the storm has gotten intense throughout the day as the hours pass. it's now turned into a category three hurricane. so people in texas are bracing for dangerous conditions that could last for days. as harvey heads toward the coast shs the threatening waters are forcing residents to evacuate fast. >> get off the island and get out of dodge because we just don't want anybody to face the flooding event. >> reporter: over facebook nbc 10 spoke to restaurant owner who plans to ride out the storm in corpus christi where he's been a lifelong resident. >> business hasn't been good in the last couple years. i fear that a lot of the busine businesses that will take the brunt of the storm won't get back on their feet. >> reporter: those leaving for higher ground are gassing up, sandbagging and making

arrangements to protect their property. >> if our stuff floods, they are material things. we can always get that back. i'm not willing to risk my child's life. >> reporter: the lives of the newborns who have been in critical condition at a neonatalive care unit in corpus christi. hospital crews are transporting them to a facility further north. >> the ventilators they are on, the life-saving ventilators would not be able to be maintained without electricity. >> reporter: while harvey is expected to reek havoc, many are putting what's important into perspective. >> the important thingings are our lives and health and pets and children and everything else is replaceable. >> she said it. with a storm that could last for days, people are stocking up on food and leaving the shelves bare. this grocery store in texas has been picked dry. >> it's not just the rain that people are worried about. the national hurricane center is showing people how dangerous the

storm surge from harvey could be. this picture shows their office only 1 feet high. the storm surge forecast is up to 12 feet. the message for people tonight, don't mess with this storm. >> meteorologist erika martin has a closer look at the havoc it ream. >> very quickly, elevation along much of the shoreline is less than ten feet. it looks like the winds have increased to 154 miles per hour. those are sustained wind speeds. notice this at the surface, we're noticing movement northwest at 10 miles per hour. the pressure was at 943 millibars now at 941 millibars. this is strengthening very quickly. hurricane harvey is very dangerous, catastrophic, if you

will. here's why. in addition to the fact it will make landfall, it will continue to work around the gulf coast feeding off this warm surface that's exactly the feel it needs to stick around. really not budge at all. i expect it to hang around between 72 and 96 hours when it's all said and done. by tuesday, it's still going to be a tropical system because it has enough fuel here to continue to be a tropical system even ob tuesday. this is how strong hurricane harvey is. elevation along parts of the shoreline, less than ten feet. storm surge 12 to 15 feet. coming up, we'll talk about how remnants of hurricane harvey may affect us here in the mid-atlantic. back to you. nbc 10 and nbc news have crews all across the coast of texas to cover the storm. >> joe fryer filed this report from galveston just a short time ago. >> reporter: here in galveston,

there's only but a few voluntary evacuations. a lot of people have decided to stay in town for now. we saw a sign on a business just down the road here that said that open until all the letters on the sign blow off. the flooding dangers here especially in low lying areas could be incredibly dangerous. we're going to be here through the night. we'll have more on "nbc nightly news." we'll be talking with folks here and bringing you the latest. >> joe fryer reporting, "nbc nightly news" will have more live reports as texas braces for hurricane harvey. at 6:30 right here on nbc 10. new at 5:00, crews spent today cleaning up racist gra e graffi graffiti. somebody spray painted the letters on this lady bug. police got the report yesterday and now they are looking into weather that graffiti is linked to that. somebody spray papted racist messages on this van here in

wilmington on wednesday. police do tell us that this is a hate crime. >> in delaware county, an update to a story e we brought you as breaking news at 4:00. crews are still battling the smokey apartment fire in sharon hill. the latest update from firefighters is that the building has been evacuated. this video is from sky force 10 over that fire an hour ago. we have a crew there. aundrea cline-thomas reported there were no injuries. everyone made it out fine. we'll update you with new information as soon as we get that. a woman was able to fight off a man who police say tried to drag her into an empty lot wednesday night. take a look at this video here. police say this was statake b moments before the attempted abduction. the woman in the video had just gotten off the bus at broad street when this guy approached her. after ignoring him for awhile, he grabbed her and tried dragging her toward a vacant lot. she got away. it's not far from temple's campus and students we spoke with say you have to stay alert.

>> always traveling with somebody else. if you're traveling alone, definitely don't do it at night. walk in a group. >> police are hoping you can help identify this man so they can track him down. according to police, he told the his name was somage. they aren't sure if that's his real name or nickname. to a new law in pennsylvania that could force first time drunk drivers to put interlock ignition devices in their cars. those ared to prevent people from drunk driving. it's going to be harder than ever to try to trick the system. >> then it will lock into your dash. >> reporter: it's a pretty simple concept when it comes to the interlock ignition. >> you have to blow and hum. once you clear your voice, then it will tell you you're ready to start your car. >> reporter: unless you've been

drinking. >> this is the alcohol base that you'd hit that and it blows alcohol into your unit. it will calibrate itself. >> reporter: the legal limit here is is .08. if you're a first time offender and your blood alcohol is .1 or higher you could either lose your license or you'll have to use one of these interlock devices designed to keep drunk drivers stalled. if you think you can just get a buddy to blow into the device for you, think again. >> some states and townships require a camera. so you're going to get a camera that's watching you blow into it. your picture is logged into the computer. it knows if it's nots you blowing into it. >> reporter: he's for more than a year. they come with tamper-proof tape and the device is high-tech flagging driver try to work around the system. >> if you break into the system, it's pretty obvious you broke into it.

>> reporter: the best way to make sure it doesn't end up here for installation, don't drink and drive. >> i think it's a great idea. a lot of people drunking out there. >> reporter: steven fisher, nbc 10 news. we have new video of a hot spot tr addicts to shoot up in north philadelphia. for weeks the city and other groups have been cleaning up this area near the train tracks. it has made a big difference. take a look. this is what the tracks used to look like. littered with garbage, needles, tents and the groups involved have been cleaning up for just about a month. new at 5:00, there could be legal action against a major health insurer after mailing hiv results that can be seen from outside of the envelopes. take a look. the parts that are crossed off actually reveal information about hiv prescriptions. patients in new jersey, pennsylvania and six other states are impacted. they say this is unacceptable and they are ensuring it will never happen again.

a university student is suing amazon after he says he was burned by ab exploding portable charger. he filed the civil lawsuit on wednesday. e he says he was inside the student center. he put the charger and the phone in his pocket and that's when he claims it exploded. he suffered third degree burns. we did reach out to amazon for comment, but have not heard back. we are learning amazon is bringing some new jobs to delaware. hundreds of new full-time positions are opening up at the company's two distribution centers in delaware. most of the jobs will be added to the fulfillment center in middletown and consist of associate positions. those jobs typically have a starting salary of $12 an hour. songs and smiles today in philadelphia. demonstrators marched from city hall to secelebrate and high li

a big weekend at citizen ises bank park. >> the defending world series champion chicago cubs are in town. major league baseball's players weekend. what does that mean? it means the phillies are wearing special jerseys with nicknames on the back. fame machine. got to like that. >> we return to our coverage of hurricane harvey. this is in victoria, texas. the demand was so high here some stations ran out of gas. hurricane harvey is expected to take a toll on gas prices along the east coast. that's because some refineries are expected to close until the storm passes. that could disrupt gasoline

supplies. >> that storm creeps closer and closer to that coast. >> look behind me. this is massiveness of this storm. it is extensive essentially 565 miles wide. twice the size of the state of pennsylvania. what you need to know as far as hurricane harvey is concerned. it is still a category three. it's strengthening. it's affecting miles of the texas shoreline and that's really important because a lot of the elevation along the shoreline is less than ten feet. that's on top of the waves. expected landfall around high tide. somewhere around midnight is what we're expecting. up to three feet of rain already seeing some tornado watches and warnings reported. already saw a tornado reported in galveston. it looks like this will stall out for the next several days.

and by next week it will still be a tropical system. hurricane harvey category three. let's watch how it loops around and hangs around the texas shoreline around the gulf coast and doesn't move very much. we have an area of high pressure to the north keeping everything pretty much stable and stationary and this is pretty much going to be a huge problem for texas in the upcoming days as we progress and continue to track harvey. here tracking harvey locally, we can see that ridge will break down. as it does, it's going to allow moisture to move into our area and that will allow some rain to move into our area by next week. it's not going to be a huge wash out. but we do have remnants of harvey affecting us here locally. we're going to see 70s and sunshine. very comfortable conditions. ideal i'd say. 77 as the expected high temperature in philadelphia. the average is 78 on sunday.

take another look at south padre island in texas. tracking hurricane harvey which is is currently a category three storm. as we heard meteorologist erika martin say strengthening. evacuations are in place. you can see with this picture, the waves just crashing over what appears to be a barrier right there. elevation in that part of texas and gulf of mexico only ten feet. so this could cause major damage as this storm gets closer and closer to the coast. >> mike seidel from the weather channel filed this report. >> with each rain band coming,

ahead of hurricane harvey, the wind increases and rain comes down. we're gusting at times 35 to 40 miles per hour. but we have a long way to go. hurricane harvey landfalling late tonight and early saturday morning just to our south. we're going to be on the north side. that's the worst side to be on. also the risk of tornadoes. we had a couple tornado warnings earlier. look at the bay. we're mile was from the open waters of the gulf. so we are inland, but look at these wave heights now getting very angry. we do have a sea wall protecting us. this is a safe location for coverage tonight. this is the hol inn. you can see they have built this for hurricanes six years ago. it's concrete, stone, steel and you can see the plank and there's little if anything that can get blown away by what could be a 100-mile-per-hour wind gust

right now at 5:00, tracking hurricane harvey. it's expected to be a beast of a storm. you can see right now the category three hurricane is stalling over the texas coast. this is a live look from galveston, texas. you can see a lot of rain on the lens right there. the stormy clouds and a lot of those waves crashing against the surface, which is to the road. >> here's what we know about the hurricane.

harvey is expected to make landfall overnight on the texas coast. when the eye hits, it's expected to slam the gulf as a category three hurricane. it's the worst storm to hit in two decades. authorities are warning everybody to prepare for catastrophic flooding. >> get off the island. e we don't want anybody to face the flooding event and possibly drown. my number one concern is individual safety. >> the mayor of corpus christi also says isolated tornadoes are possible in the area. these folks are certainly heeding that warning. they left on buss from texas and are heading to shelters in san antonio heading north. many say they didn't want to risk it and they wanted their pets to be safe as well. it's just about 150 miles south of san antonio. we begin team coverage with meteorologist erika martin, who is tracking hurricane harvey's path timing and strength.

also deanna durante will be breaking down how emergency responders are helping people in texas. >> we're talking about tornadoes and we do have a report of a tornado already reported at 3:47 p.m. in galveston. already seeing some damage. if you know anybody in that area, be sure you keep in touch. this system is continuing to intensify as it continues to get a lot stronger. here is your category three hurricane. we're still at 45 miles per hour.

already stalked with emergency medical supplies and other supplies they need to feed people. should the truck be deployed to go down and help out. >> the traffic is pretty bad right now. >> they are bracing for harvey. >> we are expected to get 10 to 20 inches of rain. >> elaine is is north of where the storm is predicted to hit. people are flocking after safety and philadelphia volunteers and rescuers are heading doin south too. >> they are in the hands of the federal government once they leave us. >> the government has activated 28 national response teams from firefighters and emts to people who specialize in water rescue. the fire department has more than 40 members on standby who do that work and don't go to the -- the red cross is starting to calls of folks look for help.

fou new information about this apartment fire in delaware county. one woman is being treated right now for smoke inhalation. crews are checking to make sure everybody got out of the apartment building safely. we're learning there was an explosion in the back of the build iing and that it could ha come from a deck. more than 15 crews were called in to battle the blaze. one woman says she lost everything. we'll hear from her at 6:00. here's a look at some soft stories making headlines county by county across our je region. a man is charge d with his thir dui offense. police said he pulled over a 28-year-old early this morning. they say he made two illegal turns and smelled of alcohol when he was pulled over. he's charged with felony dui. in camden county, the former chief of the ad bonn park fire company sentenced to six years in prison for child pornography

we continue to track hurricane harvey. the storm is pounding the texas coast right. this is a live look at south padre island. we have been checking in with this camera throughout the hour, and as we get closer to 6:00, it really is starting to get darker there and much more difficult to see the conditions. hurricane harvey is expected to make landfall overnight. we'll have an update in a few moments. state police arrested a man after a hit-and-run on the expressway. the 29-year-old conspired with the car's owner to set the

vehicle on fire. the crash happened on july 22nd at fairmont park. he's being held without bail. new details in the case of sneaky thieves stealing from habitat from humanity construction sites in south jersey. aaa announced it is donating $500 to help the habitat branch replace stolen tools. in every case expensive power tools were taken causing workers to stop construction. more than 100 former high school dropouts from our area are celebrating a milestone today. they received their diplomas at this ceremony in north philadelphia. now they have a choice to continue school organize find a

at halftime. tim furlong has the story of two newark high school band members who were determined to save the music. that story is new at 5:00. >> reporter: the high school football team is looking good, but a big part of the tradition that lives here in the stadium was in jeopardy. the school's many great musicians lost their leader at the last minute. the proud marching band with a great history suddenly had an ub certain future. after budget cuts, former band director just decided to push his retirement up and get out. that was bad news for students. it got worse as band camp rolled around and the kids didn't have anyone to lead it. but you can see and hear the bands on. >> band is like a family. like most of your friends are in band. people love playing their instrument and putting on a show. >> reporter: these two weren't going to give up on their

passion. in the short-term they would run band camp. they put out the word they were holding practice. >> we didn't have anything prepared. we were going to do some basics and show up. >> show up they did. almost the entire band on day one. >> on their own the band practiced marching. everyone bought into the plan and lots of folks in the community and university of delaware helped out too. by the time mike archer was hired as the new director, the band was already where it should be. >> what these two particular students have done is really nothing short of exceptional. and what we want to see from our students as educators. >> reporter: for awhile, saving the band seemed like mission, but this group is now ready for halftime. tim furlong, nbc 10 news. back to our big story we're

following tonight. tracking hurricane harvey. the hurricane is hovering over the texas coast. a live look at the pass. the wind is whipping. you can see the rain coming right at the lens here. >> that's going to be the story for the next couple hours. it's going to be very strong. but what do you need to know? it's been over 4,000 days since we last saw a major hurricane make landfall. that was hurricane wilma back in october of 2005. harvey is 12 to 15 feet of storm

surge. that's above the normal waves. we're expecting it around high tide. this is a very dangerous situation. an impressive hurricane to say the least. we have already had reports of tornadoes. in the near term, it looks like we will see an effect in the form of tropical moisture in our area locally. here it is category three. we'll track it for you. there's not much to track. it's going to be stay right in this vicinity b for the next couple days. it is pretty nice. we're seeing fair weather clouds. an area of high pressure. temperatures really comfortable. vineland at 81. philadelphia at 7 7 degrees. is and dover currently at 77. focus on that hurricane. we're going to see a nice mix of
