probably through the morning commute for most areas tomorrow. >> good news there. thanks for joining us. local updates throughout the morning. today show starts right now. good morning. unprecedented disaster. houston, the nation's fourth-largest city, under water in the wake of hurricane harvey. thousands already rescued. >> all i could grab is my wallet and my phone. that's all i knew torab. >> rescue crews stretched to the limit. two feet of rain on the way. >> this event is not over. >> with waters rising, new evacuations ordered overnight. why weren't they ordered before the storm? houston's mayor defending that decision. >> you give an order to evacuation, you are creating a nightmare. >> we have correspondents across the region today, monday, august 28th, 2017.

>> from nbc news, this is a special edition of "today: the impact of hurricane harvey." with matt lauer and savannah guthrie, live, from studio 1a in rockefeller plaza. >> good morning, everybody. welcome to "today." we have craig in for matt. when we look as these images, it's absolutely heartbreaking. this is the fourth-largest city in our country. and words like catastrophic and historic, the words to describe the flooding there. >> and houston will see more rain over the next few days, as well. >> at least two people have died. but officials are expecting that number to rise, as crews work their way through still-rising floodwaters. in houston alone, more than 1,000 high-water rescues have already been carried out. >> overnight, mandatory evacuation orders for several

neighborhoods along the brasos river. that river is expected to rise three foot above its record. one official calling it an 800-year flooding event. >> texas governor, greg abbott, announced a thousand national guard members are headed to houston, in addition to 3,000 already headed to that region. >> the white house says president trump will visit there tomorrow to survey the damage for the first major natural disaster of his presidency. >> we have complete coverage. our team is across southern texas. we want to bring you the latest. let's start with lester holt in houston. good morning to you. >> reporter: hi, savannah. good morning to you. the national weather service says they haven't seen anything quite like this. there is drama and crave bravery here. with the rain expected to continue into the week, this could turn out to be the worst flooding disaster in u.s. history.

overnight, after torrential rains battered texas, residents are bracing for more rain. tropical storm harvey now a historymaking disaster, dumping more than two feet of rain on houston over the weekend. another two feet expected to come. the catastrophic flooding consuming homes, cars, even entire highways. the army corps of engineers, taking emergency action overnight. releasing water from two reservoirs in the houston area, to reduce the risk of destructive flooding. some residents have been wading through chest-deep water, desperately trying to salvage what they can. >> people were carrying babies on their shoulders. all i could grab was my wallet and my phone. that's all i knew to grab. >> reporter: thousands have been left stranded by the storm, as first responders scramble to save them. by boat, by truck and by helicopter. but some have already lost everything. >> we prayed a lot. and we just praised god.

and we were rescued. so, we're very thankful. >> reporter: local medical centers are also preparing to evacuate patients. 350 patients at this hospital need to be moved after floodwaters and a burst sewage pipe damaged food and supplies in the basement. in dickinson, texas, 15 senior citizens were rescued. several sat in waist-deep water before being airlifted to safety. energy services are at capacity, with 15,000 calls to 911. now, the mayor is protecting the decision not to order an evacuation. >> you give an order to evacuate, you are creating a nightmare. >> reporter: harvey made landfall as a category 4 hurricane. its high winds uprooting trees, tearing roofs off buildings.

now, the fear is the heavy rain that will go on for days. texas governor greg abbott has activated 3,000 national guard troops. and tomorrow, president trump will travel to the hardest-hit areas. fema says tells nbc news that the president is concerned about the situation on the ground. >> he's given me the authority to amass our resources with our state and local partners. >> reporter: with the storm not over, the fog ederal government preparing for a long recofferry effort. >> it will be years. >> reporter: let me put the pictures in perspective. we're talking about rising floodwaters, they do rise and they also go down. there is a drainage system here. and it works to a certain extent, but it also goes down. let another downpour happen, it will come up again. savannah and craig, it makes it difficult to get around the city because it is a city of islands

right now. you turn a corner and suddenly you're in the floodwaters, as another rain band starts to come through here. >> we can hear that behind you, lester. we'll check back with you in a few moments. scenes of devastation playing out all over southeast texas this morning. kerry sanders is in victoria. that's two hours southwest of houston. kerry, what are you seeing where you are? >> it's still raining here, as well. the problems are not going away. but there is good news because a relief kitchen has been set up for many people. for many people, it is the first warm meal they've had in days. some of the folks leaving the shelters here trying to make they're way home, are discovering they have no home to go to. this is the scene of one apartment complex here in victoria. it appears, according to authorities, that a lightning strike may have hit it during harvey. it went up in flames. folks are returning now and have

nowhere to go. in other homes, you can see trees have toppled on top of the homes. those homes are not habitable, in part because the rain is coming through the broken roofs. lines and lines today as people get out in their cars and try to get gas, as well, searching for food, beyond just this kitchen that has been set up. finally, the real concern is along the guadalupe river here. that river is expected to crest 32 feet above sea level. historic flooding event here they will happen by wednesday. police have been going door-to-door, knocking and telling people who live along the river there, they need to evacuate and get out before the water comes on wednesday. many people telling us, they didn't know about it because they have no electricity. they have no telephones. they really don't know what's going on. they are cut off and are thankful that the police decided to come by and tell them there's another flood and another

disaster looming here. craig? >> kerry sanders for us in victoria this morning. >> as kerry mentioned, this is an unfolding disaster. it's far from over. some areas bracing for, get this, another two feet of rain. dylan dreyer is in houston with our forecast. what are we expecting? >> good morning, savannah. that's exactly right. there's another 15 to 25 inches of rain yet to go with this storm. it's not really going to let up until the middle of the week. let's look at the radar which tells a huge story here. we have feeder bands coming off of the gulf of mexico. it's warm moist air that helps to feed these storms. the line has shifted east into beaumont, texas, and parts of louisiana. but the storm is moving southeast at three miles per hour. it's generally meandering over the same area.

it will draft into the gulf of mexico and it will maintain the tropical storm status. so far, we have picked up 15 to more than 30 inches of rain, in and around the houston area and across eastern texas. but we have more to go. the storm system, as it hits and taps into the gulf of mexico, we're going to see these heavier tropical downpours continue. look how expansive the flash flood warnings are, extending into lake charles, louisiana, which could end up with seven to ten inches of rainfall. we could easily pick up more than 50 inches of rain in some areas. we still have a long way to go. it's hit and miss. sometimes you get a break. the waters recede a bit. and you get a downpour and the waters come back up. we have river flooding and bayou flooding that could last into next week, as all this water finds a place to go. >> okay, dylan, thank you. we're joined by one of the top officials in houston, harris

county judge emmet. thank you for being with us. >> good morning. >> i'm sure you've been up all night. in your view, is the worst over? or is the worst yet to come? >> well, we don't know the answer to that. we hope the worst is over. it looks like those feeder bands are moving to our east a little bit. we're focused totally on life and safety of our residents at this point. >> judge, over the weekend, as houston started to fill with water, a lot of folks watching the images started to wonder, why was there no mandatory evacuation issued? can you walk us through that decision, how you decided not to issue that mandatory evacuation order? >> absolutely. when a hurricane comes, you know to get people out of harm's way. you know where the storm surge is going to hit. so, we have a very defined process for moving people out of storm surge. with a rain event over a county

of 4.5 million people, you don't know where the rain is going to fall, you don't know which neighborhoods are going to flood. if we had gone out three days before and said we want 4 million people to leave harris county, that could have been a totally nonsensical thing to do. we didn't know where it was going to flood. we didn't know what neighborhoods were going to flood. and the truth is, if we had told people to do that, they would have laughed at us or ignored it. >> i want to ask you about a call that went out from officials there, i think yesterday. anybody with a boat, come help, if you can. do you have the resources you need? are you still asking for the private public's help to help you with these rescues? >> one of the great things about this community is neighbors help neighbors. and so, we knew that a lot of people were helping with their boats. but the state of texas did a great job of making resources available to us. like everybody else, they

couldn't travel the highways. yesterday, during daylight, we wanted to maximize our ability to get people out of harm's way, get people off rooftops. i'm the one who said, please, we're going to organize an effort for community volunteers to come through. we had a tremendous response and they saved a lot of lives. >> you have millions watching and listens. millions of good hearted americans that rise to the occasion like this. what do you need them to know about what's needed now in your county? >> the red cross is here. other agencies are here. there's been funds set up. this is, as everybody said, it's historic. it's unprecedented. this going to take us months, years to get back to normal. so, any help that people can send, we would certainly appreciate. >> judge, the president is expected to come to texas tomorrow. will that be helpful?

what are you hoping that will accomplish? >> anytime the federal government steps in and cuts through the bureaucratic maze and allows people to get relief early -- the homeowners need to get back into their homes. they need to have access to the grants and loan programs. his coming is a signal that houston and harris county is important to the nation. >> judge ed emmet, i know you have a lot on your plate. thank you for your time. you can find more information on how you can help people in texas, on our website, today.com. as president trump gets set to head to texas tomorrow, in washington, he is facing quite the backlash on both sides of the aisle over his decision to pardon former sheriff joseph arpa arpaio. >> the president sparing sheriff arpaio a pardon.

a polarizing figure. and president trump's move, days after delivering a speech to heal the wounds that divide us, is only deepening the critics. president trump returning to the white house, after whipping up a fierce political storm, granting his first presidential pardon to controversial sheriff joe arpaio. was sheriff joe convicted for doing his job? >> reporter: house speaker paul ryan's office writing, the speaker does not agree with this decision. both arizona republican senators arguing the president undermines the rule of law by pardoning arpaio, who has expressed no remor remorse, after his conviction last month of contempt, for defying a judge's order to stop racially profiling latinos. the 85-year-old's relationship with the president goes back to the birther movement.

white house aides defend the president's decision that did not go through the usual review process at the department of justice. >> just about every president ends up with controversial pardons. >> reporter: that pardon enraging critics, not just for its message but its timing. announced as hurricane harvey barreled towards texas. a friday night news dump that included the president formal e formalizing his order, banning transgender military recruits. and departure of another white house aid, nationalist gorka. rex tillerson seemed to distance himself from mr. trump, when discussing the impact of charlottesville. >> i don't think anyone bouts the american people's values or the commitment of the american government or the agencies of defepding those ral values.

>> and the president's values? >> the president speaks for himself. >> reporter: joe biden writing, we saw the truth of this president. he won't stop. his contempt for the u.s. constitution and willingness to divide this nation knows no bounds. we are living through the battle for the soul of this nation. we have to do what our president is not the and we have to remember our kids are watching. back here this afternoon, president trump will host the president of finland. the two leaders are expected to hold a joint news conference with plenty of topics to discuss. the u.s. navy says divers have recovered the bodies of all ten sailors missing since "uss john mccain" collided with an ail tanker last week. the remains were found inside the ship's flooded xacompartmen. this was the second deadly dligs involving a merchant vessel, in two months. let's head back to dylan for

league world series. >> today, monday, august 28th, 2017. >> a lot going on. we want to get right back to our top story. this ongoing crisis in texas. driving harvey's devastation, the slow movement of the storm. it's going to hover over southeast texas for several more days. and the rain will keep coming. when all is said and done, parts of this region could see more than 50 inches of rain. >> overnight, crews started controlled releases of water from two reservoirs around houston to hopefully avoid the potential of what would be a catastrophic failure. >> also this morning, the threat of levee failures have led to new rounds of mandatory and val voluntary evacuations from around the area. >> let's start with gabe gutierrez. he's in houston this morning. gabe, good morning to you. >> reporter: savannah, we cannot stress enough this disaster is war from over. so many roads here are

impossible. if you look from the air, from our drone, water is covering so many roads here in houston. it's still dark this morning. elsewhere in the northwest part of town, authorities have released more water from two reservoirs because they want to relieve pressure on the dams there. in many pars of this city, there's no place for this water to go. one by one, they were plucked, hoisted and carried to safety. how high did the water come up? >> it was up to here in my house. >> reporter: thousands of desperate calls to 911. coast guard helicopters racing in to save people stranded on rooftops. the agonizes rescues overnight. >> we can see somebody on the back end of that car. >> reporter: this one unfolding on live television. a man trapped in his car, surrounded by ranling flo inrags

survived. water seemingly everywhere. >> up to my chest. both cars in the garage up to the steering wheel. >> reporter: children using anything to stay afloat. the national guard on the move. hundreds of water rescues are under way in this suburban houston neighborhood. residents here say they've never seen anything like it. >> i haven't. and i've been in this area my whole life. >> reporter: houston is no stra inger to flooding. last year, the city led the u.s. in flood-related deaths, mostly due to an april storm that claimed eight lives. but this morning, rivers are rising to undecembprecedented l. >> there's no levees designed to prevent an 800-year flood. >> reporter: why is the bayou so susceptib susceptible?

harvey left him stranded at his own home for the first time. >> the human development is what's really driving and exacerbating flood losses over time. >> reporter: his research found that houston has added 25% more pavement, replacing wetlands that could absorb water. >> we have too much concrete is what part of the problem. water doesn't have any place to go when something like this happens. >> reporter: as we take another live look from the air, you can see all that water, it's still dark outside. but houston may be prone to flooding. however, it wasn't prepared for something like this. this is truly unprecedented. the city of houston had set aside about $130 million earlier this year to alleviate flood in along some bayous. but experts say that's just not enough. this metro area is expected to add about 100,000 people every year. guys, back to you. >> gabe gutierrez, working hard

all weekend. thank you very much. let's bring in dylan dreyer on the flooding in houston. this rain is not stopping. >> that's the problem. we have several days of the rain not stopping. if you look at the radar, you can see that the feeder bands are now shifting to the east. that's where we're getting the bulk of the heaviest rain, training over the same area for hours and hours. that's moving into southwestern louisiana. we have pop-up downpours because we are feeding into the gulf of mexico and feeding the moisture. this storm itself, is a tropical storm. southeast at three miles per hour, is its direction. but watch what happens, when we go through today, two tomorrow and into wednesday. while we see the bulk of the precipitation, try to move east. we are not clear of the downpours that can produce the rain for an hour's time. we're looking at additional 10 to 25 inches of rain, creating

storm totals over o50 inches. want to point out the flash flood warnings. the river flooding and the buy you flooding is going to be an issue. take a look at the buffalo bayou. this goes through houston. its record level has been 61.2 feet. we're 63.5 feet. and we are looking at extreme flooding as t he good morning. grab your sunglasses. brights temperatures. the suburbs on the way to 75 degrees today. look at the warmup for new jersey, from the 50s this morning to 76 degrees this afternoon. partly sunny later today. and breezy at the shore. winds to 20 miles an hour. upper 70s for the lehigh valley and delaware. partly to mostly sunny skies. have a gate day. .

♪ we're back. 7:42, with what could be the future of travel. >> you probably heard of elon musk's dream of high-speed travel, using hyperloop. over the weekend, a competition was held at his test track. jo ling kent in hawthorne, california, with the results of that. >> reporter: good morning. imagine going from new york or washington, d.c. or l.a. to san francisco, in less than an hour, in one of these giant vacuum tubes. it seems very futuristic. but elon musk just got a step closer, thanks to some of the best engineers in the world. the s rrace for the future of

travel is moving fast. elan musk is one step closer to his ambitious plan of building his high-speed, hyperloop a reality. his plan to have people traveling in a vacuum tube, brought teams to a competition at spacex headquarters. each built their prototype pods that can carry humans 700 miles per hour. the winner, a german team, hit more than 200 miles per hour. >> we hope that what we have shown can move the technology further, so the hyperloop can be a reality. >> this is advancing the state of transportation. trying new things that have never been done before, that can make an incredible difference to people's lives.

>> reporter: the u.s./canadian team was in second place. the contest comes about a month after musk tweeted he received verbal approval connecting new york, philadelphia, baltimore and washington, d.c. conceivably the trip from new york to d.c. could take 29 minutes. that same trip on an amtrak train right now, takes nearly three hours. musk promised san francisco to los angeles in 30 minutes. and a texas loop at nearly the speed of sound. but approval is not exactly firm. the trump white house responding, we believe our greatest solutions have often come from the ingenuity and drive of the private sector. but just last week, musk received authority to build a two-mile test track. pushing the limits of human travel, a pipe dream that's now in full force. transportation experts say we're probably several years away from sending ourselves down these

heaviest of the rain. the good news i guess for this area is that the line of torrential downpours with rainfall rates of three to four inches per hour, has shifted into louisiana. but we still have the threat of flooding in louisiana, near lake charles, with some of the heavier rain is coming down. the storm is not moving much. we're going to tap into the gulf of mexico, pulling that moisture. and we're looking at a widespread, 10, 15, 20 inches yet to go. putting storm totals over 50 inches in some areas. why is this storm not moving? we have a pattern in the upper atmosphere that's creating this block, really. a high pressure to the east and high pressure to the west. and between, there's no real current that's going to push this storm away. it's as if you dropped a leaf into the pond. unless there's a breeze to move it along, it's going to sit and spin. a and unfortunately, it's sitting and spinning on the gulf of mexico.

we are looking at heavy rain on and off through wednesday. and showers in the weekend. and the river flooding is a concern. all this water needs to go somewhere. it's going to into the rivers and bayous. and that flooding can last to next week. health and human services secretary, tom price, is with us this savannah. >> you just attended a briefing with all of the federal officials involved here. what's the things that need to be done? >> we're in the rescue phase. we're not to recovery phase. the rescue phase is to make sure individuals who need assistance are getting that assistance. individuals that need the water are getting that water. and the assistance to the local and state and county officials. this has been described on your program and elsewhere, a disaster of catastrophic proportions. we're doing all that we can to assist those local and county

and state officials. at this point, it's important for folks to listen to their local officials in the texas area. >> absolutely. that brings me to my question for you. some are criticizing the decision of the local officials in houston not to order an evacuation. others say it would not have been feasible. the mayor said it was have been worse to evacuate in these conditions. do you come down on one side or the other? >> i think pointing fingers at this point, is not helpful at all. i think it's important for people to appreciate the magnitude of this storm. remarkable. water, rain falling in terms of feet, not in inches. there's 12 million individuals who were in the area where the storm is currently and has gone through. so, you can't evacuate 12 million people. the kind of preparation, the president declaring the emergency early, before landfall. we at hhs declared a public health emergency thereafter.

hhs predeployed more individuals to the area than ever before in any emergency. so, we're doing all that we can. the federal government is doing all we can to assist. the local county and state officials. this is still in the rescue phase. and we continue to support those individuals on the ground. >> and there's been a lot of concern about fema budget cuts that had been proposed. now, we're talking about a recovery that the fema director says could take years. are you confident that the federal government has the resources to deal with this and will devote them to them accordingly? >> absolutely. and the declaration of a disaster by the president frees up some resources. and obviously, congress will be looking at this as they come back to town next week. the federal government is here to support individuals. we're here to make certain that folks have all of the resources and the help they need. >> health and human services secretary, tom price, on a busy morning for you. thank you very much.

"back-to-school today," an alert for parents about apps you may not have heard about. jim, good morning. always good to see you. first of all, let's just go over the basic rules of the road when it comes to apps. are we talking about teenagers or tweens? >> we're talking everybody. tweens and teenagers. and i think it's really important, savannah, to remember, if you have younger kids, they want to be teenagers. be careful. the first is, use privacy settings. it's very important that there's privacy settings out there. and you should protect your kids by doing it. and if you're a parent that doesn't understand all this, even you and i can learn how to do it. the other basic rule of the road is, think before posting. so often that what you put up stays there forever. your college admissions people and future employers will read it. you have to tell your kids about that. we talk about parents being friends and followers. try it yourself. if your kid wants to use

instagram, or they want to use the latest teen dating app, go on and see what they're actually experiencing. that's a really important thing. >> you say be respectful. and that's important, too. >> that's always key, yes. >> let's talk about some of the new apps. the first one is category finding friends. we talked about one called yellow and spot-a-friend. some call this tinder for teens. >> that is what it is. if you go on there -- we at common sense rate it 18 and up. there's a reason. we say look at the age ratings. it is. it's teen tinder. send me a picture and we'll start a relationship. >> wow. what about spot-a-friend? same thing? >> yellow and spot-a-friend are the newest teen dating. app. if your 12-year-old wants to go on, no. >> they have good age controls. >> common sense media. >> i thought that the site did. >> no. you're on your own on that one. that's really important for parents to remember.
