a flood catastrophe. tonight on nbc 10, millions feel the wrath of tropical storm harvey with no end in sight. slashing spree. dozens of local police and emergency car tires damaged. and now detectives need your help. unholy act. the archdiocese of philadelphia is warning donors that their money may have ended up in the wrong hands. >> right now, tracking harvey's wrath. the deadly tropical storm continues to rip through the south as millions expect more rain to flood their communities. the storm is still lingering over the south causing death, damage, and destruction as the south continues to brace for more historic rain and flooding. the storm has been blamed for at least two deaths. one person drowned inside a car. about 250 roads and highways have been shut down because of flooding. 20 inches of rain fell in

houston in just 24 hours, and texas could see between 15 to 25 more inches of rain by friday. jay gray has more from houston. >> reporter: communities cut off. homes isolated. islands and neighborhoods swallowed by flood waters. as the race to save thousands in houston grows more desperate by the hour. >> i would have been in there sleeping in that water if nobody would haven't have beat the door down. >> reporter: helicopters pulled these residents to safety. and despite repeated warnings, drivers still challenged the rising water. this one, rescued by bystanders who saw the dangerous situation unfold. >> i saw her panicking in there, and i was asking her did she need help and she said yes. and i got one of my rescue team buddies and asked her to stay calm. >> reporter: many survivors

escaped with only the things they could carry. >> some clothes, shoes, basic necessities. >> reporter: tonight, officials in the nation's fourth largest city are scrambling to find room for so many forced to higher ground. >> because of the widespread flooding that has taken place over the last day or so, there are a number of people that don't have a place to go. >> reporter: the convention center has been converted into a massive shelter, but there's concern. it just won't be enough. with more rain on the way. jay gray, nbc news, houston. exactly 12 years ago, the gulf coast was in the midst of hurricane katrina. thousands of evacuees relocated to texas, and are enduring the same pain again. andrea klein thomas spoke to one student who knows better than most what those alightning the gulf coast are dealing with. >> i'm worried about down there, and the storm.

>> reporter: donna continues to monitor the coverage of tropical storm harvey. she's in philadelphia, preparing to start at the university of the arts. her parents are enduring the storm's impact in baton rouge, louisiana. >> i want to make sure my family and my friends are okay. i know a lot of people that are living in that path where it's destroying a lot of things. >> reporter: exactly one year ago to the day, she shot this video as they were being rescued during baton rouge's deadly floods. >> my sister can't swim, i can swim. >> reporter: the drains backed up, trapping them in their apartment complex. >> you can't be afraid, because you don't have time to be. it's just either you freeze or take action. >> reporter: yet again, the family had to salvage what they could, including her parent's wedding pictures. 11 years earlier, they lived in new orleans. hurricane katrina hit. diamond was only 6 years old. >> i remember the day of packing

a lot. like really fast and just leaving. and after that, we went straight to texas and we just had to start from nothing. >> reporter: from new orleans to texas, to baton rouge and as of four days ago, philadelphia. diamond is on much dryer ground. but is still worrying about her loved ones in all the places she's called home. more philadelphia firefighters are joining search and rescue efforts in texas. nbc 10 was in northeast philadelphia when first responders, as they loaded up tractor trailers with equipment and supplies before rolling south. the first group of firefighters from philadelphia left for the flood zone on friday. a lot of flights coming in from parts of texas are canceled or delayed. one flight from austin handed at philadelphia international airport this afternoon. we spoke with a student from delaware who says she was happy to finally see some nice weather

neighbor's property. but so far he's escaped arrest. >> i feel bad for the whole thing, because they got all the cars. >> reporter: and there were some police cars that were not here in the lot during this, so those are still working there undamaged. and if there are any calls or patrols that the police need to do, they do have a car to do that in. drew smith, "nbc 10 news." >> drew, thank you. a bank employee has been arrested, accused of stealing donations from the archdiocese of philadelphia. the church confirmed this to us a few hours ago. they are saying donations might have been stolen. they were for an annual catholic charities. the church uses locked boxes at td bank and that's where the money was taken. a new jersey homeless man whose story went viral was hit and killed by a car in lakewood.

large crowdsverged in a valley against hate. police used what appeared to be smoke grenades to break up at least one fight. at least ten people were arrested. a $10,000 reward is being offered for safe return of a missing woman with alzheimer's. this is audrey penn, she's 77 years old. police say she was last seen wednesday at the woodland terrace at the oak senior living community in allentown. penn was last seen wearing green pants and a green and purple flower shirt. police are saying finding her is their top priority. check out this time lapse from margate today where more than 850 backpacks were packed up to be donated. the bags were packed by volunteers for tools for school. it's a program of the jewish federation of southern new jersey. inside those bags, pencils, pens, calculators, index cards

aspiring basketball stars took advantage of a free camp today. this is the fourth year the camp, hosted by nba star and chester native tyreke evans. he wasn't there when we were there this morning, but he plays a big part in this camp. >> we want to give the kids high level instruction, as well as mentoring, teaching them the value of team work, teaching them the value of learning basketball, competing, and they get to interact with tyreke like he's one of the kids. >> the coaches say they hope the kids learn about giving back to the community.

the side of a new jersey highway turned into something more like a rodeo after a bull broke loose. state police posted these pictures on facebook today. troopers had to slow down traffic where route 130 meets i-95 in hamilton this morning. they called in cowboys with lassos to wrangle the pull into a trailer. tomorrow, hundreds of wines and spirits are going to be costing more at pennsylvania state stores. the price of more than 400 products will go up by at least a buck or more. the state liquor control board isn't releasing a list of which items will go up in price. that is expected to bring in $185 million and will go to the state ice general fund. if your commute takes you through university city, there are some closures. tomorrow morning, the north bound lanes of skoogle avenue will close between walnut and chestnut streets. it will last two years.

right now at 11:00, tonight the nation's fourth biggest city is a city of islands. tropical storm harvey tears through houston. neighborhoods are separated by flood waters a rainfall amounts could reach 50 inches before it's over. officials say the storm is too much, too quick, and there's no place for it to go. this as residents try to keep their heads above water. jacob rascone has the latest on the rescue efforts. caught on a flooded interstate herself, climbing to safety. >> my mom said there's water coming in. i didn't think it was that deep. >> reporter: america's fourth largest city fighting to survive are sti a still unfolding calamity. >> crews across the country are answering the call in texas. chris christie deployed a task force and crews from pennsylvania are already on their way. lauren make has that story. >> reporter: loading up for the mission. >> we'll drive the trucks and all this will be loaded with fun. >> reporter: on their first deployment with the red cross. but they're carrying the kind of drive that comes with personal experience. >> i've been through four hurricanes before, so i understand completely when i lived in florida. so the red cross took care of me, so now in return, i'm ready to help them.

>> i had a house fire when i was a young kid, and red cross was right there. >> reporter: now they're among those willing to help in harvey's wake. >> we want to support our brothers and sisters in texas. >> reporter: and congress gantp pausing here. his family is safe but his church is mobilizing to help those in need. >> one of my friends, his church had to close today. i said look, we're willing to help. we'll send money, school supplies, whatever you need. >> reporter: he's urging those that want to help to do so through a known organization like your church or the red cross. >> this impacts all of us. we can help texas. >> reporter: from philadelphia, aid coming in emergency response vehicles. driven by two women. >> let's go, we've got to go. people need us.

>> reporter: heading out to help. those two volunteers are heading first to baton rouge. they'll go to a staging area and be deployed wherever they're needed. i'm lauren make, "nbc 10 news." right now, more philadelphia firefighters are headed to texas to join search and rescue efforts linked to tropical storm harvey. nbc 10 was in northeast philadelphia around 3:00 this morning. that's when first responders with the pennsylvania task force loaded up tractor trailers with equipment and supplies before rolling south. >> we were originally told we were going to have a mission specific package sent down there. and th a type three deployment is the second largest deployment. >> you can see the convoy of tractor trailers on the move. the first group of firefighters from philadelphia left on friday before harvey made landfall as a hurricane. and philadelphia fire commissioner adam teal

tweeted -- president trump says he'll be traveling to texas tuesday. that news broke after he met with cabinet members today to get an update on the massive storm. the president has been praising federal and state emergency workers dealing with this historic event, as his fema chief promises to mistakes of the past with hurricane katrina will not be repeated. >> we're already pushing forward forces on the ground to implement the national flood insurance program, and doing the inspections that we need. so we're setting up and gearing up for the next couple of years. >> fema's chief says the president has promised to give his agency everything it needs for texas as federal workers prepare to spend years helping the region recover. and nbc's around the clock coverage continues tomorrow

president trump is getting ready to lift limits on military gear for police officers. the president is expected to undo an obama administration directive that restricted police access to military grenade launchers, guns, and ammunition. tomorrow, attorney general jeff sessions is scheduled to talk to the from attorneyal order of police at its annual meeting. first responders from across texas have converged in houston to help rescue and relief. but the people there, however, are treating this as an all hands on deck moment, rising to the occasion and above the flood waters. here's nbc's lester holt. >> reporter: the people of houston need help, but they are not helpless, as choppers scour flooded neighborhoods looking for those trapped. jim sent out on his own potential rescue mission. >> i called my neighbor on the phone and he didn't answer.
