was. maybe somebody in the neighborhood. the winner took take the payout over 2 years. or get a $443 million payout with that one lump-sum payment. the reason you still want to check your tickets this morning even if you're not from watertown, massachusetts is that there were six $2 million winners and 34 $1 million winners. we don't know whether it was one persona family, a group that bought that single ticket. but clearly with a check this big, it not only has changed their lives but changed their family's lives for generation. >> that's a lot of cash. >> i read on twitter somebody that said, maybe it was tom brady who bought the ticket. >> people would love that. also breaking overnight harvey a tropical storm as it bears down on the golf course. it could bring record rain and widespread flooding to the region. al is tracking the path. he's on the road in minnesota. al, we're looking at your pap

here in the studio of that region. there's an awful lot of orange and red on that map. >> there's a lot of moisture. what there isn't are big steering currents to bring this thing onshore and up and out. we're going to be talking about harvey into next week. all right. so right now it's 425 miles south southeast of port o'connor, texas, 45-mile-an-hour winds. north northwest at 12 miles per hour. we expect before it makes landfall it will probably strengthen to a category one storm making landfall sometime saturday morning with 85-mile-per-hour winds. of course the winds are an issue, the storm surge is an issue. what's really concerning is this thing is going to just hang out there right along the texas golf course. you see monday morning at 1:00 a.m., it's still there. we right now have hurricane watches, warnings i should say and tropical storm warnings all along the texas coastline and especially from port mansfield.

also from port mansfield to san luis pass storm surges. look at rainfall. isolated amounts of 5 to 7 inches or more and widespread swath of anywhere from 10 to 15 inches of rain before this is all over. so massive flooding. the big concern is it may actually start to drift a little further east. louisiana comes into play, new orleans where they are having those pump problems. this going to be potentially a catastrophic flooding situation. we can't stress this enough. we'll continue to track it. this is going to be a very big deal for a very long time, guys. >> all right, al. we'll see you with your local forecast in just a while. >> a lot more to get to, including the president taking a different tone late night speech in nevada than what we heard from him the day before in campaign rally. peter alexander at the white

initially indicated by twitter, would include authority to kick transgender troops out. this would bar pentagon from recruiting transgender, cut off medical payments for those serving. "wall street journal" reported white house memo expected to be sent to the pentagon in the next several days. press secretary sarah huckabee sanders says they will. >> after the threat of a possible attack forced the cancellation of a rock concert in rotterdam, they had to call off the show wednesday night after spanish police tipped off dutch authorities about a terror threat. hours later police stopped a van near that concert venue that contained gas canisters. the driver being questioned by police. earlier this morning a second suspect taken into custody during a police raid an hour south of rotterdam.

that caused severe hearing loss for u.s. diplomats at the embassy in cuba is far worse than originally thought. the state department said multiple u.s. agencies are now investigating and they are very concerned. >> we are working and have been working to provide our staff and u.s. government employees with the best medical attention we can provide to them. >> possibly due to exposure of ultrasonic sound waves, reportedly suffering from mild traumatic brain injuries and possible damage to their central nervous systems according to cbs news which said it reviewed the medical records. nbc news has not independently confirmed these reports. the apparent attack unprecedented according to u.s. officials. >> we have not seen this type of activity take place before. >> reporter: doctors say acoustic attacks could lead to significant medical problems. >> if we get exposed to noise whether we can hear it or not hear it and exposed over a long period of time it can affect our health.

we don't know how much effect it causes. >> reporter: officials are trying to who may be responsible. state-run tv, cuba never would allow cuban territory be used for any action against accredited diplomatic agents or their families. but americans say the cubans are accountable for the safety and security of u.s. diplomats in their country. >> we hold cuban authorities responsible to find out who is carrying out these health attacks. >> reporter: former spies and intelligence officers tell nbc news it appears this may have been a misuse of cold war era technology, but it's unclear who exactly was responsible. american diplomats weren't the only ones affected by this. the canadian government said some of its staff may have been victimized. matt and savannah. >> all right, gabe. thank you very much. now to dramatic images out of st. louis. a car driving through a group of protesters who had been blocking the street. the demonstrators were marching last night in response to the

police-involved shooting death of a transgender woman there earlier in the week. a few people tried to stand in the way of the vehicle as it drove down the street and it kept going. a few protesters reported minor injuries but refused medical attention at the scene. police stopped the driver and he was taken into custody. at least 12 people dead, dozens others injured amid extensive flooding, driving rains and powerful winds that reached 100 miles an hour. in macau, researchers search for cars that may have been trapped as crews restore power to thousands of residents in that city. in the meantime at least eight people missing after a massive landslide in the swiss alps caught on camera. sent mud, rocks into the italian border. about 100 people had to be evacuated from the area. now rescue crews using helicopters to search for the

investigation. nbc's lucy kafanov has that story. good morning. >> reporter: matt and savannah, good morning. those videos taken at a cheerleading camp. you can see the girls forced into painful positions. now they are sharing their stories as school officials placed on leave. shocking new video released overnight by nbc affiliate kusa shows teenagers crying out in pain. cheerleader at denver's east high school are seen being pushed into splits over and over aga again. their arms and legs held down by teammates. >> videos recorded back in june during first week of cheer camp. now they are investigating incidents involving multiple cheerleaders. alley wakefield, incoming freshman said she was forced by the cheer coach into this excruciating position.

she's one of the cheerleaders and mothers who spoke exclusively with kusa. >> i didn't expect to have to do elevated splits and be forced into it. he was pushing down on the back of my right leg. he was pushing with his other knee on my back to try to keep my posture straight. >> this is a grown man pushing my 13-year-old girl so hard against her will while she's crying and screaming for him to stop that he's ripping tissue in her body. >> reporter: she sent an e-mail to the director on june 15th. >> i don't understand why this man is still employed there. >> reporter: the cheer coach, as well as the assistant cheer coach high school principle, assistant principal and deputy counsel have all been placed on leave while the incidents are being investigated. a standard practice in an investigation of this type that does not comply or prejudge in any way the actions of individuals or what the

investigation might determine. the coach telling kusa he had seen one video not the others and learned this growing up. released a statement in part, the itages and actions depicted ar extremely distressing and absolutely contrary to our core values and public school community. while this investigation is ongoing we are entirely focused on ensuring our staff and students at least are receiving the support they need. the investigation is ongoing. this morning many parents in the school district and across the country are waking up with new questions and concerns about their kids safety and how much is too much when it comes to sports. matt, savannah. >> i think that is over the line of too much right there, lucy. >> hard to watch that. >> thank you very much. also this morning a lawsuit has been filed against the owners of a texas parking garage where a woman's car fell seven stories and slammed to the floor below. here is nbc's jacob rascon.

>> reporter: it was the moment she thought would be her last. >> my car went straight down. it was just the most horrific thing. >> free-falling seven floors, bouncing off concrete after accidentally pressing the gas instead of the brake. >> good samaritans came out of nowhere. i was covered in blood. i said if you would please call them so i can tell my daughter and husband good-bye. >> more than a month after the horrific accident christy and her attorney filed a lawsuit against the owner. the suit claimed the owner knew it wasn't safe, required stronger barriers and they crashed through dangerous, dilapidated and in need of upgrade and repair. they are seeking $1 million in damages. >> we obviously want to make

sure she's compensated for her injuries and medical expenses. but we also want not only this parking garage to understand the consequences of failing to maintain but all owners of parking garages. >> i can damn sure make sure that no one else -- no one's daughter, no one's wife, no one's husband ever has to get that phone call. >> last year another car drove over the edge of the same parking garage dangling by a cable. that driver climbing to safety. >> and the fact that this already happened once already, this is just horrific to me. >> reporter: reached by phone, the owner of the garage company hung up on nbc news. other calls to dtt parking have not been returned. recovering from a broken back, sternum, ribs, elbow and ankle has been excruciating. but thanks to the kindness of strangers. >> i hope -- i hope i get to say

"the wall street journal" reports that according to u.s. officials familiar with the document, new guidelines give defense secretary james mattis six months to prepare the ban and will allow him to consider a service member's ability to deploy in deciding whether to kick them out. the two and a half page memo also calls to deny admittance to transgender individuals and stop spending on medical treatment for those currently serving. the twhous declining to comment

♪ >> reporter: a short while ago buckingham palace confirmed the death of diana princess of wales. >> midnight, a car accident that stunned the world. inside this mangled vehicle was princess diana. these are some of the last images of diana with her boyfriend dodi al fayed. they leave by car heading for dodi's apartment. ominously the driver henri paul had been drinking. twenty minutes after midnight, their mercedes traveling 75 miles an hour hits a pillar in a tunnel. the doctor and his american friend arrived on the scene 30 seconds after the crash. >> as we got into the middle of the tunnel, we saw there was a car accident that just happened, a very severe one with a large black mercedes that had hit one

of the pillars and had turned around completely 180 degrees and was facing the other direction. >> at 12:26, the doctor calls the emergency services. another witness described holding diana's hand. after nearly an hour paramedics rushing to save diana's life rushed her to the hospital. 4:00 a.m. paris time diana was declared dead. how was perhaps the most famous woman in the world let so unprotected. allegations and recriminations quickly followed. diana's vehicle chased by paparazzi. some were arrested at the scene. did that pursuit help cause the crash? paint from another vehicle was found, a white car. >> we have only one paint, it was for fiat we know. >> the colonel identified it as a fiat owner. >> the right side of mercedes i can identify a small paint.

a demonstration, small contact, light contact between this mercedes and the car. >> reporter: his analysis showed there was small contact with the fiat uno and the mercedes. it was never found inspiring conspiracy theories diana was murdered. the one survivor of the crash, the bodyguard, trevor jones, apparently believe it was an accident that could have been avoided. his lawyer blames the hotel and the car company, both controlled by dodi's father. another theory was that diana was engaged. dodi bought a ring the day of the crash. but trevor's father said it was dodi's father who pushed sup stories. >> i think trevor jones was pressured by mohammed al fayed to say many things he did not remember or did not know. one of the things is that diana was pregnant. >> was diana pregnant?

the possibility was later ruled out by a british coroner. but richard said she did have plans. >> she wanted to make changes. a lot of people talked about her living in america. >> one of the last people to see diana live, on night duty of the french interior ministry. he was the first to open ambulance. >> she was very quiet. >> as he looks back over 20 years, what stands out most was that diana had been able to create her own life after the divorce. >> she was a symbol, a symbol of free woman. i think about that night and the accident that claimed her life, it was such a banal way for someone who was such an extraordinary figure to die. diana seemed too big a figure to die in such a humble way. >> for today keir simmons, nbc news, paris. >> the anniversary is coming up.

only one booth i'm aware of that actually brines them, roasts them to order with fresh legs as opposed to commodity, texas steak out on the north end of the fairgrounds. that's nice turkey. >> that is very smoky. >> as al knows. >> the corn is really good. >> fantastic. this fair was birthed and fed by all the church dining halls, right? it was originally the 4h aspect of it, the politics aspect of the state fair, 160 some-odd years old are still relevant today with incredible wpa buildings. the dining halls are going out of fashion but wild rice meatballs, it's a two napkin -- >> wild rice. >> cranberry, swedish meatballs with mashed potatoes served up by real minnesota grandmas. >> you're in a church basement now. >> that's good. >> wow.
