are underway after ten american sailors went missing on john s. mccain navy destroyer near singapore. at least five sailors were injured during the collision which the navy is currently treating as an accident. nbc news's global editor is in seoul. bring us up to date on the crash. >> reporter: yeah, we've just gotten a press release, frances, from the seventh fleet and they say that water poured into that ship in both the crew birthing areas and the communications room as well as the new jerseng department. you can see the damage stenson i. on the side of the ship the uss mccain. as you mention, ten sailors are still missing at this point. there are search and rescue operations well underway. both the united states and the singapore navy are taking part in those joint rescue operations. this crash now about ten hours ago, so obviously time is of the essence. the ship, the uss mccain, it's an aegis destroyer. it has the top communications equipment in the world on that

ship which is going to raise a number of questions amongst the u.s. navy as their investigation will now be launched. this is the fourth such incident involving a seventh fleet shiep in the past year. the last one of course the uss fitzgerald just less than two months ago. 7 sailors lost their lives in that accident. this one, again, just fresh, just some ten hours old as they continue to look for those sailors that are still missing. frances, one more thing. this ship, its name sake, not the senator john mccain. in fact his father and grandfather both admirals in the navy. we heard from senator mccain late last night via twitter. he is of course battling brain cancer out in arizona. frances? >> all right, kyle perry for us, kyle, thank you. >> 213 days into his administration and the president has made a decision on america's war in afghanistan. tonight he'll make a rare primetime address to the nation to announce what the white house calls the path forward in america's longest war and it comes amid heightened tensions within the administration adds

lawmakers and the public continue to blast the president for his response to charlottesville. while his white house remains in turmoil with staff shake ups. for more on this we go to nbc's edward lawrence in washington. edward, what can we expect from the president tonight? >> reporter: well, philip, the president will be acting as the commander in chief. he is making this address not from the white house, but from fort meyer in virginia surrounded by military personnel. the president tweeting out on saturday that many decisions were made at camp david, including on afghanistan, according to defense secretary jim mattis, a big announcement is on hand. >> the president has made a decision as he said. he wants to be the one to announce it to the american people, so i'll stand silent until then. >> reporter: and back in may the president did make a decision to increase troop levels to 8400 in afghanistan, but that is actually down from the peak of 100,000 troops in 2010 and 2011.

pacific time right here on nbc. >> the president was ushered into office because of voters in three key states. pennsylvania, wisconsin and michigan who turned those states from blue to red. and now new polling shows his standing among the very people who elected him in those states could be faltering. our nbc news marist poll shows 33 to 36% of respondents approve of mr. trump's job in office in the three states while his disapprovals there hover in the mid 50s. but here's the surprising finding. a large majority in those states by more than 2 to 1 margin say donald trump's conduct while in office makes them embarrassed rather than proud. those who say they are proud of his work are in the mid to high 20% i'll. those embarrassed in the mid 60s. so, why does it matter? just watch how the senators in congressmen in these three states react to the president's every move leading up to next year's midterm elections. and ultimately to 2020. >> one of the most anticipated events of the summer is finally

here. the total solar eclipse is just hours away. many across the country are scrambling last minute to snap up those viewing glasses and the excitement is especially high in one midwestern town expected to have the longest period of darkness in the country. nbc's marian a is there with more on the preparations. >> reporter: philip, eclipse mania has taken over carbon dale, ill ilt. there is a large crowd. an art fair, a food truck stand to my right. a traveling carnival in a nearby stadium. it's almost like everybody has been pulling out all the stops economy is expected to gain almost $20 million to its private sector due to this astronomical event. and in here we met families that have come from all over the world and from all over the country. and i want you to meet the palacios family. where are you guys coming in from? >> we're coming from kag chicago. >> how long did it take you to get here?

>> usually four hours, but six because of the traffic. it was worth it. >> reporter: you're a brave man driving with these two in the car six hours. why was it so important for you to come out here with them? >> when i was young, about 11, i experienced this and it was a unique experience in my life. and i want them to enjoy it. we could have seen it from chicago, but it was 90%. i wanted to see the real thing. >> reporter: the totality. are you excited to see the eclipse? >> really excited. >> reporter: what has your dad told you? >> um, i can't look directly to it. i need some glasses. and the moon probably the sun, i'm not sure, comes together like -- >> reporter: you need to wear your glasses. all right, give me five. all right. so, it's so important again families that are out here they want to experience this with their children. back to you, philip. >> all right, mariana, thank you. we just got these glasses right here we can't see anything. i cannot see you here. i cannot see the camera.

some of those clouds have burned off by later this afternoon. so we're looking great. oregon is fantastic. if you chose idaho or even wyoming, all of our western states are just looking picture-perfect. nebraska is not too bad. there will be a few clouds hit and miss. i'm concerned with the kansas city area and also st. louis. doesn't mean it is are' going to be ruined but there will be some clouds we're going to deal with. hit and miss clouds through south carolina. watch out around charleston, though. we could see rain especially along the coastal areas. that's one of the spots people, storm chasers go toward the storms. everyone will be going away from the storms shawn evans: it's 6 am.
