's the right thing to do. ♪ carmax music sting catastrophic flooding. homes under water, streets flooded. people in texas are told to climb onto their roofs and wait for help to arrive. and there is no end in sight. good evening on this sunday. i'm denise nocana. we are keeping a close eye on hurricane harvey in texas. it remains stagnant and is not moving. there have been 200 rescues of people trapped in water and by the time the rain stops, there could be as much as 50 inches. the national coast guard was

just activated. this just in from the white house. the president plans to travel to texas on tuesday to see the damage firsthand. you don't normally see a weather alert like this one. this was sent out this afternoon. this event is unprecedented and unlike anything they've ever experienced. we have coverage tonight. drew smith is watching some of the most compelling images from texas. laura croft just left for texas and we start withdrew in the breaking news center. good afternoon, drew. >> the flooding is catastrophic and we expect more rain and more danger from this stalled storm. torrential rain from a deadly storm now putting large parts of southeast texas under water. parking lots have become lakes with people in knee deep water towing their loved ones in boats, trying to avoid sunken cars.

>> we just want to get her out because she's sick. >> look at this photo of seniors in a nursing home. they were later rescued. >> we have had an unprecedented amount of water. >> interstate highways are flood wd flooded with as much as 10 feet of water. some roads have collapsed. rescuers have been getting people in boats and carrying them on their backs to safety. civilians are pitching in, too. >> i'm just doing what any ordinary person should do, out helping people. >> reporter: houston's drainage system is overwhelmed. >> i ain't never seen anything like this. >> reporter: this pregnant woman is thankful a neighbor warned her of the rapidly rising flood. >> when i opened the door, water just rushed in. they're like, you got to get out, you got to get out. >> reporter: the city telling people not to get trapped in their attics. families carrying their kids had to walk, and in some cases, swim for higher ground. >> it was crazy.

it kept raining and the water kept rising. >> reporter: the worst of harvey not over yet. >> please just pray for everybody and everybody help each other. >> reporter: fema's administrator has already said his agency will be working on this recovery from the storm for years. live in the breaking news center, i'm drew smith, nbc 10 news. flights coming in to parts of texas are canceled or delayed. we spoke with a student from delaware who said she was happy to finally see some nice weather. >> excited that it's sunny because it was really rainy and really cloudy. everybody was rushing around trying to get everything for their hurricane, and when we went to walmart to get like milk and eggs and stuff like that, there was like no milk left. >> the next flight from austin into philadelphia is scheduled for tomorrow. now, our local american red cross is headed to help. giving back really means something for two of the volunteers. nbc 10 wanted to know how the

delaware valley could help victims in texas. nbc 10 brks krrks 1bc 10's laur. it really is a special time for the volunteers. >> reporter: they're taking calls from people who are trapped in their homes, maybe other people looking for assistance for their relatives in texas, and the red cross is also raising money to help those in need. and then there are the volunteers already on the road, including two i met today who know what it's like to need help. in center city, loading up for the mission. >> heidi and i will drive the truck and all of this will be loaded with food. >> reporter: they are both on their first deployment with the red cross. they're carrying the kind of drive that comes with personal experience. >> i've been through four hurricanes before, so i understand completely, when i lived in florida. so the red cross took care of

me, and now in return i'm ready to help them. >> aid house fire when i was a young kid and red cross was right there. >> reporter: now there are among those willing to help in harvey's wake. >> we want to make sure that we support our brothers and sisters in texas. >> reporter: and dare to imagine church and east mt. airy, congressmen coming together for a message, particularly with reverend howard johnson. his family is safe but now his church is mobilizing to help those in need. >> one of my friends, his church had to close today. i told him, look, we're willing to help. we're going to send money, we're going to send school supplies, whatever you need. >> reporter: he's urging those who want to help to do so through a known organization like your church or the red cross where judge renee cardwell hughes says money will be the biggest need. >> this impacts all of us. we can help texas. >> reporter: from philadelphia, aid also coming in an emergency response vehicle driven by two women. >> let's go, heidi. we've got to go.

people need us. >> reporter: heading out to help. and they will first be heading to baton rouge to a staging area there, then be deployed wherever their help is needed. now, if you want to donate to the red cross, we're putting that information at the bottom of your screen. and here's something else you need to know. you can specify that your donation goes directly to the response to harvey. live in center city, i'm lauren make, nbc 10 news. >> and more philadelphia firefighters are joining search and rescue efforts in texas. nbc 10 was in northeast philadelphia with first responders as they loaded up tractor-trailers with equipment and supplies before heading south. the first firefighters from philadelphia left for the flood zone on friday. at least one texas hospital had to evacuate all patients today. nbc 10 national correspondent jay gray joins us live from houston. and jay, you've been there before harvey hit. what is the current situation?

>> reporter: it's unbelievable, to be honest, denise. that help that's coming from philadelphia much needed right now. i'm, believe it or not, standing in the intersection of interstate 45. the southbound lanes completely closed down covered with water here. you can see the stranded cars here and trucks, even the front of an 18-wheeler there, the cab of a big rig is stranded in this water that continues to climb right now. as we work our way back across, you can also see there are sections of the northbound side where it is very difficult to get by. cars are coming through, but i don't think this will last much longer. i would expect authorities will shut things down here. right now officials in houston asking for anyone with a boat, with a high water vehicle for help. they've already, denise, carried out more than 3,000 rescues here today, and it is, as you talk about going to get worse here, we expect rain to continue for the next several days.

pennsylvania state stores. it may go up at least a dollar or more. the alcohol control board isn't making a list of those items. the hike expects to make $50 million and will go to the general fund. heads up if your commute takes you to center city. schuylkill road will be closed at chestnut streets. they will continue working on the bridge over the schuylkill river and market street. former vice president joe biden has harsh words for president trump. biden wrote in the atlantic magazine, today we have an american president who has publicly proclaimed a moral equivalency between neo-nazis and klansmen and those who would oppose their venom and hate. biden went on to say, there is

the tropical storm is not letting up and people are pushing their cars to get them out of harm's way. nbc's ray valleda reports from a neighborhood in houston. >> we're next to a bayou, and you can see what happens when the bayou gets flooded. it has now seeped into this neighborhood, homes pretty much full right now. you can see the water reaches the halfway mark on that door, and i can't even get into this street much past here. that's because down there i can't even see where the water stops. between here skband the bayou, we're right next to an apartment complex. all the cars under water. some are pushing them out. some of the people have gotten out of these apartments through windows. that's how bad the situation is, and as you can see, the rain continues falling. i'm ray valleda. back to you. i'm first alert meteorologist erika martin.

we do have very active weather not only in texas but we're also tracking potentially tropical storm 10 right around the -- i say right off of florida just to the north and east right off the coast of georgia. this is what we're tracking for you right now and how this could affect us in the upcoming days. a wider perspective, this is our regional image. you can see the purples and the reds. that's giving us a sign that something locally is being anticipated. so what that means is that we do have a small craft advisory that has been issued through wednesday 6:00 a.m. we also have a gale advisory issued through wednesday 6:00 a.m. and a gale ald vdvisory is through wednesday 4:00 a.m. otherwise right now we are seeing developing clouds through our region. for the most part, a really nice day across the entire delaware valley. the high today in pennsylvania,

nbc's lester holt joins us live in houston for a look at what's coming up on "nbc nightly news." good evening, lester. >> hey, denise. coming up, as the fourth largest nation deals with a flooding emergency, there have been thousands of calls for help here amid the floodwaters rising. we're going to take a look at why houston is vulnerable to this type of flooding. the mayor here says no neighborhood has been spared. also the controversy over whether evacuation orders shufsh issued for the city.

we're going to talk to the governor about this catastrophe later on "nbc nightly news." denise, we'll send it back to you in philly. >> thanks, lester, we'll look for your coverage live in houstonment. hi, i'm amy fadool from csn. we begin with the phillies who after being shelacked last night looked like they were in for more this afternoon. reese hoskins makes the catch, drops it on the exchange. there was confusion on the base pass. he goes to second, then goes to first, and guess what that is? it's a triple play. it was reviewed. the ump said, not one, not two, but all three outs count. a triple play, how about that? man on second and third sends this one right. we are tied at 3.

later in the inning, still tied. that is, until nick williams comes up with a man and cranks this one deep. going eight home runs in a year by nick williams. hoskins has been quiet all day at the dish, but in the 8th, makes no mistake on this one. five straight games. the phenomenon of hoskins continues. phillies take two of three from the world champion cubs. they win 6-3. now to the eagles who have just one final tune-up before the game against the redskins. the birds back to work today at the nova care complex, including bo allen who is finally healthy following surgery to repair a torn pectoral muscle. the starters got less work than usual last week against the dolphins. peter defended that decision again today. >> listen, we had two great days against them out here, all ones and twos, and they actually played a full about a game and a

half snapwise for two days and that was about 48 hours before that game. it's rare, and i don't think we ever played a game on 48 hours rest. i didn't want to put our guys in any kind of harm's way. fatigue sets in, obviously, and i didn't want to do that to our players. i thought they played extremely well, though, to get the two touchdowns on offense and defensively the way they came out and played, i was comfortable with that. >> as now tropical storm harvey continues to batter texas in the city of houston, we're left to wait, watch and hope for the best. such is the case for former houston texan, now eagle, brandon brooks, he's seen similar situations there before. >> when i was out there, there were floods similar, probably not of this magnitude, but floods came there. i definitely know what they're going to. i'm keeping contact with a couple guys down there, making sure things are good with them

tonight, breaking news. historic flooding disaster. the nation's fourth largest city largely underwater as thousands in houston call for help. trying to escape the flooding being called unprecedented and catastrophic. tonight, the dramatic rescues by boat and air in houston. and beyond. including people trapped in a nursing home in rising flood waters. some of it bringing echoes of hurricane katrina. and a big question, did the mayor of houston do the right thing in not ordering an evacuation? we'll ask the governor of texas as the region braces for up to 50 inches of rain on top of widespread destruction, along the gulf from hurricane harvey. tonight, houston stretched to it's limits, now appealing to the public for boats to join the ru
