midnight. four people are in critical condition. it's unclear just how fast the train was going when it slammed into the parked train. one man on board explained the chaos. >> mitch blacher is live in center city the ntsb news conference will begin any moment now. >> what kinds of questions will investigators ask as they try to figure out what happened? >> reporter: this marriott has become the command center as we await that news conference. the question we anticipate them trying to answer is how that collision could have taken place when the train itself was equipped with train safety and slowing technology.

an early morning collision under investigation. one of septa's 26 cars crashed into another parked at 69th street terminal injuring 42 people. >> there should have been an indicator that there was a train on that track. >> the engineer says investigators will look at everything from the on board technology signed to avoid a collision to the train's latest inspection reports. automatic train control is supposed to slow or a train from speeding. he wants to know why it didn't. >> two of the things i would certainly want to check would be the operator and also the braking system. >> this morning we asked for the latest inspection records from the norristown high speed line. everything from track inspections to the passenger cars. regulators from the federal transit administration and penndot pointed to septa to provide them, but officials said they wouldn't be able to release them today. investigators will likely also look into passenger reports that

the car's stops before crashing at the 69th street terminal. leaf residue can sometimes cause brakes to slip. >> that suggests either a braking problem or either the braking itself or leaves or other low friction residue on the rail or if didn't brake until afterwards that suggests some sort of operator issue. >> reporter: our investigation finds the high speed rail cars have been running for 25 years. they were built between 19993 and 1994. septa hasn't told us how often they are. inspected with a maximum speed of 50 miles per hour the high speed title can be deceiving, but the 3 million passengers who ride the line each year are looking for a speedy explanat n explanation. as we said, the ntsb starting a press conference right now. let's take you to it live.

>> we're still awaiting some more members of our team. they are in enroute and arriving tonight. before i go any further on behalf of the ntsb, i'd like to extend our concerns to our family and friends affected by this accident and also like to thank the responders who have been working hard in response to this accident. the ntsb is an independent agency charged to investigate transportationen accidents, determine the probable cause and make recommendations to prevent the reoccur rans. like i said before, we're just arriving on scene. we're just starting to get our investigation started. here's some preliminary information that we have to date. at 12:15 a.m., septa train 155 struck an up occupied rail car while entering the 69th street transportation center.

preliminary report from local authorities indicate there were 32 passenger injuries and one train operator injury also. on board video recorders from the two rail cars involved have been downloaded and they will be sent to our vehicle recorder lab in d.c. for further analysis. the ntsb has brought an eight-member go team. each team member is an expert in different fields. and they will be collecting in their specific disciplines, which include mechanical, operation, signal and train control, crash worthiness, emergency response and human performance. throughout the next few days, ntsb investigators will work on scene to gather the details of the accident. our mission during this accident investigation is to understand not just. what happens, but why.

why it. happened and to recommend changes to prevent it from occurring again. we will not be determining the cause of this accident while we are here on scene. right now, we are just beginning the investigation so we do not have a great deal of information. we will keep you updated as we learn more. >> on scene is the media relations officer. members of the media can reach eric at 202-314-6100. i can take a few questions now. >> so when you guys are on scene, when can we get an idea of when there might be results from your investigation? >> we're going to be here on scene for four or five days collecting evidence. we will continue back at headquarters in washington, d.c. all the documents that we

collect, all the evidence that we collect, we're going to open up a docket eventually and that will become available to the public. in the docket will be our reports from each discipline. and then we'll finish the investigation nine 9 to 12 months from now and available to the public. >> our mechanical person is going to do a complete inspection of the train.

>> and he'll also be looking at the communications between the control center and the field. he will be look iing at the car themselves. what caused the injuries to the occupants. he will be look iing at the desn of the car, the crash worthiness, how they survived and perform during the crash. if there's any improvements to be identified. and we'll also have our operations. they are going to be doing interviews of the train crew. >> you describe the damage to the two cars or doesn't it appear to be a lot of damage to the back of the car that was there and the front of the car that was coming in. then aoife follow up.

>> we do a preliminary examination of the two vehicles. there is normsome damage inside. there's some buckling of the floor. but where the cars are situated right now did you want allow for a complete inspection to get underneath the cars. and there's some damage where we can look underneath and do a thorough examination and document any other damage we can identify. >> i know you can't speculate, but it appears not only here but in new york several trainen accidents in the last couple years all appear to be caused by speed. what would you say to train engineers who may be listening about your concerns about speed on the rails, which appear to be the cause of many of these cr h crashes. >> we're focusing right now on this investigation. right now, we're collecting all the evidence we can. make sure we don't lose any

parishable evidence right now. speed would be speculating, and i can't say that was a factor right now or not. once we get back to d.c. headquarters, we do a a full system comparison with others to see if we can identify trends. ien wouldn't say speed was a factor. >> this car that was struck, was that out of place or been there? >> right now, we're still collecting records. it was stationed there and parked there. there was no occupants or train operator. it's not unusual for septa to have trains ready to go or recover at different places along the rails. >> you're listening to a news conference at the ntsb on a train crash that injured 42

people. the big question is how a collision could have happened had that safety and slow iing technology. why wasn't it noun that the train was on the track. you heard him addressing that right there saying they are continuing to analyze that video and this happened at 69th street transportation center. second crash at that location in the last six months. >> no question it could take 9 to 12 months to determine the cause for the national transportation safety board. this is the second major incident to disrupt that terminal. in february several train cars derailed after a market frankfurt l train collided with two other cars on a loop track. four people hurt in that incident. a a preliminary report of the cause has not been release d by the ntsb. not surprising considering that 9 to 12-month timetable they talked about. early indications pointed to a problem with the mek that switches trains from one track to another. remember be the first to learn about breaking news in your area by downloading the free nbc 10

app. turning to our weather, we are dealing with storms in the region. but as the night moves on, storms are rolling in from the west. it makes it feel like summer out there. hot and humid. that is changing though. >> cape may, people on the beach beating the heat. the sea breeze feeling great, not to mention a dip in the ocean. krystal klei joins us with the latest on the heat, but also what we can expect when we move into tonight. >> you saw the storms coming in from the west. that was the heat advisory that is in place through 8:00 this evening. we're looking at the next thing to hit us and that is our first alert for severe storms. not over the entire area, but for berks county, the pennsylvania suburbs and an isolated chance through

philadelphia. although the best likelihood for these storms was going to be the lehigh valley. it starts at 7:00 to really is going to hit the overnight hours through 2:00 a.m. and these are the areas with we could see damaging winds, frequent lightning or small hail as a result of the storms rolling through. they have been strong to the west of us. as a result, you now see the severe thunderstorm watch has been put in place through midnight. we gave. the advance time to warn you in these of the potential for those strong to severe storms developing. there's that line. the reds, oranges, firing up. it will weaken some, but we're going to track it hour by hour and talk more about the heat when it comes to an end in just a bit. >> looking forward to that. a new dui law make it is

fleet says a number of remains of sailors were found in a compartment of the u.s.s. john mccain one day after the collision with an oil tanker left ten sailors missing. the navy released photos of recovery crews tending to unidentified remains. one has been identified as kenneth smith. nbc 10 spoke with his family today. lauren mayk is live where he went to high school. >> reporter: word has been spreading that one of their own was involved in that collision. we have heard from city officials thaer waiting for word just as friends and family are. kenneth smith's mother telling us that she has faith in his training. his mother in michigan says he was an rotc and moved to south

jersey with his naval officer father. a friend says he always wanted to go into the navy to follow in his father's footsteps. he was serving on the u.s.s. john mccain as it made its way to singapore. they are offering prayers and the search for the missing sailors continue. a a high school friend tells us kenny is super resourceful and if anyone can make it out of a blad situation, it's him. >> and we just got a statement in from his father. i will read you part of that. he says, quote, i want to thank all those who have, pressed concern and offered prayers and support as i await word from the navy on my son. i appreciate the courageous work of the crew in the aftermath of the collision and the ongoing rescue efforts. that is the father of kenneth smith here in cherry hill, new

jersey. still waiting for word on his missing son. live in cherry hill, lauren mayk, nbc 10 news. to the weather now. a brutally hot day across the area. humidity starts to drop. as that happens, we're keeping an eye on a line of storms moving in from the west. let's take a live look at i-76 from the presidential city apartments. traffic starting to build there. sun is still shining for now. >> plenty of people are out brave iing the heat on that atlantic city boardwalk. you can see the heat waves coming off the sidewalk there. our team of meteorologists are tracking the conditions. we begin with krystal klei who is tracking the threat of storms through some of your neighborhoods. >> that's right. one of the neighborhoods this is a live view with a few clouds. but this picture is going to be changing through the night and that line of storms to our west

moves in. so here's the view over our area now. those white puffs you see, a few clouds. we have issued the first alert from 7:002:00 a.m. that's the early hours of tomorrow morning. for the lehigh valley and berks county, the suburbs and even into philadelphia, although it's more isolated chance of a severe storm. developing. these areas we could see damaging winds or even some small hail and here's why. take a look at that line. this is a cold front that's moving in. so we have very warm, hot air and lots of moisture in place right now. and this colder air mass is is slamming right into it. that's the recipe even at night for storms to fire up. typically at night, that would be weakening set up, which is going to help us a bit. the possibility of stronger storms, as you can see the lightning that's moving past pittsburgh a lot of it coming our direction. that should weaken some, but nonetheless, if we track this

out, you see the timing right around 8:00. and i think this will continue into the overnight hours. take a look at the our model here. we take a look and this is within the last hour giving the stronger thunderstorms through the lehigh valley and chester county. from 10:15 through the overnight hours at 1:30, notice that most of these storms have weakened. the overnight hours, the cooling conditions helps to deenergize the storms instead of to strength b them. we have the possibility of anlated storm near philadelphia. the likelihood this will be in the form of showers and pockets of heavier rain and just some lingering showers. things are going to start to get better as we go into tomorrow. glenn "hurricane" schwartz, it's been a hot day. >> but at least it's a one-shot deal. yesterday it felt like it was 89

today, way worse. it's 92 degrees in philadelphia right now. officially one of the places getting some relief is atlantic city marina. 80 degrees, it feels like 99 in philadelphia. 102 in vineland. 9 in wilmington. 98 in trenton. and those are the official airports. take a look at some of these other sites. we can see some of these between 100 and 105 in delaware. southern delaware colors to the beaches, 104 degrees. nothing like that tomorrow. it's going to feel like in the 80s. 85 in fairmont. 80 in reading. and lots of sunshine with 83 e degrees.

changes to the animal cru cruelty law gez into effect next week. the governor is joined by furry friends at the humane society to highlight the laws. changes include regulations on tettering animals, new protections for horses and increased penalties for animal abuse. >> for far too long, we have heard stories of neglected animal because of deplorable treatment and horrible conditions. once again, that all changes on monday. >> the governor says cracking down on animal abusers makes all of us safer because studies show those who abuse animals are much more likely to abuse children or commit domestic abuse.

checking on passengers and the most numbers of those rushed to area hospitals. he's live at penn presbyterian in university city. >> two cases were already treated and released, one of those the train's engineer. >> reporter: that is correct. septa did confirm that information for us. we have been asking making calls through the day, but we have yet to learn the engineer's name or if he may have possibly hired an attorney after the early morning crash that sent 42 passengers to 6 philadelphia area hospitals. still visibly shaken. >> the driver was bang. ed up. there was one bleeding out of her face pretty bad. >> reporter: one of the hurt passengers applauded the work of paramedics and first responders. some 20 emergency service units arriving moments after the train hit the trolley car. >> they are pretty responsive.

a level one trauma unit. >> a trauma surgeon said thankfully his team found no sign of concussions or broken bones. >> so mostly limbs. so numbness to the limbs, which a the end had no cause that was found from brain injury or spinal injury or nerve injury. so things that were just consistent with bumps and scrapes. >> the victims all came unconscious ib colluding the engineer. >> he was jammed up, but it wasn't his fault. it was because of the brakes. >> reporter: rigorous icu disaster response drills keeps the medical team prepared. >> e we also do simulations every other week for rare types

of trauma or icu emergencies. it's important to note we reached out to all six hospital systems caring for the trainen accident patients today to ask their current numbers on who has been admitted and also who has been treated and e released. two of the hospitals didn't get back to us on how many patients remain hospitalized tonight. i'm cydney long, nbc 10 news. turning to the weather now, we have issued a first alert. hot, hot, hot. plus we are tracking storms moving into the area later tonight. taking a live look at boat house row. it feels like 100 degrees in some places. let's go to center city right now near city hall. hot and humid out there. cooler temperatures are expected tonight with a threat of severe storms. >> let's take you to another part of the city right now. logan circle where i'm sure there are tons of people packed around that fountain right there. traffic beginning to build on

the parkway. meteorologist krystal klei is here. a lot going on in the weather department today. you're tracking heat, humidity and a e severe storm. >> that's right. we're looking at the threat of all of those. the heat we have been dealing with already. we had a first alert out for today. that is what e we got today and are still getting in some areas. now we're turning our eyes to this first alert. the lehigh valley has the best chance of a few storms firing off. the suburbs had the potential and philadelphia could see an isolated strong to severe storm. in the period from about 7:00 p.m. to 2:00 a.m., and i really think the best time slot is going to be as we get to 10:00 p.m. and later because we are still looking at the line entering the western part of pennsylvania so has a ways to go. this could bring frequent lightning and small hail. this is mostly north and west of philadelphia. look at our radar and satellite

video will catch the suspect. he stabbed a clerk in center city on sunday. police say an argument over the price of cigarettes led the suspect to pull out a knife. he jumped the counter and stabbed the clerk. the clerk fought him off and will be okay. homicides are up 8% compared to this time last year. >> your investigators were the first to tell you the city is pace for a five-year high in murders and some on city council are listening. they held a meeting on gun violence prevention. it included leaders from around the city all with one goal. come up with new ways to prevent gun violence in philadelphia. >> we want to restore the confidence in our citizens here in philadelphia that we want to stay on the case so they can be safe in their homes. they. shouldn't be held hostage in their homes. >> you can watch the nbc 10 investigators reports on gun

friday a new dui law takes effect in pennsylvania. drunk drivers will have an option after being caught for the first time. first time offenders get their license suspended for a year, but now they can choose to keep their license and have an ignition lock device installed in their car. >> a look at some of the the stories making headlines county by county across the region today. an online sting to find sexual predators has landed two montgomery men in jail. they were taken into custody

last week. they are facing sexual assault and other charges after they separately engaged in online communications with undercover detectives posing as minors. take a look at this. a woman using a a child to help her steal a bag of money from a a chinese restaurant. this happened in camden. video shows her picking up the little boy, putting him on the counter and tell him to go through the small window opening to grab the money. kids in wilmington will have a new place to play. a ribbon cutting ceremony. the park was designed by the community and the city. they took $300,000 and renovated old playground. equipment, fencing and paved path wways. they also added benches and picnic areas. take a look at this. a couple is pleading for the safe return of their dog. someone stole the dog.

the cool temperatures headed our way. let's start it off with krystal klei. >> i have to be the bad news. let's lock at pennsylvania. it's a pretty pick now. blue sky overhead, but this picture is going to cloud up with storms moving through as we get into tonight. not everyone is going to get storms across our area. even in the shaded yellow area, it may be more spotty storm activity. but a storm or two may turn severe. which is why we issued the first alert. a severe thunderstorm watch was just posted. we put it out yesterday to warn you currently, we are clear. an isolated chance for a thunderstorm to roll through. here's that line of storms. this is a cold front firing off a lot of lightning just to the east of pittsburgh. and it's this area of storms that's moving our direction. but it still has a ways to go,

which is why the forecast is more so overnight, not in the next few hours. here's the timing looking at 9:00 by reading. and philadelphia hour by hour model. it shows the same basic idea. theest thunderstorm chances are in berks 45. we continue from 10:45 through the overnight hours. this is 2:00 a.m. an isolated storm further south. then it clears out with some lingering showers possible on south jersey and the shore tomorrow morning. but overall once the storms move out tonight, things look a lot better by tomorrow. i know right now it's still hot out there. >> the hottest of the day. officially 92 degrees, but look at the beaches. the pmarina only 80 degrees.
