needed for the young woman who police say was disoriented, bruises and covered in blood. a neighbor says he went to high school with mal. >> and not a good kid. >> reporter: the 24-year-old seen here in facebook photos is now charged with multiple counts of sexual assault. a different story from the people who answered the door here. they say they were home at the time and didn't hear anything. >> watched the ball game. and mother was downstairs. >> reporter: because social media captures so much of people's lives it can play a role in the way sexual assault prevention is taught donyell mun near responsible for empowering victims in south jersey says taking action saves lives. >> sometimes it is a matter of making one phone call of someone stepping up and saying that's wrong. >> reporter: malis still here at the camden county jail and will face a judge on tuesday to see if he can get out on bail before

his trial. drew smith, "nbc10 news." in bucks county, another type of technology used to make arrest. police say a victim of sexual assault sent a text message to 911 while trapped in a bedroom. bensalem police used the phone's gps to find her and arrested christopher hen i gan charged with rape, and terroristic threats. a philadelphia police officer is charged with taking bribes. prosecutors say sergeant brian smith took money everybody two local towing companies and gave them confidential information on accident locations. prosecutors say smith got more than $20,000 over 11 months. he's pleaded not guilty and suspended from the department. now the latest on a boy scout leader charged with sexual misconduct with minors. steven pillar is out on bond tonight. this morning he turned himself in to police and arraigned. police we spoke with who know hip say he's a quiet guy, pretty much kept to himself. >> he never came off as like

weird. he seemed like a normal guy. usually those are the uns you never expect. police have been investigating pillar since march and say the abuse happened to three boys all connected to pillar through boy scouts between 2008 and 2015. pillar is no longer a member of the scouts. also tonight, shut it down. those are the words from pennsylvania senator bob brady. he says until we know what caused two different train accidents on the high speed line, it needs to stop running. 11,000 people use that line every day between the norristown transportation center and the 69th street station in upper darby. brandon hudson is live there tonight. he had tough words for the people investigating these accidents. >> reporter: he certainly did. bob brady said he would like to see this thing shut down until they get answers and they want to shut down the train line in favor of shuttle buses which would mean less people walking

in here and more people waiting down at the bus stop. another late but busy night at 69th street station. this is a snapshot of the 11,000 rider who's rely on the high speed line every day. like this woman who returned from a shopping center. it may not be a smooth transition. >> going to be chaos. >> reporter: how long will it take you? >> hours. the bus ride is already long. >> they should shuttle bus it till we find out what happened. >> reporter: bob brady made that declaration in front of nbc10 cameras today. he didn't mince words in his message to investigators about answers to tuesday's crash at 69th street station. >> get off your butt. we don't need to wait six months or a year. >> reporter: he said he and the mayor haven't spoken to investigators since the tuesday morning train collision hurt more than 30 people, the second crash in six months. a septa spokesman told us all 26

cars at 69th street passed a post crash inspection and septa lowered its speed limits going into 69th street and going into the terminal. >> i don't see why you have to shut the whole line down just to talk about 69th street. >> which would add at least a half hour to my commute. and it would cost a lot more money. >> reporter: septa said it would not shut down the train line unless directed by the ntsb. we may not get answers to what happened to this crash till next year. brady said investigators should have had answers yesterday. live in upper darby, brandon hudson, "nbc10 news." also in delaware county tonight, the search for an upskirting suspect. upper darby police are looking to arrest jose cedillo for taking video up a woman's skirt. thieves are stealing from habitat for humanity construction sites in south jersey. police say two sites have been hit at least three times.

putting a stop to construction. the burglars are taking expensive power tools, adding up to about $5,000 worth but habitat leaders say they're also stealing precious time from families ready to move into the homes. >> we're changing lives and you're going to take $1,000 worth of tools. go to the church and take money out of the collection plate. >> reporter: police are collecting with local pawnshops to see if it ended up there. a school is responding to racist graffiti on its property. two local organizations hosted a town hall after the vandalism was discovered at herbert hoover elementary last week. they found graffiti at a naesh apartment complex. the school is called stockton university. tonight the statue of richard stockton is no longer in the library. the college says it was moved temporarily. stockton was a signer of the declaration of the independence and a slave owner. stockton says the statue will you return later as part of an

exhibit about the controversial figure. we continue to cover the controversy of frank rizzo today. today the office of arts, culture and creative economy sent a letter asking the community for feedback. critics called him racist and want the statue relocated and have till september 15th to weigh in online. well, eagles hung on to win a thriller against the dolphins tonight in south philadelphia. you saw it only on nbc10. it was the birds' third pre-season game which is considered a dress rehearsal for what to expect during the regular season. thousands of fans enjoyed tonight's game at the linc. that pails in comparison to the number of people philadelphia welcomed for the nfl draft. the 250,000 who filled the parkway this spring spent $95 million in the city. nbc10's keith jones live at lincoln financial field. keith, the city and a lot of

teenage a look at there. someone tossed a fire work into a south philadelphia takeout restaurant that set off an explosion inside two weekends ago at the new dragon city restaurant near fifth street and washington avenue. there you see a group running from the building. no one was hurt and police are still looking for the group responsible. nbc10 has learned new details about a boy who accidentally shot himself. his grandfather tells us the gun did not have a safety lock and was not put away. the 11-year-old-year-old is in stable condition tonight. he got hold of the gun early this morning and shot himself in a bedroom at his south philadelphia home here. there were four other children inside the house at the time. neighbors are stunned. >> it's scary that a chide has access to a handgun that isn't locked up. >> i just feel horrible for the parents going through that and for the child. >> right now police say no

charges will be filed against the gun's owner. philadelphia sheriff's office is reminding families they offer free gun locks, no questions asked. just come to their office at 100 south broad street any weekday during business hour prpz. tonight the u.s. is trying to identify a boy claiming to be american in a new isis propaganda video. in the video, the boy claims to be the 10-year-old son of a u.s. soldier who moved to syria with his mother two years ago. he also tells president trump "the battle will end in your land." nbc news has not verified his name, nationality or his whereabouts. here at home, the father of a cherry hill sailor killed in a battle ship crash is thanking the community for its support tonight. the navy confirmed it found kenneth smith's body, one of ten missing after a crash between a destroyer and tanker sunday off the coast of malaysia and singapore. his friends from cherry hill east told us today they were

lucky to know him. >> as a friend, kenny was you know, he was there by your side no matter what. >> earlier today, the navy suspended its search for the nine other missing sailors. the battle inside a republican party is intensifying tonight. leaders are sparring with the president over his threat to shut down the government if he doesn't get funding for a border wall. and the president is attacking some of those gop leaders by name on twitter, he took direct aim at house speaker paul ryan and senate majority leader mitch mcconnell. one senior administration official tells nbc news, mr. trump sees the tweets an as a tactic to hold lawmakers feet to the fire. now republicans are firing back. >> i don't think a government shutdown is necessary and i don't think most people want to see a government shutdown, ourselves included. >> shutting down the government would be a terrible mistake, completely counterproductive. >> tonight one official says they'll try to work out a

compromise to keep the government open. tens of thousands of people are under a warning tonight as harvey whips itself into a major hurricane. the warning to people living along the texas gust koefl. get out now. evacuations have jammed this interstate headed towards san antonio. harvey is increasing in intensity and could be the fiercest hurricane to hit the united states in almost a dozen years. it has the potential to bring up to three feet of rain and 125-mile-per-hour winds. we learned tonight members of the philadelphia fire department are headed to texas to help if needed. now to our weather here at home. erika martin is here. you're tracking some rain and more beautiful weather for us. >> yeah, a gorgeous stretch. capital wait for in that. this weekend will be ideal. today was. temperatures topped out at 82 degrees in philadelphia. currently at 71. 79, that was your high in allen fwoun and atlantic city, your high for today, 83.

currently at 66. vine land 63 for you along with trenton. wilmngton at 65 and dover at 67 drgz. comfortable night across the entire valley. neighborhood headlines include around the philly metro area, lows mainly in the 60s. clouds by sunrise. but then mostly sunny by 10:00 a.m. we like that. north and west of philadelphia, we are seeing lehigh valley and burks county. it looks like overnight lows mainly in the 50s. some low 50s and a chance of isolated showers between the hours of 3:00 a.m. and 6:00 a.m. and now south and east of philly, i have made some changes. mainly in the 60s overnight. a few 50s especially around vine land. isolated showers possible for new castle and salem counties. i don't want to exclude gloucester county either. dry after 7:00 a.m. satellite and radar image picking up on greens on the screen just moving into berks county, lehigh valley.
