history in the sky. the first total solar eclipse across the u.s. in 99 years is about to happen. we have team coverage of the best viewing spots, how to protect your eyes and your pets and being safe on the road. president trump will lay out his vision for the u.s. military's path forward in afghanistan after a lengthy review and lots of changes within his administration. right now at 11:00, all eyes on the skies. we are counting down to history. a total solar eclipse is a few hours away. this is the time to prepare. good morning. the best viewing time for today's solar eclipse is at 2:44

this afternoon. the sky will begin to darken around 1:20. it should run until 4:00 p.m. the path of total darkness will stretch from coast to coast. even though we aren't in the direct line, it will still go darker out your window. we will have about 75% coverage here. we have live team coverage preparing you for the total solar eclipse. the i good morning, katy. >> good morning. there are watch parties plans for all over our area, including here at the franklin institute in philadelphia. first, i can tell you people scrambled this morning to get the last of those special solar glasses. >> thank you. >> that's what it looked like outside wills eye hospital in center city philadelphia a couple of hours ago. hundreds many people stood in a line that wrapped around the building so they could get a pair of protective solar

glasses. you have to wear these glasses if you look directly at the sun during today's eclipse. our region is not in the path of totality, the name for the area that will experience total darkness when the moon covers the sun, but we will see the effect. expect it to get darker outside as if it's clouding over. people will be tempted to stare straight at the sun because it will seem like the sun's raies are less intense. that's not true. according to a wills eye hospital surgeon who expects some er visits from people who damage their eyes today. >> if you burn your retina, your vision will go down. it will affect every function in your life. there's no pain. it's not like a burn on your hand. your vision will go down. you will see a black spot in your vision straight ahead. >> with are hearing from doctors at wills eye, they are most concerned about kids not keeping their protective glasses on or shielding their eyes with

protective eye wear like this. we caught up with a mom and her daughter, her 8-year-old daughter who are planning to watch the eclipse with these glasses. we talk about their protective plan coming up at 11:. >> thank you. here is a live look right now at center city. it's looking pretty good for the solar eclipse today. the most accurate forecast here. >> we have been worrying about this, watching closely on the cloud coverage. that may affect your ability to see with the protective aye covering the eclipse this afternoon. look at our radar and satellite. you see this white that's scattered along the western edge. that's more puffy clouds that are starting to move in. high clouds aren't a big concern. the puffier include clouds, they may become an issue. a lot will see the solar eclipse if you have the protective glasses or a solar viewer to use. right now, we don't have rain. we don't have a blanket of cloud

cover. it's a good sign for our area for people excited about this afternoon. we are at 82 right now. 83 in trenton. typically, temperatures keep on rising in the afternoon and we would see a move into the upper 80s. because of the eclipse which will block some of the sun's rays, there might be a dip in temperatures in the afternoon before we pick back up late afternoon. it's an interesting thing that we will deal with due to the solar eclipse. here is the forecast for us. about 85 degrees, partly sunny, not perfectly sunny, but this is a pretty good viewing. fair to start at 1:21. our max eclipse is at 2:44. we will have good visibility in philadelphia. scattered along the western edge may have cloud coverage. 75% is the eclipsed area. that's the portion that will be obscured by the moon. fairly good visibility as we get into the afternoon hours. 4:01 is the end. if you want the best viewing, that's at 2:44 this afternoon in

philadelphia. let's talk a little bit about making sure your eyes are safe. if you were one of many people who could not get those glasses, we have a little treat for you. throughout today's show, we will do something cool. we are taking you back to fifth grade. >> arts and crafts. >> we will do something that's called a solar camera or solar viewer. you can call it. you build something that's not going to directly let you look into the sun but let you project the image of the sun into a cereal box. all you need is a cereal box. >> kids are emptying out the cereal. dumping it. >> you will need scissors. tin foil. a pencil, tape. >> and paper. >> and a piece of paper. that paper, you are going to actually trace the bottom of your box. see that there. i have done this. you are going to cut it. put it in the bottom of your box. tape it into the bottom. that's going to be your viewer, the panel to actually project

the image of the sun and it gets eclipsed, you should see that happening. it will be cool. i will finish building this. you are going to actually test it out in the studio. >> i can't wait. we heard dr. levin talk about that you may not feel it. i didn't realize. you may not feel like a burn of a hand if your retina burns. you will certainly -- it will impact every aspect of your life. >> one place where you have to have it on the whole time. there's not a point where you can take them off or anything. this is a good option for people who couldn't get the glasses. i will use this later this afternoon. we will keep building this. >> we will work on that. thank you very much. there's concern, of course, that people will have their eyes on the sky and not on the roads. if you are driving out there this afternoon, jessica is here with what you need to know before you get behind the wheel. >> yeah. not knowing exactly what to expect later on today, especially with what people are going to be doing and where they will view the solar eclipse. the federal highway administration has warnings for

drivers for delays. i'm not as concerned about that considering it's a monday in the summer. last few weeks of the summer in august. typically, friday and monday we see light traffic, especially in august and especially the last two weeks of august because people are down the shore. here is the warning from me that i think is one of the most dangerous parts is that some people are going to be stopping on the highway or in the shoulder or pulling over and being pretty much a hazard. you don't want to do that. find a safe place to go and view the solar eclipse. you don't want to be over into the highway, especially if there's other drivers coming through and are distracted and trying to look through their cars. don't do those things. find a safe spot that's not a highway. speaking of highways, here is the schuylkill around city line avenue on the westbound side. no problems here. everything is clearing out. just like i said, usually mondays in august are petty light. watch for a crash on lengbethle pike. on broad street from chestnut to walnut street and ramps are

from ft. myers in arlington, virginia. he is expected to share his strategy on the path forward in afghanistan. the speech comes three days after mr. trump met with his national security team at camp david. nbc news will carry president trump's address to the nation. you can watch it right here on nbc 10 starting tonight at 9:00. a new poll finds president trump's approval rating is below 40% in three states that were key to his election. pennsylvania, michigan and wisconsin. in pennsylvania, 35% approve while 54% disapprove. when asked if the president's conduct made them proud or embarrassed, 63% of those polled in pennsylvania said that they were embarrassed. breaking news out of spain. a spanish newspaper is reporting the driver of the van in the barcelona terror attack is a rested. the latest on what we're getting just into the newsroom. we will have that up next. we're following new

now to breaking news from spain. a spanish newspaper is reporting that the fugitive suspect in the barcelona van attack has been captured. police are only saying that they are conducting an operation about a half hour west of the barcelona. there's been an intense man hhu going on since thursday when he killed 13 people and hurt 120 others. we will keep watching the breaking developments out spain and bring you any new information on the nbc 10 app and on nbc 10 news. yesterday in barcelona, spain's royal family attended a mass for the victims. we had journalists there over the weekend, including our digital reporter. after the mass, she spoke with people about the way that they are feeling right now. you can find that and more continuing coverage from barcelona on the nbc 10 app. a man who rammed a van into

two bus shop shelters in van are being treated for psychological problems. one women was killed. a man was injured. the suspect was arrested at the scene. the motive is unclear. a search and rescue mission is under way after the uss john mccain collided with a tanker east of singapore. ten sailors are missing. at least five others are hurt. this is new video that shows the ship following the crash. you can see the damage there to the hull. this is the second accident involving a ship in the navy's seventh fleet in the pacific in the past two months. secretary of defense jim mattis offered his prayers to families this morning. he said the chief of naval operations is putting together an inquiry. >> he has put together a broader inquiry to look into these incidents and to determine any of the causal factors. >> the warship is named for the father and grandfather of

arizona senator john mccain. both were admirals in the navy. start with a live camera view. this is looking along the shore. gorgeous shot that we got here of people enjoying themselves. a little jealous right now of all these folks enjoying the nice weather. not only is it nice for people at the shore, it's nice weather for people who are planning to try to do that viewing of the solar eclipse this afternoon. some of us are going to see scattered clouds move by. this is not a perfect forecast that we are talking about. but it's a forecast where we are looking at pretty good conditions. a live come are a view. look if we can at our graphics that we have got to show you our radar and satellite visibility. our system is not wanting to advance. let me get it to move forward. let's see here. i'm sorry. i apologize for that. this is the live come are a view that we have of the current conditions outside. they are looking good. there we go. computer is a little excited about the solar eclipse.

what we have right now on our satellite and radar is scattered clouds. not a ton. this is a good sign. a lot of the clouds are high, thin clouds. you can see the sun through it. another good sign for us as we prepare for the eclipse this afternoon. there's a look at our hour by hour. there's a possibility of some clouds rolling in. this just updated into our system. we have these thin, high clouds along the western edge. unfortunately, these are the areas that will have a harder time perfectly seeing the visibility of the solar eclipse along berks county, chester county and into delaware. as we go through 1:00, this is about start time. we do see some of the thin clouds pressing into philly. i don't think it's going to ruin our visibility. we will see some clouds scattering across the area. there's 2:30, we have sprinkles trying to make their way along the northern edge. the thicker cloud coverage, pockets of heavier rain will wait until the later afternoon. this is the visibility for the

peak viewing for our area around 2:30. there you go in the afternoon around 4:00 to 6:00 p.m., scattered showers and isolated thunderstorms is possible. you want to go indoors because of the spotty showers rolling by. as we go overnight, clears out. then we are looking at better conditions as we go into your tuesday morning. here are the temperatures for today. 87 in center city. summerton, 85. there's the isolated storm in parts lehigh valley or berks. 84 in trenton. 82 at llantic city. the solar viewing across the country. green means great viewing for those areas. yellow, not bad. red, not so good. you can see in the path of toe talt, actu totality, things look good. that's where the best viewing is going to be. that's where the moon is going to totally obscure the sun for just a few minutes. that's all. really great for many locations. >> we're not in the path of

totality. however, we're going to good as good a view as we can because the weather is not an obstruction. >> yeah. just spotty clouds out there. many people might be thinking, i could not find glasses. we were talking about the items -- >> build our own. >> yes. exactly. we will build a solar projector. it's not going to let you see the sun. it's going to project the image into your box. a few minutes ago i told you to tape the paper that you cut tracing the bottom into the bottom of your box. i have that in the bottom already. you need to cut holes. you can see the holes are cut. we have the hole right here. this is on the top of your box. i taped together the flaps that you opened up to get your cereal. i will finish cutting this. we should have two holes in the box by the time that we are done here. it's going to look like this. two holes. paper that's taped into the bottom of the box. these are the two holes. this is your glasses side that you view through. what you need is on one hole, doesn't matter which one, tape

this tin foil over. i have tape over here. you want to tape this down. it's nice and flat. move over here so i can grab my tape real quick. see what i'm doing here. taping the tin foil down on all three sides. make sure you are blocking out all of the sunlight you possibly can. who remembers doing this when you were a kid? i do. you have your tape down. one side covered. one side is open. when we come back, we're going to finish this off. we will finish it off. poke the pinhole in here and show you how to use it. we have bright studio lights. what we're going to do at the end is we're going to test this out. we will turn around, test it out and see what we see. we should be able to see light bulb s. >> arts and crafts. there you go. >> very fun. finish it in the next half hour. big ben goes silent. why you won't hear bongs from the london landmark for the next four years.

get ready for a rock and roll good time. aacr rock and roll philadelphia is a few weeks away. it raises funds for cancer research. karen is the director. she's here with lorianna, the american association for cancer researchers runners for research ambassador. thank you for being here. this is a fun event with a serious message. >> it's a serious message. we know that cancer research saves lives. we have seen cancer death rates plummeting over the last several years. we can point to the research that has led to new understanding of mechanisms of disease and ways to prevent and also cure a number of cancers that are leading to this success we're having. it's important to move that forward and partnership with aacr and the cancer center is one mechanism.

>> tell us how that's moving forward, the strides that have been made in cancer research. >> the strides have been significant. unfortunately, we have today in the states a situation where one in two men, one in three women will face a cancer diagnosis. while that is a difficult number to change, we are changing the outcomes for the patients with respect to positive prognosis and better quality of life for cancer survivors. >> let me turn to you. you are the wife of one of my good friends here at work, operations manager. you were diagnosed with acute myeloid leukemia a few years ago. your little boy is here, he is 5. he was 2 when you were diagnosed. >> absolutely. >> tell me how everything happened. >> i was in the middle of a fertility treatment. we were hoping to have a second child. the doctor -- the fertility doctor said, i have bad news. i'm thinking maybe something happened with the embryos. he said, you can't have a baby. you have cancer.

i fell to the floor thinking, i was a news reporter and a fitness and health reporter my career for 20 years. i covered so many breakthroughs. how can that be? he said, you have acute myeloid leukemia. they got me in touch with the right doctors. they said it's a blood cancer. the treatment hasn't changed in 30 years. you have a 30% chance of survival. you can imagine, knowing i had a 2-year-old, that they said, say good-bye to your son, get a guardianship and give him to your mom to raise. >> that would be heartbreaking. tell us how you are doing. >> i'm in remission. i have another biopsy coming up in two weeks. i always live in fear. my doctor says, just you can't live in fear despite cancer survivors do. hope the cancer research keeps moving forward. if the shoe does drop, if it does happen, there's more research. we need more research. we have a lot of breakthroughs.

but we have so much further to go. you can't have something like acute myeloid leukemia that has one option and if that doesn't work, a bone marrow transplant. >> armor up, i say as i -- you have to armor up for life. when the doctors took my son away, put your armor on. you will be away from him for a year. they said, don't be upset. the more fit you are, the better you can fight. the more chemo you can get. that became my mission is armoring up for life to remind people that you may not have cancer. but every day how you live your life will determine how well you fight it. one in two men, one in three women. >> this is the first time we met. i have known your husband. he married up. >> he's my rock. he is my hero. he took care of me for a year. >> he's a good man for that. it's happening september 16 and 17 at eakins oval.

your window. we will have 75% coverage here. at the franklin institute there will be a big viewing party. >> there is. tea it's getting under way behind me. we got these protective lens from the franklin institute. what they are doing is taking the black protective film that's in the glasses or the lens that you have gotten from an official person and they are taking that and stretching them over these tents. the black film is acting as a canopy. the idea is people will be able to stand under the tent and look directly up at the sun. because it has that black film that canceled out 99.9% of the sun's rays, it's not going to be harmful for people to stand under the tent and watch the solar eclipse. on top of that, if you can believe there's more -- there's more -- they are pulling out sun spotters, like telescopes. they have projectors that will project the eclipse on a screen for people to see. they have collected materials for people to make their own

indirect solar viewing tool. indirect means your body is facing away from the sun and you are looking at the moon pass over it through a pinhole that you have made. people like 8-year-old kega n, she tells me she and her mom will watch with their own glasses. they waited for hours this morning to get the last of the solar glasses handed out at wills eye. >> didn't realize she wanted to see it as badly as she did. when i figured out she wanted to, i said, we must find those glasses. >> are you go leave they will on. >> leave them on. >> to experience it in person is different than on tv. hopefully, i will get glasses and i will be able to see something very special. >> hundreds of people waited in the line for their own set of glasses. it's very important to them to watch it in the first person. if you didn't get ahold of the glasses, this is the place to be in the grassy area of the plaza

right next to the franklin institute where they have all of the devices i told you about to keep you safe and keep your eyes protected as you view the solar eclipse later this afternoon. >> thank you. be careful out there. as we mentioned the franklin institute is one place to watch the eclipse. another is delaware museum of natural museum. people lines up at 7:00 this morning to get a wristband for solar eclipse glasses. the museum says this is one of the biggest crowds that they have ever had. you can watch the eclipse and get free glasses this afternoon at rowan university. their party starts at 12:30. about an hour from now. in the lehigh valley, kids can watch it indoors at the crayola experience and enjoy craft coloring and games. we will highlight local eclipse events throughout the morning. while philadelphia will see most of the sun covered, it's nothing compared to what those in the path of totality will

witness. jay gray is watching it all unfold in casper, wyoming. >> the anticipation, the excitement has been building now. just hours away from seeing this unfold. we are, of course, on a ridge overlooking casper, wyoming, right now. thousands expected to come to this prime spot to see the total eclipse. tens of thousands have come to the area just to be a part of this. not only from across the country but from around the globe. in fact, wyoming officials say by the end of the day today, their state's population, the entire population, could double. there could be a million people in this state just to watch the eclipse. the first glimpse will come in oregon. take a look at the sunrise there this morning. just spectacular. gets up and then in a few hours it's going to get dark again. then it continues to move across that path of totality. 70 miles wide from oregon through south carolina. here we will see the eclipse

later in the day. we expect it to last just over 2 1/2 minutes, when everything goes from daylight to darkness here. should be quite an event. here is what some experienced eclipse chasers have said about that moment of totality. >> it really gives you a sense of elation plus it's a humbleness to realize that we are so tiny and small in the incredible universe where we get to see this spectacular natural phenomenon. >> it should be an amazing event here. it looks like the weather is going to participate. we have seen clear skies throughout the morning. expected to stay that way through the eclipse here. should just be a fantastic show. that's the latest from here in casper, wyoming, i'm jay gray, nbc news. we saw what it looks like in casper, wyoming.

plenty of sunshine for us this morni morning. people were out walking and running before it gets too hot. it will be a warm one for anyone viewing the eclipse. >> the solar eclipse glasses and a bottle of water in the other. we like to see blue skies. we have the thicker clouds, they can obscure your view. that's not what we want to happen. i think for some spot areas, especially north and west, you may see scattered clouds around that 2:44 viewing time. that's for max eclipse viewing here in philadelphia. a lot of us are going to have good conditions as we get out there. a look at the scattered clouds. it's not all of our area. it's not even half. it's spotted over lehigh valley and suburbs and delaware into south jersey. where the white is, that's worse

off viewing than some of the clue clearer areas over the shore and suburbs in the east. the clouds are rolling from west to east. a lot of us, even if you are a bit obscured from 1:00 to 2:00, you might be better off from 2:00 to 4:00. if you have glasses, you should be able to see the eclipse. the start time is 1:21. we have scattered clouds out there. temperatures will be 85. 2:44, that's max eclipse in philadelphia. that's when we will see the sun obscured by the moon at 75%. still spotty clouds possible. this is a pretty good viewing. we're not talking storms, a blanket of clouds. overall, fairly good viewing. that continues until the end of the eclipse at 4:01. today looking fairly good. as we move forward, we are tracking some hot, humid conditions. more details and we will finish up building the solar viewers we have been working on in a bit. >> we will see you then.

and be careful and you glance up for a split second, you are not going to cause any damage. i don't want anyone to interpret that that they can cheat and take little glimpses throughout the eclipse. the exposure is cumulative. if you keep glancing, you will -- you may pay a price for that. once or twice by accident, i tell folks not to worry. >> i had a doctor say earlier that you are not going to feel it the way you would a burn on your hand. you may not feel it right away. it will come in time, the damage? >> right. initially when you look at the sun, your eyes -- you lose a bit of eye site temporarily because of the brightness. the damage from the solar eclipse is going to be more subtle. it really won't show up for at least six to 12 hours, if not longer to 24. initially, if you look up and you get a little more exposure that be you should, you will get temporary loss of vision which

should recover. the more permanent damage won't show up for a day or so. >> doctor, we thank you for your insight. pardon the pun. >> my pleasure. thanks for having me. let's look at radar and satellite. we are looking at a pretty good picture across our area. it's not perfect. perfect would be not a cloud in sight. but we have scattered clouds. some are high clouds, which means they are thin and you can see the sun through them. that's a good thing for us as we get ready for the solar eclipse this afternoon. the white is what we're watching. the puffs of white that you see on the board. the deeper the white, the puffier the cloud is. when areas like south jersey, we see clouds as well as a little sliver over pennsylvania suburbs. this is moving from west to east. we want it to move out before that viewing at 2:44 this afternoon. more clouds will generate in from the west. we will watch at least some

spots that may not have the best viewing. many of us are going to be okay this afternoon. here is the hour by hour showing us that little band of clouds i was talking about. this model isn't the perfect resolution. it's more spotty cloud cover than this. it gives you an idea that the clouds as we get to 1:00 p.m., the start time right around of the eclipse, that we do still have scattered clouds in place as we go from 1:00 to 2:30, same deal. scattered clouds across the area. we are not looking at a coating, blanket of clouds that would ruin our visibility. this is a good sign. west, we are seeing showers and storms generate. the good news is, it does not hit until after the peak timing is over. by 4:00, the eclipse is done with. whether we say 4:00 to 5:30, we will see showers and storms, not going to affect your viewing. we will start to see showers and storms, along the western edge of the viewing area. could have an isolated thunderstorm north or right

along sussex county. by tonight, that clears out. our viewing looks fairly good. the late afternoon, early evening some showers and storms to end our monday evening. temperatures, looking at 82 in philadelphia and in the pennsylvania suburbs. 81 in new jersey and 82 for the lehigh valley and delaware. look at the live camera. a few puffs of clouds. that's what we want to see for our afternoon hours. let's time out our eclipse in philadelphia. temperaturewise we will see temperatures right around still 84 around the start time at 1:21. the peak viewing is at 2:44. we may make it to 86. here is the deal. we're not going to get as much radiation because of the obscuring of the moon. the temperature may slip a little by the end of the eclipse. it takes time for us to realize here down at the ground that we are not getting that radiation. the temperature may slip in the afternoon, which is not typical for us. across the nation, there's the
