he was not the shooter. the shooter is still on the louse. this started when three men wering outside of the cvs portion of the target. as far as the victim, we're told one person was shot in the back last listed in stable condition. that individual did have a gun on him. he'sly allowed to carry it. he did not fire any shots. we understand people both inside and outside of the target heard the five shots as they were fired. some went to hide and some ran in the opposite direction. very scary moments for shoppers and employees. speaking of employees, we did talk to one heading into work. she said it started when one guy got into an argument with three others and tried to go back into the target. >> he grabbed him and pulled him out. ed whoever was in there was about three guys that jumped out.

maroon car over there. we know it was around 5:30 when we're told officers were involved down here. they had opened fire. but police have so far not told us if they were the ones who shot this guy. they were brought to temple hospital. he was the shooter here. we know that they did discharge their weapons here at the scene. we'll be updating you later on at nbc10.com at 11:00. we're live in north philly. >> tonight there's a person of interest in the hit-and-run crash that kill ed a woman in center city. this afternoon police released this picture of a man suspected in last sunday morning's crash on ray street. a woman was found in the middle of the street. police say that right there is the vehicle they are looking for. a jeep ler.

turning to your weather. the streets of sunshine and comfortable temperatures continue this afternoon. a beautiful friday night to be on the beach, but changes are coming. a live look now at citizens bank park. erika martin has more. how is it looking for that game? >> the good news is it looks like the ball game is to be fine. we're e seeing satellite and radar loop not picking up on anything. we're seeing mainly clouds. all the activity north and west of the metro area. everybody else is dry. but we are seeing the clouds developing. we are tracking the potential for some showers. isolated thunderstorms to make it into your neighborhood. not heavy down pours. i don't expect those until the overnight hours. so i want to show you hour by

hour forecasts. notice that we're not e seeing a lot of rain until after 9:00 p.m. we have the heavier downpours moving through the overnight hours. that's really important because it looks like your saturday morning will art is off really wet. we'll have a break and more rain on the way for the second half of your saturday. a new warning from the commander-in-chief to north korea. this morning president trump issued another bold warning to knot korea saying the u.s. military is locked and loaded. if north korea decided to act unwisely north korea has been threatening to take military action against the island nation of guam, which is a u.s. territory. senator coons told us there are warning signs if the situation is about to escalate. >> we haven't removed all the american departments of our

he died after a night of drinking and several falls including twice down a flight of stairs. this is actually day five of a hearing that began back in june when the hearing ends the judge will decide if there's enough evidence to send the case to trooil. a driver is in critical condition after being shot at a stoplight in oxford circle. the man was. stopped along the avenue when another vehicle pulled up beside him. the victim was taken to the medical center. a police barricade in west philadelphia ended peacefully this morning. police responded to a kl of a man shot in the shoulder. the shooter ran into a nearby building. he later surrendered to police. saving 16 lives in one hour. one local emergency room is seeing a rush of people because of opioid abuse. a new study from more than 160

volume of na can we're giving. >> reporter: to address this hard fight. the rising cost of health care. a new study from the keizer family foundation e revealed some residents could pay nearly 50% more in premiums starting next year. health insurance companies are revising their premiums due to the uncertainty of the health care vote in washington. staying in delaware, there's growing concern about the spread of the west nile virus. the virus was detected in caged chickens along the delaware river in wilmington and in west central county. so far humans have not been affected. this time a year, you can never be too careful protecting yourself against mosquito-bourn illnesses. the commission conducted spraying operations throughout the county west nile testing.

don't believe the fake news from his wealthy donors. steve sweeney stands with chris christie, not with south jersey. philadelphia police are conducting a review to sew why a man convicted of a murder was out on the streets. the 24-year-old is still on the run. police say he shot and killed the 29-year-old outside of a peets is a shop. he has a long criminal history and had been in and out of jail for various offenses including a a gun charge that went to trial. two key prosecution witnesses failed to show up to court. so the judge dismissed the case. new at 6:00, an update to a story we brought you in june. a little boy paralyzed after being caught in the middle of a drive by shooting.

his father tonight is talking only to nbc 10 delaware reporter tim furlong. he's hoping that you might show your support for his son. >> reporter: nobody can be sure if he recognizes his family, u wu his family holds out hope. >> my number one thing is as long as he's breathing, everything is okay. he's breathing, so we just take it one day at a time. >> reporter: josh is deshawn's dad. they spent the two months by his bed. on june 6th a guy leaned out of a vehicle and began firing shots at a pedestrian at this intersection. neighbors saw it all happen. >> boom, boom, boom. >> reporter: a bull e et went through his mouth and lodged in his neck leaving him with severe brain damage. doctors didn't expect him to sur and nobody expected he would show slight movement in his legs. >> i was there when he first opened eyes. i took video and erg.

all day long. ween can't tell you it's going to happen throughout the entire valley at one time. but we can track it for you. we are seeing. develop over philadelphia. so locally here i want to go to the temperatures first. we're not seeing rain. here is that icon. uk see the clouds develop and temperatures in the 80s. we're seeing upper 70s. now for the suburbs, we are seeing lots of 70s. a little cooler up there. that's because we have more clouds and some showers just to the north. now you're currently at 6 degrees. north wales at 78. and as we head up a little farther north, berk. s county, we're actually seeing much cooler temperatures. white hall at 70. walnut at 70. conditions are cooler the farther north you go. here's why. this is what i'm talking about

when i say neighborhood conditions and forecast. radar and satellite images, this is our two-hour loop. we're seeing lots of clouds and rain moving through the area. north and west of the metro area, that's going to cool things down a lot sooner, which is why temperatures up there are cooler. a wider perspective here. you can see the clouds are developing as e we saw on our live camera. just to the south and east along the enginejersey shore, few clo there. but soon enough you'll see some clouds and showers. that's going to be later for the jersey shore. let's time out when you can hear some rumbling. rain showers in the area from west to east. approximately 8:13. hour by hour forecast, we're going to move this through tomorrow. we are seeing some pockets of heavy downpours for berks county. here's a bulls eye for the metro area around 3:00 a.m. it looks like heavier downpours through the overnight hours. as i get this going, you're
