trouble. a couple thinks getting rid of the bugs will cause the most trouble for them. then they got the bill. the nbc 10 responds team squashes the issue. music fest goes country

showers. that's not going to happen until tomorrow. here's. satellite and radar image here is our regional perspective. we're seeing clouds moving into our area. you're seeing some grays and bright whites. i'm going to focus in on the lehigh valley. some greens on the screen telling me we have some mid-upper level moisture that we're going to head on down to the jersey shore. we're seeing fewer clouds here. the current temperatures along the jersey shore are mild and comfortable for tonight. currently 77 in upper town shsh. and currently at 81 degrees. for philadelphia, parkwood cooler in the 70s. easton at 81. nazareth at 80 degrees.

here is the deal. hour by hour forecast, picking up on the clouds. right around 4:00 p.m., you can see the winds shift here. you can see the rain moving into parts of the lehigh valley. chester county, keep that in mind. keep the umbrellas handy. it's not going to be a wash, but through the overnight hours if you're hanging out late, you'll definitely need it. rain showers will be more steady at times. especially for early saturday morning. it looks like the rain showers could hang on a little longer. it keeps it cooler on saturday with the showers moving in. the good news is we took out the threat for those thunderstorms. a lot nicer on sunday. temperatures climbing to the 80s. cooler to kick off the workweek with the showers.

we are following three breaking news stories. first a child is safe after being taken in a stolen car. sky force 10 was live over the scene as that child was reunited with his father. but police are still looking for the driver. drew smith is live on the scene. tell us how this whole thing unfolded. >> reporter: detectives are speaking with some witnesses as well as the family that is still down here at this fire house. i want to show you a piece of evidence that police are standing in front of. it's the actual car seat where this child was taken. then dropped off here at the
