burr for some in the strike zone, there's nowhere to go. >> we don't have the money to take that ride out of town. >> those preparing as best they can. >> plenty of canned food, just the essentials. >> bracing as hurricane harvey inches closer to the coast. the national weather service forecast is call iing for 32 inches of rain here over the next several days. jay gray, nbc news, victoria, texas. from victoria, let's take a live picture at corpus christi, texas. you can barely see anything. the storm clouds coming in, the rain coming down. the texas gulf coast, by the way, is home to many of the country's oil refineries. it's not just neighborhood homes, it's also businesses that are in danger of major damage. >> meteorologist erika martin is

tracking harvey's path. >> hurricane harvey has been upgraded to a category three. we're talking about wind speeds between 111 miles per hour to 129 miles per hour. so the deal is once it makes landfall, it will be a category three. it's currently moving very slowly. northwesterly at 10 miles per hour. and the current pressure is 943 milliba millibars. it's deepening, in other words, it's continuing to intensify. now notice here saturday at 7:00 p.m., it will be downgraded to a category 1, it's pretty much going to hover around the area right around the gulf of texas for the next 72 to 96 hours. and even by next week, tuesday at k a.m., this will still be a tropical system. why is it that?

it's because it's feeding off all the moisture in the gulf. temperatures are mainly in the mid- to upper 80s. so a lot of fuel for hurricane harvey to continue to. develop. so what do you need to know? >> it does spread the width of the hurricane force winds. in addition, we're expecting 12 to 15 feet storm surge. tornado watches and warnings have already been issued as rain bands start to move on shore. it does stall inland and it spins for 72 to 96 hours. as i just mentioned, tapping into the gulf moyisture and it will continue to be a tropical system through next week e. coming up in a bit, we have more on hurricane harvey and i have your ten-day forecast because on the bright side here locally we have a fantastic weekend ahead. back to you. nbc 10 is in contact with a business owner in corpus

christi, texas. he says he's afraid to leave because he won't be able to get back. >> a lot of business owners are staying downtown. we live in a pretty secure building. this building rose out celia. they did some major upgrades to this place. it's really a great building. we're going to stick it out here and hopefully everybody is safe. >> the first impact from hurricane harvey we're likely to feel will be at the gas pump. >> the storm is expected to boost prices. we'll shut down until harvey passes.

it could disrupt and cause prices to jump across the country. we're just getting started with our coverage of this major storm. at 4:30, nbc 10 is monitoring local emergency shelters on their way to texas to help with hurricane harvey. and at 5:00, we'll take you to one of the areas right in the path of the hurricane's eye. >> now to a warning after a woman was abducted when e she got off the bus. according to police, it was taken moments before a man tried to drag a woman into an empty lot on tuesday. the woman told police she got off the bus at broad street. police say he decided to grab her and struggled and did get away. other bus riders are on alert. >> you have to be smart and safe and be vilk lant about what's

going on around you. >> as students are heading back to campus, there's new technology. what you can wear to stay safe. the home is located on 23rd street near indiana avenue. the two thieves opened fire when the woman tried to get away. police caught up with the suspect a few blocks away. the death toll is expected to rise after an attack at a mosque in afghanistan. it comes as the united states prepares toen send fresh forces into the war torn country. at least 20 people killed when militants stormed the mosque in the afghan capital of kabul.

more than 50 others were wounded. many of them children. the mosque was packed with worshippers attending friday prayers. the attack comes just days after president trump said the u.s. would be sending more boots on the ground to afghanistan. the top u.s. commander in the middle east denounced this week troops will arrive soon. >> president trump is claiming he has one of if not the most productive administrations in u.s. history. today he tweeted, quote, few, if any, administrations have done more in just seven months than the trump administration. bills passed, regulations killed, border, military, isis. >> the navy has identified a second victim of this week's crash involving a destroy er ner singapore. heavy an electronics technician

from connecticut. yesterday the navy first confirmed it found the remains of electronics tech kenneth smith from cherry hill. ten sailors vanished with u.s.s. john mccain collided with an oil tanker on monday. >> they can tend to business in washington. maine nen says asked to attend votes. opening statements are set to begin on september 6th. the impact of the violence in charlottesville, virginia, is being felt on a local campus. britain mar college is bringing references to one of its founders saying she advanced racism and anti-semitism at the university. the president says the school will begin getting rid of references to them as soon as

possible. several buildings on campus in the name, the vie. leapt protests in charlottesville affected the decision. today workers in charlottesville put up a new tarp over the controversial statue of confederate general ro letter e. lee. the first tarp was vandal liezed. it was a way to mourn heather hire, a woman who died there earlier this month. she was killed during that counterprotest against white nationalists upset about the planned removal of the statue. president trump was criticized after suggesting both sides share responsibility for the deadly violence. a rude awakening for folks in a delaware county neighborhood. a police chase came to a grinding halt. the chaseneded with an suv crashing here. we're still working to find out where the chase started and why. new details in the case of sneaky thieves stealing from construction sites in south jersey.

aaa announced they are donating $500 to help the salem county branch replace stolen stotools. police say the two of the sites have been hit at least three times. in every case, expensive power tools were taken causing workers to stop construction. let's take a live look outside in philadelphia's 35th street station. a traffic alert. part of the avenue shutting down for bridge work. the work is expected to take two years. a vox wagon engineer learned his fate for his role in the diesel e emissions scandal. prosecutors say lang knew they used software to cheat u.s. e emissions regulations on more than half a million vehicles. 20 minutes of nonstop news

continues with a crackdown on drunk drivers. a new law changing the punishment for first time offenders. the law now requires an ignition interlock on the cars of first time offenders with a certain blood alcohol content. pennsylvania is one of the last states to require the legislation. 48 to be exact. steven fisher spoke to mothers who have been pushing for this law for several years. >> how a driver over the 37 years of the existence, countless lives have been lost, but malcolm says they have made a breakthrough. a blood alcohol content will be

neighborhood where they dropped off a big batch of school supply ises. students will return to class on september 5th. today's drop off is part of the nfl alumni annual youth of america week. wide receiver nelson aguilar is getting in on the act as well. he handed out 100 backpacks to students at the complex in south philly. and he also found some time to try his hand as an nbc 10 reporter. >> what's your favorite thing to do at recess? >> play basketball. >> good question. they have a career as an nbc 10 reporter. aguilar donated the backpacks he handed out and filled them with the school supplies. today a recently fired new jersey transit compliance

officer told lawmakers he was terminated for raising safety and other concerns. he called the agency, quote, a run away train. he sent it to an oversight committee for the inadequate staffing levels. failures to outdated policies and testing practices that included give iing workers answ. he was told not to write any of his concerns down in memos because they could be turned over to the public. he was hired early this year as a compliance officer and fired in august. a live picture from south padre island, texas, as hurricane harvey gains strength. the storm grew to a category three hurricane a little over an hour g ago. it's expected to make landfall as of late tonight or early tomorrow. conditions worsening along the gulf coast. mandatory evacuations for seven

counties on the coast. the governor activated 700 members of the national guard. >> fortunately we are not dealing with what's happening in texas. meteorologist erika martin is tracking our pleasant weather. she's also keeping an eye on harvey. >> you brought up earlier how will we will affected by harvey. i do think we will be affected in some capacity later next week. i'll show you just one moment. but right now currently harvey is category three hurricane. this is an expansive system. that's twice the width. this is why hurricane harvey is

going to sit and linger right around the coast. 72 to 96 hours. this area of high pressure way to the north is building this bridge that's going to be a strong ridge and keep harvey just kind of dwindling around the area. not moving very much for the next several days. tracking harvey and how it will affect us here locally to time this out. we see some showers and remnants. it will start to weaken and move eastward. as it does, it's going to allow some moisture to work into our area, but that's not going to happen until at least tuesday or wednesday. so we do have a fantastic weekend with lots of sunshine. and current temperatures right

take a look at this. video shows a pair of burglars inside a london jewelry store. police say they crawled in through a hole in the wall using a crowbar and a sledge hammer. there they are peering out of that hole. they collected items like gold and diamond necklaces, bracelets, pendants, earrings and bagged up the stolen goods and left the shop through the

same hole. you may have seen the weather phenomenon noun as a water spout. >> how about a double water spout? this was spotted off the coast of florida's gulf coast today. the water provides near perfect conditions for spouts to develop, but they are a bit more rare. they are potentially dangerous if you get too close. let's take a live look from galveston, texas. that water just churning out there. not much buffer between the gulf and the land there. people just heading out. nbc 10 tracking hurricane harvey. the eye of the category 3 storm is racing toward the coast right now. right now, more on hurricane harvey and how it will eventually affect us here locally in the mid-atlantic. coming up in just a bit, we'll track this for you as it works its way towards our area by later next week. help is on the way for

this is a live look at corpus christi, texas. rather this shot is from galveston. both bracing for the storm. you can see the water is out there in the gulf. you see a lot of people on the roads. that's because many are trying to get out of dodge. and head further north to safer ground. here's what we know. it has strengthened to a category three storm. the national weather service issued a warning today that parts of texas may be uninhabitable for weeks or months after the storm. they have asked president trump for a federal disaster declaration. that means they can get funding quickly. in the meantime, folks are ride ing out the storm because they have no other choice. >> my parents are pretty old. financially, we don't have the money to go ahead and take that ride out of town. >> maybe the mobility either.

several cities have been bringing in sandbags and extra water and other items ahead of the storm. help for harvey. >> they get involved with the relief effort. deanna durante joins us live from the red cross in center city with more on answering the call to serve. >> they are pitching in as well. >> i know we're expected to get between 10 and 20 inches of rain some time between today and wednesday. >> they haven't even talked about the wind, flooding and

power failures harvey is expected to bring. they are working with the recreation department. it could be used to help hundreds of people who are flocking her way. >> traffic is pretty bad right now. they are sending volunteers. in philadelphia phones are ringing. folks here and in texas were already looking for help. >> we have started to receive calls from people who don't have the capacity to escape their home. >> this is one of the few call centers in the country and today is a nationalen center through the duration of the emergency. they need people to donate

blood. and this emergency could last for days or weeks so they will need those donations to keep coming in. coming up tonight at 5:30, we'll go into more in-depth as to what the fire department is going to be doing in texas. >> this storm gained strength to a category three storm. erika martin is tracking harvey's path. >> here we have our water vapor image we'ring a lot of what's going on. this is really what we call heat that provides fuel for this system to continue to develop. as you mentioned with sustained wind speeds at 120 miles per hour.

and it is deepening. that's the term we use. so again, hurricane harvey currently a category three. and we do expect it to really just churn and stay right around the texas gulf coast there for quite awhile. and even by next tuesday, it's still going to be a tropical system. tuesday morning at 7:00 a.m., 45 miles per hour sustained wind speeds. that would categorize it as a tropical storm. what you need to know is intensifying very quickly and the hurricane force winds are getting a lot stronger and a lot wider very quickly. 12 to 15-foot storm surges so we already heard of tornadoes in galveston. we have tornado watches and warnings that have been issued. so keep that in mind. and locally here, we will be affected because we do have a ridge that will continue to work its way eastward.

move new jobs to the county. in montgomery and lehigh counties, another round of kmart closures is coming. three more stores in our area will be shutting their doors. kmarts in willow grove are among 28 stores added to the chopping block. another store in morristown is is closing. 180 closures had already bye-bye announced before this. it's part of the plan to downsize across the country. >> thanks to a group of brave children. they showed off their custom made cleats today. they designed with more than a dozen kids battling cancer and survivor who is have beaten it. they are at a game next month. from around the world to right here in philadelphia, still ahead, college students are making the move back to campus for the fall semester,

it was in. out. in! out. in! what about now? that was our only shuttlecock. take a closer look at geico. great savings. and a whole lot more. a mass exodus continues in texas as hurricane harvey churns closer to the gulf coast. and the storm is only gaining strength. it was upgraded to a category 3 storm this afternoon. you see the mass exodus there just locking up some of the highways that people need to get out. they had blunt advice for people not heeding the evacuation orders. he told them to put social security numbers on b their arms with a sharpie in case their bodies had to be identified later. in the meantime, the national hurricane center says reports off the coast of texas indicate that storm surge is already occurring in some areas.

it's that time once again. college students are heading back to school. >> nbc 10 it was like the biggest day of my life. move in day at arcadia university. these are the members of class of 2021 bringing stuff to their dorms. with some help from mom and dad. >> definitely just study, know what my values are and stay on track with my schoolwork and stuff. it goes by very fast. >> yes, it does. we're told about 500 new students moved in today. freshmen have been moving in all day long. the newest class hailed from 45 states and 11 different

countries. >> as students head back to school, it's important to remember campus safety. 1 in 5 women are sexually assault ed or raped in college, but innovative technology is in the works to hopefully curve that number. one of the researchers created a smart sticker that when placeed in clothing can detect if that item of clothing is being removed and alerts emergency contacts through a smart phone app. another device is a key chain fab can call for help in an emergency. a new nail polish called undercover colors is is in the works. the idea is to detect date rape drugs. nbc 10 and telemundo are committed to helping clear the shelters. 16-year-old mark williams never had a dog or a cat of his own while living in foster care most of his life. he's now interning for the hands to paw nonprofit in center cityñ

they are off. the susan g. komen walk to end breast cancer is already underway. nbc 10 was in willow grove for the start of the walk this morning. the 60-mile walk will end sunday afternoon at the philadelphia navy yard. since 2005 the event has raised more than $68 million in the fight against breast cancer. let's head back south now. here's a live look from south padre island, texas. that coast is bracing for landfall of hurricane harvey. now a category three storm. we have heard warning after warning after warning. one more dire than the last one. >> this live look at south padre island, looks can be deceiving.

it appears to be the calm before the storm. >> the eye wall is normally the calm before the storm. that's really interesting. we will be affected by this remnants of harvey by later next week. but the more important thing is you're talking about something like port houston, which is the third busiest port globally. as far as how busy it is, here's your live shot jouds over galveston. it's getting active very quickly. 120 miles per hour and conditions right now are definitely rough to say the least. current pressure at 943 millibars. it's moving very slowly northwesterly at a very slow 10 miles per hour. this system is really going to stick around for quite some time. satellite and radar image. i want to pick up tornado

watches. we have had reports of tornadoes in galveston. follow us on social media. this area of high pressure to the north hanging over canada really a lot farther north than what you're seeing here. it really is going to dominate what's happening to the south. this is why hurricane harvey is going to linger right around the gulf coast and feed off of this really nice warm water. that's exactly what it needs in order for it to continue to sustain itself. locally, notice we're just seeing some clouds moving across our area. we call those fair weather clouds. a live look outside. a pretty nice evening in the forecast for us here in the deval lee. current temperatures in the 70s. pretty comfortable in philadelphia at 78 degrees. dover currently at 7 degrees. and the winds are variable.
