good evening. let's get right to nbc10 national correspondent jay gray live in texas. >> good evening. hurricane harvey has made land fall. the wind is rain picking up droit mat click here in victoria texas. it begins to move its way a bit inland. we expect the storm to linger over this area for days. the affects they'll likely last much longer here. >> the attack is relentless. >> the outer bands are hitting rock port right now. >> reporter: harvey. over powering the texas coast. unleashing winds of 130 miles per hour. and constant driving rain. >> it's going to be really bad. my whole street is probably going to be flooded. >> reporter: 11 million people in the path of what could be unprecedented flooding. some areas expecteding to see 3 feet of water or more. over the next several days. president trump signed a

disaster declaration. immediately opening up federal funds and assistance in the strike zone. >> this is a hurricane that will come inland and then just hover. for a long period of time. it could be days. >> reporter: the intensity of the storm can be seep in this satellite imagery. it's on the ground where harvey's raw power is undenial. the storm swallowing everything in its path. and promising to continue punishing the texas coast for days. >> harvey is the most powerful storm to make land fall in the u.s. in more than a decade. texas national guard has been deployed. part of a massive response team ready to move in. as soon as possible. that's the latest live in texas. i'm jay gray. back to you now. let's bring in nbc10 first

alert meteorologist with break dawn of what's happening right and what's next. >> you just mentioned it literally just made land fall seconds ago. the central pressure of the hurricane category four, 938 mill bars a very strong hurricanement i want to go ahead and hone on in as it continues to work its way on land. in fact give you a different perspective. look at the wind pattern here. very interesting wind profile. we're talking about counter clock wise wind circulation. the rain bands move across most of texas here. and you can see just how massive this is. about 700 miles wide. i want to point something out to you. the most destructive quadrant we call this the right front quadrant is this area here, most destructive higher winds and the potential fshl higher storm surge. let's go ahead and talk about about what we can expect from hurricane harvey.

notice that even through next week it will continue to be a tropical system. a tropical storm through next wednesday coming up in just a bit i'll have more on hurricane harvey. >> rescuers and volunteers from philadelphia and new jersey are heading south to help with the hurricane. firefighters are part of the national team building deployed by the government. the red cross is already started taking calls from people looking for help. ten red cross volunteers from new jersey are in texas tonight. and several more are ready to deploy. the first impact from hurricane harvey. we're likely to feel will be at the gas pump. nbc10 today where a gallon of regular is going for about $2.69. that could be changing itself anticipated that refineries will shut down until harvey passes. that could disrupt gas supply and cause prices to jump across the country. nbc10 is with you every step of the way as we track hurricane

steve bannon. the former chief strategist. who left the white house last week. gor ka made hep lines when he wore the medal of a nazi linked group to the inaugural ball. to stories at home. tonight calls for murder charges against the philadelphia police officer after he shot a man in the back. all this after protestors marched and chanted that the officers home while other officers stood outside to keep things under control. nbc10 brandon hudson is live outside police headquarters. now the mayor is weighing in pront test. >> the mayor and police commissioner. the commissioner thinks the protest crossed the line. and most homeowners in the neighborhood agree too. they expect to see protests on tv and police departments and other public spaces in the city. not their own street. >> reporter: the black lives

matter protest at police officer's home. is still the talk of the northeast neighborhood. >> there's a ton of police activity. all up and down the street. >> reporter: when we spoke to in the area today. it was quieter. no bull horns. no strong language. a nice friday night with parents on the front lawn, children walking the streets and pets out too. >> this is how it is. you can stand outside for hours and not a car will drive by. >> we saw philadelphia police on patrol in response to concerns of another protest. >> going to the officers home is not off the table. >> reporter: he organized yesterday's neighborhood protest to demand murder charges. who police say shot david jones in the back two months ago. investigators say jones had a gun and road a dirt bike illegally. >> do you think you crossed the line? >> absolutely not. he crossed the line when he shot

a black man running. for the second time. it's unfortunate children saw the protest. we make no apologies. >> reporter: the attention of the police union president and state representative. who called for legal action. who is not afraid to be arrested. >> as long as the officer who murdered our dear brother is also in handcuffs. we can share the paddy wagon together. >> philadelphia mayor thanked the officers for diffusing the situation. this is the set back to police community trust and transparent si. he says his group has gotten numerous threats since yesterday, but it will not stop them. elsewhere a man tried to drag a woman into an empty lot after she got off the bus in north philadelphia. police need your help finding him. late tuesday night on ridge avenue. the man tried to talk to the woman as she walked down the street and told her his name. she ignored him until he grabbed

hurricane. >> you're from houston. we talked about this actually. you have seen powerful hurricanes rip through communities before. i know your crew has been on move. what's your day like getting around? >> so far it has been pretty calm throughout the day. we started getting on the road around noon today. there hasn't been much going on, but as i said as we get closer to houston this will intensify. as of right now houston is under a tropical storm watch. something that worries a lot of residents there. and throughout the weekend it's expected that houston will receive up to 20 inches of rain. and it worries residents because in 2001 houston experienced one of the worst tropical storms. and that storm cost a lot of damage. it caused 22 fatalities and 32 residents were left without homes and $5 billion in property damage. something residents expect this will not repeat itself.

>> joining us live opt road in columbus, texas. be safe. >> all right let's take a closer look at what the storm could do. how it could impact our area here. first alert meteorologist here to break it down. where exactly did harvey make land fall? >> here it is. officially made land fall on san hose island. four miles east of rock port. when it did make land fall strike that pressure was 930 milly bars. very strong category four hurricane harvey finally making land fall. now of course we have to deal with the catastrophe and everything that's now going to happen as a cause of this land fall. so currently the wind speeds sustained winds speeds 130 miles per hour. and look at this, it's moving at a slow 7 miles per hour. northwesterly. if you see the position of the texas coastline, it really is not conducive.

it's going sousewet to northeast. this is the strongest impact right here. we're seeing a lot of flooding and storm surges for the area. currently category four. we can see it will continue to remain a tropical system for the next several days. category one on saturday. and even folks by wednesday let's fwet this fwoiget this go. 7:00 p.m. it will be a strtropi storm at 40 miles per hour sustained wind speeds. here we have a quiet night and area of high pressure keeping everything high and dry. in fact ideal and current temperatures are mainly in the 60s. a few 70s. philadelphia 73. atlantic city 70 for you. variable winds. but look at this neighborhood planner for everybody across the entire delaware valley. we are seeing mostly clear to clear skies for tonight. a great night for sky gazing if you will at 6:00 a.m. 58 degrees. 68 at ten a.m. so across the entire delaware
